    Identity thieves are getting more clever and are increasingly using stolen information to get driver's licenses, employment and government assistance, according to a new report. The survey by the Identity Theft Resource Center also found that the greater awareness of this problem by the public has led to more people discovering they are victims themselves, through monitoring of their bank accounts and credit card statements. Typically, victims learned of their identity theft when they were denied a job or credit or were informed by law enforcement. "Most of our information is beyond our control," said Linda Foley, co-founder of the Identity Theft Resource Center, which surveys victims each year to see how identity theft is changing. "If a thief wants to get it, he will find a way to get it." The report covers the experiences of around 100 of the 1,500 people who were victimized in 2008 and contacted the center, a nonprofit that helps people recover from identity theft. Stolen personal information is now cheap - identities may sell on the black market for as little as 60 cents each - and thieves churn through them quickly to lower their chances of getting caught, Foley said. Rather than opening 10 or 20 credit card accounts in a victim's name, they now open two or three, charge as much as they can and move on to the next person. This raises the cost of identity theft to businesses, whose average loss to fraud nearly doubled last year to $90,107, up from $48,941 the year before.

Processes that are best suited to be outsourced are those that a company requires but does not depend upon to maintain its position in the marketplace. There are two primary categories of business process outsourcing. One category is commonly referred to as "back office outsourcing" which includes internal business functions such as billing or purchasing. The other category is commonly referred to as "front office outsourcing" which includes customer-related services such as marketing, customer contact management, and technical support. The globalization of business in general has resulted in the need for companies to be able to provide support to their customers in many different languages. At the same time, developments in technology have provided the ability for business process outsourcers to provide a cost effective global delivery platform. The convergence of the need for a portfolio of services to be sourced globally with the ability of business process outsourcers to do so on a cost effective basis has driven the outsourcers to geographic locations previously ignored by most business sectors. "Recently reported incidents at federal agencies have placed sensitive data at risk, including the theft, loss, or improper disclosure of personally identifiable information of Americans, thereby exposing them to loss of privacy and identity theft." In a written response accompanying the report, federal CIO Vivek Kundra said OMB is committed to the vision of a secure federal government, and are taking steps to make that vision a reality. OMB, he said, has initiated a review of the language in the current reporting instructions to identify and clarify confusion in the annual reporting. OMB also is working with the CIO Council and the Council of Inspectors General on Integrity and Efficiency to improve guidance to agencies. The GAO report also said that nearly all of the 24 major federal agencies last year had weaknesses in information security controls. "An underlying reason for these weaknesses is that agencies have not fully implemented their information security programs," Wilshusen said. "As a result, agencies have limited assurance that controls are in place and operating as intended to protect their information resources, thereby leaving them vulnerable to attack or compromise."

ITRC Report: Malicious Attacks Are Now More Frequent Than Human Error - data breaches/A... - 0 views

    "The Identity Theft Resource Center (ITRC) reported its annual breach data for 2009 last week, and for the first time malicious attacks were more frequently identified as the source of those breaches than human error. In its "2009 Data Breach Report," the ITRC found 498 publicly disclosed breaches last year, down from 657 the year before. The downturn could have resulted from changes in breach disclosure, rather than a real drop-off in system compromises, the organization says. Interestingly, paper breaches now account for 26 percent of data leaks, up 46 percent compared to 2008. Malicious attacks outnumbered breaches attributed to human error for the first time in the three years the report has been compiled. The business sector accounted for 41 percent of data breaches, up from 21 percent the year before. Approximately 222 million records were compromised, the organization says -- and about 130 million of those came from the single breach at Heartland Payment Systems. Out of 498 breaches, only six reported they had either encryption or other strong security features protecting the exposed data, the ITRC says . "

In a letter to Google CEO Eric Schmidt released today, Consumer Watchdog said the company owes the group an apology. The FBI spyware, called CIPAV, came to light in July 2007 through court documents that showed how the bureau used it to nab a teenager who was e-mailing bomb threats to a high school near Olympia, Wash. (CIPAV stands for Computer and Internet Protocol Address Verifier.) A June 2007 memo says that the FBI's Deployment Operations Personnel were instructed to "deploy a CIPAV to geophysically locate the subject issuing bomb threats to the Timberline High School, Lacy, Washington. The CIPAV will be deployed via a Uniform Resource Locator (URL) address posted to the subject's private chat room on MySpace.com."

    Kaiser Permanente says that the personal information of 29,500 employees in Northern California may have been exposed in a security breach. "A handful" of employees have reported identify theft, the Oakland, Calif.-based managed-care giant said. Police in San Ramon, Calif., seized a computer file containing the employee information from a suspect who was arrested. The suspect was not a Kaiser Permanente employee, and officials declined to provide further details. The file contained the names, addresses, phone numbers, Social Security numbers and dates of birth of the Kaiser workers. No health plan member information or personal health information was involved in the data breach, according to Kaiser officials. "We regret that this unfortunate incident occurred, and we understand the anxiety and worry that some employees may feel," said Gay Westfall, senior vice president for human resources at Kaiser Foundation Health Plan and Hospitals, Northern California, in a written statement. Kaiser is providing one year of free credit-monitoring to workers whose information was in the file.

    Data breaches are running at record levels, according to the San Diego-based Identity Theft Resource Center, a non-profit that tracks cybercrime. ITRC says it recorded 342 data breaches from Jan. 1 through June 24, up 69% from the same period in 2007. But, like the origins and perpetrators of so many individual data breaches, mystery also lies behind the aggregated numbers. "I'm not sure that this says breaches are increasing," ITRC founder Linda Foley tells Digital Transactions News. "What we know is the reporting of breaches is increasing." A handful of states now require some disclosure of data breaches to authorities, Alaska being the most recent. And some companies that have been hacked are starting to report breaches voluntarily, Foley says. While data breaches can compromise all manner of personal and business records, they often involve credit and debit card data and bank-account information. ITRC lists five major categories of breached entities, with the so-called banking/credit/financial sector accounting for 10% of 2008's breaches. Businesses, which include physical and Internet retailers, insurance companies and other private enterprises, accounted for 36.8%. Schools accounted for 21.3%; government and military facilities, 17%; and health-care facilities, 14.9%. IRTC also categorizes breaches by how they happened, such as through hackings-break-ins into computers and related systems, insider thefts, data lost in physical transit, and by other methods. The number of 2008 hackings through late June in the banking/credit/financial category was 10-double the five for all of 2007. The estimated number of records compromised as a result was 227,864. In 2007, the reported number of compromised records at financial institutions through hackings was 83,500.     Cloud services are now vulnerable to malicious use, a security company has suggested, after a techie worked out how Amazon's EC2 service could be used as a BitTorrent file harvester and host. Amazon's Elastic Compute Cloud (EC2) is a web service software developers can use to access computing, compilation and software trialling power on a dynamic basis, without having to install the resources locally. Now a developer, Brett O'Connor, has come up with a step-by-step method for using the same service to host an open source BitTorrent application called TorrentFlux. Getting this up and running on Amazon would require some technical know-how, but would be within the reach of a moderately experienced user, right down to following O'Connor's command line low-down on how to install the public TorrentFlux app straight to Amazon's EC2 rather than a user's local machine. Finding an alternative way of using BitTorrent matters to hardcore file sharers because ISPs and admins alike are increasingly keen to block such bandwidth-eating traffic on home and business links, and O'Connor's EC2 guide was clearly written to that end - using the Amazon service would make such blocking unlikely. "I created a web-based, open-source Bittorrent 'machine' that liberated my network and leveraged Amazon's instead," says O'Connor. He then quips "I can access it from anywhere, uploading Torrent files from wherever, and manage them from my iPhone." However, security company GSS claims the guide shows the scope for possible abuse, using EC2 to host or 'seed' non-legitimate BitTorrent file distribution. "This means, says Hobson, that hackers and other interested parties can simply use a prepaid (and anonymous) debit card to pay the $75 a month fee to Amazon and harvest BitTorrent applications at high speed with little or no chance of detection," said David Hobson of GSS.     A quick rant from me to you, dear readers. Yesterday I received an unsolicited email from a woman who was pitching me a service - one totally irrelevant to my life. In her signature, in which she included what she considers her credentials, she had the statement, "More than 2,000 followers on Twitter." I gasped, somewhat in horror. I laughed, full of humor. Twitter is fun and a great networking tool and business opportunities can stem from Twitter. I won't reiterate all of the ways because there are tons of existing resources. Yet as big as Twitter has become it's still not massively adopted. Using such a tagline in your credentials does one of two things: 1) makes schooled Twitter users laugh and 2) makes those unfamiliar with Twitter roll their eyes. For instance, HubSpot, a really cool inbound marketing firm, runs Twitter Grader, a way that Twitter users grade the reach of their feeds and profiles based on HubSpot's super secret algorithms. It's a fun tool - but it only measures folks against about a million or so other users (I think that's because it can only grade you against other folks who have graded themselves). It's also not the end all, be all of measuring Twitter influence.
