The ISIS Beat - The Drift - 0 views

  • even as the new Biden Administration announced the withdrawal of troops from Afghanistan, to “end” the twenty-year war, it will continue airstrikes and raids to tackle the ever-looming threat of terrorism.
  • As the persistence of far-right nationalism suggests, ideologies cannot so easily be destroyed — even those we thought we had bombed out of existence seventy years ago. Yet, the world refracted through this war (the “only one” of the 21st century, Bush hoped) has left us not just morally inept, but also woefully misguided about what is to come next
  • ISIS has taken control over parts of regime territory in the deserts of central Syria, and slices of S.D.F.-controlled Deir ez-Zor province are witnessing a full-blown ISIS insurgency, underscoring just how central the question of governance is to the group’s appeal. But the U.S. and its allies’ focus on ideology risks ignoring why ISIS gained support in the first place. Raids and detentions, torture and execution, and governance that politically marginalizes certain groups and offers few options for justice or accountability will only build anger. It is these layers of political and social contexts that are lost in most coverage, even if they will shape Iraq and Syria for a long time to come.

  • The S.D.F. offers a remarkable vision to counter ISIS’s draconian rule — local councils, farmers’ cooperatives, and committees that promote the rights of oppressed minority groups. In the village of Jinwar, a female-controlled town, the S.D.F. has built a commune for women and their children, both Kurdish and Arab, seeking to escape oppressive families and realize a community without patriarchy. According to the constitution of the so-called Autonomous Administration of North and East Syria, the S.D.F.-linked ruling authority in the region, a post-ISIS Syria will be “a society free from authoritarianism, militarism, centralism and the intervention of religious authority in public affairs.” In order to realize this vision, part of the S.D.F.’s mandate is not just to govern, but also to annihilate ISIS. Several soldiers and S.D.F. spokesmen told me that the war against ISIS isn’t over — its aim now, with the support of the U.S., is to destroy sleeper cells and root out the ideology.
  • If we portray certain enemies solely as existential threats, we sweep over the political conflicts unfolding in places like Iraq and Syria, and the political violence wrought upon these communities, even by those who claim to be fighting a just war.

  • On the 20th anniversary of the protests against the World Trade Organization (WTO), evidence of its harm to workers, healthcare, farmers, and the environment – and particularly to developing countries – has proven its critics right.

But critics had already seen how the largest corporations in the world had succeeded in using its founding – and the good name of trade in promoting prosperity – to achieve a new set of agreements covering not just trade in goods but also trade-related investment measures, trade-related intellectual property (IP) rules, agriculture and services.   • if you're dealing with a bunch of herbivorous Social Democrats, they'll take you in one direction and you'll end up with a welfare state and full employment, but if their same knowledge is in the hands of a group of nationalist militarists, what you've really provided them with is the blueprint for highly efficient mobilization of a military economy in times of peace. So deep in the heart of neoliberal thought and conservative thinking about the modern state and its potential lies a fear of that possibility.
  • China’s not the Soviet Union, China's not fascist Italy, China's not Nazi Germany. There are ways of taming that by way of corporatism, in which you have an organized representation of economic interests. But you can also imagine systems in which it can become a sort of destructive set of flywheels of extremely explosive dynamics of gigantic interest groups contending with each other more or less in an unmediated direct form interest on interest.

'Yes, He Would': Fiona Hill on Putin and Nukes - POLITICO - 0 views

  • “Ukraine has become the front line in a struggle, not just between democracies and autocracies but in a struggle for maintaining a rules-based system in which the things that countries want are not taken by force,” Hill said. “Every country in the world should be paying close attention to this.”

  • We have had a long-term policy failure going back to the end of the Cold War in terms of thinking about how to manage NATO’s relations with Russia to minimize risk. NATO is a like a massive insurer, a protector of national security for Europe and the United States. After the end of the Cold War, we still thought that we had the best insurance for the hazards we could face — flood, fire etc. — but for a discounted premium. We didn’t take adequate steps to address and reduce the various risks. We can now see that that we didn’t do our due diligence and fully consider all the possible contingencies, including how we would mitigate Russia’s negative response to successive expansions.
  • Putin tried to warn Trump about this, but I don’t think Trump figured out what he was saying. In one of the last meetings between Putin and Trump when I was there, Putin was making the point that: “Well you know, Donald, we have these hypersonic missiles.” And Trump was saying, “Well, we will get them too.” Putin was saying, “Well, yes, you will get them eventually, but we’ve got them first.” There was a menace in this exchange. Putin was putting us on notice that if push came to shove in some confrontational environment that the nuclear option would be on the table.
  • Putin has articulated an idea of there being a “Russky Mir” or a “Russian World.” The recent essay he published about Ukraine and Russia states the Ukrainian and Russian people are “one people,” a “yedinyi narod.” He’s saying Ukrainians and Russians are one and the same. This idea of a Russian World means re-gathering all the Russian-speakers in different places that belonged at some point to the Russian tsardom.
  • The Russians have already used a weapons-grade nerve agent, Novichok. They’ve used it possibly several times, but for certain twice. Once in Salisbury, England, where it was rubbed all over the doorknob of Sergei Skripal and his daughter Yulia, who actually didn’t die; but the nerve agent contaminated the city of Salisbury, and anybody else who came into contact with it got sickened. Novichok killed a British citizen, Dawn Sturgess, because the assassins stored it in a perfume bottle which was discarded into a charity donation box where it was found by Sturgess and her partner. There was enough nerve agent in that bottle to kill several thousand people. The second time was in Alexander Navalny’s underpants.

  • What stops a lot of people from pulling out of Russia even temporarily is, they will say, “Well, the Chinese will just step in.” This is what every investor always tells me. “If I get out, someone else will move in.” I’m not sure that Russian businesspeople want to wake up one morning and find out the only investors in the Russian economy are Chinese, because then Russia becomes the periphery of China, the Chinese hinterlands, and not another great power that’s operating in tandem with China.

  • Those who demand that the U.S. Government take people's lives with no oversight or due process as though they're advocating changes in tax policy or mid-level personnel moves -- eradicate him!, they bellow from their seats in the Colosseum -- are just morally deranged barbarians.  There's just no other accurate way to put it.  These are usually the same people, of course, who brand themselves "pro-life" and Crusaders for the Sanctity of Human Life and/or who deride Islamic extremists for their disregard for human life.  And the fact that this mindset is so widespread and mainstream is quite a reflection of how degraded America's political culture is.
  • Most political journalists rely on their relationships with government officials and come to like them and both identify and empathize with them.  By contrast, WikiLeaks is truly adversarial to those powerful factions in exactly the way that these media figures are not:  hence, the widespread media hatred and contempt for what WikiLeaks does.  Just look at how important it was for Bill Keller to emphasize that the Government is criticizing WikiLeaks but not The New York Times; having the Government pleased with his behavior is his metric for assessing how good his "journalism" is.  If the Government is patting him on the head, then it's proof that he acted "responsibly."  That servile-to-power mentality is what gets exposed by the contrast Wikileaks provides.

  • Digby's superb commentary on this point yesterday: My personal feeling is that any allegedly democratic government that is so hubristic that it will lie blatantly to the entire world in order to invade a country it has long wanted to invade probably needs a self-correcting mechanism. There are times when it's necessary that the powerful be shown that there are checks on its behavior, particularly when the systems normally designed to do that are breaking down. Now is one of those times. . . . .As for the substance of the revelations, I don't know what the results will be. But in the world of diplomacy, embarrassment is meaningful and I'm not sure that it's a bad thing for all these people to be embarrassed right now.  Puncturing a certain kind of self-importance --- especially national self-importance --- may be the most worthwhile thing they do. A little humility is long overdue.

During that time, a local government pushed a water-conservation agenda more ambitious than just about anything the world had seen. Cape Town faced political fallout and experienced widespread protests. Divisions between the haves and the have-nots in one of the most unequal cities on Earth became the center of discourse. The racial wounds of a post-apartheid country opened once more.

  • I am deeply skeptical that Patriot has ever intercepted a long-range ballistic missile in combat — at the least, I have yet to see convincing unclassified evidence of a successful Patriot intercept. During the 1991 Gulf War, the public was led to believe the that the Patriot had near-perfect performance, intercepting 45 of 47 Scud missiles. The U.S. Army later revised that estimate down to about 50 percent — and even then, it expressed “higher” confidence in only about one-quarter of the cases. A pesky Congressional Research Service employee noted that if the Army had correctly applied its own assessment methodology consistently, the number would be far lower. (Reportedly that number was one — as in one lousy Scud missile downed.)

  • Conventional wisdom holds that IR theory has little to say about culture. After all, the argument goes, its dominant schools of thought focus on struggles for material power and treat actors as self-interested egoists. In fact, IR scholars talk about culture all the time. It permeates their arguments about the Western foundations of the modern international order, about China as a civilizational state, and about the fate of the Arab Spring. And if discussions of the Western nature of human rights aren’t about culture, then what are they about at all?
  • IR scholars cling stubbornly to a view of culture that anthropologists and sociologists last took seriously between the 1930s and 1950s. Indeed, when discussing culture, IR looks like a conservation zoo for concepts long dead in their natural habitats.
  • Cultures are now seen as heterogeneous and contradictory, highly porous, and deeply entwined and interrelated.   • The English School is noted for its trademark claim that states can form international societies, not just international systems. That is, states can come together over shared common interests to agree on common rules and create institutions to uphold those rules. When asked what sustains such a society, English School theorists offer two main answers. One is pragmatic: States share basic interests in physical security, stable territorial rights, and the keeping of agreements, and international society is the best means to these ends. This is overlaid, however, by an argument about the cultural prerequisites for international society. Far from seeing culture as complex and contradictory, Martin Wight, one of the school’s founders, held in Systems of States that an international society “will not come into being without a degree of cultural unity among its members.” Modern international society, he argued, had its origins in European civilization, and when decolonization admitted a host of non-Western states, international society had “outrun cultural and moral community.” The idea that pragmatism could only ever sustain a thin social order—and that a common culture was needed to undergird robust bonds, institutions, and practices—focused much of the school’s post-decolonization research on the possibility of international society in a culturally diverse world.

In reality, the combatants are professional, state-employed cyberwarriors and seasoned amateur guerrillas pursuing very well-defined objectives with military precision and specialized tools. Each type of combatant brings a different mental model to the conflict, but uses the same set of tools.
  • There are also small but highly-skilled cadres of ideologically-motivated shitposters whose skill at information warfare is matched only by their fundamental incomprehension of the real damage they’re unleashing for lulz. And they’ve certainly gone after mores: social media became the main battleground for the culture wars years ago, and we now describe the unbridgeable gap between two polarized Americas using technological terms like filter bubble. But ultimately the information war is about territory — just not the geographic kind. In a warm information war, the human mind is the territory. If you aren’t a combatant, you are the territory. And once a combatant wins over a sufficient number of minds, they have the power to influence culture and society, policy and politics.
  • Cyberwar, most people thought, would be fought over infrastructure — armies of state-sponsored hackers and the occasional international crime syndicate infiltrating networks and exfiltrating secrets, or taking over critical systems. That’s what governments prepared and hired for; it’s what defense and intelligence agencies got good at. It’s what CSOs built their teams to handle. But as social platforms grew, acquiring standing audiences in the hundreds of millions and developing tools for precision targeting and viral amplification, a variety of malign actors simultaneously realized that there was another way. Adversaries can target corporate entities and transform the global power structure by manipulating civilians and exploiting human cognitive vulnerabilities at scale. Even actual hacks are increasingly done in service of influence operations: stolen, leaked emails, for example, were profoundly effective at shaping a national narrative in the U.S. election of 2016.

  • The 2014-2016 influence operation playbook went something like this: a group of digital combatants decided to push a specific narrative, something that fit a long-term narrative but also had a short-term news hook. They created content: sometimes a full blog post, sometimes a video, sometimes quick visual memes. The content was posted to platforms that offer discovery and amplification tools. The trolls then activated collections of bots and sockpuppets to blanket the biggest social networks with the content. Some of the fake accounts were disposable amplifiers, used mostly to create the illusion of popular consensus by boosting like and share counts. Others were highly backstopped personas run by real human beings, who developed standing audiences and long-term relationships with sympathetic influencers and media; those accounts were used for precision messaging with the goal of reaching the press. Israeli company Psy Group marketed precisely these services to the 2016 Trump Presidential campaign; as their sales brochure put it, “Reality is a Matter of Perception”.
  • If an operation is effective, the message will be pushed into the feeds of sympathetic real people who will amplify it themselves. If it goes viral or triggers a trending algorithm, it will be pushed into the feeds of a huge audience. Members of the media will cover it, reaching millions more. If the content is false or a hoax, perhaps there will be a subsequent correction article – it doesn’t matter, no one will pay attention to it.
  • Combatants are now focusing on infiltration rather than automation: leveraging real, ideologically-aligned people to inadvertently spread real, ideologically-aligned content instead. Hostile state intelligence services in particular are now increasingly adept at operating collections of human-operated precision personas, often called sockpuppets, or cyborgs, that will escape punishment under the the bot laws. They will simply work harder to ingratiate themselves with real American influencers, to join real American retweet rings. If combatants need to quickly spin up a digital mass movement, well-placed personas can rile up a sympathetic subreddit or Facebook Group populated by real people, hijacking a community in the way that parasites mobilize zombie armies.
  • Attempts to legislate away 2016 tactics primarily have the effect of triggering civil libertarians, giving them an opportunity to push the narrative that regulators just don’t understand technology, so any regulation is going to be a disaster.

Digital combatants know that once speech goes up, we are loathe to moderate it; to retain this asymmetric advantage, they push an all-or-nothing absolutist narrative that moderation is censorship, that spammy distribution tactics and algorithmic amplification are somehow part of the right to free speech.
  • We need an understanding of free speech that is hardened against the environment of a continuous warm war on a broken information ecosystem. We need to defend the fundamental value from itself becoming a prop in a malign narrative.

It assumes we are still dwelling in the unipolar moment and that all that matters is the will to use the power at America’s disposal.

Trump and company can also count on the support of authoritarian soul mates in the European right (including the present rulers in Poland and Hungary), as well as America’s morally compromised allies in the Middle East

First of all, even much weaker states are loath to succumb to blackmail, for one very good reason: Once you’ve shown you can be coerced, there may be no end to subsequent demands.
