      This seems a little "go get em" and broad of a law. Instead of leaving it up to the schools to make their own program which I gurantee in certain areas would be as flimsy as a piece of cardboard in the wind. If they really want this to happen then say states will no longer recieve federal funding unless they set up a smooth and easy system to help raise awareness and protection in their schools. I feel the state would have an easier time then the schools themselves.

      There is no way to get around this though. How do you not know that your child is missing for this long a span of time. If anything this hurdle can never be jumped. Maybe side stepped and have the focus taken off of it but that is about all they could do.
