  • Israelis, enjoying vastly superior power, remain maximalist, Palestinians slightly less so. Both seek national self-determination on their own terms. But the plain reality is that they cannot both have it, because — rightly or wrongly — they both seek it in the same place. For them both to be able to achieve true and lasting national self-determination, they must do so not in 2D, cartographically, but in 3D, holographically. Say hello to nonterritorial autonomy, a long-standing but little-discussed method of managing diversity within a state by granting dispersed groups self-government on the basis of identity rather than land, while also retaining a broader structure of power sharing.
  • Overlaying two nations on one country sounds like science fiction, but that is testament to the corrosive power of the nationalist thinking that drives the two-state solution. In other words, capitalism is the culprit, and if we are serious in our endeavors to tackle the climate crisis (only one facet of the multi-dimensional crisis of capitalism), we cannot elude questions of radically changing our ways of producing and distributing things, our consumption patterns and fundamental issues of equity and justice. It follows from this that a mere shift from fossil fuels to renewable energy, while remaining in the capitalist framework of commodifying and privatizing nature for the profits of the few, will not solve the problem. In fact, if we continue down this path we will only end up exacerbating, or creating another set of problems, around issues of ownership of land and natural resources.

Middle East Report Online: Hamas Back Out of Its Box by Nicolas Pelham - 0 views

  • by its own reckoning, the attack has resurrected Hamas as a political player in the West Bank. In its attacks on settlers on two consecutive nights in different parts of the West Bank, Hamas demonstrated its reach despite a three-year, US-backed PA military campaign and exposed the fallacy of the PA’s claims to have established security control in the West Bank. “It’s not muqawama (resistance) against Israel,” says ‘Adnan Dumayri, a Fatah Revolutionary Council member and PA security force general. “It’s muqawama against Abbas.”  It also enabled the Islamists to catch seeping popular disaffection across the political spectrum toward a process of negotiations that appeared to Palestinians to be leading into a blind alley of continued Israeli control. Should Abbas fail to negotiate a halt to settlement growth, Hamas in its armed attacks against settlers would emerge from its three-year political wasteland to offer Palestinians an alternative. In contrast to the international media, where the attack was roundly condemned, in Palestine the attack earned plaudits not only from Hamas’ core constituency, but also from a broad swathe of Fatah and secular activists, including some senior actors, disillusioned by 19 years of negotiations based on an ever flimsier framework. Unlike the Annapolis process or the “road map,” the twin Bush administration initiatives that the Obama administration chose to ditch, the current negotiations lack any terms of reference or agreed-upon script. Palestinians ask why Abbas agreed to meet Netanyahu given that none of the Arab targets required to turn proximity talks into direct ones were reached prior to the Obama administration’s announcement of the meeting. When American elder statesman George Mitchell presented the parties with 16 identical questions on the core issues requiring yes or no answers, Israel responded to each with a question of its own. In his August 31 press briefing before the White House meeting, Mitchell again declined to specify if Israel had agreed even to extend its (partially honored) settlement freeze past the September 26 expiration date.
  • To maintain stability, the president’s men have resorted to an increasingly oppressive hand. The PA’s security forces suppress not only Islamist unrest but general dissent -- in late August disrupting a meeting called to protest the resumption of negotiations. Internationally isolated, Israeli Jews shared the feeling that “the whole world is against us,” and in a surge of patriotism redoubled their support for their government. According to a poll conducted a week after the Gaza flotilla incident, 78 percent of Israeli Jews backed Netanyahu’s policy. Support from Israel’s fastest-growing population sectors, the ultra-Orthodox and national-religious camps, topped 90 percent. The simultaneous news of vast natural gas finds off the coast only underscored these national-religious Jews’ sense of divine protection: They had lost one treasure at sea, gentile approval, and been blessed with another. More trusting in God than Obama, Netanyahu’s government is not configured to sign let alone implement a two-state settlement. For all the external hopes that Kadima leader Tzipi Livni might join the ruling coalition, the prospects for a shake-up in Israel’s political map look at least an election away. Even then, without the emergence of a new, more left-leaning religious force, possibly led by the former ultra-Orthodox leader Aryeh Deri, the nationalist coalition looks set to retain power. Fearful of upsetting his national-religious base, Netanyahu -- always alert to instances of Palestinian incitement -- shied away from condemning Rabbi Ovadia Yosef, spiritual mentor of Shas, the coalition’s fourth largest party, who on the eve of the Washington parley called on God to kill Abbas and similarly evil Palestinians. Provided he retains the confidence of his nationalist camp, domestically Netanyahu looks secure.

  • Netanyahu prefers to focus on conflict management, and not the conflict resolution that would most please the Americans. Locally, his prime concern is to ensure that neither Gaza nor the West Bank threaten Israel, and on that score, the August 31 shootings notwithstanding, Hamas’ track record in securing the territory it controls is as good as the PA’s. Though his ministers flinch at saying so, their preference for de facto over de jure arrangements (which would dispel their Greater Israel dreams) tallies more with the agenda of Hamas than that of Abbas. Only pressure from Washington has so far restrained Netanyahu from agreeing to a prisoner release that would win him kudos for recovering Cpl. Shalit, but drape Hamas with garlands for bringing home more Palestinian prisoners than has Abbas. Were it not for external factors, Netanyahu might have reasoned that economic peace stands a better chance of working in Gaza than in the West Bank. In the short term, the late summer shootouts set Israel and Hamas at loggerheads. Down the road, the interests of the rising new guard of religious nationalists in Israel and Palestine might yet converge.

After a New Massacre, Charges That ISIS Is Operating With Assad and the Russians - 0 views

  • In all, 273 Druze were killed and 220 injured, Druze officials told us.They strongly suspect that the attack by ISIS was carried out in cooperation with the Russian-backed Syrian regime of Bashar al-Assad, and this is corroborated to some extent by ISIS prisoners we have interviewed who are being held by U.S.-allied Kurdish forces here in northern Syria.  The Druse politicians and officials came here to try to forge an alliance with like-minded Kurds for mutual self-protection, which is when they told us the details of the massacre.
  • As the ISIS massacres in the Sweida region began just after dawn, mysteriously, telephone land lines and electricity in the area had been cut off. But the news spread by cell phone, and well-armed Druze men came out in droves to defend their population. “The big battle started around noon and lasted until 8 p.m,” said one Druze official who joined the fight. According to the Druze politicians we talked to, there were approximately 400 combatants from ISIS, or Daesh as they are called here, facing thousands of individually armed Druze who rose to fight — and who did not take prisoners. “Currently 250 Daesh are dead,” one Druze official told us. “There are no injured [ISIS fighters]. We killed them all and more are killed every day in ongoing skirmishes in which the Daesh attackers continue to come from the desert to attack. Every day we discover the bodies of injured Daesh who died trying to withdraw. Due to the rugged terrain, Daesh could not retrieve them with their four-wheel-drives. We have no interest to bury them.”

  • People in the Middle East constantly speculate about the machinations of their governments and political parties, and rumors are taken seriously since verifiable facts often are hard or impossible to come by. But the Assad regime and ISIS at this moment have a coincidence of interests that is hard to mistake. Assad currently is readying his troops and Russian- and Iranian-backed allies to attack the jihadist militants in Idlib, and the Druze leaders we talked to feel that their people were directly punished for not agreeing to join the Syrians in that operation.
  • Assad’s alleged complicity with ISIS is long, gruesome, and well documented. Recently he has had a policy of allowing armed militants to escape from cities in busses, ostensibly to reduce the risk of civilian casualties. ““It is known that Daesh militants in the suburbs of Damascus have been displaced to the east of Sweida in green buses by an agreement with the government: 1,400 Daesh were moved this way to the area east of Sweida and near the Tanf base of the Americans,” one of our Druze sources told us.

  • The so-called Islamic State bears significant responsibility for the destruction and death toll at Raqqa, according to investigators. “By deliberately placing civilians in areas where they were exposed to combat operations, for the purpose of rendering those areas immune from attack, ISIL militants committed the war crime of using human shields in Raqqah governorate,” the UN’s Commission of Inquiry for Syria noted in a recent report. “Despite the fact that civilians were being used as human shields, international coalition airstrikes continued apace on a daily basis, resulting in the destruction of much of Raqqah city and the death of countless civilians, many of whom were buried in improvised cemeteries, including parks,” the Commission also wrote.
  • Despite the horrors experienced by civilians during recent fighting, press reports from Raqqa have been filed far less regularly than its status as the former “ISIS capital” might have suggested. In Mosul, many more journalists covered the battle—often revealing important details about the civilian toll. In December for example, a major field investigation by the Associated Press put the overall civilian death in Mosul above 9,000.

The Wartime Transformation of AQAP in Yemen | ACLED - 1 views

  • Al Raymi’s death has marked a turning point in AQAP’s decade-long history. Al Raymi oversaw AQAP’s expansion in southern Yemen, where the group held the third biggest port city in the country, and its eventual retreat into the mountains of central Yemen. Within the Islamist camp, AQAP also faced fierce competition at the hands of the Islamic State in Yemen (ISY), which escalated into months of fighting between the two groups between July 2018 and February 2020. Batarfi’s appointment came at a moment when AQAP was suffering from fragmentation and low morale, two factors that negatively affected its operational and mobilization capabilities (Al Araby, 22 March 2020). Today, AQAP appears to be in a transitional phase, as it redirects its weakened military force towards fighting against the Houthis.

Arabs Across Syria Join the Kurdish-Led Syrian Democratic Forces - MERIP - 1 views

  • Led by Kurds, the YPG evolved over time into the Syrian Democratic Forces (SDF): a multi-ethnic, multi-religious force in which all the indigenous peoples of the region are represented. Arabs, Assyrians, Armenians, Yezidis, Circassians and Turkmen have fought alongside Kurds to defend their homeland. By 2019, when the SDF had liberated all of Syrian territory from ISIS control, there were some 100,000 fighters (including SDF and Internal Security Forces) under the leadership of SDF commander-in-chief Mazlum Abdi, a Syrian Kurd and former Kurdistan Workers’ Party (PKK) cadre.[2] The majority of his rank-and-file fighters, however, were Arabs.
  • My field survey of over 300 SDF members reveals that there are three main reasons for the SDF’s success in recruiting and retaining Arabs: First, the SDF offered material incentives such as salaries and training opportunities.[3] Second, the existence of a common threat—first ISIS and now Turkey—solidified bonds between Kurds and Arabs and also prompted many to enlist. Third, the survey shows that many Arab members of the SDF support at least some, if not all, of the basic political principles upon which the SDF and the Autonomous Administration of North and East Syria (AANES) are based.

  • The Westphalian order refers to the conception of global politics as a system of independent sovereign states, all of which are equal to each other under law. The most popular story about this political system traces its birth to the Peace of Westphalia in 1648, follows its strengthening in Europe and gradual expansion worldwide, and finally, near the end of the twentieth century, begins to identify signs of its imminent decline. On this view, much of the power that states once possessed has been redistributed to a variety of non-state institutions and organizations—from well-known international organizations such as the UN, the EU, and the African Union to violent non-state actors such as ISIS, Boko Haram, and the Taliban along with corporations with global economic influence such as Facebook, Google, and Amazon. This situation, the story often goes, will result in an international political order that resembles medieval Europe more than the global political system of the twentieth century.
  • Over the last two decades, scholars working on the history of the global order have painstakingly shown the complete mismatch between the story of Westphalia and the historical evidence. The nation-state is not so old as we are often told, nor has it come to be quite so naturally. Getting this history right means telling a different story about where our international political order has come from—which in turn points the way to an alternative future.

It also started to co-opt certain individuals from various tribes, and favor some tribes over others, which in turn disrupted the Bedouin hierarchy based on sex, age and seniority.14

They felt that all Westerners, whether tourists or soldiers, Israelis or Europeans, Jews or Christians, invaded their privacy and threatened their traditions and customs.28 For example, in keeping with the Sinai image as an exotic, all-natural paradise, the tourists sunbathed in the nude, a practice that Bedouins took great offense to. When they expressed their dismay and requested that the behavior of tourists be regulated, Israeli authorities responded by explaining that they wanted nothing to do with the issue. Seeing that the “Bedouins were not permitted by either Israeli or Egyptian law to impose their own laws on non-Bedouins.. the problem could not be resolved.”29 In response, the Bedouins encouraged an Islamic revival of a very paradoxical nature. They still worked in tourism and came into contact with tourists everyday, but all the money made was “purified” by lavish expenditure on mosques and shrines of Saints and excessive manifestations of religious zeal. “‘We are Muslims,’ (they said) ‘they are the Jews.’”30
  • While the Bedouins were trying to disassociate themselves from the West, Egyptian policy was heading in the other direction. To complicate matters even more, “state-supported Muslim institutions, such as Al-Azhar University, invested this official policy with an Islamic sanction.”31 Result was an institutional type of Islam, one that was mainly constructed to fight the remnants of Nasser’s socialist regime. In this context, it was hard for the Muslim Bedouin to demonstrate loyalty merely by waving the flag of religion. The fact that Egypt signed a peace treaty with Israel did not help bridge the gap either. Were the Bedouins to be viewed as fellow Egyptian returning from exile or were they treacherous collaborators?32 More importantly, which of these images was more beneficial to the state?
  • “The Villain” was born; an all-encompassing figure who stood for many ills all at once. He was uncivilized, lawless, treacherous, and dangerous. The most important thing for the state was to cater to the economic interests of Cairo’s elite in the Sinai, from the military and the industrialists, to the members of political parties and ministers. This goal could only be achieved through a label that would blunt Bedouin capacity to organize, gain sympathy, and attract media attention. In 1980, “Law 104, providing for state ownership of desert land and thus making the whole Sinai government property was changed to permit private ownership.”33 The law had some devastating effects on the Bedouins. Their land claims were not legally recognized, and they were subsequently displaced “with no government compensation.”34 In their place, the land was repopulated with peasants to solve the unemployment problem in the urban center. The once virgin coast became littered with grotesque infrastructure that paid no heed to damaging the natural balance of the environment; thousands of them were framed and sent to prison after the terrorist attacks on Sharm El Sheikh and Dahab in 2004 and 2005

Liberal peace transitions: a rethink is urgent | openDemocracy - 1 views

  • It is widely accepted among those working in, or on, international organisations, from the UN to the EU, UNDP, NATO or the World Bank, that statebuilding offers a way out of contemporary conflicts around the world: local, civil, regional and international conflicts, as well as complex emergencies, and for developmental issues. Most policymakers, officials, scholars and commentators involved think that they are applying proven knowledge unbiased by cultural or historical proclivities to the conflicts of others. This is not the case.
  • The broader idea has been that liberal democratic and market reform will provide for regional stability, leading to state stability and individual prosperity. Underlying all of this is the idea that individuals should be enabled to develop a social contract with their state and with international peacebuilders. Instead - in an effort to make local elites reform quickly, particularly in the process of marketisation and economic structural adjustment - those very international peacebuilders have often ended up removing or postponing the democratic and human rights that citizens so desired, and which legitimated international intervention in the first place. A peace dividend has only emerged for political and economic elites: the vast bulk of populations in these many countries have failed to see much benefit from trickle-down economics, or indeed from democracy so far.

Non-liberal and non-western forms of politics, economics, society, and custom, are clamouring for discursive and material space in many post-conflict zones, with mixed implications for sustainability and for the purpose of achieving a normatively (to liberals at least) and contextually acceptable, locally sustainable peace.
  • In some cases, as in Kosovo and Timor Leste this has led to a modified form of state emerging, heavily influenced by both liberal norms and local customs, practices, identities, and national agendas. Very difficult issues arise here for 'international planners' of peace and world order, not least in how they respond to such confrontations between very different political systems, customs, and agendas.   • The militants have also begun to adopt other mundane state postures. The main road between Arish and Rafah is usually closed to civilians, forcing them to take side roads studded with checkpoints —  some manned by the military, others by the militants. Some of the militants’ checkpoints are stationed just a few kilometers away from the army’s, and are reportedly equipped with computers and internet connections to investigate any passersby.
  • Sayed, who works with journalists in North Sinai, was stopped and beaten at a militant-operated checkpoint between Arish and Rafah several weeks ago. Sayed was on the road with four Egyptian journalists, and two military tanks were driving ahead of them. The tanks turned shortly before Sayed found himself faced with the militants’ checkpoint. “I told them, ‘Be careful, there are military tanks nearby.’ They said, ‘We’re not here for them, we’re here for you’,” he recounts. Sayed and the journalists were shot at and physically assaulted, then released. He hid his companions’ press IDs, and said they worked for the sympathetic Al Jazeera satellite network based in Qatar. “If they knew the journalists were from an Egyptian newspaper, none of us would have made it out alive,” he claims.
  • Fouad is a coffee shop owner who recently relocated to Arish after the army evacuated the residents of Rafah to dig a buffer zone to deter terrorists. He explains that one time the militants collected everyone’s IDs at a checkpoint, but remained respectful because they didn’t suspect anyone. “The militants never hurt us or raise an arm in our face. They don’t scare us,” says an old woman from the village of Muqataa, a militant stronghold near Sheikh Zuwayed. “They have no interest in alienating the other residents, because they live among them and don’t want them to turn into collaborators with security,” Fathy explains.

  • While no one knows the exact composition or origins of the different militant groups based in Sinai, many believe past state crackdowns on the area might have fueled their growth. While visiting his cousin in Cairo’s Tora prison in 2005, Fathy met Kamal Allam, who would later become a key militant in the Tawheed and Jihad group in Sinai. At the time, police had randomly arrested hundreds of men from the peninsula after several tourist sites were bombed in South Sinai. Allam was in custody on drug charges, and was limping due to injuries sustained from torture. He told Fathy, “I wouldn't wish what I'm going through even on an apostate.” After spending his time in prison among Islamist detainees, Allam escaped from his cell during the 2011 revolution when the police retreated from their posts. He was among the first to attack police stations in North Sinai between January 25 and January 28 of that year. In January 2014, the Ministry of Interior announced Allam had been killed in a military campaign south of Rafah.

They then used Madiha and her three children as human shields, she claims, forcing them to walk in front of the soldiers as they ventured into the fields.

After several days, they were instructed to call someone to pick them up from the hotel, or to find another way out themselves.   • Tesfay says he left Eritrea at a young age to escape forced military service. Eritreans can be conscripted for decades at a time, which is often indistinguishable from slave labor. After five years in Israel, he was imprisoned in Holot for a year. That’s when he decided to leave. Since arriving in Uganda he has struggled to survive without any legal status or support. His savings, as well as the money he received as a departure grant from Israel, didn’t last him very long. Today he lives on the street. He says he has been robbed five times since he arrived. As a foreigner, he is easy prey.

  • The modern concept of lone-wolf terrorism was developed by rightwing extremists in the US. In 1983, at a time when far-right organisations were coming under immense pressure from the FBI, a white nationalist named Louis Beam published a manifesto that called for “leaderless resistance” to the US government. Beam, who was a member of both the Ku Klux Klan and the Aryan Nations group, was not the first extremist to elaborate the strategy, but he is one of the best known. He told his followers that only a movement based on “very small or even one-man cells of resistance … could combat the most powerful government on earth”.
  • the New York Times published a long article on the new threat headlined “New Face of Terror Crimes: ‘Lone Wolf’ Weaned on Hate”. This seems to have been the moment when the idea of terrorist “lone wolves” began to migrate from rightwing extremist circles, and the law enforcement officials monitoring them, to the mainstream. For some officials in Washington, linking terrorist attacks to “state-sponsored” groups became a convenient way to justify policies, such as the continuing isolation of Iran, or military interventions such as the invasion of Iraq. For many analysts and policymakers, who were heavily influenced by the conventional wisdom on terrorism inherited from the cold war, thinking in terms of hierarchical groups and state sponsors was comfortably familiar.

In May 1999, the National Alliance, a white-supremacist organisation in West Virginia, sent Mair manuals that explained how to construct bombs and assemble homemade pistols. Seventeen years later, when police raided his home after the murder, they found stacks of far-right literature, Nazi memorabilia and cuttings on Anders Breivik, the Norwegian terrorist who murdered 77 people in 2011.

  • As he tried to rescue what had become known as “the peace process,” U.S. Secretary of State John Kerry told Congress that the two-state solution had one to two years left before it would no longer be viable. That was six years ago. Resolution 2334, which the UN Security Council passed with U.S. consent in late 2016, called for “salvaging the two-state solution” by demanding a number of steps, including an immediate end to Israeli settlement building in the occupied territories. That was three years ago. And since then, Israel has continued to build and expand settlements.

Turkish armed forces launched an invasion into northern Syria dubbed “Operation Peace Spring,” in response to which the Syrian Democratic Forces (SDF), the predominantly Kurdish military backed by the U.S.-led coalition, has warned that it will be forced to withdraw some of its guards from the Islamic State detention centers and camps to deal with the invasion
  • both the Islamic State and Syrian President Bashar al-Assad are taking advantage of the Turkish invasion to launch their own attacks within Syria: On Oct. 9, the Islamic State attacked an SDF position in Raqqa, the former de facto capital of the Islamic State, and Assad’s Russian-backed forces moved further into Manbij and Idlib. The same day, the U.S. reportedly helped move some of the “most dangerous” Islamic State detainees out of SDF custody but subsequently ordered a halt to any further operations against the Islamic State
