Eurafrica and the myth of African independence | Colonialism | Al Jazeera - 0 views

  • although many on the continent have tended to equate decolonisation with the dawn of independence in the 1960s, independence, in fact, turned out to be a bit of a hoax. While it undoubtedly improved life for some on the continent, for the most part, it did not mean freedom. Rather, it marked the internationalisation and indigenisation of colonialism. It was to become a tool to transform Africans from being the objects of colonial subjugation into partners in their own exploitation.

  • The Rome Treaty, which established the EEC in 1957, was nothing short of a resurrection of the Berlin Conference's General Act, which 73 years earlier had sought to create an internationalised regime of free trade stretching across the middle of Africa. In Rome, six European countries, without the involvement of any Africans, promised each other equal access to trading and investment opportunities in what is today the territory of 21 African countries: Senegal, Mali, Guinea, Ivory Coast, Benin, Mauritania, Niger, Burkina Faso, the Republic of the Congo (Congo Brazzaville), the Central Africa Republic, Chad, Gabon, the Comoros, Madagascar, Djibouti, Togo, Cameroon, the Democratic Republic of the Congo (DRC), Rwanda, Burundi and Somalia. In fact, as noted by Hansen and Jonsson, three-quarters of the territory covered by the EEC actually lay outside continental Europe.

A formidable intellect, he led his nation into the Yaounde agreement, was the foremost proponent of negritude and ruled for two decades before retiring on New Year's Eve 1980, the first African president to leave office voluntarily. He then promptly left for France, where he had been a citizen since 1932.

Under the agreement, the Europeans allowed free access to their domestic markets to products from the African members, while the latter were, at least initially, permitted to impose restrictions on the entry of European goods into their territories in order to protect their own infant industries. Three years earlier, however, the UN Economic Commission for Africa had warned, as related by Hansen and Jonsson, that the arrangements were likely to lead to economic dependency by tempting the Africans "to prefer the short-run advantage of tariff concessions [in EEC markets] to the long-run gains of industrial development".
  • By 1962, an American observer in Paris, Schofield Coryell, declared that African countries remained "essentially what they were: agricultural appendages to Europe". If this sounds familiar, it is because African elites are, to borrow from Wole Soyinka, still heading to foreign capitals to loudly proclaim their tigritude, while consigning their countrymen into debt and bondage.

Even though the African nations espousing it were born out of the 1884 Berlin Conference and African nationalist leaders were the products of colonial schools and European universities, African nationalism was still cast as the antidote to colonialism rather than an outgrowth of it.

Who in the GCC wants a union? - 0 views

  • Citing “security problems, economic challenges and other serious issues confronted by the region,” Bahrain’s Prime Minister Prince Khalifa bin Salman Al Khalifa recently announced that the transformation of the Gulf Cooperation Council (GCC) to a union is an “inevitable goal” of this month’s Manama Dialogue (Dec. 9-11).
  • With absolutely no illusions that Oman — historically the most independent member of the GCC — has changed its position, last month Ghanem al-Buainain, Bahrain’s minister of Parliament Affairs, stated that he sensed “great enthusiasm for the union from the other Gulf members.”
  • Many non-Saudis in the GCC view Saudi Arabia as an important ally, yet they also see the oil-rich kingdom as an overbearing neighbor who does not always respect the smaller Arab Gulf states’ sovereignty. Due to a host of domestic issues in the GCC and regional developments, which the Arab Gulf families see through different lenses, Riyadh and Manama officials may see their plan for a union falling on deaf ears.

  • Kuwait is the GCC state with the most vibrant political life and democratic institutions. Opposition to a union from Kuwait is largely attributable to concerns about “collective security actions” that Saudi Arabia and other Arab Gulf states could pursue to silence dissent and activism in Kuwait. Last month’s snap elections in Kuwait will bring in parliamentarians to the National Assembly from an opposition made up of liberals and Islamists whom other GCC states would not permit to hold any position of power in their own political systems. As many Kuwaitis take pride in their “half-democracy” and relative transparency and openness, the concept of a union has met its share of resistance in the country from voices across its political spectrum.

Ukraine crisis: Crimea is lost, but there is a deal waiting to be done - Commentators -... - 0 views

  • If we are to stop this dangerous escalation we must understand where Russia is coming from. I saw a fair amount of Mr Putin when I was British Ambassador in Moscow. Like most politicians he is ready to manipulate the truth when necessary. But in most of his public utterances he is strikingly faithful to what he genuinely believes.

  • That’s not to predict an end-of-the-world scenario for either disaster, just to remind people that, at the extreme end of these uncontrolled events, there are horrendous logical risks that our leaders are amiably accepting (or urging) on behalf of the rest of us. And they seem to expect our gratitude for their efforts in Ukraine or their lack of efforts in Fukushima, more or less equally.
  • By stark contrast, the history of Crimea’s integration with Ukraine is all but non-existent in history. In the mid-1400s, Crimea was a Tatar state founded by a descendant of Genghis Khan. In 1478, Crimea became a tributary of the Ottoman Empire until 1774, when it became an independent state, essentially liberated by Russia (until Russia annexed it in 1783). Crimea remained part of Russia until 1917, when it declared its independence again (which lasted about a year before it was occupied by the Soviet Union, then the Germans, then the Soviet Union again). In 1921, Crimea was granted “autonomy,” which was interrupted by the German occupation (1941-1943), then stripped by the Soviet Union in 1945. Still part of the Soviet Union in 1954, Crimea was organizationally transferred to Ukraine, also part of the Soviet Union. In 1991, Crimea became the Autonomous Republic of Crimea, within the Soviet Union, followed by a power struggle with the Kiev government in the aftermath of the Soviet Union’s break-up. In early 1992, the Crimean Parliament proclaimed its independence as the Republic of Crimea and adopted its first constitution (which it amended the same day to say Crimea was part of Ukraine); within weeks, Crimea dropped its proclamation of self-government in an apparent trade-off for greater autonomy from Kiev, but the dispute over the status of Crimea continued to feed political turmoil until Ukraine executed a constitutional coup. On March 17, 1995, the Kiev government scrapped the Crimean constitution, sacked the Crimean president and eventually established, with obvious irony, the “Autonomous Republic of Crimea” – which still had periodic anti-Kiev eruptions and now (as of March 16) has voted to join the Russian Federation.

  • The global system is built around sovereign states, and it shows. This is an enormous problem for groups that define themselves, or are defined by others, as distinct from the country within whose borders they happen to reside, and it’s also terrible as a framework for navigating the global politics of a rapidly changing world.
  • Sovereignty is usually traced back to the 1648 Treaty of Westphalia, which was pivotal in shifting conceptions of government toward a secular state with entire authority inside inviolable territorial borders. Designed as a diplomatic solution to catastrophic religious wars among feudal, monarchical territories, its tenets have persisted into the modern world largely due to the entrenched power of those states, jealously guarding their unfettered rule over their slice of geography.

      This is an essential problem to grasp, I think. The normalization of the nation-state as the basic unit of international order has become hegemonic, as in taken for granted. Understanding history can allow us to see through that illusion to a more complex reality.
  • As late as 1800, Europe east of the French border looked nothing like its contemporary iteration. As historian Peter H. Wilson describes in his recent book Heart of Europe (2020), the Holy Roman Empire, long snubbed by historians of the nation-state, had been in existence for a thousand years at that point; at its peak it had occupied a third of continental Europe. It would hold on for six more years, until its dissolution under the strain of Napoleonic invasions and its temporary replacement with the French-dominated Confederation of the Rhine (1806–1813) and then the German Confederation (1815–1866).

  • We are accustomed to thinking of Europe as the first historical instance of a full-blown system of sovereign states, but Latin America actually moved toward that form of political organization at just about the same time. After three centuries of imperial domination, the region saw a complete redrawing of its political geography in the wake of the Atlantic Revolutions of the late eighteenth and early nineteenth century. Following in the footsteps of the United States (1776) and Haiti (1804), it witnessed a series of wars of independence which, by 1826 and with only a few exceptions, had essentially booted out the Spanish and Portuguese empires. Of course, Britain promptly gained control of trade in the region through an aggressive combination of diplomatic and economic measures often referred to as “informal empire,” but its interactions were now with formally sovereign states.

From this perspective, contemporary non-state actors are still relatively weak compared to states, who still monopolize far more formal power than all other actors in the international system
