  • climate change is one of the major national security issues of our time. And as he travelled around the country I was struck by how much more powerful that message is coming from a man in uniform, rather than a civil servant. Certainly that was the view of Senator Lindsey Graham who asked Neil to join him down in South Carolina for an event with US veterans.

Nor is it just a hypothetical debate about the future. Liberal peace transitions: a rethink is urgent | openDemocracy - 0 views

  • It is widely accepted among those working in, or on, international organisations, from the UN to the EU, UNDP, NATO or the World Bank, that statebuilding offers a way out of contemporary conflicts around the world: local, civil, regional and international conflicts, as well as complex emergencies, and for developmental issues. Most policymakers, officials, scholars and commentators involved think that they are applying proven knowledge unbiased by cultural or historical proclivities to the conflicts of others. This is not the case.
  • The broader idea has been that liberal democratic and market reform will provide for regional stability, leading to state stability and individual prosperity. Underlying all of this is the idea that individuals should be enabled to develop a social contract with their state and with international peacebuilders. Instead - in an effort to make local elites reform quickly, particularly in the process of marketisation and economic structural adjustment - those very international peacebuilders have often ended up removing or postponing the democratic and human rights that citizens so desired, and which legitimated international intervention in the first place. A peace dividend has only emerged for political and economic elites: the vast bulk of populations in these many countries have failed to see much benefit from trickle-down economics, or indeed from democracy so far.

Non-liberal and non-western forms of politics, economics, society, and custom, are clamouring for discursive and material space in many post-conflict zones, with mixed implications for sustainability and for the purpose of achieving a normatively (to liberals at least) and contextually acceptable, locally sustainable peace.

  • There is no executive committee of financial elites. There's no international conspiracy, no Elders of Zion. Instead these markets are pulled and pushed by about 50 very large banks and financial institutions. This is where much of the nation's $2 trillion in hedge fund money roams. This is where the top six US banks frolic. They don't have to sit around a table strategizing. They instantly sense threats to their power. They instantly smell profitable openings and they're poised to grab what they can, whenever they can. They thrive on turmoil, which gives them new "proprietary" trading opportunities to exploit. Volatility means big bucks, especially now that the largest players know that the government will back up even their wildest gambles. History has just proven that they are way too big to fail. Of course they still have to lobby government officials--many of whom either were bankers, or will be once they leave office. But their most powerful lever on government is through the market itself: Here, by moving vast quantities of money around, they can instantly veto policies they don't like. If the EU talks seriously about financial transaction taxes, the markets go down the Euro grows weaker, and interest rates rise--making it more expensive for governments to borrow the money they need to operate. Politicians have learned to "listen" to the markets and are conditioned to placate them. Should a nation state get out of line (Greece, Italy, Spain, Portugal, etc), the markets slap them silly. Politicians rush to the scene and start slicing social spending. If instead they demand new taxes on financial elites to reduce public debt, the markets respond with even more fury. Money flees.

Sure, in recent years several Western governments have officially recognized the Armenian genocide. However, domestic political considerations or foreign policy objectives (like the goal of keeping Turkey out of the EU) rather than a commitment to rectifying an historical injustice, appear to be the primary reasons for these actions. After all, why had these governments ignored the Armenian genocide until now?

  • while supporting the development of its nuclear technology, America is insisting that Jordan purchase its reactor fuel on the nuclear market (it will “allow” Jordan to mine the uranium ore, but not convert it into fuel).  The Obama administration stresses that it will refuse to help Jordan if it makes use of its own uranium, and intends to model any deal with Jordan on the USA's recent nuclear agreement with the United Arab Emirates, who agreed to purchase their uranium on the international market, but reserve the right to renegotiate this deal if another country concludes an agreement on more favourable terms. Pursuing its right to enrich uranium without America's agreement would prove difficult for Jordan: the USA plays a powerful role in the Nuclear Supplier Group which monitors the sale of nuclear technology.  Moreover, many reactors from countries outside the USA contain American components which would require Jordan to gain America's approval to purchase.  But the USA's insistence that the country give up the right to use its own uranium seems to be a strategic miscalculation with the potential to alienate one of America and Israel's key Arab allies.  While the Jordanian government under reformist King Abdullah can certainly be criticised for its benign and even not-so-benign authoritarianism, it remains a positive presence in the Israel-Palestinian peace process (and the strongest ally of the USA in the Arab world). In fact, it was its willingness to 'help' in the war on terror that caused concern for human rights campaigners. Undermining the country's nuclear intentions when Jordan has done more than it is required to do in terms of tranparency and negotiation gives the impression that America will always treat Middle Eastern nuclear projects with suspicion, and that there's little incentive to cooperate.
  • To knowingly alienate Jordan by undermining the country's right to energy independence would be an act of masochism by Israel, particularly when the country's nuclear programme presents an opportunity to develop a model of transparency in nuclear energy development, and a chance to strengthen a more moderate presence in the region at a time when it is sorely needed.

  • Put simply, the most important choice is between nuclear weapons and troops — specifically, whether to build four new nuclear missile-launching submarines or to preserve an army large enough to contribute to allied missions overseas. Even with painful cuts in other areas, there will not be money enough for both.
  • It is also hard to see why — in today’s world — Britain needs four new subs, each of which can carry up to 160 nuclear warheads. Only a fraction of that capacity is currently used, roughly 48 warheads per submarine, for a total of 192. There are, of course, still nuclear dangers out there, most notably North Korea and Iran. But the United States nuclear umbrella plus a smaller Trident force should provide Britain with full deterrence.
