Iraq and Syria Follow Lebanon's Precedent - 0 views

  • For nearly 100 years, Sykes-Picot defined the region. A strong case can be made that the nation-states Sykes-Picot created are now defunct, and that what is occurring in Syria and Iraq represents the emergence of those post-British/French maps that the United States has been trying to maintain since the collapse of Franco-British power.
  • Sykes-Picot, named for French diplomat Francois Georges-Picot and his British counterpart, Sir Mark Sykes, did two things.
  • First, it created a British-dominated Iraq.

  • Second, it divided the Ottoman province of Syria on a line from the Mediterranean Sea east through Mount Hermon.
  • The British named the area to the west of the Jordan River after the Ottoman administrative district of Filistina, which turned into Palestine on the English tongue.
  • The British had promised postwar power to both. It gave the victorious Sauds the right to rule Arabia -- hence Saudi Arabia. The other tribe, the Hashemites, had already been given the newly invented Iraqi monarchy and, outside of Arabia
  • And thus, along with Syria, five entities were created between the Mediterranean and Tigris, and between Turkey and the new nation of Saudi Arabia.
  • The most important interest, the oil in Iraq and the Arabian Peninsula, was protected from the upheaval in their periphery as Turkey and Persia were undergoing upheaval. This gave the Europeans what they wanted.
  • What it did not do was create a framework that made a great deal of sense of the Arabs living in this region.
  • The Europeans used the concept of the nation-state to express divisions between "us" and "them." To the Arabs, this was an alien framework, which to this day still competes with religious and tribal identities.
  • It was Lebanon that came apart first. Lebanon was a pure invention carved out of Syria. As long as the Christians for whom Paris created Lebanon remained the dominant group, it worked, although the Christians themselves were divided into warring clans.
  • Lebanon's issues were not confined to Lebanon. The line dividing Lebanon from Syria was an arbitrary boundary drawn by the French.
  • From the outside it appeared to be strictly a religious war, but that was an incomplete view. It was a competition among clans for money, security, revenge and power. And religion played a role, but alliances crossed religious lines frequently.
  • The complexity of Lebanon goes far beyond this description, and the external meddling from Israel, Syria, Iran and the United States is even more complicated.
  • The point is that the clans became the reality of Lebanon, and the Lebanese government became irrelevant.
  • But in the end, the state existed at the forbearance of the clans. The map may show a nation, but it is really a country of microscopic clans engaged in a microscopic geopolitical struggle for security and power.
  • A similar process has taken place in Syria. The arbitrary nation-state has become a region of competing clans.
  • Something very similar happened in Iraq. As the Americans departed, the government that was created was dominated by Shia, who were fragmented. To a great degree, the government excluded the Sunnis, who saw themselves in danger of marginalization. The Sunnis consisted of various tribes and clans (some containing Shiites) and politico-religious movements like the Islamic State. They rose up in alliance and have now left Baghdad floundering, the Iraqi army seeking balance and the Kurds scrambling to secure their territory.
  • It is a three-way war, but in some ways it is a three-way war with more than 20 clans involved in temporary alliances.
  • the most likely outcome is what happened in Lebanon: the permanent power of the sub-national groups, with perhaps some agreement later on that creates a state in which power stays with the smaller groups, because that is where loyalty lies.
  • The boundary between Lebanon and Syria was always uncertain. The border between Syria and Iraq is now equally uncertain. But then these borders were never native to the region. The Europeans imposed them for European reasons.
  • Therefore, the idea of maintaining a united Iraq misses the point. There was never a united Iraq -- only the illusion of one created by invented kings and self-appointed dictators. The war does not have to continue, but as in Lebanon, it will take the exhaustion of the clans and factions to negotiate an end.
  • The idea that Shia, Sunnis and Kurds can live together is not a fantasy. The fantasy is that the United States has the power or interest to re-create a Franco-British invention crafted out of the debris of the Ottoman Empire.
  • There are two issues here.
  • The first is how far the disintegration of nation-states will go in the Arab world.
  • But the second issue is what regional powers will do about this process.
  • All of this aside, the point is that it is time to stop thinking about stabilizing Syria and Iraq and start thinking of a new dynamic outside of the artificial states that no longer function.

Once Upon a Time in Syria - 0 views

  • Though the term "Arabist" has been used far more broadly, during the Cold War in Washington it often came to refer to people at the State Department.
  • They tended to have come of age during World War II, were educated at the best private schools in New England, were in some cases descendants of American missionary families in the Middle East in the 19th and early 20th centuries, and by mastering Arabic in their twenties and thirties, spent their entire foreign service careers in one Arab country after another.
  • Syria was often their lodestar: the essential Arab country.

  • Syria was the throbbing heart of Arabism, the most steadfast country in its refusal to compromise with what, in Syrian eyes, was the post-colonial monstrosity known as Israel.
  • For a U.S. State Department Arabist, a posting to Syria was, in a thematic sense, fundamental to a successful career.
  • Given the fact of almost two dozen Arabic-speaking countries and only one Hebrew-speaking country to which one could be posted, an American diplomat's professional lifetime might be spent among Arabs much more easily than among Israelis. Not to develop sympathies would be inhuman.
  • The Arabists knew that it was a myth that Syria did not experiment with democracy like Israel. Syria had held three relatively free elections in 1947, 1949 and 1954, and all broke down more or less along ethnic, sectarian, tribal or regional lines, with military rule resulting after each failure.
  • The Arabists understood better than anyone else (except, that is, for the locals) that Syria was an artificial state built on a mass of contradictions.
  • It is tempting to deride the old-time Arabists of the Cold War era from the vantage point of 20/20 hindsight. After all, they dutifully communicated the diplomatic positions of one Syrian dictator after another to Washington, and especially so during the three-decade-long rule of Hafez al Assad.
  • But one is forced to argue: What else were they supposed to do?
  • the Arabists dealt with the political reality as they found it.
  • The tragedy of al Assad family rule in Syria is not that it produced tyranny: That tyranny, remember, produced sustained domestic peace after 21 changes of government in the 24 years preceding the elder al Assad's coup.
  • The tragedy is that the al Assads did nothing useful with the domestic peace they had established.
  • Citizens rise above sectarianism, whereas subjects have only sectarianism to fall back on.
  • The Arabists were in Syria and other countries not to plan American grand strategy or to tell dictators how to behave in the midst of a titanic struggle with the Soviet Union (in which America, perforce, supported many dictatorships) but to report perceptively on what was going on in their parcel of the world.
  • The Middle East, wracked by clan, tribal, ethnic and sectarian unrest, will always require area specialists with years of experience living in the region to help Washington make sense of it all.

Obama's Bluff - 0 views

  • Damascus' close ties to Iran and Russia give the United States reason to be hostile toward Syria, and Washington participated in the campaign to force Syrian troops out of Lebanon. Still, the United States has learned to be concerned not just with unfriendly regimes, but also with what could follow such regimes.
  • The United States has been reluctant to heed these calls. As mentioned, Washington does not have a direct interest in the outcome, since all possible outcomes are bad from its perspective.
  • U.S. President Barack Obama therefore adopted an extremely cautious strategy. He said that the United States would not get directly involved in Syria unless the al Assad regime used chemical weapons, stating with a high degree of confidence that he would not have to intervene.

  • Al Assad is a ruthless man: He would not hesitate to use chemical weapons if he had to. He is also a very rational man: He would use chemical weapons only if that were his sole option. At the moment, it is difficult to see what desperate situation would have caused him to use chemical weapons and risk the worst.
  • The truth here has been politicized, and whoever claims to have found the truth, whatever it actually is, will be charged with lying. Nevertheless, the dominant emerging story is that al Assad carried out the attack, killing hundreds of men, women and children and crossing the red line Obama set with impunity. The U.S. president is backed into a corner. 
  • The United States has chosen to take the matter to the United Nations. Obama will make an effort to show he is acting with U.N. support. But he knows he won't get U.N. support.
  • Regardless of whether the charges against al Assad are true, the Russians will dispute them and veto any action. Going to the United Nations therefore only buys time.
  • This is no longer simply about Syria. The United States has stated a condition that commits it to an intervention.
  • If it does not act when there is a clear violation of the condition, Obama increases the chance of war with other countries like North Korea and Iran.
  • If these countries come to believe that the United States is actually bluffing, then the possibility of miscalculation soars.
  • Syria was not an issue that affected the U.S. national interest until Obama declared a red line. It escalated in importance at that point not because Syria is critical to the United States, but because the credibility of its stated limits are of vital importance.
  • The question therefore becomes what the United States and the new coalition of the willing will do if the red line has been crossed. The fantasy is that a series of airstrikes, destroying only chemical weapons, will be so perfectly executed that no one will be killed except those who deserve to die. But it is hard to distinguish a man's soul from 10,000 feet. There will be deaths, and the United States will be blamed for them.
  • attacking means al Assad loses all incentive to hold back on using chemical weapons. If he is paying the price of using them, he may as well use them. The gloves will come off on both sides as al Assad seeks to use his chemical weapons before they are destroyed. A war on chemical weapons has a built-in insanity to it.
  • When Obama proclaimed his red line on Syria and chemical weapons, he assumed the issue would not come up.
  • He made a gesture to those in his administration who believe that the United States has a moral obligation to put an end to brutality. He also made a gesture to those who don't want to go to war again.
  • It was one of those smart moves that can blow up in a president's face when it turns out his assumption was wrong.
  • Obama can get overwhelming, indisputable proof that al Assad did not -- and that isn't going to happen -- Obama will either have to act on the red line principle or be shown to be one who bluffs
  • Libya was easy compared to Syria. Now, the president must intervene to maintain his credibility. But there is no political support in the United States for intervention.

Obama's Tightrope Walk - 0 views

  • Begin with the fact that the United States was not the first country calling for military intervention in Syria after pictures of what appeared to be the dead from a chemical attack surfaced. That honor went to France, Turkey and Britain, each of whom called for action. Much as with Libya, where France and Italy were the first and most eager to intervene, the United States came late to the feast.
  • The United States did not have any overriding national interest in Syria.
  • The United States is in the process of recovering from Iraq and Afghanistan, and is not eager to try its hand at nation building in Syria, especially given the players.

  • What started to draw the United States into the matter was a statement made by the president in 2012, when he said that the use of chemical weapons would be a red line.
  • He didn't mean he wanted to intervene. He set the red line because he figured that it was the one thing Assad wouldn't try. It was an attempt to stay out, not an announcement of interest. In fact, there had been previous evidence of small-scale chemical attacks, and the president had dodged commitment.
  • A significant faction pressed him on this in his foreign policy apparatus.
  • The point is that, leaving Iraq, this faction felt that the United States failed to carry out its moral obligations in Rwanda, and applauded the intervention in Kosovo. 
  • This faction is not small and appeals to an important tendency in American political culture that sees World War II as the perfect war, because it was waged against an unspeakable evil, and not for strategic or material gain.
  • That war was more complicated than that, but there was an element of truth to it. And the world, on the whole, approved of American involvement there.
  • Secure behind distance and power, the United States ought not be a typical insecure political power, but should use its strength to prevent the more extreme injustices in the world. 
  • There was a romantic belief that the crowd in the street was always more virtuous than the tyrant in his palace. Sometimes they were right. It is not clear that the fall of the Shah reduced the sum total of human suffering.
  • Obama had learned a thing or two about the crowd, Arab and otherwise. He was far less romantic about their intent, particularly after Libya. After Libya he was also aware that after the self-congratulations, the United States would have to live with the chaos or new tyranny. He didn't want to attack, and that was clear in the first days after the affair.
  • There were two reasons.
  • First, he had lost confidence in the crowd.
  • Second, he had vowed not to go to war as Bush had, without international support validated by the United Nations
  • Pressed by the human rights faction in his administration to take action in Syria, he was also under pressure from three key countries: Britain, France and Turkey.
  • Obama resisted not the principle of attack but the scale Turkey wanted. 
  • This was one that the British had helped concoct, and the parliament voted against it, with many parliament members saying the United Kingdom was no longer the Americans' lap dog.
  • Obama, who had worked so hard to avoid leadership, had become George W. Bush to the British Parliament.
  • The Russians were completely committed to the survival of the regime.
  • The United States was less passionate, but Obama, while willing to do the minimum gesture possible to satisfy his human rights impulse, did think about what would come later and didn't want to see the regime fall. In this, the Russians and Americans had common interests. 
  • The Russian calculations came down to its read of the United States, which is that it was not in a position to impose an international system in the region because of internal political weakness.
  • Therefore the Russians had a rare opportunity to impose if not a system, then a presence. Most of all, the Russian view was that it had nothing to fear from the United States, in spite of its power imbalance. Obama was not likely to take action.
  • Others, like Poland, that had been with the Americans in Iraq and Afghanistan also bowed out. The Poles are interesting because they had been the most eager for collaboration with the Americans, but felt the most betrayed by not getting an American commitment for significant military aid and collaboration.
  • By the end of the week, the Russians were hurling insults at Obama, the British finally freed themselves from American domination, and the Turks were furious at American weakness.

  • The French -- and France's interventionist flow is fascinating (Libya, Mali, now Syria) -- stood with the United States. This is a tale to consider in itself, but not here. And the Canadians decided that much as they disliked chemical weapons use, they would not be available. The wheels just came off the strategy.
  • It is easy to blame Obama for losing control of the situation, but that is too simple. Every administration has its ideologues, and every president wants allies and no one wants to go to war without those allies flying aircraft beside them. And it would be nice if the United States could be just another country, but it isn't. The moment that it enters a coalition, it leads a coalition.
  • The United States had a strategic interest in neither faction taking power in Syria -- its Lebanonization. That is brutal, but it is true, and the United States was not the only country with that interest.
  • The real problem is this: After the Islamist wars, the United States has, as happened before, sought to minimize its presence in the world and while enjoying the benefits of being the world's leading economy, not pay any political or military price for it.
  • It is a strategy that is impossible to maintain, as the United States learned after World War I, Vietnam and Desert Storm. It is a seductive vision but a fantasy. The world comes visiting.
  • driven by an insufficient national strategy, the president was trapped by internal ideologies, the penchant of foreign allies and the temptation to do something, however ineffective. But as we know, the ineffective frequently becomes more expensive than the effective, and choosing where to be effective -- and where to pass -- is essential. 
  • This is not over yet. If Congress votes for strikes, it is likely that Obama will do something. But at that point he will be doing it by himself, and the inevitable death of innocents in even the smallest attack will bring him under fire from some of those most insistent that he do something about the war crimes in Syria.

      Yes, because all national actions happen flawlessly, with no negative repurcussions, as long as your heart is in the right place.
  • It is not easy to be president, nor is it easy to be the world's leading power. It is nice to be able to sit in moral judgment of men like Assad, but sadly not have the power to do anything. Where life gets hard is when sitting in moral judgment forces you to do something because you can. It teaches you to be careful in judging, as the world will both demand that you do something and condemn you for doing it.

Iran: Managing U.S. Military Action in Syria - 0 views

  • Notably, the rhetoric from Tehran -- particularly from its military leadership -- has been relatively tame.
  • Typically the government antagonizes Washington when U.S.-Iranian tensions heat up, and indeed the Syria situation has aggravated tensions. Syria is a critical Iranian ally, and the survival of the al Assad regime is a national security interest for Tehran. Iran cannot afford to directly retaliate against the United States, but it is widely expected to retaliate indirectly through militant proxies.
  • Iran's strategy involves more than just activating these proxy groups. It entails the kind of skillful maneuvering it displayed as the United States sought regime change in Afghanistan and Iraq.

  • Tehran cooperated with Washington, and it benefited greatly from the downfall of the Taliban and Saddam Hussein accordingly. The Iranian strategists who helped devise those approaches are once again in power. Zarif, for example, was Tehran's point of contact with the George W. Bush administration in the early days after 9/11.

Syria, America and Putin's Bluff - 0 views

  • There is another bluff going on that has to be understood, this one from Russian President Vladimir Putin.
  • Putin is bluffing that Russia has emerged as a major world power. In reality, Russia is merely a regional power, but mainly because its periphery is in shambles.
  • He has tried to project a strength that that he doesn't have, and he has done it well.

  • Syria poses a problem because the United States is about to call his bluff
  • The tensions showcased at the G-20 between Washington and Moscow rekindled memories of the Cold War, a time when Russia was a global power. And that is precisely the mood Putin wanted to create. That's where Putin's bluff begins.
  • With China focused on its domestic issues and with Europe in disarray, the United States and Russia are the two major -- if not comparable -- global players, and the deterioration in relations can be significant. We need to understand what is going on here before we think about Syria.
  • Twenty years ago, the United States had little interest in relations with Russia, and certainly not with resetting them.
  • In their view, under the guise of teaching the Russians how to create a constitutional democracy and fostering human rights, the United States and Europe had engaged in exploitative business practices and supported non-governmental organizations that wanted to destabilize Russia.
  • First, the Russians denied that there was a massacre of Albanians in Kosovo.
  • Second, the Russians did not want European borders to change.
  • Third, and most important, they felt that an attack without U.N. approval and without Russian support should not be undertaken both under international law and out of respect for Russia.
  • Russia felt it deserved more deference on Kosovo, but it couldn't have expected much more given its weak geopolitical position at the time. However, the incident served as a catalyst for Russia's leadership to try to halt the country's decline and regain its respect.
  • The United States has supported, financially and otherwise, the proliferation of human rights groups in the former Soviet Union. When many former Soviet countries experienced revolutions in the 1990s that created governments that were somewhat more democratic but certainly more pro-Western and pro-American, Russia saw the West closing in.
  • To Putin, the actions in Ukraine indicated that the United States in particular was committed to extending the collapse of the Soviet Union to a collapse of the Russian Federation.
  • Putin began a process of suppressing all dissent in Russia, both from foreign-supported non-governmental organizations and from purely domestic groups. He saw Russia as under attack, and he saw these groups as subversive organizations. There was an argument to be made for this. But the truth was that Russia was returning to its historical roots as an authoritarian government, with the state controlling the direction of the economy and where dissent is treated as if it were meant to destroy the state.
  • Precisely how the Russo-Georgian war began is another story, but it resulted in Russian tanks entering a U.S. client state, defeating its army and remaining there until they were ready to leave.
  • The Russians took this as an opportunity to deliver two messages to Kiev and other former Soviet states. First, Russia, conventional wisdom aside, could and would use military power when it chose. Second, he invited Ukraine and other countries to consider what an American guarantee meant.
  • The United States became more cautious in funding non-governmental organizations. The Russians became more repressive by the year in their treatment of dissident groups.
  • In fact, Russia remains a shadow of what the Soviet Union was. Its economy is heavily focused on energy exports and depends on high prices it cannot control. Outside Moscow and St. Petersburg, life remains hard and life expectancy short. Militarily, it cannot possibly match the United States. But at this moment in history, with the United States withdrawing from deep involvement in the Muslim world, and with the Europeans in institutional disarray, it exerts a level of power in excess of its real capacity.
  • The Russians have been playing their own bluff, and this bluff helps domestically by creating a sense that, despite its problems, Russia has returned to greatness.
  • In this game, taking on and besting the United States at something, regardless of its importance, is critical.
  • The Snowden matter was perfect for the Russians. Whether they were involved in the Snowden affair from the beginning or entered later is unimportant. It has created two important impressions.
  • The first is that Russia is still capable of wounding the United States
  • The second impression was that the United States was being hypocritical.
  • The United States had often accused the Russians of violating human rights, but with Snowden, the Russians were in a position where they protected the man who had revealed what many saw as a massive violation of human rights. It humiliated the Americans in terms of their own lax security and furthermore weakened the ability of the United States to reproach Russia for human rights violations. 
  • now that the United States is considering a strike on the Syrian regime following its suspected use of chemical weapons, Washington may be in a position to deal a setback to a Russia client state, and by extension, Moscow itself.
  • The al Assad regime's relations with Russia go back to 1970
  • In the past, the U.S. distraction with Iraq and Afghanistan served Russia's interests. But the United States is not very likely to get as deeply involved in Syria as it did in those countries.
  • The impact inside Russia will be interesting. There is some evidence of weakness in Putin's position. His greatest strength has been to create the illusion of Russia as an emerging global power. This will deal that a blow, and how it resonates through the Russian system is unclear. But in any event, it could change the view of Russia being on the offensive and the United States being on the defensive.
  • History will not turn on this event, and Putin's future, let alone Russia's, does not depend on his ability to protect Russia's Syrian ally.
  • Syria just isn't that important.

  • The Kosovo war campaign did not have to countenance a strong and feisty Russia, which at the time was reeling from Boris Yeltsin's incompetent, anarchic rule.
  • The Kosovo war did not engage Iran as this war must. For all of the missiles that America can fire, it does not have operatives on the ground like Iran has.

  • When he took office, Obama did not want to engage in any war. His goal was to raise the threshold for military action much higher than it had been since the end of the Cold War, when Desert Storm, Somalia, Kosovo, Afghanistan and Iraq and other lesser interventions formed an ongoing pattern in U.S. foreign policy.
  • Strategy and the specifics of Syria both argued for American distance, and Obama followed this logic. Once chemical weapons were used, however, the reasoning shifted. Two reasons explain this shift.

  • The Obama administration has demonstrated a tendency to judge regimes that are potential allies on the basis of human rights without careful consideration of whether the alternative might be far worse. Coupled with an image of weakness, this could cause countries like Azerbaijan to reconsider their positions vis-a-vis the Russians.
  • The alignment of moral principles with national strategy is not easy under the best of circumstances. Ideologies tend to be more seductive in generalized terms, but not so coherent in specific cases. This is true throughout the political spectrum.   • Generational shifts take time to play out and often begin with a period of denial as the forces of the international system struggle to preserve the old order. In 2013, that state of denial will persist in many areas. But we are more than four years into this cyclical transformation, and change is becoming more palpable and much harder to deny with every passing month.

The military will remain the ultimate arbiter of the state and will rely on a number of factors -- including a fragmented judiciary, the military's economic leverage, a divided Islamist political landscape and the military's foreign relationships -- to check the Muslim Brotherhood.
  • Egypt's consuming political transition will leave opportunities for flare-ups in the Sinai Peninsula and in Gaza, but we do not expect a significant breach between Israel and Egypt this year.

  • In 2013, the two largest economies of the eurozone (Germany and France) will face low growth or even stagnation. This will have negative effects across Europe.
  • In 2013, the crisis will keep damaging economic conditions in the eurozone periphery. Greece, Spain, Portugal and Italy will see their economies shrink and unemployment rates rise. In all these countries, the social unrest will grow and the year will be marked by permanent protests and strikes. 
  • The conspicuous divide between the ruling elite and the populations of the periphery will be a key element in 2013, and some governments could fall. But even if opposition parties take power, they will face the same constraints as the governments that preceded them. In other words, a change in politicians will not bring a substantial change in policies regarding the European Union.
  • The only country in the eurozone periphery that has scheduled elections is Italy (in February). If the next Italian government fails to achieve political stability and apply economic reforms, the increased market pressure on Italy will make Rome more likely to require financial assistance from Brussels.

Overall, the political tensions will remain manageable and will not pose a serious challenge to Moscow's control.

  • In the United States, the political crisis over the federal budget and the struggle to grow the economy and reduce unemployment has dominated the president's and the country's attention.
  • The Israeli elections turned on domestic issues, ranging from whether the ultra-Orthodox would be required to serve in Israel Defense Forces, as other citizens are, to a growing controversy over economic inequality in Israel.

Similarly, although there continues to be a war in Afghanistan, the American public is heavily focused on economic issues. Under these circumstances the interesting question is not what Obama and Netanyahu will talk about but whether what they discuss will matter much.

  • After more than a decade of being focused on the Islamic world and moving aggressively to try to control threats in the region militarily, the United States is moving toward a different stance. The bar for military intervention has been raised.
  • Therefore, the United States has, in spite of recent statements, not militarily committed itself to the Syrian crisis, and when the French intervened in Mali the United States played a supporting role. The intervention in Libya, where France and the United Kingdom drew the United States into the action, was the first manifestation of Washington's strategic re-evaluation.
  • That desire was there from the U.S. experience in Iraq and was the realization that the disposal of an unsavory regime does not necessarily -- or even very often -- result in a better regime.

  • To put it differently, the Israelis' understanding of the American role is to control events that endanger Israel and American interests under the assumption that Israeli and American interests are identical. The idea that they are always identical has never been as true as politicians on both sides have claimed, but more important, the difficulties of controlling the environment have increased dramatically for both sides.
  • The problem for Israel at this point is that it is not able to do very much in the area that is its responsibility.
  • But the most shocking thing to Israel was how little control it actually had over events in Egypt and the future of its ties to Egypt.
  • But the power of the military will not be the sole factor in the long-term sustainability of the treaty. Whether it survives or not ultimately is not a matter that Israel has much control over.
  • The Israelis have always assumed that the United States can control areas where they lack control. And some Israelis have condemned the United States for not doing more to manage events in Egypt. But the fact is that the United States also has few tools to control the evolution of Egypt, apart from some aid to Egypt and its own relationship with the Egyptian military.
  • It may or may not be in the American interest to do something in any particular case, but the problem in this case is that although a hostile Egypt is not in the Americans' interest, there is actually little the United States can do to control events in Egypt.
  • Syrian President Bashar al Assad is a known quantity to Israel. He is by no means a friend, but his actions and his father's have always been in the pursuit of their own interest and therefore have been predictable. The opposition is an amorphous entity whose ability to govern is questionable and that is shot through with Islamists who are at least organized and know what they want.
  • Indeed, the hints of American weapons shipments to the rebels at some point concern Israel as much as no weapons shipments.
  • The Iranian situation is equally complex. It is clear that the Israelis, despite rhetoric to the contrary, will not act unilaterally against Iran's nuclear weapons. The risks of failure are too high, and the consequences of Iranian retaliation against fundamental American interests, such as the flow of oil through the Strait of Hormuz, are too substantial.
  • The American view is that an Iranian nuclear weapon is not imminent and Iran's ultimate ability to build a deliverable weapon is questionable. Therefore, regardless of what Israel wants, and given the American doctrine of military involvement as a last resort when it significantly affects U.S. interests, the Israelis will not be able to move the United States to play its traditional role of assuming military burdens to shape the region.
  • There has therefore been a very real if somewhat subtle shift in the U.S.-Israeli relationship. Israel has lost the ability, if it ever had it, to shape the behavior of countries on its frontier. Egypt and Syria will do what they will do. At the same time, the United States has lost the inclination to intervene militarily in the broader regional conflict and has limited political tools. Countries like Saudi Arabia, which might be inclined to align with U.S. strategy, find themselves in a position of creating their own strategy and assuming the risks. 
  • For the United States, there are now more important issues than the Middle East, such as the domestic economy.
  • It will continue to get aid that it no longer needs and will continue to have military relations with the United States, particularly in developing military technology. But for reasons having little to do with Israel, Washington's attention is not focused on the region or at least not as obsessively as it had been since 2001. 
  • Like Israel, the United States has realized the limits and costs of such a strategy, and Israel will not talk the United States out of it, as the case of Iran shows. In addition, there is no immediate threat to Israel that it must respond to. It is, by default, in a position of watching and waiting without being clear as to what it wants to see. Therefore it should be no surprise that Israel, like the United States, is focused on domestic affairs.
  • It also puts Israel in a reactive position. The question of the Palestinians is always there. Israel's policy, like most of its strategic policy, is to watch and wait. It has no inclination to find a political solution because it cannot predict what the consequences of either a solution or an attempt to find one would be.
  •  Israel has lost the initiative and, more important, it now knows it has lost the initiative. It has looked to the United States to take the initiative, but on a much broader scale Washington faces the same reality as Israel with less at stake and therefore less urgency.
  • This is not a strain in the U.S.-Israeli relationship in the sense of anger and resentment, although those exist on both sides. Rather it is like a marriage that continues out of habit but whose foundation has withered.

The Western intelligentsia now equate a moral outcome in Syria with the toppling of the present dictator, who requires those sectarian splits to survive.
  • But soon enough, following the expected end of al Assad's regime, a moral outcome will be associated with the re-establishment of domestic order and the building of institutions -- coercive or not. Because only with that can progress be initiated.
  • 1848 had tragic repercussions: While democracy in Europe flowered briefly following World War I, it was snuffed out by fascism and then communism. Thus, 1848 had to wait until 1989 to truly renew itself.
  • Because of technology's quickened advance, political change is faster in the Middle East. The Arab Spring has periodically been compared to the stirrings of 1848. But with the exception of the toppling of the Orleans monarchy in France, the 1848 revolutions ultimately failed. Dynastic governments reasserted themselves. They did so for a reason that has troubling implications for the Middle East: Conservative regimes in mid-19th century Europe had not only the institutional advantage over their liberal and socialist adversaries but also the moral advantage.

Elections Don't Matter, Institutions Do - 0 views

  • Well, of course that's true, they're only states, not countries, you might say. But the fact that my observation is a dull commonplace doesn't make it any less amazing.
  • as the late Harvard Professor Samuel P. Huntington once remarked, the genius of the American system lies less in its democracy per se than in its institutions. The federal and state system featuring 50 separate identities and bureaucracies, each with definitive land borders -- that nevertheless do not conflict with each other -- is unique in political history.

Sure, democracy is a basis for this; but democracy is, nevertheless, a separate factor. New Dimensions of U.S. Foreign Policy Toward Russia - 0 views

  • This is a new twist not because it makes clear that the United States is not the only country intercepting phone calls, but because it puts U.S. policy in Ukraine in a new light and forces us to reconsider U.S. strategy toward Russia and Germany.

  • The strategy was successful when its goal was to destroy an enemy military force. It proved far more difficult to use in occupying countries and shaping their internal and foreign policies. Military force has intrinsic limits.
  • The alternative has been a shift to a balance-of-power strategy in which the United States relies on the natural schisms that exist in every region to block the emergence of regional hegemons and contain unrest and groups that could threaten U.S. interests.

  • This is a touchy issue for human rights advocates, or should be. Yanukovich is the elected president of Ukraine, winner of an election that is generally agreed to have been honest (even though his constitutional amendments and subsequent parliamentary elections may not have been). He was acting within his authority in rejecting the deal with the European Union. If demonstrators can unseat an elected president because they disagree with his actions, they have set a precedent that undermines constitutionalism. Even if he was rough in suppressing the demonstrators, it does not nullify his election.
  • From a balance of power strategy, however, it makes great sense.
  • A pro-Western, even ambiguous, Ukraine poses a profound strategic problem for Russia.
  • Using the demonstrations to create a massive problem for Russia does two things.
  • It creates a real strategic challenge for the Russians and forces them on the defensive. Second, it reminds Russia that Washington has capabilities and options that make challenging the United States difficult.
  • And it can be framed in a way that human rights advocates will applaud in spite of the constitutional issues, enemies of the Iranian talks will appreciate and Central Europeans from Poland to Romania will see as a sign of U.S. commitment to the region.
