Missile data, medical records found on discarded hard disks - 0 views

    A third (34 per cent) of discarded hard disk drives still contain confidential data, according to a new study which unearthed copies of hospital records and sensitive military information on eBayed kit. The study, sponsored by BT and Sims Lifecycle Services and run by the computer science labs at University of Glamorgan in Wales, Edith Cowan University in Australia and Longwood University in the US, also found network data and security logs from the German Embassy in Paris on one purchased drive. Researchers bought 300 drives from eBay, other auction sites, second-hand stalls and car boot sales. A disk bought on eBay contained details of test launch routines for the THAAD (Terminal High Altitude Area Defence) ground to air missile defence system. The same disk also held information belonging to the system's manufacturer, Lockheed Martin, including blueprints of facilities and personal data on workers, including social security numbers. Lockheed Martin denies that the disk came from it. The arm manufacturer has launched an investigation that aims to uncover just how the sensitive data might have been wound up on the disk. Two discs bought in the UK apparently came from Lanarkshire NHS Trust, including patient medical records, images of X-rays and staff letters. Lanarkshire NHS Trust runs the Monklands and Hairmyres hospitals. In Australia, the exercise turned up a disk from a nursing home that contained pictures of actual patients and their wound photos, along with patient details. A hard disk from a US bank contained account numbers and details of plans for a $50bn currency exchange through Spain. Details of business transactions between the bank and organisations in Venezuela, Tunisia and Nigeria were also included. Correspondence between a member of the Federal Reserve Board and the unnamed banks revealed that one of the deals was already under scrutiny by the European Central Bank, and that federal investigators were also taking an interest. Consumer Reporting Agency Settles FTC Charges: Sold Tenant Screening Reports to Identit... - 0 views

    A consumer reporting agency that failed to properly screen prospective customers and, as a result, sold at least 318 credit reports to identity thieves, has agreed to settle Federal Trade Commission charges that it violated federal law. Under the settlement, the company and its principal must ensure that they provide credit reports only to legitimate businesses for lawful purposes, use a comprehensive information security program, and obtain independent audits every other year for 20 years. The settlement also imposes a $500,000 penalty but suspends payment due to the defendants' inability to pay. According to the FTC, the defendants use sensitive financial data from other consumer reporting agencies to create reports that landlords use to assess potential renters. These reports contain consumers' names, Social Security numbers, birth dates, bank and credit card account numbers, credit histories, and other personal information. The Commission alleges that the company failed to properly screen new customers. The company allegedly requested only publicly-available information from applicants seeking credit reports, and it did not request supporting documentation to establish that an applicant was actually a landlord renting property. As a result, identity thieves posing as property owners were given an account with unlimited online access to credit reports, and the account was used to access at least 318 reports containing sensitive personal information. The FTC charged the defendants with violating the Fair Credit Reporting Act (FCRA) by furnishing credit reports to persons who did not have a permissible purpose to obtain them, and by failing to maintain reasonable procedures to prevent such impermissible disclosures and to verify their customers' identities and how they intended to use the information.     Over the past six months, many of us have become desensitized to the staggering number and size of layoffs that continue to occur almost daily. Data Breach Exposes RAF Staff to Blackmail | Threat Level | Wired.com - 0 views

    Yet another breach of sensitive, unencrypted data is making news in the United Kingdom. This time the breach puts Royal Air Force staff at serious risk of being targeted for blackmail by foreign intelligence services or others. The breach involves audio recordings with high-ranking air force officers who were being interviewed in-depth for a security clearance. In the interviews, the officers disclosed information about extra-marital affairs, drug abuse, visits to prostitutes, medical conditions, criminal convictions and debt histories - information the military needed to determine their security risk. The recordings were stored on three unencrypted hard drives that disappeared last year. The interviews were conducted to ensure that the officers "can be trusted with sensitive government information and property," the Ministry of Defense said. But the interviews have now become a huge security risk for the officers and the Ministry of Defence, which has proven itself to be untrustworthy when it comes to guarding sensitive information and property.

Data security company Cyber-Ark surveyed more than 400 senior IT professionals in the United States and Britain, and found that 35 percent admitted to snooping, while 74 percent said they could access information that was not relevant to their role. In a similar survey 12 months ago, 33 percent of IT professionals admitted to snooping.     A typical lost or stolen laptop costs employers $49,246, mostly due to the value of the missing intellectual property or other sensitive data, according to an Intel-commissioned study made public Wednesday. "It is the information age, and employees are carrying more information on their laptops than ever before," according to an analysis done for Intel by the Michigan-based Ponemon Institute, which studies organizational data-management practices. "With each lost laptop there is the risk that sensitive data about customers, employees and business operations will end up in the wrong hands." The five-month study examined 138 laptop-loss cases suffered over a recent 12-month period by 29 organizations, mostly businesses but also a few government agencies. It said laptops frequently are lost or stolen at airports, conferences and in taxis, rental cars and hotels. About 80 percent of the typical cost - or a little more than $39,000 - was attributed to what the report called a data breach, which can involve everything from hard-to-replace company information to data on individuals. Companies then often incur major expenses to prevent others from misusing the data. Lost intellectual property added nearly $5,000 more to the average cost. The rest of the estimated expense was associated with such things as investigative costs, lost productivity and replacing the laptop. Larry Ponemon, the institute's chairman and Advertisement founder, said he came up with the cost figure based on his discussions with the employers who lost the laptops. When he later shared his findings with the companies and government agencies, he said, some of their executives expressed surprise at the size of the average loss. But he noted that one of the employers thought the amount could have been even higher.

"Certain companies have been disposing of records containing sensitive consumer information in very questionable ways, including by leaving in bags at the curb, tossing it in public dumpsters, leaving it in vacant properties and/or leaving it behind in the offices and other facilities once they've gone out of business and left those offices," says Jacqueline Klosek, a senior counsel in Goodwin Procter's Business Law Department and a member of its Intellectual Property Group. "In addition, company computers, often containing personal data, will find their ways to the auction block," she adds. "All too often, the discarded documents and computer files will sensitive data, such as credit card numbers, social security numbers and driver's licenses numbers. This is the just the kind of data that can be used to commit identity theft." Discarded and unguarded data is now low-hanging fruit for criminal harvesters and corporate spies.     The recent U.S. stimulus bill includes $18 billion to catapult the health industry toward the world of electronic health records. This is sure to light a fire under every hungry security vendor to position itself as the essential product or service necessary to achieve HIPAA compliance. It should also motivate healthcare IT professionals to learn where their sensitive data is located and how it flows. To be sure, with federal money allocated through 2014 for the task of modernizing the healthcare industry there will be many consultant and vendor businesses that will thrive on stimulus money. Healthcare is unique in that storage of electronic health records is highly distributed between primary care physicians, specialist doctors, hospitals, and insurance/HMO organizations. Information has to be efficiently shared among these entities with great sensitivity towards patient privacy and legitimate claims processing. Patients want to prevent over zealous employers from performing unauthorized background checks on medical history; claim processors want to prevent paying fraudulent claims arising from targeted patient identity theft. The bill has two provisions which turn this into a tremendously challenging plan, and a daunting task for securing patient data: * Citizens will have the right to monitor and control use of their own health data. This implies a large centralized identity and access control service, or perhaps a federated network of patient registration directories. Authenticated users will be able to reach into the network of health databases audit use of their data and payment history. * Health organizations suffering loss of more than 500 patient records must publicly disclose the breach, starting with postings on the government's Health and Human Services website. This allows related organizations to trace the impact of the breach throughout the healthcare network, but care must be taken not to disclose vulnerabilities in the system to intruders

Watch out! Privacy litigation damages becoming more viable (WTN News) - 0 views

    Until now, lawsuits seeking to recover significant damages based on the loss of, or unauthorized access to, sensitive personal information have not been especially successful for plaintiffs. Most companies suffering data breaches have escaped by offering affected consumers inexpensive credit monitoring services. But two recent cases show plaintiffs a way to expose many previously safe companies to substantial claims for damages. Any company that thinks there are no risks in employing less than best practices for data privacy and security needs a wake up call. The headlines are all too familiar. Some well known consumer services company (or less known wholesale data processor) announces that millions of individual records containing names, Social Security numbers, account numbers and other sensitive information were left in a dumpster, saved to a stolen, unencrypted laptop, or stored on a misplaced USB drive or backup tape. The press is terrible, the company's stock takes a temporary plunge, and sometimes the Federal Trade Commission enters into a consent decree where the company promises to never do it again. But when affected individuals or groups of consumers tried to sue for damages, they seldom recover significant amounts. These cases have not often succeeded because the plaintiffs have been unable to prove actual pecuniary losses resulting from the security breach. Sure, if identify theft occurs the affected individuals can suffer significant emotional trauma, loss of time, etc. But Courts have been unwilling to award damages for anxiety, fear, and other emotional harm that can result from a data breach, for the risk of future identify theft, or for actual identity theft when the plaintiff could not prove that the theft occurred as a direct result of a data breach at a particular source.     On Monday two women from Fort Pierce were arrested for committing 300 different cases of Identity theft on the Treasure Coast and South Florida. The two women go by the names of Tychell Letrein Robinson, 33 and Patrice V. Johnson, 26. According to the Federal Trade Commission, in 2007 Florida took fifth place in nation with regards to the number of ID theft victims per 100,000 residents. The FTC also estimated that about 9 million Americans have their identities stolen every year. The Fort Pierce Police Department, the Port St. Lucie Police Department, the Sheriff's Office as well as the U.S. Postal Service worked together in a two year investigation in order to track down these two criminals. Law enforcement agencies discovered that the arrested had somehow managed to steal the personal information of several victims and open new accounts in their names. Authorities believe that the women bought a lot of their identifying information from accomplices. In a news conference on Monday afternoon, Sheriff Ken Mascara mentioned that criminal circles were well aware that the arrested would pay accomplices $50 in exchange for peoples sensitive information. Authorities discovered that the two women met while they were both under the employment of Liberty Medical. Apparently Robinson headed the criminal operation and taught Johnson all she needed to know with regards to making thousands of dollars every week through identity theft. The arrested managed to target victims in Florida from Orlando to Clearwater and even Palm Beach. The majority of victims were from St. Lucie County and the Treasure Coast. We were contacted by one of our third-party vendors, whom we had hired to do analysis on our website traffic. It appears that we have been passing sensitive information to them over the Internet. This sensitive information included data, such as customer names, addresses and credit card information. Because we are a public company, there are many regulatory guidelines that we have to follow like Sarbanes-Oxley (SOX) and the Payment Card Industry's (PCI) data security standard. Fortunately for us, our vendor has retained a copy of everything that we have sent to them. Unfortunately for us, it was six months of information totaling over a terabyte. Since our website is international, the legal department needed to obtain outside council to assist us in this matter. It will be a few days until I receive the data from the vendor.

Deep computer-spying network touched 103 countries - Network World - 0 views

    A 10-month cyberespionage investigation has found that 1,295 computers in 103 countries and belonging to international institutions have been spied on, with some circumstantial evidence suggesting China may be to blame. The 53-page report, released on Sunday, provides some of the most compelling evidence and detail of the efforts of politically-motivated hackers while raising questions about their ties with government-sanctioned cyberspying operations. It describes a network which researchers have called GhostNet, which primarily uses a malicious software program called gh0st RAT (Remote Access Tool) to steal sensitive documents, control Web cams and completely control infected computers. "GhostNet represents a network of compromised computers resident in high-value political, economic and media locations spread across numerous countries worldwide," said the report, written by analysts with the Information Warfare Monitor, a research project of the SecDev Group, a think tank, and the Munk Center for International Studies at the University of Toronto. "At the time of writing, these organizations are almost certainly oblivious to the compromised situation in which they find themselves." The analysts did say, however, they have no confirmation if the information obtained has ended up being valuable to the hackers or whether it has been commercially sold or passed on as intelligence. Although evidence shows that servers in China were collecting some of the sensitive data, the analysts were cautious about linking the spying to the Chinese government. Rather, China has a fifth of the world's Internet users, which may include hackers that have goals aligning with official Chinese political positions.

UBC journalism students find sensitive data in digital dumps - The Globe and Mail - 0 views

    It's not exactly what anyone might expect to find at a garbage dump in Ghana. Journalism students from the University of British Columbia discovered intact hard drives containing secret international security data and personal information at a digital dumping ground in Ghana, said their teacher, Peter Klein. Mr. Klein, a producer for the PBS television program Frontline and an Emmy Award winning journalist, said the drives included information about U.S. Homeland Security and Pentagon defence contracts as well as social security numbers, credit card numbers, and family photos. The dumps are frequented by criminal gangs in the country, he said. The findings are part of a project by Mr. Klein's graduate students investigating electronic waste, or e-waste. The team also travelled to Guiyu, China, and India, piecing together the afterlife of discarded computers, drives and parts. To find out if cyber criminals could get information stored on the computers, the students bought several hard drives from vendors near the Ghana dumps to test at home in Vancouver. One of the drives came from Northrop Grumman, a large U.S. military contractor. It contained "details about sensitive, multimillion-dollar U.S. government contracts" as well as contracts with the defence intelligence agency and NASA, according to a synopsis of the project on the PBS website.

    The Government Accountability Office issued another scathing report saying that federal agencies still don't do enough to secure government IT assets. "Persistent weaknesses in information security policies and practices continue to threaten the confidentiality, integrity and availability of critical information and information systems used to support the operations, assets and personnel of most federal agencies," Gregory Wilshusen, GAO director of information security issues, wrote in a 66-page report issued Friday. "Recently reported incidents at federal agencies have placed sensitive data at risk, including the theft, loss, or improper disclosure of personally identifiable information of Americans, thereby exposing them to loss of privacy and identity theft." In a written response accompanying the report, federal CIO Vivek Kundra said OMB is committed to the vision of a secure federal government, and are taking steps to make that vision a reality. OMB, he said, has initiated a review of the language in the current reporting instructions to identify and clarify confusion in the annual reporting. OMB also is working with the CIO Council and the Council of Inspectors General on Integrity and Efficiency to improve guidance to agencies. The GAO report also said that nearly all of the 24 major federal agencies last year had weaknesses in information security controls. "An underlying reason for these weaknesses is that agencies have not fully implemented their information security programs," Wilshusen said. "As a result, agencies have limited assurance that controls are in place and operating as intended to protect their information resources, thereby leaving them vulnerable to attack or compromise."

Medical records were found behind a 99 Cents store in southwest Houston putting people's identities at risk. "This has got Social Security numbers, Medicare numbers. That's pretty serious," said the man who found the documents. Dozens of documents with sensitive personal information were dumped. A self-proclaimed dumpster diver who wants to remain anonymous found them.

While consumers may value a Web site's product and service offerings, they are generally unaware that businesses share their information with an extensive group of other businesses in order to deliver targeted advertising. This group includes news Web sites, advertising networks, profiling services, and Web analytics providers, to name a few. As Pamela Jones Harbour, a Commissioner at the Federal Trade Commission (FTC), discussed at the FTC Roundtable earlier this week, there is an asymmetry between consumer perceptions and business realities. Federal data breach notification law passes in U.S. House - 0 views

    "The United States House of Representatives took a major step this week toward enacting a national data breach notification law. H.R. 2221, the Data Accountability and Trust Act (DATA), cleared the House with a voice vote. In its current form, DATA requires businesses to notify customers and the Federal Trade Commission (FTC) if sensitive information has been exposed to a security breach. If the U.S. Senate can reconcile its own approach to data breach notification legislation with DATA, a new federal standard will emerge. If signed into law by President Barack Obama, a federal data breach ¬law would pre-empt the jumbled mass of dozens of state laws. "You'd be better served by federal legislation if the federal legislation has teeth and doesn't pre-empt the state's law," said California state senator Joe Simitian, speaking to executive editor Scot Petersen in September. "If there was a meaningful standard at the national level, I think many states would be happy to accept it." Aside from the data breach notification required by the HITECH Act, DATA would put into place the first national law of its kind. H.R. 2221 was sponsored by House Subcommittee Chair Rep. Bobby L. Rush of Illinois. The bill specifically states that: "Any person engaged in interstate commerce that owns or possesses data in electronic form containing personal information shall, following the discovery of a breach of security of the system maintained by such person that contains such data -- 1. notify each individual who is a citizen or resident of the United States whose personal information was acquired by an unauthorized person as a result of such a breach of security; and 2. notify the Federal Trade Commission."
