In all three sectors, the review reflects the same kinds of opportunities, attitudes and barriers that we found represented in our UNESCO survey of primary schools around the world. This data shows the range of different stages of maturity of ICT use between primary schools within one country with a unified system of state education. The range will be even broader when private education is included. Some countries will not yet have had the amount of government investment in ICT infrastructure for schools that the UK had by 2008, others will by now be well ahead of this. However, the issues are universal.
