The PC16: Identifying China's Successors | Stratfor - 0 views

  • China will have to behave differently from the way it does now, and thus other countries are poised to take its place.
  • Since the Industrial Revolution, there have always been countries where comparative advantage in international trade has been rooted in low wages and a large work force. If these countries can capitalize on their advantages, they can transform themselves dramatically. These transformations, in turn, reorganize global power structures.
  • When it is not in the throes of war, trade reshapes the international order. After World War II, Germany and Japan climbed out of their wreckage by using their skilled, low-wage labor to not only rebuild their economy but to become great exporting powers.

  • It's not just their work; it's their way of life. As workers move to factories, the social fabric is torn apart. But that rending of life opens the door for a mobile workforce able to take advantage of new opportunities. Traditional life disappears; in its place stand the efficiencies of capitalism.
  • As the process matures, low wages rise -- producing simple products for the world market is not as profitable as producing more sophisticated products -- and the rate of growth slows down in favor of more predictable profits from more complex goods and services. All nations undergo this process, and China is no exception. This is always a dangerous time for a country. Japan handled it well. China has more complex challenges.
  • Low-wage countries seize the opportunity and climb upon the escalator of the international system, and with them come the political and business elite and the poor, for whom even the brutality of early industrialism is a relief.
  • In looking at this historically, two markers showed themselves. One is a historical first step: garment and footwear manufacturing, a highly competitive area that demands low wages but provides work opportunities that the population, particularly women, understand in principle. A second marker is mobile phone assembly, which requires a work force that can master relatively simple operations. Price matters greatly in this ruthlessly competitive market.
  • We were not looking for the kind of large-scale movements that would be noticed globally, but the first movements that appear to be successful. Where a handful of companies are successful, others will follow, so long as there is labor, some order and transportation.
  • Some things are not necessary or expected. The rule of law, understood in Anglo-Saxon terms of the written law, isn't there at this stage. Things are managed through custom and relationships with the elite. Partnerships are established. Frequently there is political uncertainty, and violence may have recently occurred. These are places that are at the beginning of their development cycle, and they may not develop successfully. Investors here are risk takers -- otherwise they wouldn't be here.
  • The Cultural Revolution had ended a few years before. It was a national upheaval of violence with few precedents. Mao Zedong died in 1976, and there had been an intense power struggle, with Deng Xiaoping consolidating power in 1977. China was politically unstable, had no clear legal system, sporadic violence and everything else that would make it appear economically hopeless. In fact, Egbert F. Dernberger and David Fasenfest of the University of Michigan wrote a paper for the Joint Economic Committee of Congress titled "China's Post-Mao Economic Future." In this paper, the authors state: "In the next seven years as a whole, the rate of industrial investment and production, more than the total of the last 28 years, imply a level of imports and industrial labor force such that the exports, transportation facilities, social overhead capital, energy and middle-level technical personnel requirements would exceed any realistic assessment of Chinese capabilities."
  • I don't mean to criticize the authors. This was the reasonable, conventional wisdom at the time. It assumed that the creation of infrastructure and a managerial class was the foundation of economic growth. In fact in China, it was the result of economic growth. The same can be said for rule of law, civil society, transparency and the other social infrastructure that emerges out of the social, financial and managerial chaos that a low-wage economy almost always manifests.
  • Low-wage societies develop these characteristics possibly out of the capital formation that low-wage exports generates. The virtues of advanced industrial society and the advantages of pre-industrial society don't coincide.
  • There is no single country that can replace China. Its size is staggering. That means that its successors will not be one country but several countries, most at roughly the same stage of development.
  • The point to emphasize is that identifying the PC16 is not a forecast. It is a list of countries in which we see significant movement of stage industries, particularly garment and footwear manufacturing and mobile phone assembly.

  • A special word needs to be included on Mexico. The area north of Mexico City and south of the U.S. borderlands has been developing intensely in recent years. We normally would not include Mexico but the area in central-southern Mexico is large, populous and still relatively underdeveloped.
  • It is in this area, which includes the states of Campeche, Veracruz, Chiapas and Yucatan, where we see the type of low-end development that fits our criteria. Mexico's ability to develop its low-wage regions does not face the multitude of challenges China faces in doing the same with its interior.
  • All of this has to be placed in context. This is not the only growth process underway. It is most unlikely that all of these countries will succeed. They are not yet ready, with some exceptions, for advanced financial markets or quantitative modeling. They are entering into a process that has been underway in the world since the late 1700s: globalism and industrialism combined.
  • It can be an agonizing process and many have tried to stop it. They have failed not because of their respective ruling classes, which would have the most to lose. It doesn't take place because of multinational corporations. They come in later. It takes place because of profit-driven jobbers who know how to live with instability and corruption. It also takes place because of potential workers looking to escape their lives for what to them seems like a magnificent opportunity but for us seems unthinkable.
  • The parabola of economic development dictates that what has not yet risen will rise and eventually fall. The process unleashed in the Industrial Revolution does not seem to be stoppable. In our view, this is the next turning of the wheel.

The Geopolitics of the Yangtze River: Developing the Interior - 0 views

  • As the competitive advantage of low-cost, export-oriented manufacturing in China's coastal industrial hubs wanes, Beijing will rely more heavily on the cities along the western and central stretches of the Yangtze River to drive the development of a supplemental industrial base throughout the country's interior.

  • In many ways, China was more deeply united under Mao Zedong than under any emperor since Kangxi in the 18th century. After 1978, the foundations of internal cohesion began to shift and crack as the reform and opening process directed central government attention and investment away from the interior (Mao's power base) and toward the coast.
  • Today, faced with the political and social consequences of that process, the Party is once again working to reintegrate and recentralize -- both in the sense of slowly reconsolidating central government control over key sectors of the economy and, more fundamentally, forcibly shifting the economy's productive core inland.

  • First, there is a clear shift in central government policy away from intensive focus on coastal manufacturing at the expense of the interior (the dominant approach throughout the 1990s and early 2000s) and toward better integrating China's diverse regions into a coherent national economy.
  • Thirty years of export-oriented manufacturing centered in a handful of coastal cities generated huge wealth and created hundreds of millions of jobs. But it also created an economy characterized by deep discrepancies in the geographic allocation of resources and by very little internal cohesion.
  • By 2001, the economies of Shanghai and Shenzhen, for instance, were in many ways more connected to those of Tokyo, Seoul and Los Angeles than of the hinterlands of Sichuan and Shaanxi provinces.
  • The foundation of this model was an unending supply of cheap labor. In the 1980s, such workers came primarily from the coast. In the 1990s, when coastal labor pools had been largely exhausted, factories welcomed the influx of migrants from the interior. Soon, labor came to replace coal, iron ore and other raw materials as the interior's most important export to coastal industrial hubs. By the mid-2000s, between 250 million and 300 million migrant workers had fled from provinces like Henan, Anhui and Sichuan (where most people still lived on near-subsistence farming) in search of work in coastal cities.
  • This continual supply of cheap labor from the interior kept Chinese manufacturing cost-competitive throughout the 2000s -- far longer than if Chinese factories had only had the existing coastal labor pool to rely on.
  • But in doing so, it kept wages artificially low and, in turn, systematically undermined the development of a domestic consumer base. This was compounded by the fact that very little of the wealth generated by coastal manufacturing went to the workers.
  • Instead, it went to the state in the form of savings deposits into state-owned banks, revenue from taxes and land sales, or profits for the state-owned and state-affiliated enterprises
  • This dual process -- accumulation of wealth by the state and systematic wage repression in low-end coastal manufacturing -- significantly hampered the development of China's domestic consumer base. But even more troubling was the effect of labor migration, coupled with the relative lack of central government attention to enhancing inland industry throughout the 1990s and early 2000s, on the economies of interior provinces.
  • In trying to urbanize and industrialize the interior, Beijing is going against the grain of Chinese history -- a multimillennia saga of failed attempts to overcome the radical constraints of geography, population, food supply and culture through ambitious central government development programs.
  • Though its efforts thus far have yielded notable successes, such as rapid expansion of the country's railway system and soaring economic growth rates among inland provinces, they have not yet addressed a number of pivotal questions. Before it can move forward, Beijing must address the reform of the hukou (or household registration) system and the continued reliance on centrally allocated investment, as opposed to consumption, as a driver of growth.

Parking rules raise your rent - 0 views

  • What’s all the excavation for? It’s for parking. Underground parking. In most cities and in most soil conditions, the giant holes are only there to satisfy off-street parking rules, and to do that, you need a deep, deep hole. A hole like this one.
  • One Portland developer told me that each successive layer of excavation — each floor down in the garage — costs two to three times as much as the previous one.

  • This effect does not raise the rent on average beyond what effects 1, 2, and 3 do, but it does shift the cost of storing vehicles from car owners to non-owners. Even tenants who do not use parking pay for it.
  • A forthcoming Sightline analysis will likely reach similar conclusions. If preliminary results hold up, it will show that, at actual apartment and condominium projects in Seattle, the cost of parking is as much as 35 percent of monthly rent.
  • The cost of parking, furthermore, exceeds its market price almost everywhere in King County, so even tenants who do not own cars end up paying for parking through their rent.
  • These five effects interact and reinforce one another. They knock the bottom off of the apartment market, pushing working-class people to double up or commute longer distances. They raise the rent for everyone, driving up the cost of living while lowering the price of parking. And they shift parking costs to those who don’t use it.

  • A newer proof comes from urban planning professor Michael Manville of Cornell University. He described in the Journal of the American Planning Association what happened in downtown Los Angeles after 1999 when the city enacted an adaptive reuse ordinance (ARO).

The Geopolitics of the Yangtze River: Conflicting Imperatives - 0 views

  • In the case of Yangtze development, an official from China's National Development and Reform Commission noted in May 2011 a shift in the focus of central government port development policy from the coast to the interior, adding that most of the opportunities for future port-related investment would be in cities along the Yangtze River.
  • Wuhan's 10-year port redevelopment program is set to consume a large percentage of that investment -- at $28.6 billion, the program accounts for around 70 percent of the country's total ongoing and planned port construction -- though another $4 billion to $5 billion has been set aside for dredging and port expansion everywhere from Chongqing municipality in southwest China to Wuhu in Anhui province.

  • Not surprisingly, China's coastal ports dwarf inland ports in terms of both overall throughput and throughput growth. But more telling is that of the major Yangtze ports for which the National Bureau of Statistics provides freight traffic data, only three (at Chongqing, Yueyang and Wuhu) showed significant growth in throughput between 2007 and 2011.
  • Wuhan, the flagship of new port investment on the Yangtze as well as nationally, actually saw declines in both the number of berths and freight throughput during that period.
  • The apparent gap between central government policy prerogatives and the reality of port traffic growth trends exemplifies the way economic development policy under the Communist Party not only responds to present needs but also in many ways actively shapes future realities.
  • Going forward, the question for Beijing will be whether and to what extent it is able to realize its ambitious plans for the Yangtze River corridor and inland China as a whole. Even then, it is not clear that expanding and industrializing a handful of inland cities will reduce mounting economic imbalances or social tensions unless combined with significant changes to a range of other policies, including the hukou (or household registration) system and the fiscal and financial relationship between city, provincial and national governments. Significant changes to these policies will, in turn, meet steep resistance from entrenched bureaucratic interests. More fundamentally, such changes would likely unleash the social unrest that Beijing's entire political economic system is intended to manage.
  • port development in Wuhan is similar to projects like the Three Gorges Dam or the ongoing South-North Water Transfer Project, which seeks to divert up to 10 percent of the Yangtze River's flow to water-starved provinces in northern China. All three are attempts to reconcile immense geographic and environmental constraints with the ballooning demands (both consumer and industrial) of an enormous population and an ever-expanding economy -- all while providing enough jobs to maintain a degree of stability.
  • The problem, then, is not simply that the Chinese government's approach to economic development is inconsistent with the needs of the economy and population as a whole
  • Rather, it is that the needs of the economy -- growth with stability, and energy security despite energy demands that far outstrip domestic resources -- are themselves inconsistent and contradictory.

Garbage is still regularly tossed in empty lots by the side of the road.

      Only certain types of anarchism allow for large, organized corporations. Recall that the workers' rights movement was largely spurred on by anarchists.
  • In Gurgaon, economic growth is often the product of a private sector improvising to overcome the inadequacies of the government. To compensate for electricity blackouts, Gurgaon’s companies and real estate developers operate massive diesel generators capable of powering small towns. No water? Drill private borewells. No public transportation? Companies employ hundreds of private buses and taxis. Worried about crime? Gurgaon has almost four times as many private security guards as police officers.

  • Gurgaon was widely regarded as an economic wasteland. In 1979, the state of Haryana created Gurgaon by dividing a longstanding political district on the outskirts of New Delhi. The other half, Gurgaon, had rocky soil, no local government, no railway link and almost no industrial base. As an economic competition, it seemed an unfair fight. And it has been: Gurgaon has won, easily. Faridabad has struggled to catch India’s modernization wave, while Gurgaon’s disadvantages turned out to be advantages, none more important, initially, than the absence of a districtwide government, which meant less red tape capable of choking development. By 1979, Mr. Singh had taken control of his father-in-law’s real estate company, now known as DLF, at a moment when urban development in India was largely overseen by government agencies. In most states, private developers had little space to operate, but Haryana was an exception. Slowly, Mr. Singh began accumulating 3,500 acres in Gurgaon that he divided into plots and began selling to people unable to afford prices in New Delhi.

  • Mr. Singh had become the company’s India representative after befriending Jack Welch, then the G.E. chairman. When Mr. Welch decided to outsource some business operations to India, he eventually opened a G.E. office inside a corporate park in Gurgaon in 1997. “When G.E. came in,” Mr. Singh said, “others followed.”
  • Ordinarily, such a wild building boom would have had to hew to a local government master plan. But Gurgaon did not yet have such a plan, nor did it yet have a districtwide municipal government. Instead, Gurgaon was mostly under state control. Developers built the infrastructure inside their projects, while a state agency, the Haryana Urban Development Authority, or HUDA, was supposed to build the infrastructure binding together the city.
  • And that is where the problems arose. HUDA and other state agencies could not keep up with the pace of construction. The absence of a local government had helped Gurgaon become a leader of India’s growth boom. But that absence had also created a dysfunctional city. No one was planning at a macro level; every developer pursued his own agenda as more islands sprouted and state agencies struggled to keep pace with growth.

No more than half the children in the slum attend school, with the rest spending their days playing on the hard-packed dirt of the settlement, where pigs wallow in an open pit of sewage and garbage. Mr. Hafizuddin pays $30 a month for a tiny room. His landlord runs a power line into the slum for electricity and draws water from a borehole on the property. “Sometimes it works,” Mr. Hafizuddin said. “Sometimes it doesn’t work.”

  • Meanwhile, with Gurgaon’s understaffed police force outmatched by such a rapidly growing population, some law-and-order responsibilities have been delegated to the private sector. Nearly 12,000 private security guards work in Gurgaon, and many are pressed into directing traffic on major streets.

  • Sudhir Rajpal, the wiry, mustachioed commissioner of the new Municipal Corporation of Gurgaon, has a long to-do list: fix the roads, the sewers, the electrical grid, the drainage, the lack of public buses, the lack of water and the lack of planning. The Municipal Corporation was formed in 2008, and Mr. Rajpal, having assumed the city’s top administrative position a few months ago, has been conducting a listening tour to convince people that government can solve their problems. It is not an easy sell.
  • “The drains are broken and accidents are happening,” shouted one man. “Yet no one is answerable! There are problems and problems. Whatever water we get is dirty, but we have nowhere to complain.”
  • “Every day some agitation is taking place,” he said, shouting above the din of traffic. “People are not satisfied.” If people should be satisfied anywhere in India, Gurgaon should be the place. Average incomes rank among the highest in the country. Property values have jumped sharply since the 1990s. Gurgaon’s malls offer many of the country’s best shops and restaurants, while the city’s most exclusive housing enclaves are among the finest in India. Yet the economic power that growth has delivered to Gurgaon has not been matched by political power. The celebrated middle class created by India’s boom has far less clout at the ballot box than the hundreds of millions of rural peasants struggling to live on $2 a day, given the far larger rural vote, and thus are courted far less by Indian politicians.

      Years ago, when I moved to Seattle, I worked with a mess of Indian programmers who complained that, coming from middle to middle-upper class households, their families had a difficult time doing the U.S.-style entrepreneur thing precisely because of (you put it:) byzantine laws and payoffs. I also take the nod that deriving broad trends from this isn't exactly wise. But it was worth noting because I have vague, youthful memories of the classic Capitalist-vs-Marxist quandry: Both can claim that there has never been a *true* example of one or the other. Reality is messy like that; it never provides perfect samples. By the way, thanks so much for joining in with my little bookmark-experiment, Erik. I love the idea of marking up a discussion document in order to probe an issue. I really shoulda gone to college. :)

    India's government is especially byzantine and a truly active inhibitor of commerce and growth. I can understand how, especially to outside companies who don't know the system, there's a real appeal in being able to avoid the sort of daily struggles of someone claiming to be an official coming to your reception and demanding a fine for a law you're not sure even exists. But even if this city weren't rotting out from the inside, I don't think it would necessarily be a lesson applicable to all other governments. Not every piece of rope is a Gordian Knot, as not every government is India's.

  • The East China Sea is a semi-closed sea bordered by the Yellow Sea to the north, the South China Sea and Taiwan to the South, Japan's Ryukyu and Kyushu islands to the East and the Chinese mainland to the West. Evidence pointing to potentially abundant oil and natural gas deposits has made the sea a source of contention between Japan and China, the two largest energy consumers in Asia.
  • The sea has a total area of approximately 482,000 square miles, consisting mostly of the continental shelf and the Xihu/Okinawa (Chinese name/Japanese name) trough, a back-arc basin formed about 300 miles southeast of Shanghai between the two countries. The disputed eight Daioyu/Senkaku (Chinese/Japanese name) islands lie to the northeast of Taiwan, with the largest of them two miles long and less than a mile wide. Though barren, the islands are important for strategic and political reasons, as ownership can be used to bolster claims to the surrounding sea and its resources under the United Nations Convention on the Law of the Sea. To date, China and Japan have not resolved their ownership dispute, preventing wide-scale exploration and development of East China Sea hydrocarbons.

Jaron Lanier: The Internet destroyed the middle class - 2 views

  • His book continues his war on digital utopianism and his assertion of humanist and individualistic values in a hive-mind world. But Lanier still sees potential in digital technology: He just wants it reoriented away from its main role so far, which involves “spying” on citizens, creating a winner-take-all society, eroding professions and, in exchange, throwing bonbons to the crowd.
  • This week sees the publication of “Who Owns the Future?,” which digs into technology, economics and culture in unconventional ways.
  • Much of the book looks at the way Internet technology threatens to destroy the middle class by first eroding employment and job security, along with various “levees” that give the economic middle stability.

  • “Here’s a current example of the challenge we face,” he writes in the book’s prelude: “At the height of its power, the photography company Kodak employed more than 140,000 people and was worth $28 billion. They even invented the first digital camera. But today Kodak is bankrupt, and the new face of digital photography has become Instagram. When Instagram was sold to Facebook for a billion dollars in 2012, it employed only 13 people. Where did all those jobs disappear? And what happened to the wealth that all those middle-class jobs created?”
  • But more important than Lanier’s hopes for a cure is his diagnosis of the digital disease. Eccentric as it is, “Future” is one of the best skeptical books about the online world, alongside Nicholas Carr’s “The Shallows,” Robert Levine’s “Free Ride” and Lanier’s own “You Are Not a Gadget.”
  • One is that the number of people who are contributing to the system to make it viable is probably the same.
  • And furthermore, many people kind of have to use social networks for them to be functional besides being valuable.
  • So there’s still a lot of human effort, but the difference is that whereas before when people made contributions to the system that they used, they received formal benefits, which means not only salary but pensions and certain kinds of social safety nets. Now, instead, they receive benefits on an informal basis. And what an informal economy is like is the economy in a developing country slum. It’s reputation, it’s barter, it’s that kind of stuff.
  • Yeah, and I remember there was this fascination with the idea of the informal economy about 10 years ago. Stewart Brand was talking about how brilliant it is that people get by in slums on an informal economy. He’s a friend so I don’t want to rag on him too much. But he was talking about how wonderful it is to live in an informal economy and how beautiful trust is and all that.
  • And you know, that’s all kind of true when you’re young and if you’re not sick, but if you look at the infant mortality rate and the life expectancy and the education of the people who live in those slums, you really see what the benefit of the formal economy is if you’re a person in the West, in the developed world.
  • So Kodak has 140,000 really good middle-class employees, and Instagram has 13 employees, period. You have this intense concentration of the formal benefits, and that winner-take-all feeling is not just for the people who are on the computers but also from the people who are using them. So there’s this tiny token number of people who will get by from using YouTube or Kickstarter, and everybody else lives on hope. There’s not a middle-class hump. It’s an all-or-nothing society.
  • the person who lost his job at Kodak still has to pay rent with old-fashioned money he or she is no longer earning. He can’t pay his rent with cultural capital that’s replaced it.
  • The informal way of getting by doesn’t tide you over when you’re sick and it doesn’t let you raise kids and it doesn’t let you grow old. It’s not biologically real.
  • If we go back to the 19th century, photography was kind of born as a labor-saving device, although we don’t think of it that way.
  • And then, you know, along a similar vein at that time early audio recordings, which today would sound horrible to us, were indistinguishable between real music to people who did double blind tests and whatnot.
  • So in the beginning photography was kind of a labor saving device. And whenever you have a technological advance that’s less hassle than the previous thing, there’s still a choice to make. And the choice is, do you still get paid for doing the thing that’s easier?
  • And so you could make the argument that a transition to cars should create a world where drivers don’t get paid, because, after all, it’s fun to drive.
  • We kind of made a bargain, a social contract, in the 20th century that even if jobs were pleasant people could still get paid for them. Because otherwise we would have had a massive unemployment. And so to my mind, the right question to ask is, why are we abandoning that bargain that worked so well?

      I think that's a worthy question considering the high-speed with which we adopt every possible technology; to hell with foresight.
  • Of course jobs become obsolete. But the only reason that new jobs were created was because there was a social contract in which a more pleasant, less boring job was still considered a job that you could be paid for. That’s the only reason it worked. If we decided that driving was such an easy thing [compared to] dealing with horses that no one should be paid for it, then there wouldn’t be all of those people being paid to be Teamsters or to drive cabs. It was a decision that it was OK to have jobs that weren’t terrible.
  • I mean, the whole idea of a job is entirely social construct. The United States was built on slave labor. Those people didn’t have jobs, they were just slaves. The idea of a job is that you can participate in a formal economy even if you’re not a baron. That there can be, that everybody can participate in the formal economy and the benefit of having everybody participate in the formal economy, there are annoyances with the formal economy because capitalism is really annoying sometimes.
  • But the benefits are really huge, which is you get a middle-class distribution of wealth and clout so the mass of people can outspend the top, and if you don’t have that you can’t really have democracy. Democracy is destabilized if there isn’t a broad distribution of wealth.
  • And then the other thing is that if you like market capitalism, if you’re an Ayn Rand person, you have to admit that markets can only function if there are customers and customers can only come if there’s a middle hump. So you have to have a broad distribution of wealth.

  • It was all a social construct to begin with, so what changed, to get to your question, is that at the turn of the [21st] century it was really Sergey Brin at Google who just had the thought of, well, if we give away all the information services, but we make money from advertising, we can make information free and still have capitalism.
  • But the problem with that is it reneges on the social contract where people still participate in the formal economy. And it’s a kind of capitalism that’s totally self-defeating because it’s so narrow. It’s a winner-take-all capitalism that’s not sustaining.

      My understanding was that the U.S. heads of business got the nod to go ahead and start manufacturing things *other* than weapons, because our industrial capabilities weren't anhialated (sp?) relative to so many others.
  • There’s always academic tenure, or a taxi medallion, or a cosmetology license, or a pension. There’s often some kind of license or some kind of ratcheting scheme that allows people to keep their middle-class status.
  • In a raw kind of capitalism there tend to be unstable events that wipe away the middle and tend to separate people into rich and poor. So these mechanisms are undone by a particular kind of style that is called the digital open network.
  • Music is a great example where value is copied. And so once you have it, again it’s this winner-take-all thing where the people who really win are the people who run the biggest computers. And a few tokens, an incredibly tiny number of token people who will get very successful YouTube videos, and everybody else lives on hope or lives with their parents or something.
  • I guess all orthodoxies are built on lies. But there’s this idea that there must be tens of thousands of people who are making a great living as freelance musicians because you can market yourself on social media.
  • And whenever I look for these people – I mean when I wrote “Gadget” I looked around and found a handful – and at this point three years later, I went around to everybody I could to get actual lists of people who are doing this and to verify them, and there are more now. But like in the hip-hop world I counted them all and I could find about 50. And I really talked to everybody I could. The reason I mention hip-hop is because that’s where it happens the most right now.
  • The interesting thing about it is that people advertise, “Oh, what an incredible life. She’s this incredibly lucky person who’s worked really hard.” And that’s all true. She’s in her 20s, and it’s great that she’s found this success, but what this success is that she makes maybe $250,000 a year, and she rents a house that’s worth $1.1 million in L.A.. And this is all breathlessly reported as this great success.
  • And that’s good for a 20-year-old, but she’s at the very top of, I mean, the people at the very top of the game now and doing as well as what used to be considered good for a middle-class life.

  • But for someone who’s out there, a star with a billion views, that’s a crazy low expectation. She’s not even in the 1 percent. For the tiny token number of people who make it to the top of YouTube, they’re not even making it into the 1 percent.
  • The issue is if we’re going to have a middle class anymore, and if that’s our expectation, we won’t. And then we won’t have democracy.
  • I think in the total of music in America, there are a low number of hundreds. It’s really small. I wish all of those people my deepest blessings, and I celebrate the success they find, but it’s just not a way you can build a society.
  • The other problem is they would have to self-fund. This is getting back to the informal economy where you’re living in the slum or something, so you’re desperate to get out so you impress the boss man with your music skills or your basketball skills. And the idea of doing that for the whole of society is not progress. It should be the reverse. What we should be doing is bringing all the people who are in that into the formal economy. That’s what’s called development. But this is the opposite of that. It’s taking all the people from the developed world and putting them into a cycle of the developing world of the informal economy.
  • We don’t realize that our society and our democracy ultimately rest on the stability of middle-class jobs. When I talk to libertarians and socialists, they have this weird belief that everybody’s this abstract robot that won’t ever get sick or have kids or get old. It’s like everybody’s this eternal freelancer who can afford downtime and can self-fund until they find their magic moment or something.
  • The way society actually works is there’s some mechanism of basic stability so that the majority of people can outspend the elite so we can have a democracy. That’s the thing we’re destroying, and that’s really the thing I’m hoping to preserve. So we can look at musicians and artists and journalists as the canaries in the coal mine, and is this the precedent that we want to follow for our doctors and lawyers and nurses and everybody else? Because technology will get to everybody eventually.
  • I have 14-year-old kids who come to my talks who say, “But isn’t open source software the best thing in life? Isn’t it the future?” It’s a perfect thought system. It reminds me of communists I knew when growing up or Ayn Rand libertarians.
  • It’s one of these things where you have a simplistic model that suggests this perfect society so you just believe in it totally. These perfect societies don’t work. We’ve already seen hyper-communism come to tears. And hyper-capitalism come to tears. And I just don’t want to have to see that for cyber-hacker culture. We should have learned that these perfect simple systems are illusions.
  • You’re concerned with equality and a shrinking middle class. And yet you don’t seem to consider yourself a progressive or a man of the left — why not?
  • I am culturally a man on the left. I get a lot of people on the left. I live in Berkeley and everything. I want to live in a world where outcomes for people are not predetermined in advance with outcomes.
  • The problem I have with socialist utopias is there’s some kind of committees trying to soften outcomes for people. I think that imposes models of outcomes for other people’s lives. So in a spiritual sense there’s some bit of libertarian in me. But the critical thing for me is moderation. And if you let that go too far you do end up with a winner-take-all society that ultimately crushes everybody even worse. So it has to be moderated.
  • I think seeking perfection in human affairs is a perfect way to destroy them.
  • All of these things are magisterial, where the people who become involved in them tend to wish they could be the only ones.
  • Libertarians tend to think the economy can totally close its own loops, that you can get rid of government. And I ridicule that in the book. There are other people who believe that if you could get everybody to talk over social networks, if we could just cooperate, we wouldn’t need money anymore. And I recommend they try living in a group house and then they’ll see it’s not true.

      See, now I like this guy. This is like the political equivalent of aiming for the realist view in geopolitics. We separate what is likely from what is unlikely and aim not for "the best" situation, but a situation where the worst aspects have been mitigated. It's backwards thinking that both parties would have a hard time integrating into their (ughhh) brand.
  • Let’s stick with politics for one more. Is there something dissonant about the fact that the greatest fortunes in human history have been created with a system developed largely by taxpayers dollars?
  • Yeah, no kidding. I was there. I gotta say, every little step of this thing was really funded by either the military or public research agencies. If you look at something like Facebook, Facebook is adding the tiniest little rind of value over the basic structure that’s there anyway. In fact, it’s even worse than that. The original designs for networking, going back to Ted Nelson, kept track of everything everybody was pointing at so that you would know who was pointing at your website. In a way Facebook is just recovering information that was deliberately lost because of the fetish for being anonymous. That’s also true of Google.
  • I don’t hate anything about e-books or e-book readers or tablets. There’s a lot of discussion about that, and I think it’s misplaced. The problem I have is whether we believe in the book itself.
  • Books are really, really hard to write. They represent a kind of a summit of grappling with what one really has to say. And what I’m concerned with is when Silicon Valley looks at books, they often think of them as really differently as just data points that you can mush together. They’re divorcing books from their role in personhood.

  • I was in a cafe this morning where I heard some stuff I was interested in, and nobody could figure out. It was Spotify or one of these … so they knew what stream they were getting, but they didn’t know what music it was. Then it changed to other music, and they didn’t know what that was. And I tried to use one of the services that determines what music you’re listening to, but it was a noisy place and that didn’t work. So what’s supposed to be an open information system serves to obscure the source of the musician. It serves as a closed information system. It actually loses the information.

      I have had this very thing happen to. I didn't get to have my moment of discovery. I think Google Glass is going to fix that. Hah. :)
  • And if we start to see that with books in general – and I say if – if you look at the approach that Google has taken to the Google library project, they do have the tendency to want to move things together. You see the thing decontextualized.
  • I have sort of resisted putting my music out lately because I know it just turns into these mushes. Without context, what does my music mean? I make very novel sounds, but I don’t see any value in me sharing novel sounds that are decontextualized. Why would I write if people are just going to get weird snippets that are just mushed together and they don’t know the overall position or the history of the writer or anything? What would be the point in that. The day books become mush is the day I stop writing.
  • So to realize how much better musical instruments were to use as human interfaces, it helped me to be skeptical about the whole digital enterprise. Which I think helped me be a better computer scientist, actually.
  • Sure. If you go way back I was one of the people who started the whole music-should-be-free thing. You can find the fire-breathing essays where I was trying to articulate the thing that’s now the orthodoxy. Oh, we should free ourselves from the labels and the middleman and this will be better.I believed it at the time because it sounds better, it really does. I know a lot of these musicians, and I could see that it wasn’t actually working. I think fundamentally you have to be an empiricist. I just saw that in the real lives I know — both older and younger people coming up — I just saw that it was not as good as what it had once been. So that there must be something wrong with our theory, as good as it sounded. It was really that simple.

The Cuban Spy Network in the U.S. Government - 0 views

  • Velazquez, a former attorney adviser at the U.S. Department of Transportation and a legal officer at the U.S. Agency for International Development, fled the United States for Sweden in 2002 and was indicted in 2004.
  • Velazquez apparently selected Sweden because the country considers espionage to be a political offense, therefore it is not covered under its extradition treaty with the United States.
  • Though the Velazquez indictment is several years old, it provides a detailed and fascinating account of Cuban espionage activity inside the United States. It also raises some significant implications about the daunting challenges facing American counterintelligence agencies.

  • The U.S. government alleges that Velazquez was first recruited by the Cuban intelligence service in 1983 while a student at Johns Hopkins. She reportedly traveled from Washington to Mexico City where she met with a Cuban intelligence officer and was formally recruited as an agent. During her studies at Johns Hopkins, the government claims that Velazquez served as a spotter agent who helped the Cuban intelligence service identify, assess and recruit people who occupied sensitive national security positions or who had the potential to move into such positions in the future.
  • During the early 1980s, a left-wing movement developed in many American universities. The movement opposed Reagan's Central American policies, such as opposition to the Sandinistas, support for the Contra rebels and support of the regimes in El Salvador and Guatemala.
  • The indictment alleges that in the fall of 1984, while Montes was working as a clerk at the Department of Justice, Velazquez took her to New York to meet a friend who Velazquez said could provide Montes an opportunity to help the Nicaraguan people.
  • The friend was an intelligence officer assigned to the Cuban mission to the United Nations. The women again traveled to New York together in early 1985 and met the Cuban intelligence officer a second time. He arranged for the two women to secretly travel together to Cuba via Spain.
  • In March of 1985, Velazquez and Montes traveled to Madrid, Spain, where they were met by a Cuban intelligence officer, who provided them with false passports and other documents. They then used these documents to travel to Prague in what was then Czechoslovakia. Once in Prague they were met by another Cuban intelligence officer who provided them with yet another set of false documents, as well as new sets of clothing. The Cuban officer they met in Prague then traveled with the women to Havana.
  • Upon returning to Washington, Montes applied for a job at the Defense Intelligence Agency using Velazquez as a character reference. She was hired by the Defense Intelligence Agency as an analyst in September 1985. Montes would excel at the agency and eventually became the Defense Intelligence Agency's most senior Cuba analyst. She served at that agency until the FBI arrested her in September 2001.
  • Montes pleaded guilty to conspiracy to commit espionage charges in March 2002 and is currently serving a 25-year sentence.
  • The Velazquez case, when studied in conjunction with those of Montes and Walter and Gwendolyn Myers, provides a fascinating window into the scope and nature of Cuban intelligence efforts inside the United States.
  • With Velazquez at the U.S. Agency for International Development, Montes at the Defense Intelligence Agency and Myers in the State Department's Bureau of Intelligence and Research, the Cubans had incredible coverage of the American government's foreign policy and intelligence community. Even after Montes was arrested and Velazquez fled to Sweden, Myers remained at the State Department until his retirement in 2007.
  • The fact that there were three high-profile Cuban agents who penetrated the U.S. government and who were all associated with the School of Advanced International Studies would seem to be an incredible coincidence.
  • The FBI is probably still looking for potential agents who Myers could have spotted for recruitment when they studied there from 2007 to 2009.
  • MICE stands for money, ideology, compromise and ego.
  • Traditionally, money has proved to be the top motivation for Americans arrested for espionage, but as seen in the Velazquez, Montes and Myers cases, the Cubans were very successful in recruiting American agents using ideology.
  • In addition to the Cuban preference for ideologically motivated agents, this case also shows that the Cuban intelligence service is very patient and is willing to wait years for the agents it recruits to move into sensitive positions within the U.S. government rather than just focus on immediate results.
  • It is also clear that Cuban espionage efforts against the United States did not end with the Cold War and continue to this day.   
  • Perhaps the most disturbing revelation from the Velazquez case for American counterintelligence officials, though, is the fact that Velazquez was not caught due to some operational mistake or intelligence coup.
  • The only reason she was discovered is because of Montes' arrest and confession, which uncovered her activities.
  • This means that her espionage tradecraft was solid for the nearly 18 years that she worked as a Cuban agent within the U.S. government. Furthermore, the background investigations conducted for the security clearances she held with the Department of Transportation and the Agency for International Development did not pick up on her anti-American sentiments -- even the "full field" investigation that would have been conducted prior to her being granted a Top Secret clearance.  
  • It is not surprising that the background investigations failed to uncover Velazquez's espionage activities. Background investigations often are seen as mundane tasks, and thus are not given high priority -- especially when there are so many other "real" cases to investigate.
  • these investigations are most often done by contract investigators whose bureaucratic bosses emphasize speed over substance, meaning important leads are often ignored because of a case deadline.
  • In fact, contractors who do attempt to dig deep are sometimes accused of trying to milk the system in an effort to acquire more points (the basis upon which contract investigators are paid) by running additional leads and interviewing additional people.
  • Quite frankly, when it comes to background investigations, the prevalent attitude is to do the minimum work necessary to check off the prerequisite boxes and get the investigation over as quickly -- and as superficially -- as possible.
  • Background investigations have become perfunctory bureaucratic processes that lack the ability to uncover the type of information required to catch a spy who does not want to be caught.

  • For example, we’re currently raising the first generation of kids who won’t know what it means to be lost – everywhere they go, they have GPS service and a moving map that will helpfully show them how to get wherever they want to go.

  • Let’s hypothesize a very high density, non-volatile serial storage medium that might be manufactured using molecular nanotechnology: I call it memory diamond.
  • wireless bandwidth appears to be constrained fundamentally by the transparency of air to electromagnetic radiation. I’ve seen some estimates that we may be able to punch as much as 2 tb/sec through air; then we run into problems.
  • What can you do with 2 terabits per second per human being on the planet?
  • One thing you can do trivially with that kind of capacity is full lifelogging for everyone. Lifelogging today is in its infancy, but it’s going to be a major disruptive technology within two decades.

Reading our email involves our public and private speech, and looking for warez involves our public and private assertion of intellectual property rights …. but eavesdropping on our metagenomic environment and our sensory environment impinges directly on the very core of our identities.

The Geopolitics of the United States, Part 1: The Inevitable Empire - 0 views

  • All of the New World entities struggled to carve a modern nation and state out of the American continents. Brazil is an excellent case of how that struggle can be a difficult one. The United States falls on the opposite end of the spectrum.
  • The Greater Mississippi Basin together with the Intracoastal Waterway has more kilometers of navigable internal waterways than the rest of the world combined. The American Midwest is both overlaid by this waterway, and is the world’s largest contiguous piece of farmland. The U.S. Atlantic Coast possesses more major ports than the rest of the Western Hemisphere combined.
  • Two vast oceans insulated the United States from Asian and European powers, deserts separate the United States from Mexico to the south, while lakes and forests separate the population centers in Canada from those in the United States.

  • The United States has capital, food surpluses and physical insulation in excess of every other country in the world by an exceedingly large margin. So like the Turks, the Americans are not important because of who they are, but because of where they live.

  • Its first, the Great Lakes, not only requires engineering but is shared with the United States.

  • In the north, the Great Lakes are obviously an ideal break point in the middle of the border region, but the specific location of the line along the rest of the border is largely irrelevant. East of the lakes, low mountains and thick forests dominate the landscape — not the sort of terrain to generate a power that could challenge the U.S. East Coast.
  • The border here could theoretically lie anywhere between the St. Lawrence Seaway and Massachusetts without compromising the American population centers on the East Coast
  • So long as the border lies north of the bulk of the Missouri River’s expansive watershed, the border’s specific location is somewhat academic, and it becomes even more so when one reaches the Rockies.

I wonder if that's one reason we're incredulous that other nations don't adopt our various policies. We have unique circumstances and are oblivious to the fact.

      In classic StratFor fashion, the monograph extensively lays out the geographic (and some brief historical relevance) situation without reference to founding fathers or 'sacred' mentalities. On a very personal note, this is a reason that I prefer this style. On the left and right, there's a strong desire to steer perceptions. Surely, StratFor is no different, but it steers perceptions to a particular frame of scale.
  • The United States’ strategic imperatives are presented here in five parts. Normally imperatives are pursued in order, but there is considerable time overlap between the first two and the second two.
  • 1. Dominate the Greater Mississippi Basin
  • The early nation was particularly vulnerable to its former colonial master.

  • For instance, the different ways people perceive the Müller-Lyer illusion likely reflects lifetimes spent in different physical environments. American children, for the most part, grow up in box-shaped rooms of varying dimensions. Surrounded by carpentered corners, visual perception adapts to this strange new environment (strange and new in terms of human history, that is) by learning to perceive converging lines in three dimensions.
  • As the three continued their work, they noticed something else that was remarkable: again and again one group of people appeared to be particularly unusual when compared to other populations—with perceptions, behaviors, and motivations that were almost always sliding down one end of the human bell curve.
  • In the end they titled their paper “The Weirdest People in the World?” (pdf) By “weird” they meant both unusual and Western, Educated, Industrialized, Rich, and Democratic. It is not just our Western habits and cultural preferences that are different from the rest of the world, it appears.   • The three insisted that their goal was not to say that one culturally shaped psychology was better or worse than another—only that we’ll never truly understand human behavior and cognition until we expand the sample pool beyond its current small slice of humanity.

  • As Norenzayan sees it, the last few generations of psychologists have suffered from “physics envy,” and they need to get over it.

  • Henrich has challenged this “cognitive niche” hypothesis with the “cultural niche” hypothesis. He notes that the amount of knowledge in any culture is far greater than the capacity of individuals to learn or figure it all out on their own.
  • He suggests that individuals tap that cultural storehouse of knowledge simply by mimicking (often unconsciously) the behavior and ways of thinking of those around them. We shape a tool in a certain manner, adhere to a food taboo, or think about fairness in a particular way, not because we individually have figured out that behavior’s adaptive value, but because we instinctively trust our culture to show us the way.

In the end, the goal of boiling down human psychology to hardwiring is not surprising given the type of mind that has been designing the studies. Taking an object (in this case the human mind) out of its context is, after all, what distinguishes the analytic reasoning style prevalent in the West. Similarly, we may have underestimated the impact of culture because the very ideas of being subject to the will of larger historical currents and of unconsciously mimicking the cognition of those around us challenges our Western conception of the self as independent and self-determined. The historical missteps of Western researchers, in other words, have been the predictable consequences of the WEIRD mind doing the thinking.

  • Well, of course that's true, they're only states, not countries, you might say. But the fact that my observation is a dull commonplace doesn't make it any less amazing.
  • as the late Harvard Professor Samuel P. Huntington once remarked, the genius of the American system lies less in its democracy per se than in its institutions. The federal and state system featuring 50 separate identities and bureaucracies, each with definitive land borders -- that nevertheless do not conflict with each other -- is unique in political history.
  • In fact, Huntington's observation can be expanded further: The genius of Western civilization in general is that of institutions. Sure, democracy is a basis for this; but democracy is, nevertheless, a separate factor.   • In many African countries, when taking a road out of the capital, very soon the state itself vanishes. The road becomes a vague dirt track, and the domains of tribes and warlords take over. This is a world where, because literacy and middle classes are minimal (albeit growing), institutions still barely exist.

But since everyone is out to maximise profit, those who purchase the coffee crop strive to pay as little as possible, and so the farmers go hungry. Years later, when the farmer’s children go to work in factories, they confront the same logic: they too are paid as little as possible for their labour. By changing the farming system, capitalism first removes traditional protections against starvation, and then pushes many previously self-sufficient people into an economic niche where they aren't paid enough to eat well.
  • Eighty years later, the farmer’s descendants have risen out of the ranks of the poor and joined the fast-growing ranks of the world’s 21st-century middle-class consumers, thanks to globalisation and outsourcing. Capitalism welcomes them: these descendants are now prime targets to live the obesogenic life (the chemicals, the stress, the air conditioning, the elevators-instead-of-stairs) and to buy the kinds of foods and beverages that are ‘metabolic disturbers’.

Israelis, Saudis and the Iranian Agreement - 0 views

  • The mere fact that the U.S. secretary of state would meet openly with the Iranian foreign minister would have been difficult to imagine a few months ago, and unthinkable at the beginning of the Islamic republic. 
  • The U.S. goal is to eliminate Iran's nuclear weapons before they are built, without the United States having to take military action to eliminate them.
  • The Iranians' primary goal is regime preservation.

  • Western sanctions have dramatically increased the economic pressure on Iran and have affected a wide swath of the Iranian public.
  • The election of President Hassan Rouhani to replace Mahmoud Ahmadinejad after the latter's two terms was a sign of unhappiness.
  • The logic here suggests a process leading to the elimination of all sanctions in exchange for the supervision of Iran's nuclear activities to prevent it from developing a weapon. Unless this is an Iranian trick to somehow buy time to complete a weapon and test it, I would think that the deal could be done in six months.
  • An Iranian ploy to create cover for building a weapon would also demand a reliable missile and a launch pad invisible to surveillance satellites and the CIA, National Security Agency, Mossad, MI6 and other intelligence agencies. The Iranians would likely fail at this, triggering airstrikes however risky they might be and putting Iran back where it started economically. While this is a possibility, the scenario is not likely when analyzed closely.

  • But in the end, this is not the problem that the Saudis and Israelis have. Their problem is that both depend on the United States for their national security. Neither country can permanently exist in a region filled with dangers without the United States as a guarantor.
  • Israel needs access to American military equipment that it can't build itself, like fighter aircraft. Saudi Arabia needs to have American troops available as the ultimate guarantor of their security, as they were in 1990.
  • What frightens them the most about this agreement is that fact. If the foundation of their national security is the American commitment to them, then the inability to influence Washington is a threat to their national security.
  • The fact is that neither the Saudis nor the Israelis have a potential patron other than the United States.
  • The United States is not abandoning either Israel or Saudi Arabia. A regional policy based solely on the Iranians would be irrational. What the United States wants to do is retain its relationship with Israel and Saudi Arabia, but on modified terms.
  • The modification is that U.S. support will come in the context of a balance of power, particularly between Iran and Saudi Arabia. While the United States is prepared to support the Saudis in that context, it will not simply support them absolutely.
  • The Saudis and Israelis will have to live with things that they have not had to live with before -- namely, an American concern for a reasonably strong and stable Iran regardless of its ideology.
  • The American strategy is built on experience in Iraq and Afghanistan. Washington has learned that it has interests in the region, but that the direct use of American force cannot achieve those goals, partly because imposing solutions takes more force than the United States has and partly because the more force it uses, the more resistance it generates. Therefore, the United States needs a means of minimizing its interests, and pursuing those it has without direct force.
  • Saudi Arabia is not abandoned, but nor is it the sole interest of the United States.
  • In the same sense, the United States is committed to the survival of Israel.
  • If Iranian nuclear weapons are prevented, the United States has fulfilled that commitment, since there are no current threats that could conceivably threaten Israeli survival. Israel's other interests, such as building settlements in the West Bank, do not require American support.
  • With this opening to Iran, the United States will no longer be bound by its Israeli and Saudi relationships. They will not be abandoned, but the United States has broader interests than those relationships, and at the same time few interests that rise to the level of prompting it to directly involve U.S. troops.

  • The list admittedly looks a bit sexist by today’s standards, but it illustrates the idea well.
  • Wilson and Schooler were curious about something. Some of their previous research had suggested than when asked to analyze their reasons for making decisions or ratings, people tend to screw things up. The theory goes that we are often aware of our preferences for products (or art, or whatever), but when asked to explain WHY, we often feel obligated to include the most salient (that is, apparent) and plausible explanations. Even if we would have otherwise ignored them.
  • Puny humans are pretty bad at combining an array of weighted factors so as to arrive at a rating or decision –it’s just not how our minds were designed. Jelly or game review guidelines that require us to over analyze our decisions or check them off against a standardized list of factors (graphics, sound, etc.) can exacerbate this limitation and lead us to consider what should be irrelevant information when making our ratings.
