Why Do People Flee During War? The Answer Is More Complicated Than You Think. - 0 views

  • When armed forces uproot people, the act tends to be characterized by journalists, politicians, and policymakers as ethnic cleansing. This suggests that the primary purpose is to expel or eliminate the targeted population. Strategic displacement takes different forms and can serve multiple purposes, from interdicting enemy supply lines to facilitating territorial annexation. What my research suggests, however, is that combatants, particularly state forces, often displace civilians to sort the targeted population—not to get rid of it.
  • This strategy mimics the use of strategic hamlets, regroupment centers, and so-called protected villages during civil wars in Burundi, Indonesia, the Philippines, Peru, Rwanda, Uganda, and Vietnam, where government forces ordered people living in conflict areas to relocate to particular locations. In addition to denying rebels access to the population, these methods were used to help counterinsurgents distinguish friend from foe while fighting shadowy guerrillas who hid among civilians. Areas outside relocation sites were transformed into free-fire zones where those remaining were assumed to be rebel fighters or supporters. The sites themselves served as instruments of identification. Occupants were screened and catalogued—making the population more “legible” to the state—and their movements were used as continuous indicators of their political loyalties.

  • A similar dynamic can be seen in Syria. Throughout the conflict, the government of Bashar al-Assad and its allies have engaged in a ferocious campaign to expel civilians from cities and towns controlled by Syrian rebels. These displacement tactics have undermined rebels’ ability to govern and deprived them of civilian support. But they have also been used to weed out those considered disloyal to the Assad regime. The government has sought to lure the displaced to its territories and employed civil registration, property claims, and other administrative procedures to screen returning refugees and IDPs. As part of evacuation and reconciliation agreements in areas retaken from opposition groups, the Assad regime has given residents a choice of moving to government areas or to other rebel-held parts of Syria. Electing the latter is seen as signaling allegiance to the opposition. Many of those who moved are now being relentlessly targeted by regime forces in Idlib province, the only remaining opposition stronghold. When I spoke to a defector from the Syrian army, he conveyed the logic through a chilling metaphor: “Think of a dumpster where you gather garbage to finally burn it.”
  • Viewing displacement as a sorting mechanism is essential to understanding the drivers and consequences of wartime migrations, and for improving efforts to manage them. The United Nations and international NGOs typically set up and manage displacement camps; provide food, shelter, health care, education, and other services; advocate on behalf of the displaced; and help governments adopt domestic policies on displacement-related issues. While this assistance has done much good, it has also raised the specter of moral hazard. It is one thing for the international community to assist those who flee to another country in order to ease the strain on refugee-hosting governments. It is quite another for it to shoulder the burden of displacement within a country on behalf of a government or nonstate actor that is directly responsible for the displacement in the first place. In Syria, for instance, the Assad regime has steered massive amounts of humanitarian assistance to areas it controls, which has helped the government lure IDPs and address some of their needs.
  • If humanitarian agencies show they are willing to offset the costs of uprooting civilians, they could perversely incentivize armed groups to engage in these practices. This is not hypothetical. There are multiple instances where international aid, while providing crucial life-saving assistance to people in conflict zones, has also enabled combatants to implement, sustain, or expand policies of forced displacement.
  • The widespread use of sorting displaced people demonstrates that fleeing in wartime can be perceived as a political act. But the presumption of guilt by location is often embraced by combatants and civilians alike, and not just in cases where displacement is used as a weapon of war. The Libyan Civil War Is About to Get Worse - 0 views

  • Yet another clash between the two main Libya camps is now brewing, and events in recent weeks suggest that the fighting will be more devastating than at any time before—and still may not produce a definitive victory for either side.
  • Facing stiff resistance from disparate militias nominally aligned with the government, the LNA has failed to breach downtown Tripoli. On top of this, the marshal’s campaign, while destructive, has been hampered by gross strategic and tactical inefficiency. The resulting war of attrition and slower pace of combat revealed yet another flaw in his coalition: Few eastern Libyan fighters wish to risk their lives for Haftar 600 miles away from home.

After a New Massacre, Charges That ISIS Is Operating With Assad and the Russians - 0 views

  • In all, 273 Druze were killed and 220 injured, Druze officials told us.They strongly suspect that the attack by ISIS was carried out in cooperation with the Russian-backed Syrian regime of Bashar al-Assad, and this is corroborated to some extent by ISIS prisoners we have interviewed who are being held by U.S.-allied Kurdish forces here in northern Syria.  The Druse politicians and officials came here to try to forge an alliance with like-minded Kurds for mutual self-protection, which is when they told us the details of the massacre.
  • As the ISIS massacres in the Sweida region began just after dawn, mysteriously, telephone land lines and electricity in the area had been cut off. But the news spread by cell phone, and well-armed Druze men came out in droves to defend their population. “The big battle started around noon and lasted until 8 p.m,” said one Druze official who joined the fight. We killed them all and more are killed every day in ongoing skirmishes in which the Daesh attackers continue to come from the desert to attack. Every day we discover the bodies of injured Daesh who died trying to withdraw. Due to the rugged terrain, Daesh could not retrieve them with their four-wheel-drives. We have no interest to bury them.”

  • People in the Middle East constantly speculate about the machinations of their governments and political parties, and rumors are taken seriously since verifiable facts often are hard or impossible to come by. But the Assad regime and ISIS at this moment have a coincidence of interests that is hard to mistake. Assad currently is readying his troops and Russian- and Iranian-backed allies to attack the jihadist militants in Idlib, and the Druze leaders we talked to feel that their people were directly punished for not agreeing to join the Syrians in that operation.
  • Assad’s alleged complicity with ISIS is long, gruesome, and well documented. Recently he has had a policy of allowing armed militants to escape from cities in busses, ostensibly to reduce the risk of civilian casualties. ““It is known that Daesh militants in the suburbs of Damascus have been displaced to the east of Sweida in green buses by an agreement with the government: 1,400 Daesh were moved this way to the area east of Sweida and near the Tanf base of the Americans,” one of our Druze sources told us.

  • During the Iraq and Afghanistan conflicts, war planners began to focus more seriously on condolence payments, seeing them as a way to improve relations with locals and forestall revenge attacks. Soon, American forces were disbursing thousands of dollars yearly to civilians who suffered losses because of combat operations, for everything from property damage to the death of a family member.
  • In 2003, an activist from Northern California named Marla Ruzicka showed up in Baghdad determined to overhaul the system. She founded Civic, now known as the Center for Civilians in Conflict, and collected evidence of civilians killed in American military operations. She discovered not only that there were many more than expected but also that the assistance efforts for survivors were remarkably haphazard and arbitrary. Civic championed the cause in Washington and found an ally in Senator Patrick J. Leahy of Vermont. In 2005, Ruzicka was killed by a suicide blast in Baghdad, but her efforts culminated in legislation that established a fund to provide Iraqi victims of American combat operations with nonmonetary assistance — medical care, home reconstruction — that served, in practice, as compensation.

The consular officer, who spoke to us on the condition of anonymity, was moved. “I have people coming in every day that lie to me, that come with these sob stories,” the officer remembered telling him, “but I believe you.”

Months later, the coalition announced the results of its investigation, stating that there was “insufficient evidence to find that civilians were harmed in this strike.” Yet even a cursory internet search offers significant evidence that civilians were harmed: We found disturbingly graphic videos of the strike’s aftermath on YouTube, showing blood-soaked toddlers and children with their legs ripped off.
  • Human rights organizations have repeatedly found discrepancies between the dates or locations of strikes and those recorded in the logs. In one instance, the coalition deemed an allegation regarding a strike in the Al-Thani neighborhood of Tabqa, Syria, on Dec. 20, 2016, as “not credible,” explaining that the nearest airstrike was more than a kilometer away. Expanding to the 65 strikes that fell within 600 meters — for example, the strikes on the home of Inas Hamadi in Qaiyara and the electrical substation in Aden — pushed that figure to at least 54 killed in 15 strikes. No matter which threshold we used, though, the results from our sample were consistent: One of every five airstrikes killed a civilian

Iranian officials have repeatedly denied that they are working on a nuclear bomb or that they aspire to have one. US intelligence agencies are convinced that Iran has done no weapons-related experiments since 2003, and that it currently has no nuclear weapons program. Israel forcefully maintains that Iran's nuclear program is for weapons and has repeatedly threatened to bomb the Natanz enrichment facilities. Iran recently announced a new nuclear enrichment facility near Qom.

Israel still occupied about one-tenth of Lebanon’s territory, along the southern border, and Hezbollah continued to lead the armed resistance. In 2000, Israel finally withdrew from most of Lebanese territory, but continued to occupy high ground on the mountain of Jabal al-Sheikh, known as Shebaa Farms, as well as the village of Ghajar, which contains critical water sources.14 Later, it also claimed some Lebanese territorial waters in an area where underwater oil and gas exploration is underway.15 Citing Israel’s continuing occupation, as well as the Israeli air force’s daily overflights of Lebanon, Hezbollah spurned calls from some of its Lebanese rivals to disarm or integrate into the national army.16 Tensions regularly flared along the border, and finally boiled over into war in July 2006.

No amount of tripartite meetings at the UNIFIL headquarters will compel the political leadership in Israel or Hezbollah to reformulate their core goals

That Diallo was driving the AQIM leader and JNIM’s media boss in the same car, and that he was on JNIM’s prisoner swap list, emphasizes the tight organizational and subordination links between JNIM and AQIM.
  • the group’s strategy of entrenching itself in local Malian politics appears to have borne fruit, exemplified by the ascension of Ag Ghali to head JNIM in 2017. Before becoming a jihadist, Ag Ghali was a respected political figure and Tuareg independence advocate in northern Mali. He has inspired respect among locals who see him as one of them, and his presence has helped JNIM (and thus AQIM) entrench itself in local Malian dynamics and gain the upper hand in its ongoing conflict against Islamic State militants in the region
  • the Groupe Salafiste pour la Prédication et le Combat (Salafist Group for Preaching and Combat) splintering off from the GIA in 1998. Less than a decade later, this group would vow allegiance to al Qaeda and rebrand itself as al Qaeda in the Islamic Maghreb. The man who made that 2007 announcement was al-Annabi. Three years later, in 2010, al-Annabi was heading the Council of Notables, the most senior assembly that answers to and advises AQIM leadership. And three years after that, he was calling for jihad against France after French military involvement in northern Mali.

Instead, he likely joined one of the many small, local groups active in his native region that orbited around the Groupe Islamique Armé (GIA), which claimed responsibility for several attacks, including hijacking an Air France commercial flight in 1994 and bombing the Saint Michel train station in Paris in 1995.

We are witnessing a shift away from never-ending battles toward foreseeable political objectives in order to avoid repeating failed governing experiences in Somalia, Yemen, or even Syria. As the group shifted its focus from Algeria in order to survive, it also began to expand and can now be seen as a player in Western Africa. This shift happened under Droukdel with al-Annabi’s influence; it likely will continue now that al-Annabi is AQIM’s leader.
