A Geopolitical Journey, Part 1: The Traveler - 0 views

  • I try to keep my writing impersonal. My ideas are my own, of course, but I prefer to keep myself out of it for three reasons.
  • First, I’m far less interesting than my writings are.
  • Second, the world is also far more interesting than my writings and me, and pretending otherwise is narcissism.

  • Geopolitics should be impersonal, yet the way we encounter the world is always personal. Andre Malraux once said that we all leave our countries in very national ways. A Korean visiting Paris sees it differently than an American. The personal is the eccentric core of geopolitics.
  • I travel to sample the political fault lines in the world, and I have done this all my life. This is an odd preference, but there might be some others who share it. Traveling geopolitically is not complex, but it does take some thought.
  • It assumes that the political life of humans is shaped by the place in which they live and that the political patterns are frequently recurring because of the persistence of nations and the permanence of geography.
  • I begin my travels by always re-reading histories and novels from the region. I avoid anything produced by a think tank, preferring old poems and legends.
  • Reading literature can be the best preparation for a discussion of a county’s budget deficit.
  • It is inconceivable to me that Russia, alive and unrestrained, would not seek to return to what it once was. The frontiers of Czarist Russia and the Soviet Union had reasons for being where they were, and in my mind, Russia would inevitably seek to return to its borders. This has nothing to do with leaders or policies. There is no New World Order, only the old one replaying itself in infinitely varying detail, like a kaleidoscope.
  • Our trip now is to countries within and near the Black Sea basin, so the geopolitical “theme” of the trip (yes, my trips have geopolitical themes, which my children find odd for some reason) is the Russian re-emergence as viewed by its western and southwestern neighbors:
  • I want to see the degree to which my sense of what will happen and their sense of what will happen diverge.
  • Romania, Ukraine, Moldova and even southern Poland cannot be understood without understanding the role the Carpathians play in uniting them and dividing them.
  • I want to understand whether this time will be different and to find out whether the Poles realize that in order for things to be different the Poles themselves must be different, since the plain is not going to stop being flat.
  • Walking a mountain path in the Carpathians in November, where bandits move about today as they did centuries ago, teaches me why this region will never be completely tamed or easily captured.
  • Nothing taught me more about American power and history than taking that trip and watching the vast traffic in grain and steel move up and down the river. It taught me why Andrew Jackson fought at New Orleans and why he wanted Texas to rebel against Mexico. It explained to me why Mark Twain, in many ways, understood America more deeply than anyone.
  • Political leaders think in terms of policies and options. Geopolitics teaches us to think in terms of constraints and limits.
  • According to geopolitics, political leaders are trapped by impersonal forces and have few options in the long run. Yet, in meeting with men and women who have achieved power in their country, the temptation is to be caught up in their belief in what they are going to do. There is a danger of being caught up in their passion and confidence.
  • There is also the danger of being so dogmatic about geopolitics that ignoring their vision blinds me to possibilities that I haven’t thought of or that can’t simply be explained geopolitically.

  • I am not looking for the pithy quote, but for the complex insight that never quite reduces itself to a sentence or two.
  • There is another part of geopolitical travel that is perhaps the most valuable: walking the streets of a city. Geopolitics affect every level of society, shaping life and culture. Walking the streets, if you know what to look for, can tell you a great deal.
  • If a Montblanc store is next to a Gucci shop, you are in the wrong place.
  • All of this should be done unobtrusively. Take along clothes that are a bit shabby. Buy a pair of shoes there, scuff them up and wear them. Don’t speak. The people can smell foreigners and will change their behavior when they sense them. Blend in and absorb. At the end of a few days you will understand the effects of the world on these people.
  • There are three things the geopolitical traveler must do.
  • He must go to places and force himself to see the geography that shapes everything. He must meet with what leaders he can find who will talk to him in all parts of society, listening and talking but reserving a part of his mind for the impersonal reality of the world. Finally, he must walk the streets. He won’t have time to meet the schoolteachers, bank tellers, government employees and auto repairmen who are the substance of a society. Nor will they be comfortable talking to a foreigner. But geopolitics teaches that you should ignore what people say and watch what they do.

Can Americans Think (Strategically)? - Council on Foreign Relations - 0 views

  • And to answer your question, "Can Americans think strategically," the answer is yes. You can think strategically, but you have not been doing so. And the thing that -- that's puzzling here is that geopolitics is supposed to work on the basis of logic.
  • And you know, my first time I spoke in the council here was in 1985, 25 years ago. Peter Tarnoff was the head then. And the topic that I chose was why the American naval base would be moved from Subic Bay to Cam Ranh Bay, right? And this is 1985, at the height of the Cold War. The United States was isolating Vietnam. And I said no, in due course Vietnam will move closer to the United States of America because Vietnam's primary geopolitical contradiction is with China and not the United States of America. And over time the geopolitical logic fell into place, and today the number-one supporter of American naval presence in Southeast Asia is Vietnam. So you could see that 25 years ago.
  • But here I want to emphasize, I don't see China as an enemy of the United States of America, okay? That's not my message. Actually, I do think you can work out a long-term win-win arrangement with the U.S. and China. But to be able to do that, you got to focus on China. Eighty percent of your resources should be focused in dealing with China, and you should get out of this mess that you have had within the Islamic world.

  • And let me just -- let me end with one story. This illustrates how brilliant the Chinese geopolitical behavior can be. You know, in my previous book, I tell this story. You know, after -- as you know, after United States invaded Iraq, in March 2003, you discovered you had a problem because there was no Security Council resolution -- (inaudible) -- invasion. Technically, the American/British occupation of Iraq was therefore illegal under international law. And the previous Security Council sanctions were still in place for America to not export Iraqi oil.
  • So some brilliant move on their part. They got direct geopolitical benefits and long-term indirect geopolitical benefits. But that's an example of what I call good geopolitical behavior, focusing on what your long-term needs and interests are. And the thing that many of us in the rest of the world are worried about is when is America going to focus on its own long-term geopolitical interests?

Geopolitical Journey, Part 2: Borderlands - 0 views

  • A borderland is a region where history is constant: Everything is in flux.
  • The countries we are visiting on this trip (Turkey, Romania, Moldova, Ukraine and Poland) occupy the borderland between Islam, Catholicism and Orthodox Christianity.
  • My interest in the region is to understand more clearly how the next iteration of regional geopolitics will play out. Russia is far more powerful than it was 10 years ago. The European Union is undergoing internal stress and Germany is recalculating its position. The United States is playing an uncertain and complex game. I want to understand how the semicircle of powers, from Turkey to Poland, are thinking about and positioning themselves for the next iteration of the regional game.

  • I have been accused of thinking like an old Cold warrior. I don’t think that’s true. The Soviet Union has collapsed, and U.S. influence in Europe has declined. Whatever will come next will not be the Cold War. What I do not expect this to be is a region of perpetual peace. It has never been that before. It will not be that in the future. I want to understand the pattern of conflict that will occur in the future. But for that we need to begin in the past, not with the Cold War, but with World War I.

  • It is interesting to speculate about history if Pilsudski had lost Warsaw. The North European Plain was wide open, and the Soviets could have moved into Germany. Undoubtedly, the French would have moved to block them, but there was a powerful Communist Party in France that had little stomach for war. It could have played out many different ways had Pilsudski not stopped the Russians. But he did.
  • His vision was something called the Intermarium — an alliance of the nations between the seas built around Poland and including Czechoslovakia, Hungary, Romania, Finland and the Baltic states.
  • Pilsudski’s Intermarium makes a kind of logical if not historical sense. It is not historical because this borderland has always been the battleground for others. It has never formed together to determine its fate.
  • As always, the Intermarium is caught between Russia and Europe.

  • This is not a time of clear strategic thinking in Washington. I find it irritating to go there, since they regard my views as alarmist and extreme while I find their views outmoded and simplistic.
  • The United States is a vast nation, and Washington thinks of itself as its center, but it really isn’t. The United States doesn’t have a center. The pressures of the world and the public shape its actions, albeit reluctantly.
  • I regard NATO as a bureaucracy overseeing an alliance whose mission was accomplished 20 years ago.
  • The Intermarium countries remain infatuated with the European Union and NATO, but the infatuation is declining. The year 2008 and Germany’s indifference to these countries was not pleasant, and they are learning that NATO is history.
  • Washington still thinks of Russia as the failed state of the 1990s. It simply doesn’t take it seriously. It thinks of the European Union as having gone over a speed bump from which it will recover. But mostly, Washington thinks about Afghanistan. For completely understandable reasons, Afghanistan sucks up the bandwidth of Washington, allowing the rest of the world to maneuver as it wishes.

  • I am not making strategy but examining geopolitical forces. I am not planning what should be but thinking about what will likely happen.

Geopolitics Continue Despite WikiLeaks - 0 views

  • STRATFOR sources in the United States, as well as foreign intelligence agencies and diplomatic officials, continued on Monday to speak to STRATFOR about how the leaks had a negative effect on their ability to conduct diplomatic business.
  • Repercussions of the leaked U.S. diplomatic cables therefore are serious and global, not confined to American statecraft. Diplomacy and intelligence professions may very well consider classifying eras as pre- and post-WikiLeaks. We are not sure, and it is too early to tell so close to the actual leaks.
  • Geopolitics is a set of constraints imposed primarily by geography — with demographics and technology playing roles — that limit strategic options for nations.

  • One could argue that WikiLeaks introduces a new set of constraints, of open information that will limit how governments pursue their national interests.
  • It is not clear if anyone wins or loses. Power structures established by geography, demographics and technology remain unaffected.
  • Perhaps we have misread the WikiLeak thesis. Perhaps behind the idea that leaked U.S. diplomatic cables would change geopolitics is not a simple argument of new constraints and enablers emerging, but rather the assumption that the revelation of supposed cynicism and insidious scheming of U.S. diplomats would by itself create a call for change within the American — and global — society. This has not happened. In fact, the U.S. public — as well as the global public — seem to be very much aware of what their diplomats are doing and how they are going about their business. They are, as Joseph Stalin once wrote, quite aware that “sincere diplomacy is no more possible than dry water or wooden iron.”

The Love of One's Own and the Importance of Place - 0 views

  • Wherever one chooses to go, whatever identity one chooses to claim, in the end, you cannot escape from who you are.

William Shakespeare, born in 1564 - the century in which the European conquest of the world took place -- had Macbeth say that history is a tale told by an idiot, full of sound and fury, signifying nothing. If Macbeth is right, then history is merely sound and fury, devoid of meaning, devoid of order. Anarchy and Hegemony - 0 views

  • Everyone loves equality: equality of races, of ethnic groups, of sexual orientations, and so on. The problem is, however, that in geopolitics equality usually does not work very well. For centuries Europe had a rough equality between major states that is often referred to as the balance-of-power system. And that led to frequent wars
  • East Asia, by contrast, from the 14th to the early 19th centuries, had its relations ordered by a tribute system in which China was roughly dominant. The result, according to political scientist David C. Kang of the University of Southern California, was a generally more peaceful climate in Asia than in Europe.
  • The fact is that domination of one sort or another, tyrannical or not, has a better chance of preventing the outbreak of war than a system in which no one is really in charge

  • Columbia University's Kenneth Waltz, arguably America's pre-eminent realist, says that the opposite of "anarchy" is not stability, but "hierarchy."
  • Hierarchy eviscerates equality; hierarchy implies that some are frankly "more equal" than others, and it is this formal inequality -- where someone, or some state or group, has more authority and power than others -- that prevents chaos. For it is inequality itself that often creates the conditions for peace.
  • Government is the most common form of hierarchy.
  • It is a government that monopolizes the use of violence in a given geographical space, thereby preventing anarchy. To quote Thomas Hobbes, the 17th century English philosopher, only where it is possible to punish the wicked can right and wrong have any practical meaning, and that requires "some coercive power."
  • The best sort of inequality is hegemony.
  • Whereas primacy, as Kang explains, is about preponderance purely through military or economic power, hegemony "involves legitimation and consensus."
  • That is to say, hegemony is some form of agreed-upon inequality, where the dominant power is expected by others to lead.
  • When a hegemon does not lead, it is acting irresponsibly.
  • hegemony has a bad reputation in media discourse.
  • But that is only because journalists are confused about the terminology, even as they sanctimoniously judge previous historical eras by the strict standards of their own. In fact, for most of human history, periods of relative peace have been the product of hegemony of one sort or another. And for many periods, the reigning hegemonic or imperial power was the most liberal, according to the standards of the age.

      I call BULLSHIT on the Rome thing. There is some strong evidence that they were quite lacking in human rights relative their northern Gaulish neighbors (which they smashed to claim their gold mines).
  • There are exceptions, of course, like Hapsburg Spain, with its combination of inquisition and conquest. But the point is that hegemony does not require tyrannical or absolutist rule.

      I'll buy it. I remember how John Green noted that the Greek city states won a war against the Persians - who had abolished slavery and had greater rights of expression for the multiplicity of ethnicities within their borders.
  • there are few things messier in geopolitics than the demise of an empire.
  • The collapse of the Hapsburgs, of the Ottoman Turks, of the Soviet Empire and the British Empire in Asia and Africa led to chronic wars and upheavals. Some uncomprehending commentators remind us that all empires end badly. Of course they do, but that is only after they have provided decades and centuries of relative peace.
  • Obviously, not all empires are morally equivalent.
  • Therefore, I am saying only in a general sense is order preferable to disorder.
  • Though captivating subtleties abound: For example, Napoleon betrayed the ideals of the French Revolution by creating an empire, but he also granted rights to Jews and Protestants and created a system of merit over one of just birth and privilege.
  • In any case, such order must come from hierarchal domination.
  • Indeed, from the end of World War II until very recently, the United States has performed the role of a hegemon in world politics. America may be democratic at home, but abroad it has been hegemonic.
  • That is, by some rough measure of international consent, it is America that has the responsibility to lead. America formed NATO in Europe, even as its Navy and Air Force exercise preponderant power in the Pacific Basin. And whenever there is a humanitarian catastrophe somewhere in the developing world, it is the United States that has been expected to organize the response.
  • Periodically, America has failed. But in general, it would be a different, much more anarchic world without American hegemony.
  • But that hegemony, in some aspects, seems to be on the wane. That is what makes this juncture in history unique.
  • When it comes to the Greater Middle East, Americans seem to want protection on the cheap, and Obama is giving them that. 
  • We will kill a terrorist with a drone, but outside of limited numbers of special operations forces there will be no boots on the ground for Libya, Syria or any other place.

  • Nevertheless, in the case of the Middle East, do not conflate chaos with democracy. Democracy itself implies an unequal, hierarchal order, albeit one determined by voters. What we have in the Middle East cannot be democracy because almost nowhere is there a new and sufficiently formalized hierarchy. No, what we have in many places in the Middle East is the weakening of central authority with no new hierarchy to adequately replace it.
  • Unless some force can, against considerable odds, reinstitute hierarchy -- be it an American hegemon acting globally, or an international organization acting regionally or, say, an Egyptian military acting internally -- we will have more fluidity, more equality and therefore more anarchy to look forward to.

  • The very existence of the Tibetan issue bespeaks several overlapping themes of Chinese geopolitics. Most fundamentally, it must be understood in the context of China's struggle to integrate and extend control over the often impassable but strategically significant borderlands militarily and demographically.

  • In doing so, he is attempting to create a sense of continuity to the Tibetan movement even though his spiritual successor has not been identified. However, it also separates the Dalai Lama from any Tibetan political movement, theoretically making it easier for the spiritual leader and Beijing to come to an accord about his possible return as a spiritual -- but not political -- leader.
  • But the maneuvering by the Dalai Lama reflects a deeper reality. The Tibetan movement is not homogenous. Tibetan Buddhism has several schools that remain in fragile coordination out of respect for the Dalai Lama. The Tibetan political movement is also fragmented, with the younger foreign-born Tibetans often more strongly pressing for independence for Tibet, while the older exiles take a more moderate tone and call for more autonomy. The peaceful path promoted by the Dalai Lama is respected, but not guaranteed forever, by the younger and more radical elements of the Tibetan movement, which have only temporarily renounced the use of violence to achieve their political goals.
  • At a minimum, the spiritual leader's fame means no successor will be able to exercise the same degree of influence or maintain internal coherence as he has done.

  • Second, there are the Great Lakes.
  • Third and most important are the lines of barrier islands that parallel the continent’s East and Gulf coasts.
  • Thus, the Greater Mississippi Basin is the continent’s core, and whoever controls that core not only is certain to dominate the East Coast and Great Lakes regions but will also have the agricultural, transport, trade and political unification capacity to be a world power — even without having to interact with the rest of the global system.
  • There are many secondary stretches of agricultural land as well
  • The rivers of the American Atlantic coastal plain — flowing down the eastern side of the Appalachians — are neither particularly long nor interconnected. This makes them much more like the rivers of Northern Europe in that their separation localizes economic existence and fosters distinct political identities, dividing the region rather than uniting it. The formation of such local — as opposed to national — identities in many ways contributed to the American Civil War.
  • What is now Mexico lacks even a single navigable river of any size. Its agricultural zones are disconnected and it boasts few good natural ports.
  • Canada’s maritime transport zones
  • Its first, the Great Lakes, not only requires engineering but is shared with the United States.
  • The second, the St. Lawrence Seaway, is a solid option (again with sufficient engineering), but it services a region too cold to develop many dense population centers.
  • So long as the United States has uninterrupted control of the continental core — which itself enjoys independent and interconnected ocean access — the specific locations of the country’s northern and southern boundaries are somewhat immaterial to continental politics.
  • The eastern end of the border could be anywhere within 300 kilometers north or south of its current location (at present the border region’s southernmost ports — Brownsville and Corpus Christi — lie on the U.S. side of the border). As one moves westward to the barren lands of New Mexico, Arizona, Chihuahua and Sonora, the possible variance increases considerably. Even controlling the mouth of the Colorado River where it empties into the Gulf of California is not a critical issue, since hydroelectric development in the United States prevents the river from reaching the Gulf in most years, making it useless for transport.

      As a fun project, I'd love to create a map that depicts what could be the outer edges of the American political map without changing its core strategic position.
  • In the north, the Great Lakes are obviously an ideal break point in the middle of the border region, but the specific location of the line along the rest of the border is largely irrelevant. East of the lakes, low mountains and thick forests dominate the landscape — not the sort of terrain to generate a power that could challenge the U.S. East Coast.
  • The border here could theoretically lie anywhere between the St. Lawrence Seaway and Massachusetts without compromising the American population centers on the East Coast
  • So long as the border lies north of the bulk of the Missouri River’s expansive watershed, the border’s specific location is somewhat academic, and it becomes even more so when one reaches the Rockies.
  • On the far western end of the U.S.-Canada border is the only location where there could be some border friction. The entrance to Puget Sound — one of the world’s best natural harbors — is commanded by Vancouver Island.
  • Most of the former is United States territory, but the latter is Canadian — in fact, the capital of British Columbia, Victoria, sits on the southern tip of that strategic island for precisely that reason.
  • It is common knowledge that the United States began as 13 rebellious colonies along the east coast of the center third of the North American continent. But the United States as an entity was not a sure thing in the beginning
  • France controlled the bulk of the useful territory that in time would enable the United States to rise to power, while the Spanish empire boasted a larger and more robust economy and population in the New World than the fledgling United States.
  • Most of the original 13 colonies were lightly populated by European standards — only Philadelphia could be considered a true city in the European sense — and were linked by only the most basic of physical infrastructure. Additionally, rivers flowed west to east across the coastal plain, tending to sequester regional identities rather than unify them.
  • But the young United States held two advantages.
  • First, without exception, all of the European empires saw their New World holdings as secondary concerns.
  • With European attentions diverted elsewhere, the young United States had an opportunity to carve out a future for itself relatively free of European entanglements.
  • Second, the early United States did not face any severe geographic challenges. The barrier island system and local rivers provided a number of options that allowed for rapid cultural and economic expansion up and down the East Coast.
  • This was not England, an island that forced the early state into the expense of a navy. This was not France, a country with three coasts and two land borders that forced Paris to constantly deal with threats from multiple directions. This was not Russia, a massive country suffering from short growing seasons that was forced to expend inordinate sums of capital on infrastructure simply to attempt to feed itself.
  • Instead, the United States could exist in relative peace for its first few decades without needing to worry about any large-scale, omnipresent military or economic challenges, so it did not have to garrison a large military.

      Maybe our obsession with some mythical, truly free market stems from these early roots and is nourished by continued favorable geographic conditions. I wonder if that's one reason we're incredulous that other nations don't adopt our various policies. We have unique circumstances and are oblivious to the fact.

      In classic StratFor fashion, the monograph extensively lays out the geographic (and some brief historical relevance) situation without reference to founding fathers or 'sacred' mentalities. On a very personal note, this is a reason that I prefer this style. On the left and right, there's a strong desire to steer perceptions. Surely, StratFor is no different, but it steers perceptions to a particular frame of scale.
  • The United States’ strategic imperatives are presented here in five parts. Normally imperatives are pursued in order, but there is considerable time overlap between the first two and the second two.
  • 1. Dominate the Greater Mississippi Basin
  • The early nation was particularly vulnerable to its former colonial master.
  • There are only two ways to protect a coastal community from sea power. The first is to counter with another navy.
  • The second method of protecting a coastal community is to develop territories that are not utterly dependent upon the sea.
  • Achieving such strategic depth was both an economic and a military imperative.
  • The United States was entirely dependent upon the English imperial system not just for finished goods and markets but also for the bulk of its non-agricultural raw materials, in particular coal and iron ore.
  • The Appalachians may not be the Swiss Alps, but they were sufficiently rugged to put a check on any deep and rapid inland expansion.
  • The Ohio River faced the additional problem of draining into the Mississippi, the western shore of which was the French territory of Louisiana
  • The United States solved this problem in three phases.
  • First, there was the direct purchase of the Louisiana Territory from France in 1803.
  • At the time, Napoleon was girding for a major series of wars that would bear his name. France not only needed cash but also to be relieved of the security burden of defending a large but lightly populated territory in a different hemisphere.
  • The Louisiana Purchase not only doubled the size of the United States but also gave it direct ownership of almost all of the Mississippi and Missouri river basins.
  • The inclusion of the city of New Orleans in the purchase granted the United States full control over the entire watershed.
  • The second phase of the strategic-depth strategy was the construction of that different route: the National Road (aka the Cumberland Road).
  • This single road (known in modern times as Interstate 40 or Interstate 70 for most of its length) allowed American pioneers to directly settle Ohio, Indiana, Illinois and Missouri and granted them initial access to Michigan, Wisconsin, Iowa and Minnesota.
  • For the better part of a century, it was the most heavily trafficked route in the country
  • the original 13 colonies were finally lashed to the Greater Mississippi Basin via a route that could not be challenged by any outside power.
  • The third phase of the early American expansion strategy was in essence an extension of the National Road via a series of settlement trails, by far the most important and famous of which was the Oregon Trail.
  • The trail was directly responsible for the initial settling of Kansas, Nebraska, Wyoming, Idaho and Oregon. A wealth of secondary trails branched off from the main artery — the Mormon, Bozeman, California and Denver trails — and extended the settlement efforts to Montana, Colorado, Utah, Nevada and California.
  • That project’s completion reduced East Coast-West Coast travel time from six months to eight days and slashed the cost by 90 percent (to about $1,100 in 2011 dollars).
  • Collectively, the Louisiana Purchase, the National Road and the Oregon Trail facilitated the largest and fastest cultural expansion in human history.
  • From beginning to end, the entire process required less than 70 years.
  • The Columbia River Valley and California’s Central Valley are not critical American territories.

  • 2. Eliminate All Land-Based Threats to the Greater Mississippi Basin
  • The first land threat to the young United States was in essence the second phase of the Revolutionary War

  • Geopolitically, the most critical part of the war was the participation of semi-independent British Canada.
  • Canadian forces, unlike the British, did not have a supply line that stretched across the Atlantic.
  • Canada is far enough north that its climate is far harsher than that of the United States, with all of the negative complications one would expect for population, agriculture and infrastructure.
  • What few rivers Canada has neither interconnect nor remain usable year round.
  • Most of these river connections also have rapids and falls, greatly limiting their utility as a transport network.
  • the St. Lawrence Seaway — a series of locks that link the St. Lawrence River to the Great Lakes and allow full ocean access — was not completed until 1959.
  • Newfoundland and Prince Edward Island — are disconnected from the Canadian landmass and unable to capitalize on what geographic blessings the rest of the country enjoys

  • The British were exhausted from the Napoleonic Wars in Europe and, with the French Empire having essentially imploded, were more interested in reshaping the European balance of power than re-engaging the Americans in distant North America.
  • the Americans were mobilized, angry and — remembering vividly the Canadian/British sacking of Washington — mulling revenge.
  • This left a geographically and culturally fractured Canada dreading a long-term, solitary confrontation with a hostile and strengthening local power. On the surface, threatening to test weapons does not appear particularly sensible. If the test fails, you look weak. If it succeeds, you look dangerous without actually having a deliverable weapon. And the closer you come to having a weapon, the more likely someone is to attack you so you don't succeed in actually getting one.
  • Developing a weapon in absolute secret would seem to make more sense. When the weapon is ready, you display it, and you have something solid to threaten enemies with.

Yet it has maneuvered itself into a situation where the United States, Japan, China, Russia and South Korea have sat down with it at the negotiating table in a bid to persuade it not to build weapons.
  • There is brilliance in North Korea's strategy. When the Soviet Union collapsed, North Korea was left in dire economic straits.
  • Naturally, the goal of the North Korean government was regime survival, so it was terrified that outside powers would invade or support an uprising against it.

  • Hence, we have North Korea's eternal nuclear program. It never quite produces a weapon, but no one can be sure whether a weapon might be produced.
  • Interestingly, North Korea never does anything significant and dangerous, or at least not dangerous enough to break the pattern. Since the Korean War, North Korea has carefully calculated its actions, timing them to avoid any move that could force a major reaction.
  • The North's positioning is superb: Minimal risky action sufficient to lend credibility to its ferocity and craziness plus endless rhetorical threats maneuvers North Korea into being a major global threat in the eyes of the great powers.
  • Over the years, the United States, Japan and South Korea have looked to the Chinese to intercede and persuade the North Koreans not to do anything rash. This diplomatic pattern has established itself so firmly that we wonder what the actual Chinese role is in all this.
  • It is impossible for us to know what the Chinese are thinking, and we have no overt basis for assuming the Chinese and North Koreans are collaborating, but we do note that China has taken an increasing interest in stabilizing North Korea.
  • For its part, North Korea has tended to stage these crises -- and their subsequent Chinese interventions -- at quite useful times for Beijing.
  • It should also be noted that other countries have learned the ferocious, weak, crazy maneuver from North Korea. Iran is the best pupil. It has convincingly portrayed itself as ferocious via its nuclear program, endlessly and quite publicly pursuing its program without ever quite succeeding. It is also persistently seen as weak, perpetually facing economic crises and wrathful mobs of iPod-wielding youths. Whether Iran can play the weakness card as skillfully as North Korea remains unclear -- Iran just doesn't have the famines North Korea has.
  • I do not mean to appear to be criticizing the "ferocious, weak and crazy" strategy. When you are playing a weak hand, such a strategy can yield demonstrable benefits. It preserves regimes, centers one as a major international player and can wring concessions out of major powers. It can be pushed too far, however, when the fear of ferocity and craziness undermines the solace your opponents find in your weakness.

  • In many ways, China was more deeply united under Mao Zedong than under any emperor since Kangxi in the 18th century. After 1978, the foundations of internal cohesion began to shift and crack as the reform and opening process directed central government attention and investment away from the interior (Mao's power base) and toward the coast.
  • Today, faced with the political and social consequences of that process, the Party is once again working to reintegrate and recentralize -- both in the sense of slowly reconsolidating central government control over key sectors of the economy and, more fundamentally, forcibly shifting the economy's productive core inland.

  • First, there is a clear shift in central government policy away from intensive focus on coastal manufacturing at the expense of the interior (the dominant approach throughout the 1990s and early 2000s) and toward better integrating China's diverse regions into a coherent national economy.
  • Thirty years of export-oriented manufacturing centered in a handful of coastal cities generated huge wealth and created hundreds of millions of jobs. But it also created an economy characterized by deep discrepancies in the geographic allocation of resources and by very little internal cohesion.
  • By 2001, the economies of Shanghai and Shenzhen, for instance, were in many ways more connected to those of Tokyo, Seoul and Los Angeles than of the hinterlands of Sichuan and Shaanxi provinces.
  • The foundation of this model was an unending supply of cheap labor. In the 1980s, such workers came primarily from the coast. In the 1990s, when coastal labor pools had been largely exhausted, factories welcomed the influx of migrants from the interior. Soon, labor came to replace coal, iron ore and other raw materials as the interior's most important export to coastal industrial hubs. By the mid-2000s, between 250 million and 300 million migrant workers had fled from provinces like Henan, Anhui and Sichuan (where most people still lived on near-subsistence farming) in search of work in coastal cities.
  • This continual supply of cheap labor from the interior kept Chinese manufacturing cost-competitive throughout the 2000s -- far longer than if Chinese factories had only had the existing coastal labor pool to rely on.
  • But in doing so, it kept wages artificially low and, in turn, systematically undermined the development of a domestic consumer base. This was compounded by the fact that very little of the wealth generated by coastal manufacturing went to the workers.
  • Instead, it went to the state in the form of savings deposits into state-owned banks, revenue from taxes and land sales, or profits for the state-owned and state-affiliated enterprises
  • This dual process -- accumulation of wealth by the state and systematic wage repression in low-end coastal manufacturing -- significantly hampered the development of China's domestic consumer base. But even more troubling was the effect of labor migration, coupled with the relative lack of central government attention to enhancing inland industry throughout the 1990s and early 2000s, on the economies of interior provinces.
  • In trying to urbanize and industrialize the interior, Beijing is going against the grain of Chinese history -- a multimillennia saga of failed attempts to overcome the radical constraints of geography, population, food supply and culture through ambitious central government development programs.
  • Though its efforts thus far have yielded notable successes, such as rapid expansion of the country's railway system and soaring economic growth rates among inland provinces, they have not yet addressed a number of pivotal questions. Before it can move forward, Beijing must address the reform of the hukou (or household registration) system and the continued reliance on centrally allocated investment, as opposed to consumption, as a driver of growth.

  • It is also vital to consider not the difference between 1990 and 2011, but the difference between the 1950s and 1960s and the 21st century. This is where the difference in the meaning of middle class becomes most apparent.
  • In the 1950s and 1960s, the median income allowed you to live with a single earner -- normally the husband, with the wife typically working as homemaker -- and roughly three children. It permitted the purchase of modest tract housing, one late model car and an older one. It allowed a driving vacation somewhere and, with care, some savings as well. I know this because my family was lower-middle class, and this is how we lived, and I know many others in my generation who had the same background. It was not an easy life and many luxuries were denied us, but it wasn't a bad life at all.
  • Someone earning the median income today might just pull this off, but it wouldn't be easy. Assuming that he did not have college loans to pay off but did have two car loans to pay totaling $700 a month, and that he could buy food, clothing and cover his utilities for $1,200 a month, he would have $1,400 a month for mortgage, real estate taxes and insurance, plus some funds for fixing the air conditioner and dishwasher.

And if his employer didn't cover health insurance, that $4,000-5,000 for three or four people would severely limit his expenses. And of course, he would have to have $20,000-40,000 for a down payment and closing costs on his home. There would be little else left over for a week at the seashore with the kids.
  • And this is for the median. Those below him -- half of all households -- would be shut out of what is considered middle-class life, with the house, the car and the other associated amenities.
  • I should pause and mention that this was one of the fundamental causes of the 2007-2008 subprime lending crisis. People below the median took out loans with deferred interest with the expectation that their incomes would continue the rise that was traditional since World War II.
  • The caricature of the borrower as irresponsible misses the point. The expectation of rising real incomes was built into the American culture, and many assumed based on that that the rise would resume in five years. When it didn't they were trapped, but given history, they were not making an irresponsible assumption.
  • American history was always filled with the assumption that upward mobility was possible. The Midwest and West opened land that could be exploited, and the massive industrialization in the late 19th and early 20th centuries opened opportunities. There was a systemic expectation of upward mobility built into American culture and reality.
  • The Great Depression was a shock to the system, and it wasn't solved by the New Deal, nor even by World War II alone. The next drive for upward mobility came from post-war programs for veterans, of whom there were more than 10 million. These programs were instrumental in creating post-industrial America, by creating a class of suburban professionals. There were three programs that were critical:
  • The GI Bill, which allowed veterans to go to college after the war, becoming professionals frequently several notches above their parents.
  • The part of the GI Bill that provided federally guaranteed mortgages to veterans, allowing low and no down payment mortgages and low interest rates to graduates of publicly funded universities.
  • The federally funded Interstate Highway System, which made access to land close to but outside of cities easier, enabling both the dispersal of populations on inexpensive land (which made single-family houses possible) and, later, the dispersal of business to the suburbs.
  • There were undoubtedly many other things that contributed to this, but these three not only reshaped America but also created a new dimension to the upward mobility that was built into American life from the beginning.

  • Everything was being reinvented. Huge amounts of money, managed by people whose specialty was re-engineering companies, were deployed. The choice was between total failure and radical change. From the point of view of the individual worker, this frequently meant the same thing: unemployment.
  • From the view of the economy, it meant the creation of value whether through breaking up companies, closing some of them or sending jobs overseas. It was designed to increase the total efficiency, and it worked for the most part.
  • This is where the disjuncture occurred. From the point of view of the investor, they had saved the corporation from total meltdown by redesigning it. From the point of view of the workers, some retained the jobs that they would have lost, while others lost the jobs they would have lost anyway. But the important thing is not the subjective bitterness of those who lost their jobs, but something more complex.
  • As the permanent corporate jobs declined, more people were starting over. Some of them were starting over every few years as the agile corporation grew more efficient and needed fewer employees. That meant that if they got new jobs it would not be at the munificent corporate pay rate but at near entry-level rates in the small companies that were now the growth engine.
  • As these companies failed, were bought or shifted direction, they would lose their jobs and start over again. Wages didn't rise for them and for long periods they might be unemployed, never to get a job again in their now obsolete fields, and certainly not working at a company for the next 20 years.
  • The restructuring of inefficient companies did create substantial value, but that value did not flow to the now laid-off workers. Some might flow to the remaining workers, but much of it went to the engineers who restructured the companies and the investors they represented.
  • Statistics reveal that, since 1947 (when the data was first compiled), corporate profits as a percentage of gross domestic product are now at their highest level, while wages as a percentage of GDP are now at their lowest level.
  • It was not a question of making the economy more efficient -- it did do that -- it was a question of where the value accumulated. The upper segment of the wage curve and the investors continued to make money. The middle class divided into a segment that entered the upper-middle class, while another faction sank into the lower-middle class.
  • American society on the whole was never egalitarian. It always accepted that there would be substantial differences in wages and wealth. Indeed, progress was in some ways driven by a desire to emulate the wealthy. There was also the expectation that while others received far more, the entire wealth structure would rise in tandem. It was also understood that, because of skill or luck, others would lose.
  • What we are facing now is a structural shift, in which the middle class' center, not because of laziness or stupidity, is shifting downward in terms of standard of living. It is a structural shift that is rooted in social change (the breakdown of the conventional family) and economic change (the decline of traditional corporations and the creation of corporate agility that places individual workers at a massive disadvantage).

  • The inherent crisis rests in an increasingly efficient economy and a population that can't consume what is produced because it can't afford the products. This has happened numerous times in history, but the United States, excepting the Great Depression, was the counterexample.
  • In political debates, someone must be blamed. In reality, these processes are beyond even the government's ability to control. On one hand, the traditional corporation was beneficial to the workers until it collapsed under the burden of its costs. On the other hand, the efficiencies created threaten to undermine consumption by weakening the effective demand among half of society.

  • Other superpowers such as Britain or Rome did not have the idea of a perpetually improving condition of the middle class as a core value. The United States does. If it loses that, it loses one of the pillars of its geopolitical power.
  • The left would argue that the solution is for laws to transfer wealth from the rich to the middle class. That would increase consumption but, depending on the scope, would threaten the amount of capital available to investment by the transfer itself and by eliminating incentives to invest. You can't invest what you don't have, and you won't accept the risk of investment if the payoff is transferred away from you.
  • The right will argue that allowing the free market to function will fix the problem.
  • The free market doesn't guarantee social outcomes, merely economic ones.
  • In other words, it may give more efficiency on the whole and grow the economy as a whole, but by itself it doesn't guarantee how wealth is distributed.

  • Thomas Hobbes conceived of the modern state in his Leviathan, published in 1651. Hobbes is known wrongly as a gloomy philosopher because of his emphasis on anarchy. Hobbes was actually a liberal optimist, who saw the state as the solution to anarchy, allowing people to procure possessions and build a community. Hobbes knew that in the path toward a better world, order first has to be established. Only later can humankind set about making such order non-tyrannical.

  • Since 1989 the population of the Russian Far East declined by 14% to 6.7 million in 2002; shorn of subsidies from the center, it is now dependent on the rest of East Asia for food and consumer imports. It sits next to Chinese Manchuria (the provinces of Heilongjiang, Liaoning and Jilin), an environmentally-strained rust belt of 108 million souls. Thus it is not surprising to see American geopolitical jockeys, Russian xenophobes and anti-Putin "liberals" alike (i.e. Radio Free Europe's Aleksandr Golts and Echo Moskvi Radio's Yulia Latynina, etc) claiming that a stealth demographic invasion of Russia is well underway which will in a few years result in a Chinese Far East.
  • The issue of Chinese migration to Russia and its political consequences starts with one main question - how many of them are there? All reputable estimates are in the range of 200,000 to 400,000, with 500.000 as the absolute maximum, most of them shuttle traders or seasonal laborers. The academic Gel'bras first came with these figures in 2001, based on adding up numbers from separate towns and regions.
  • Most migrants come from cities or small towns, and only 20% from villages - although the latter figure is higher in Moscow. Only 5% were employed in agriculture back in China. 38% were "workers" and 11% were "worker-peasants". Although only 6% admitted they had been unemployed, the real figure is much higher since 70% of workers and 68% of worker peasants said they migrated because they couldn't find a job in China.

  • I will now go beyond demography into geopolitics. China is not the monolith that it is usually painted as in the West; its strong central government conceals a greater deal of simmer, dynamism and regionalism.
  • China aimed to achieve three geopolitical aims in the following order:
  • 1) Maintain central authority over the commercial seaboard and the peasant hinterland 2) Surround itself by a buffer of vassal states on land - Tibet, Sinkiang, Mongolia, Manchuria, etc. 3) Build a strong navy to repel sea-based foreign predation, protect its trade and extend its influence over East Asia. Now and in the future, China is going to have cope with a panoply of threats to those geopolitical goals - rising inequalities, a disconnected bureaucracy, ethnic separatism and American and Japanese sea power. In other words, it's going to have its hands full and Chinese willingness to pursue reconciliation and friendship with Russia is a reflection of its need for a safe strategic rear (see Sino-Russian Relations in China Debates the Future Security Environment, Michael Pillsbury).

  • The Carpathian Mountains define Romania, but in an odd way. Rather than serving as the border of the country, protecting it, the Carpathians are an arc that divides the country into three parts.
