  • A "commons" is any resource used as though it belongs to all. In other words, when anyone can use a shared resource simply because one wants or needs to use it, then one is using a commons. For example, all land is part of our commons because it is a component of our life support and social systems. A commons is destroyed by uncontrolled use—neither intent of the user, nor ownership are important. An example of uncontrolled use is when one can use land (part of our commons) any way one wants.

International Relations Theory Doesn't Understand Culture - Foreign Policy - 0 views

  • Conventional wisdom holds that IR theory has little to say about culture. After all, the argument goes, its dominant schools of thought focus on struggles for material power and treat actors as self-interested egoists. In fact, IR scholars talk about culture all the time. It permeates their arguments about the Western foundations of the modern international order, about China as a civilizational state, and about the fate of the Arab Spring. And if discussions of the Western nature of human rights aren’t about culture, then what are they about at all?
  • IR scholars cling stubbornly to a view of culture that anthropologists and sociologists last took seriously between the 1930s and 1950s. Indeed, when discussing culture, IR looks like a conservation zoo for concepts long dead in their natural habitats.
  • Cultures are now seen as heterogeneous and contradictory, highly porous, and deeply entwined and interrelated. In her celebrated 1986 article “Culture in Action,” Ann Swidler, the eminent Berkeley sociologist, put it this way: “all real cultures contain diverse, often conflicting symbols, rituals, stories, and guides to action.” Decades of empirical research sustains such understandings of culture. Anthropologists have demonstrated it at very local levels. Lila Abu-Lughod’s work on Bedouin women is a fine example. And historians have demonstrated it at the level of empires and international orders. Karen Barkey, Jane Burbank, Frederick Cooper, Pamela Kyle Crossley, and many others have revealed the heterogeneous cultural contexts in which such orders evolve.

  • The English School is noted for its trademark claim that states can form international societies, not just international systems. That is, states can come together over shared common interests to agree on common rules and create institutions to uphold those rules. When asked what sustains such a society, English School theorists offer two main answers. One is pragmatic: States share basic interests in physical security, stable territorial rights, and the keeping of agreements, and international society is the best means to these ends. This is overlaid, however, by an argument about the cultural prerequisites for international society. Far from seeing culture as complex and contradictory, Martin Wight, one of the school’s founders, held in Systems of States that an international society “will not come into being without a degree of cultural unity among its members.” Modern international society, he argued, had its origins in European civilization, and when decolonization admitted a host of non-Western states, international society had “outrun cultural and moral community.” The idea that pragmatism could only ever sustain a thin social order—and that a common culture was needed to undergird robust bonds, institutions, and practices—focused much of the school’s post-decolonization research on the possibility of international society in a culturally diverse world.
  • On the surface, it might seem like rational choice theory would have even less to say about culture than realism. Yet culture enters rationalist arguments, too, in three ways: when adherents explain the rational choice of norms, when they accommodate cultural preferences, and in their argument that common knowledge is essential to solving coordination problems. The last of these is particularly interesting, as it is here that rationalists express a version of IR’s default conception of culture. Coordination problems exist when actors have common interests but can only realize as much if they coordinate their choices, usually without direct communication.

The Fight Over a Shitty Rock | Hakai Magazine - 0 views

  • geographic advantage has helped make Killybegs the largest fishing port in Ireland. Last year, its trawlermen landed almost 200,000 tonnes of fish, helping to feed a burgeoning national export market for seafood. A large part of this catch is found around 420 kilometers north in the Rockall Trough, a remote stretch of the Atlantic between Ireland, Scotland, and Iceland. Here, the fish gather in vast schools, especially near the region’s namesake pinnacle: Rockall, a tiny, uninhabited, jet-black outcrop of granite crowned by a pointillist splattering of guano.
  • This unassuming speck on the map was thrust into the spotlight this past summer when the Scottish government accused Irish trawlermen of overfishing in its territorial waters, before announcing that its coast guard would board any Irish fishing boat venturing into a 19-kilometer zone around the islet of Rockall. Trawlermen from the town of Killybegs, who have been casting their nets in those waters since the late 1980s, were dumbfounded.

  • the abundance of guano deposited by resting gannets and guillemots—along with Rockall’s almost vertical cliffs must have put off most sailors from landing, because it wasn’t set foot upon until 1811 when Lieutenant Basil Hall of the HMS Endymion led a small crew in two longboats to its summit. After having mistaken the islet for a ship under sail, an expedition was mounted as, Hall later wrote, “we had nothing better on our hands.” The trip was a waking nightmare. First came the difficult landing and ascent, complicated by a high swell and Rockall’s slippery cliffs: one false step, Hall wrote, “might have sent the explorer to investigate the secrets of the deep.” By some miracle, the crew clambered up to the summit, only for a dense fog to descend. Frightened about losing their ship, Hall and his men hopped back onto their boats as fast as the rising swell would allow. After several hours rowing through dense mist, they made it back to the Endymion.

Typically, a country’s EEZ is calculated to extend 200 nautical miles (370 kilometers) from its claimed territory.   • Water scarcity, and the potential for a catastrophe, spurred upheaval and anxiety. During that time, a local government pushed a water-conservation agenda more ambitious than just about anything the world had seen. Cape Town faced political fallout and experienced widespread protests. Divisions between the haves and the have-nots in one of the most unequal cities on Earth became the center of discourse. The racial wounds of a post-apartheid country opened once more.
  • “The way the city has managed it is by forcing middle-class South Africans—dominantly white, but not exclusively—to massively cut back on their water use,” says Neil Armitage, a civil engineer who is a lead researcher within the institute. “They struggled for a while until they came up with this Day Zero concept, which was really a warning that if we carried on behaving like we were, then the water was going to run out. That had the desired effect of making people a lot more serious about water, but it also had a horrible political backlash as well.”

False claims based on limited contextual knowledge have since abounded, including one widely repeated claim that this crisis is largely a result of the Libya intervention (it's not; this happened due to domestic political crises in Mali).

The rationale for this curious hotchpotch of alliances is the “common anti-imperialist interests” of those five countries—the imperialist in question being America.

  • Copenhagen as the last serious attempt to use 20th century techniques to arrange our 21st century affairs. Seeking consensus between 193 sovereign states through a zero-sum negotiation process was always going to be a fool’s errand. It failed because it handed exclusive rights to national governments, leaving 99% of the energy of business, civil society, cities, and the youth (just to same a few) as frustrated bystanders
  • It has failed because our global commons can no longer be managed by top-down, government-led, compliance focused, publicly-funded agreements between nations.
  • Reforming global governance has been an esoteric topic for many years pursued by policy analysts, academics and international bureaucrats offering unintelligible diagnostics and incremental and largely technocratic recommendations. Copenhagen, and its potentially ghastly implications, makes this obscurity unacceptable. In the last two decades we have in fact already invented far more effective ways to do business internationally, from how we do global health through public private partnerships to building the hadron collider in CERN (it works now, but the amazing thing about it is how the global scientific and political community made it happen, not merely that it is ‘about the origins of everything’). We do not need another Commission made up of those who have presided over our failing global institutions, we need fresh blood and urgency in surfacing today’s institutional innovations and working out how to make these work in practice.
