After the Mideast ceasefire: Keep moving the Overton Window - Responsible Statecraft - 1 views

  • Hamas is a symptom, not a cause. Hamas should be criticized not only for firing unguided rockets at civilian areas and for the casualties that causes, but also for making itself and its rockets a center of attention and thereby playing into the hands of those seeking to deflect attention from the root causes of the larger Israeli-Palestinian conflict. If Hamas ceased to exist tomorrow, some other group would rise to take its place and fill a similar role in the Palestinian resistance. And the cycle of Israeli-Palestinian violence would continue.

It is not Palestinians who are resisting change from the status quo. Israel is the side with overwhelming military and economic power.   • Saudi Arabia says it is "insulted" by a parliamentary inquiry into how the UK deals with the country and Bahrain. Saudi officials have told the BBC they are now "re-evaluating their country's historic relations with Britain" and that "all options will be looked at".

But the demographic factors are there, and the transnational public sphere overlaps significantly. Choppy waters ahead, whether or not the FAC proceeds with tact.

  • Maliki has realized that the violence could bring down his government by exposing his inability to provide security without the U.S. Blaming a convenient target like Syria doesn't threaten any of his important domestic constituencies, deflects attention from any of his own failings, and conveniently sidesteps the need for any domestic political reforms.

  • Given how central Iraq has been to the great foreign policy debates of the last decade, it's somewhat surprising how little attention has been paid to the steady drawdown of U.S. forces from Iraq.  Skeptics on all sides have dominated what little discourse there's been:  many on the left point to the continuing presence of nearly 50,000 troops and many more civilian contractors to mock the notion that the war is over;  many on the right mutter about Obama's refusal to give Bush credit for the surge;  and many serious analysts on all sides worry about the continuing political gridlock in Baghdad and the seemingly shaky security situation.  But Obama's meeting his self-imposed deadline of drawing down to 50,000 troops by this month --- 90,000 fewer than were in Iraq when he took office --- really does matter.

Let Them Eat Heritage - 0 views

  • The UN has estimated that, in Mosul’s old city alone, nearly 6,000 houses were damaged or destroyed in the battle to retake the city. NPR reported in August — a year after Mosul had been retaken from ISIS — that the Iraqi government claimed it had no money for reconstruction, and that it was relying on private donations, of which it had received enough to rebuild 250 houses. In other words, some 95% of the residents of Mosul’s old city are on their own in rebuilding their homes and their lives. Basic infrastructure is badly lacking. Perhaps 40% of the old city still has no water, and electricity is unreliable. And the social structure of the entire city has changed so drastically that it is essentially unrecognizable to its own residents.

  • At their best, these heritage reconstruction efforts offer not just symbolic progress but jobs to local residents. The UAE projects that the reconstruction of the al-Nuri mosque will employ 1,000 Iraqi graduates. The World Monuments Fund is training Syrian refugees in Jordan to assist in heritage reconstruction efforts when they return home. But even then, these projects suggest a skewed set of priorities.

  • Reconstruction efforts in Iraq and Syria have been a top-down process, as several architectural experts have warned. Their agendas are set not by the needs of communities so much as the interests of national governments. And it is in the interests of those governments — not only the Iraqi and Syrian governments themselves, but also Russia, the UAE, and others — to promote the restoration of cultural heritage. Heritage tourism is very lucrative. Heritage also allows governments to burnish their image and questionable legitimacy, to consolidate their power after civil wars, and to project a false sense of normalcy. And funding heritage allows other countries to pose as the saviors of civilization. There is much less symbolic value, or money, in practical things.

  • The Obama White House's interest in spreading this falsehood is multi-fold and obvious:For one, the claim that this attack was just about anger over an anti-Muhammad video completely absolves the US government of any responsibility or even role in provoking the anti-American rage driving it. After all, if the violence that erupted in that region is driven only by anger over some independent film about Muhammad, then no rational person would blame the US government for it, and there could be no suggestion that its actions in the region – things like this, and this, and this, and this – had any role to play.

With the disenfranchisement of land came the disenfranchisement of image. In order to exert control over Sinai, the government restricted movement, imposed taxes and demanded payment for camping and grazing. It also started to co-opt certain individuals from various tribes, and favor some tribes over others, which in turn disrupted the Bedouin hierarchy based on sex, age and seniority.14

The logic was, if the state treated them as outsiders, then they might as well exist outside the law. After all, smuggling was more lucrative than any grazing or menial government job could ever be

The issue of self-definition became an urgent one when relations with outsiders ceased to be conducted through sheikhs and Bedouins came into increasing contact with the West. They felt that all Westerners, whether tourists or soldiers, Israelis or Europeans, Jews or Christians, invaded their privacy and threatened their traditions and customs.28 For example, in keeping with the Sinai image as an exotic, all-natural paradise, the tourists sunbathed in the nude, a practice that Bedouins took great offense to. When they expressed their dismay and requested that the behavior of tourists be regulated, Israeli authorities responded by explaining that they wanted nothing to do with the issue. Seeing that the “Bedouins were not permitted by either Israeli or Egyptian law to impose their own laws on non-Bedouins.. the problem could not be resolved.”29 In response, the Bedouins encouraged an Islamic revival of a very paradoxical nature. They still worked in tourism and came into contact with tourists everyday, but all the money made was “purified” by lavish expenditure on mosques and shrines of Saints and excessive manifestations of religious zeal. “‘We are Muslims,’ (they said) ‘they are the Jews.’”30
  • While the Bedouins were trying to disassociate themselves from the West, Egyptian policy was heading in the other direction. To complicate matters even more, “state-supported Muslim institutions, such as Al-Azhar University, invested this official policy with an Islamic sanction.”31 Result was an institutional type of Islam, one that was mainly constructed to fight the remnants of Nasser’s socialist regime. Were the Bedouins to be viewed as fellow Egyptian returning from exile or were they treacherous collaborators?32 More importantly, which of these images was more beneficial to the state?
