Best practices: How to implement and maintain enterprise user roles - 0 views

    Enterprise role management is key in efficiently managing user access rights and enforcing access policies such as segregation of duties. Roles help companies group coarse- and fine-grained access rights (like access to and functionality within a financial accounts application) into groups, called enterprise roles. These enterprise roles map to job functions and are only allowed access rights that don't violate segregation of duties. For instance, a financial clerk role can't contain fine-grained access rights that allow someone in the role to access the accounts receivable and accounts payable parts of the financial application. The processes and tools necessary for effective role management consist of role mining and design (automatic discovery and management of roles based on existing access rights and entitlements data), role recertification (a process performed typically every six months when a business role custodian certifies what access rights should belong to a role), and access recertification (a process performed typically every 3-6 months to ensure all user access is understood and was granted in an audited way).

    Times are tough, and we all continue to hear about the heightened risk of the insider threat. Granted, unauthorized insider access to data has always been a concern. But the concern is increased now because of the tremendous changes that we are seeing in the economy. The term "disgruntled employee" now has a whole new meaning because there are more and more folks concerned about 'What if my job disappears? What kind of information can I keep? What kind of information can I have access to?' As one who's dealt with the insider threat, I have some questions of my own: What do you really mean by an insider? In our borderless world, the terms "insider" and "outsider" overlap. "Insiders" are not just employees and staff, but also service providers, business partners, consultants, contractors -- any number of parties who may work for companies we deal with. What do we really mean by an authorized versus an unauthorized insider? If you take a look at the Societe Generale situation, allegedly a fraud was committed by an authorized user with privileges he was not supposed to have. How? Well, the horribly overused cliché is that if you work with a company long enough, eventually you will have access to everything, and no one will know it. Bottom line: As people change jobs within a company, we are not good at updating their roles and responsibilities. If you look at all the efforts that have been spent on identity and access management products, the biggest challenge is trying to understand: What are the roles and responsibilities you are trying to apply to people? How do you develop these roles and responsibilities and how do group them? How do you really deal with people who have to change roles and responsibilities? How do you add and delete roles and responsibilities as people change jobs?

Cybersecurity chief Beckstrom resigns| U.S.| Reuters - 0 views

    The U.S. government's director for cybersecurity resigned on Friday, criticizing the excessive role of the National Security Agency in countering threats to the country's computer systems. "He has tendered his resignation," Amy Kudwa, a Department of Homeland Security spokeswoman told Reuters. Former Silicon Valley entrepreneur Rod Beckstrom said in a resignation letter published by the Wall Street Journal it was a "bad strategy" to have the National Security Agency, which is part of the Department of Defense, play a major role in cybersecurity. Beckstrom headed the National Cybersecurity Center, which was created last March to coordinate all government cybersecurity efforts and answers to the Department of Homeland Security. Homeland Security said in a statement that it has a strong relationship with the NSA and continues to work closely with all of its partners to protect the country's cyber networks. Beckstrom wrote to Homeland Security Secretary Janet Napolitano on Thursday in his resignation letter that the NSA currently dominates most national cyber efforts. "While acknowledging the critical importance of NSA to our intelligence efforts, I believe this is a bad strategy on multiple grounds," he wrote in the letter posted by the Wall Street Journal on its website. National Security Agency officials could not immediately be reached for comment. Beckstrom said in his letter that the cybersecurity group did not receive adequate support to accomplish its role during the previous administration of President George W. Bush, which only provided the center with five weeks of funding in the last year. His resignation will be effective March 13, the letter said. The newspaper said the Obama administration was conducting a 60-day review of the cybersecurity program started by Bush last year to protect government networks.

    Compared to other key corporate executives, CEOs appear to underestimate the IT security risks faced by their own organizations, according to a survey of C-level executives released today by the Ponemon Institute. The Ponemon survey (download PDF) of 213 CEOs, CIOs, COOs and other senior executives reveals what appears to be a perception gap between CEOs and other senior managers concerning information security issues. For instance, 48% of CEOs surveyed said they believe hackers rarely try to access corporate data. On the other hand, some 53% of other C-level executives believe that their company's data is under attack on a daily or even hourly basis. The survey also found that the top executives were less aware of specific security incidents at their companies than other C-level executives and are more confident that data breaches can be easily avoided. Ponemon found that CEOs tend to view data protection efforts as vital to maintaining good customer satisfaction levels and to the company's brand image. The other managers, however, were more likely to say that the most important role for data security efforts is to satisfy regulatory requirements. The survey also found that CEOs and other top managers differed in their opinion of who is responsible for protecting corporate data. While eight out of 10 respondents said they believe there is one person responsible for data protection in their organization, there was a sharp difference of opinion on just who that person was. More than half of the CEOs said that CIOs are responsible for protecting data at their companies; only 24% of other senior managers felt the same way. And 85% of respondents said someone else would be held responsible for a data breach. "On the issue of accountability, we found that while people acknowledged that data breaches were a problem, very few people felt that if [their company] suffered a breach, they would be held responsible," said Larry Ponemon, founder of the Ponemon Institute.

Data security company Cyber-Ark surveyed more than 400 senior IT professionals in the United States and Britain, and found that 35 percent admitted to snooping, while 74 percent said they could access information that was not relevant to their role. In a similar survey 12 months ago, 33 percent of IT professionals admitted to snooping. "Employee snooping on sensitive information continues unabated," Udi Mokady, CEO of Cyber-Ark, said in a statement. Cyber-Ark said the most common areas respondents indicated they access are HR records, followed by customer databases, M&A plans, layoff lists and lastly, marketing information. When IT professionals were asked what kind of data they would take with them if fired, the survey found a jump compared with a year ago in the number of respondents who said they would take proprietary data and information that is critical to maintaining competitive advantage and corporate security. The game teaches the importance of protecting personal information, including Social Security numbers. For parents and teachers, the site offers detailed fact sheets with ideas for related activities.     The US government has now adopted a policy of fostering the adoption of electronic medical records (EMR). The policy is intended to increase the efficiency of the US healthcare system, thereby lowering costs and reducing the incidence of preventable errors. At the same time, through its The Health Insurance Portability and Accountability Act (HIPAA) privacy rules, the government has set minimum standards for the security of those records. These two goals-privacy and security of these records, along with their free interchange among medical providers-can easily wind up at odds with each other. A recent study that looked at the role of state privacy laws in EMR adoption suggests that the problem is very real, as state privacy laws seem to inhibit the use of EMR by hospitals located there. The authors, based at MIT and the University of Virginia, line up a variety of data that validate their suggestion that privacy and the use of EMR may require a careful balance. So, for example, they cite some highly publicized lapses when it comes to the maintenance of patient privacy: someone once offered the records of 200,000 patients for sale on Craigslist, while hospitals have seen their own employees attempt to get at the electronic files of famous patients. Perhaps more significantly, the authors suggest that the public, as represented by their legislators, has concerns about the privacy of EMR. They found that states that have passed their own privacy laws to supplement the HIPAA rules tend to have a higher percentage of their populace signed up for the Do Not Call Registry, indicating a corresponding individual-level interest in maintaining privacy. So, they looked at whether these laws had any impact on the adoption of EMR by hospitals located in each state.

FISMA Reform Bill Due Tuesday - 0 views

    Legislation to reform the Federal Information Security Management Act of 2002 will be introduced in the Senate on Tuesday, a Senate staffer who helped draft the bill told a panel at the RSA Conference in San Francisco on Thursday. Erik Hopkins' presentation provided further evidence that the White House could assume greater control in coordinating federal government security. In the panel - The New FISMA: Security Finally Transcends Compliance - Hopkins offered a diagram illustrating the bill that showed a cyber office reporting directly to the president. Hopkins, who works for the Senate Committee on Homeland Security and Governmental Affairs, was the third federal official addressing conference attendees to suggest the White House will be given more authority in safeguarding federal government information systems. On Wednesday, Obama administration cybersecurity advisor Melissa Hathaway - who last week submitted to the president an assessment of federal cybersecurity policy - said the White House must lead federal government cybersecurity efforts. A day before, National Security Agency Director Keith Alexander said NSA would not lead the nation's cybersecurity efforts, suggesting a greater role for the White House. Hopkins said the benefits of FISMA reform includes improved coordination of security efforts, better economies of scale and greater situational awareness of security threats such as knowing where they originate and how the government will respond.

    Online fraud is a $4 billion dollar a year industry. It grows as the unemployment rate increases and the jobless attempt to earn a living through whatever means necessary. Meanwhile, the Internet's footprint on the global economy and culture becomes larger every day. The expansion of fraud and the identification of this risk will create more jobs in the fields of compliance, risk management, and best practices. Who will fill these positions? For many companies looking to take action, the initial move will be to consolidate roles. Individuals in areas such as sales and marketing will absorb fraud identification, reporting, and prevention responsibilities. This will prove to be ineffective for the following reasons: 1. The sales and marketing staffs are not trained to identify fraud and they cannot keep up with the ever-changing tactics. 2. Associates are conflicted when faced with a fraud incident. They are not motivated to report fraud and their compensation structure dissuades them from reporting incidents. 3. Business goals are not aligned appropriately, which naturally moved fraud last on the priority list for the associates assigned the additional responsibilities. 4. While the internal attempt is made, no time is spent on partner due diligence and monitoring. Organizations will benefit in the long term by hiring dedicated staff.     Washington insiders say that the Obama administration will be more aggressive with actions to protect consumers online. Two consumer advocacy groups, the Center for Digital Democracy and the U.S. Public Interest Research Group, have asked the Federal Trade Commission to investigate behavioral targeting practices aimed at mobile phone users. The day the FTC received the request and one week before the Obama administration took office, four marketing and advertising associations announced their intent to create an enhanced set of self-regulatory principles for online behavioral advertising. The American Association of Advertising Agencies, Association of National Advertisers, Direct Marketing Association and Interactive Advertising Bureau are said to be reviewing the areas for self-regulation set forth in the FTC's proposed self-regulatory principles issued in December 2007.     The federal government has a key role to play in researching and organizing a national response to the problem of medical identity theft, authors of a government-funded study have concluded. Patients, providers, payers and other members of the healthcare community also must join in the effort to combat a problem that is serious, although as yet its scope is not fully known, the report stated. Contractor Booz Allen Hamilton released the report last week. It represents the final phase of the $450,000 study funded last year by the Office of the National Coordinator at HHS. The study consisted of three parts, the first being to review existing knowledge about medical identity theft as well as policies and practices to prevent it. Those findings were included in a research paper on the subject released last October. The second phase involved a public meeting Oct. 15, 2008, the same day the paper was released, to "open a dialogue about medical identity theft within the healthcare industry. The final phase, the 26-page report, includes 31 "potential actions," which are recommendations that could form a national policy on medical identity theft. While medical identity theft "may be categorized as healthcare fraud," according to the report, "there are unique and important distinctions of medical identity theft that need to become more commonly understood to address this issue effectively." One difference, the report authors noted, is that the primary motive behind healthcare fraud "is most often monetary gain, such as when fraudulent providers bill for more expensive services than those rendered. However, medical identity theft tends to be focused on the use of someone else's information to gain goods, services and healthcare."     It's unclear whether a report being prepared for President Barack Obama on federal information security preparedness will support recent calls for the creation of a new cybersecurity office within the White House, two lawmakers said last week. Rather than "include another structure" within the White House, there may be a call for an increase in staffing within the White House Office of Management and Budget (OMB) in a bid to improve its current role of overseeing government cyberaffairs, said Langevin. Chances are "there will not be one king," he said. Langevin co-chaired a commission at the Center for Strategic and International Studies, a bipartisan think tank, that has called for the creation of a centralized cybersecurity office in the White House to be named the National Office for Cyberspace. Rep. James Langevin (D-R.I.), co-chair of the House Cybersecurity Caucus, said Hathaway has been meeting with privacy and civil liberties groups to receive their input on how to reform cybersecurity. Those issues are "a forethought rather than an afterthought," he said. "Because these are such powerful tools (to grant federal authorities to regulate cyberspace), we're going to have to have the buy-in of the public and have their support." While the Senate is working on its own plan for White House-run cybersecurity efforts, Langevin said Hathaway's assessment may ultimately suggest a strategy with a stronger emphasis on inter-agency efforts. Langevin said it is still unclear whether Hathaway will recommend that a new office for cybersecurity should be created within the Executive Office of the President--a move some senators are pushing for. Certainly, though, policy will have to come from the White House. "This is going to have to be an ongoing strategy of collaboration and cooperation directed out of the White House," Langevin said. "But there won't be one king, so to speak, at the end of the day. The chief information officers at the departments and agencies are still going to have a role to play."

    Should responsibility for defending against cyberattacks be moved from the Dept. of Homeland Security to the military? Air Force Gen. Kevin Chilton suggested as much at a Congressional hearing where he warned of U.S. vulnerability to cyberwarfar "across the spectrum." Such attacks "potentially threaten not only our military networks, but also our critical national networks," Chilton told a House Armed Services subcommittee, the Washington Post reported. As head of Strategic Command, the general isn't responsibel for defending civilian networks, just government computers. [Stratcom's responsibility is] "to operate and defend the military networks only and be prepared to attack in cyberspace when directed. I think the broader question is, who should best do this for the other parts of America, where we worry about defending power grids, our financial institutions, our telecommunications, our transportation networks, the networks that support them." Well, that's where the 60-day interagency overview of cybersecurity comes in. At the end of that, Chilton said, responsibility for protecting private sector networks may well fit under Stratcom's duties. So what impact in having the military at the center of cybersecurity? Importantly, it brings offensive ops into the defense game. And where the military is involved, can NSA be far behind? No. Operational control over both [offensive and defensive ops], Chilton said, has been delegated to Lt. Gen. Keith B. Alexander, the head of the National Security Agency. … NSA, according to Chilton, already has a role in information security, and the agency's support "has been instrumental in our efforts to operate and particularly to defend our networks," he said. Combining oversight of cyber defense and offense made sense, Chilton said, "because they're so interconnected. . . . As you consider offensive operations, you want to make sure your defense are up."

    Top attorneys for Microsoft and Google today reiterated their companies' support for tougher government rules to protect consumer privacy. But when it comes to the details, some watchdog groups say they are concerned that Web firms will continue to fight against specific provisions that would limit the ways they can collect and use people's information to serve more targeted ads. Today's panel discussion, held here at the Computers, Freedom and Privacy conference, revisited a longstanding policy debate over the government's role in online privacy. The talk ran along some familiar plotlines, with Jeff Chester of the Center for Digital Democracy thundering about the detailed personal profiles being assembled by advertising companies who are using neuroscience to manipulate consumer behavior, while industry representatives assured the audience that their data-collection practices are benign, not to mention essential to providing free content and services on the Internet. But this wasn't just an idle debate. Rep. Rick Boucher, the Virginia Democrat who chairs a House subcommittee on the Internet, is developing legislation that could seek to impose sweeping restrictions on behavioral targeting. A few blocks up Pennsylvania Avenue at the Federal Trade Commission, the principal regulatory agency with authority over online advertising, newly minted Chairman Jon Leibowitz has spoken often about the need for industry to get serious about privacy. "The FTC's central concern here is transparency, consumer control," said Jessica Rich, assistant director of the agency's privacy and identity protection division. "We don't think consumers really know what's happening with their data."
