  • Both Russia and, increasingly China, have been viewed as the main revisionist challengers to the liberal international order. The main vehicle for these counter-ordering efforts have been new economic and security regional organizations established by Moscow and Beijing to project their agendas and check the influence of Western counterparts. For Russia, this has included founding the Collective Security Treaty Organization (CSTO) as a regional security alternative to NATO, while in the economic sphere Russia has pushed for ever-increasing regional integration through the Eurasian Economic Union. For China, the most important of these new organizations is the Shanghai Cooperation Organization (SCO) founded in 2001. And in 2016 China also founded the Quadrilateral Cooperation and Coordination Mechanism (QCCM), established to promote regional anti-terrorist coordination and security cooperation between Tajikistan, Afghanistan and Pakistan. Around the same time investigative reports revealed that Beijing concluded an agreement to establish a military base in Tajikistan, with Chinese troops given the authority to patrol large swathes of the Tajikistan-Afghanistan border.

Why Narendra Modi's Quest for Global Coronavirus Cooperation Won't Work - 0 views

  • Modi has the right idea to be pushing for more global coordination, but the obstacles he faces underscore the limit of multilateralism today—even amid a rapidly spreading pandemic that badly requires a global response.

This has garnered negative international media coverage and criticism from political leaders around the world who fear New Delhi is taking the world’s largest democracy in an authoritarian direction.

These shocks are liable to be severe in African countries that are still only beginning to recover from the downturn prompted by COVID-19, although oil producers such as Nigeria, Congo and Equatorial Guinea may benefit from a hike in energy prices.
  • President Zelenskyy is the only elected Jewish head of state outside Israel. He lost family in the Holocaust. As such, Israel’s silence on Putin’s antisemitic rhetoric, such as his claim to be “denazifying” Ukraine with the invasion, is noteworthy. That said, Israel has some track record – vis-à-vis Hungary and Poland, for example – of placing what its leaders view as national security or foreign relations concerns above taking a strong stand against antisemitism.

The rise in global fuel prices is already fuelling record-high inflation and putting food security at risk, since before the invasion Ukraine provided Pakistan with more than 39 per cent of its wheat imports. With a trade deficit estimated by one analyst at around $40 billion, Islamabad’s reliance on external sources of funding will inevitably grow. A Russia under heavy sanctions will be in no position to assist. In such a scenario, Pakistan’s powerful military, which Khan depends on for his own political survival, could question his foreign posture.

Nairobi was one of the strongest supporters of a founding principle of the Organisation of African Unity (OAU) prescribing respect for territorial integrity and the inviolability of member states’ colonial-era borders.

  • Russia has many friends in Africa due in part to the Soviet Union’s support for liberation movements during the anti-colonial and anti-apartheid struggles. Many also appreciated Moscow’s strident opposition to the more recent disastrous Western interventions in Iraq and Libya. Furthermore, a number of African leaders studied in the Soviet Union or Eastern Bloc countries and Moscow has done a good job of maintaining these ties over the years. Numerous African security figures also received their training in Russia.
  • The Ukraine conflict is a major problem for Turkey. It threatens not only to damage Ankara’s relations with Moscow, but also to hurt the Turkish economy, pushing up energy costs and stopping Russian and Ukrainian tourists from visiting Turkey. Some analysts estimate that a decline in tourism could mean up to $6 billion in lost revenue.

International Relations Theory Doesn't Understand Culture - Foreign Policy - 0 views

  • Conventional wisdom holds that IR theory has little to say about culture. After all, the argument goes, its dominant schools of thought focus on struggles for material power and treat actors as self-interested egoists. In fact, IR scholars talk about culture all the time. It permeates their arguments about the Western foundations of the modern international order, about China as a civilizational state, and about the fate of the Arab Spring. And if discussions of the Western nature of human rights aren’t about culture, then what are they about at all?
  • IR scholars cling stubbornly to a view of culture that anthropologists and sociologists last took seriously between the 1930s and 1950s. Indeed, when discussing culture, IR looks like a conservation zoo for concepts long dead in their natural habitats.
  • Cultures are now seen as heterogeneous and contradictory, highly porous, and deeply entwined and interrelated.   • The English School is noted for its trademark claim that states can form international societies, not just international systems. That is, states can come together over shared common interests to agree on common rules and create institutions to uphold those rules. When asked what sustains such a society, English School theorists offer two main answers. One is pragmatic: States share basic interests in physical security, stable territorial rights, and the keeping of agreements, and international society is the best means to these ends. This is overlaid, however, by an argument about the cultural prerequisites for international society. Far from seeing culture as complex and contradictory, Martin Wight, one of the school’s founders, held in Systems of States that an international society “will not come into being without a degree of cultural unity among its members.” Modern international society, he argued, had its origins in European civilization, and when decolonization admitted a host of non-Western states, international society had “outrun cultural and moral community.” The idea that pragmatism could only ever sustain a thin social order—and that a common culture was needed to undergird robust bonds, institutions, and practices—focused much of the school’s post-decolonization research on the possibility of international society in a culturally diverse world.

Through most of history, global power and wealth have been determined by control of people, land and resources. Caesar was considered a Roman hero because he brought as many as 1 million slaves back from his Gallic wars alone. And as late as World War II, physical resources were still a key concern—Japan’s need for oil, Germany’s desire for Lebensraum (“living space”).

  • In our study, we look at Burundi, a country that has experienced large levels of conflict, out-migration and refugee return in recent years. Stephanie Schwartz conducted several months of ethnographic work in Burundi during 2015 and found that individuals in the post-conflict period identified along “migration-related divisions” (e.g. stayees versus returnees), instead of, or perhaps in addition to, other more traditional identification categories such as ethnicity (i.e. Hutus versus Tutsis). She explains that: “migration-related divisions not only cut across ethnicity, but frequently divided families where members had lived on either side of the border during the war. As such, migration-related categorizations existed independent of, though sometimes associated with, ethnic categorizations.”
  • research suggests that those exposed to conflict tend to behave more cooperatively after the end of conflict. Yet, they also tend to cooperate less with out-group members. Therefore, if stayees and returnees perceive each other as out-group members, this can have important negative effects for post-conflict social cohesion.

All Roads Need Not Lead To China - NOEMA - 0 views

  • For the Romans, Ottomans, Russians and British, transportation infrastructure was an essential tool of conquest. It is no different for China today. In a world of mostly settled boundaries, China seeks to control infrastructure and supply chains to achieve leverage over its neighbors as well as carve through them to its destination: the oil-rich Gulf region and the massive export markets of Europe. From oil refineries and ports to internet cables, China is maneuvering for infrastructural access where it cannot dominate territory. Even where China shifts boundaries by force, the purpose is nonetheless to pave the way for its infrastructure.
  • Around the time China joined the World Trade Organization in 2001, it suddenly found itself the world’s largest importer of raw materials as well as one of the largest exporters of consumer goods. Yet still, it was subject to the “Malacca trap”: Most of its trade passes through the narrow Strait of Malacca, the world’s busiest waterway, which it does not control. Building road and rail infrastructure across neighboring states was thus something of a defensive measure to reduce dependence on a single chokepoint.
