Ahead of COP27, Egypt is highly vulnerable to climate change - 0 views

OPEC Is in its Death Throes | Foreign Policy - 0 views

But this effort collapsed at a meeting in Doha, Qatar, in April when Iran refused to join any freeze in order to regain the pre-2012 production levels of close to 4 mbpd it enjoyed before U.S. and European Union nuclear sanctions were imposed, following the removal of certain sanctions after the 2015 nuclear deal. A similar proposal failed at the OPEC meeting in June, again following Iran’s refusal, despite outreach by the Qataris.
  • OPEC again called for a form of output cut on Sept. 28 at an extraordinary meeting in Algiers. Markets bit on the news, with Brent prices rising sharply by about 15 percent in the following week, from $46 to $52 per barrel.

  • Many diplomats have been dismayed by the Trump Administration; since the Inauguration, sixty per cent of the State Department’s highest-ranking diplomats have left. But Feeley broke with his peers by publicly declaring his reasons

We’re not just walking off the field. We’re taking the ball and throwing a finger at the rest of the world.”

Exclusive: Ex-NSA cyberspies reveal how they helped hack foes of UAE - 0 views

The operatives understood the hacking tool to rely on an undisclosed vulnerability in Apple’s iMessage text messaging software. In 2016 and 2017, it would be used against hundreds of targets across the Middle East and Europe, including governments of Qatar, Yemen, Iran and Turkey, documents show. Raven used Karma to hack an iPhone used by the Emir of Qatar, Sheikh Tamim bin Hamad al-Thani, as well as the phones of close associates and his brother.
  • Providing sensitive defense technologies or services to a foreign government generally requires special licenses from the U.S. State and Commerce Departments. Both agencies declined to comment on whether they issued such licenses to CyberPoint for its operations in the UAE. They added that human rights considerations figure into any such approvals.

By mid-2016, the Emirates had begun making an increasing number of sections of Raven hidden from the Americans still managing day-to-day operations. Soon, an “Emirate-eyes only” designation appeared for some hacking targets.

She saw that security forces had sought surveillance against two other Americans. The target requests she viewed were to be processed by “certain people. You are not one of them,” the Emirati officer wrote.

Soon after, she fished out the business card of the FBI agents who had confronted her at the airport. “I don’t think Americans should be doing this to other Americans,” she told Reuters. “I’m a spy, I get that. I’m an intelligence officer, but I’m not a bad one.”

Border Patrol, Israel's Elbit Put Reservation Under Surveillance - 0 views

  • The vehicle is parked where U.S. Customs and Border Protection will soon construct a 160-foot surveillance tower capable of continuously monitoring every person and vehicle within a radius of up to 7.5 miles. The tower will be outfitted with high-definition cameras with night vision, thermal sensors, and ground-sweeping radar, all of which will feed real-time data to Border Patrol agents at a central operating station in Ajo, Arizona. The system will store an archive with the ability to rewind and track individuals’ movements across time — an ability known as “wide-area persistent surveillance.” CBP plans 10 of these towers across the Tohono O’odham reservation, which spans an area roughly the size of Connecticut. Two will be located near residential areas, including Rivas’s neighborhood, which is home to about 50 people. To build them, CBP has entered a $26 million contract with the U.S. division of Elbit Systems, Israel’s largest military company.

And everyone here has experienced the Border Patrol’s abuse in some way.”

Why Do People Flee During War? The Answer Is More Complicated Than You Think. - 0 views

  • When armed forces uproot people, the act tends to be characterized by journalists, politicians, and policymakers as ethnic cleansing. This suggests that the primary purpose is to expel or eliminate the targeted population. Strategic displacement takes different forms and can serve multiple purposes, from interdicting enemy supply lines to facilitating territorial annexation. What my research suggests, however, is that combatants, particularly state forces, often displace civilians to sort the targeted population—not to get rid of it.
  • This strategy mimics the use of strategic hamlets, regroupment centers, and so-called protected villages during civil wars in Burundi, Indonesia, the Philippines, Peru, Rwanda, Uganda, and Vietnam, where government forces ordered people living in conflict areas to relocate to particular locations. In addition to denying rebels access to the population, these methods were used to help counterinsurgents distinguish friend from foe while fighting shadowy guerrillas who hid among civilians. Areas outside relocation sites were transformed into free-fire zones where those remaining were assumed to be rebel fighters or supporters. The sites themselves served as instruments of identification. Occupants were screened and catalogued—making the population more “legible” to the state—and their movements were used as continuous indicators of their political loyalties.

  • A similar dynamic can be seen in Syria. Throughout the conflict, the government of Bashar al-Assad and its allies have engaged in a ferocious campaign to expel civilians from cities and towns controlled by Syrian rebels. These displacement tactics have undermined rebels’ ability to govern and deprived them of civilian support. But they have also been used to weed out those considered disloyal to the Assad regime. The government has sought to lure the displaced to its territories and employed civil registration, property claims, and other administrative procedures to screen returning refugees and IDPs. As part of evacuation and reconciliation agreements in areas retaken from opposition groups, the Assad regime has given residents a choice of moving to government areas or to other rebel-held parts of Syria. Electing the latter is seen as signaling allegiance to the opposition. Many of those who moved are now being relentlessly targeted by regime forces in Idlib province, the only remaining opposition stronghold. When I spoke to a defector from the Syrian army, he conveyed the logic through a chilling metaphor: “Think of a dumpster where you gather garbage to finally burn it.”
  • Viewing displacement as a sorting mechanism is essential to understanding the drivers and consequences of wartime migrations, and for improving efforts to manage them. The United Nations and international NGOs typically set up and manage displacement camps; provide food, shelter, health care, education, and other services; advocate on behalf of the displaced; and help governments adopt domestic policies on displacement-related issues. While this assistance has done much good, it has also raised the specter of moral hazard. It is one thing for the international community to assist those who flee to another country in order to ease the strain on refugee-hosting governments. In Syria, for instance, the Assad regime has steered massive amounts of humanitarian assistance to areas it controls, which has helped the government lure IDPs and address some of their needs.
  • If humanitarian agencies show they are willing to offset the costs of uprooting civilians, they could perversely incentivize armed groups to engage in these practices. This is not hypothetical. There are multiple instances where international aid, while providing crucial life-saving assistance to people in conflict zones, has also enabled combatants to implement, sustain, or expand policies of forced displacement.

Ahmed, who is currently living in the UK, is now alone out of his entire family.

Nobody could seriously question the existence of such revenues: From the Israeli companies directly involved in excavating and selling natural resources from the occupied territories – the most prominent example being Ahava beauty products (report, PDF) and a recent Supreme Court ruling even allowed mining Palestinian land in order to satisfy the need of the growing Israeli real-estate market – to the captive market the Palestinian represents for Israel (household Israeli brands can be found anywhere in the West Bank and Gaza). Water is one of the much-needed resources in the Middle East: No less than 80 percent of the Mountain Aquifer – located underneath the West Bank – is used by Israel and the Israeli settlements, and only 20 percent goes to the Palestinian population. (The average Israeli’s water consumption is 3.5-times that of a Palestinian’s.) Still, the main economic benefit Israel draws from its control over the West Bank is hidden in plain sight – we are talking the most expensive, most desired resource here: land.

I have written in the past on the Israeli addiction to the political status quo, especially on the Palestinian question. I think that an honest analysis of the cost and benefits of Israeli control over the West Bank would support the notion that the occupation represents an Israeli interest, and therefore would never come to an end as a result of an internal Israeli process alone.

  • It was August 14, and Shreateh had just reached halfway around the world to pull off a prank that would make him the most famous hacker in the Israeli-occupied West Bank. He’d discovered a Facebook bug that would allow him to post to another user’s wall even if he wasn’t on the user’s friends list. Demonstrating the bug on Zuckerberg was a last resort: He first reported the vulnerability to Facebook’s bug bounty program, which usually pays $500 for discoveries like his. But Facebook dismissed his report out of hand, and to this day refuses to pay the bounty for the security hole, which it has now fixed. Where Facebook failed, though, techies from across the world stepped in to fix, crowdfunding a $13,000 reward for Shreateh. Now that money, and Shreateh’s notoriety, is about to launch the former construction worker into a new life. He’s using the funds to buy a new laptop and launch a cybersecurity service where websites will be able to request “ethical hacking” to identify their vulnerabilities. And he’s started a six-month contract with a nearby university to find bugs as part of their information security unit. He hacks and reports flaws on other universities’ sites in his free time.

He sketches how Zones A, B and C weave in, out and around each other, with chunks of Israeli settlement territory in between. “The West Bank is like an archipelago, in terms of contiguity and services. This is absolutely a problem.” This access gap is clear on the drive from Jerusalem to Yatta, which requires passing through a military checkpoint that bars Shreateh from entering Israel. The road to Yatta passes several Israeli settlements, sprawling over hilltops with their separate telecom systems, brightly lit streets and green, well-watered lawns. “The dogs in Israel drink more water than Palestinians,” the taxi driver laughs.
  • Shreateh has his own website and 44,156 followers on Facebook, many of whom spam him with questions about hacking into their boyfriends’ profiles or raising their exam grades online. The same month as Shreateh’s Facebook prank, hacktivists hijacked Google’s Palestine domain, redirecting it to a page with a Rihanna background song and written message: “uncle google we say hi from palestine to remember you that the country in google map not called israel. its called Palestine” This month, another group called KDMS hacked the websites of security companies AVG and Avira, among other companies, redirecting to a site displaying the Palestinian flag, a graphic of Palestinian land loss, and a similar message: “we want to tell you that there is a land called Palestine on the earth,” it read in part. “this land has been stolen by Zionist.’
