Blackwells Chemist, a community pharmacy in South East London did not meet all the General Pharmaceutical Council (GPhC) standards. The pharmacy was inspected on Thursday (01 June) and it was found it did not keep all its records up to date and accurate, particularly its responsible pharmacist records. Investigation report stated that the principle of Governance and principle of Services, including medicines management was 'not met at all'. Under the principle Governance, the report stated: "The pharmacy generally manages the risks associated with its services adequately. People using the pharmacy can provide feedback or raise concerns. And staff generally protect people's personal information well. Team members know what to do to help protect the welfare of a vulnerable person. The pharmacy has written procedures, but these are not easily accessible to team members to refer to. And they are not regularly updated. So, they may be less useful to staff, and may not reflect current best practice." In the inspection it was found that the pharmacy does not always store its medicines properly. It cannot show that it stores all its medicines requiring cold storage at the appropriate temperatures.

The new board of the National Pharmacy Association (NPA) has adopted 10 principles for transforming the contractual framework in England. The board met for the first time in April, believes that the current Community Pharmacy Contractual Framework is failing NPA members, the wider sector, the NHS, Government and patients. The association's new vice chair, Jay Badenhorst, said: "We can't wait until the current framework limps to its finish line in 2024 before giving serious thought to the new race we must all run in the future." "Before negotiations for a new contract begin in earnest, we want to make our position clear to all of those who will be involved in its development. Years more of the same would be totally unacceptable. Tinkering at the edges of the current arrangements as the basis for a new deal could not achieve the transformation that is needed." Former chair of the NPA, Andrew Lane, listed some of the principles in a speech to industry leaders in January, but this is the first time the approach has been agreed in its entirety, following months of testing with NPA members.

In a recent announcement the Medicines and Healthcare products Regulatory Agency (MHRA) unveiled its strategic approach to artificial intelligence (AI), as it sets out to embrace the transformative potential of AI in healthcare regulation. Building upon the Government's white paper 'A pro-innovation approach to AI regulation', released in 2023, the MHRA outlined five key strategic principles guiding its adoption of AI. These principles encompass safety, security, and robustness; appropriate transparency and explainability; fairness, accountability, and governance; and contestability and redress. A science-led organization, the MHRA was tasked with providing an independent view of its approach to AI in medicine and science, aligning with a government white paper. Recognising its role in UK's goal to be a science and tech leader by 2030, MHRA is tasked to evaluate AI's opportunities and risks across regulatory, public service, and evidence-based decision-making area.

The latest inspection report of the General Pharmaceutical Council (GPhC) revealed that nine pharmacies did not meet their standards out of 52 pharmacies that were inspected between January 2023 and May 2023. Pharmacies are inspected on five principles - Governance, Staff, Premises, Services including medicines management and Equipment and facilities. Out of nine, eight pharmacies did not meet GPhC standard of governance which is defined to safeguard the health, safety and wellbeing of patients and the public. Six pharmacies did not meet the GPhC standard of principle four which defines the way in which pharmacy services, including the management of medicines and medical devices, are delivered safeguards the health, safety and wellbeing of patients and the public. The purpose of these standards is to create and maintain the right environment, both organisational and physical, for the safe and effective practice of pharmacy. The standards apply to all pharmacies registered with GPhC.

The Council of Pharmaceutical Society NI (PSNI) has introduced an 8-week public consultation on proposed Guidance on Pharmacy Staffing Levels within registered premises. The principle-based Guidance seeks to assist Pharmacy Owners and Superintendents to ensure that each pharmacy has enough appropriately skilled and qualified staff to provide safe and effective pharmacy services to the public. All registered pharmacies will have to meet the standards set out in the Premises Standards, when commenced. PSNI said: "The proposed Guidance should also help ensure a working environment that will facilitate pharmacists to meet their professional obligations under the Professional Standards of Conduct, Ethics and Performance for Pharmacists in Northern Ireland (2016)." "Whilst other health regulators have primary responsibility for systems regulation outside of regulated premises, we consider that the principles outlined in this Guidance, will be helpful for managers working with pharmacy teams in different settings."

Community pharmacy is at the heart of one of the most ambitious clinical trials ever undertaken by the UK's primary care network, says senior academic pharmacist Professor Mahendra Patel. The PANORAMIC trial has been designed to rapidly evaluate several antiviral treatments over time that could help people at high risk of Covid-19 recover sooner, prevent the need for hospital admission and so ease the burden on the NHS. The Platform Adaptive trial of NOvel antiviRals for eArly treatMent of Covid-19 In the Community (PANORAMIC) is a national priority trial led by Oxford University's Primary Care Clinical Trials Unit. Lead investigators say the study will enable early and rapid testing of novel antiviral agents and help repurpose existing drugs against Covid-19. As soon as the trial is set up for delivery, it will be open to eligible participants from across the UK. Three leading pharmacists - professor Mahendra Patel, Asif Aziz and Ade Williams - have been recognised in Queen Elizabeth's annual New Year's honours list. Professor Patel, an academic pharmacist from West Yorkshire, was awarded an OBE for his "services to pharmacy." He told Pharmacy Business: "I am truly honoured and deeply humbled by this highly prestigious award that I have always believed was more deserving for others. "That's not to say I'm not proud of it - far from it, although for me it's not necessarily about rewards and recognition but more the intricacies of the journey I embark on and the learning and joy that those encounters bring with it. The General Pharmaceutical Council (GPhC) today decided to convene a new group, involving all the key stakeholders, focused on assurance of practice post-registration. The decision in today's (9 December) council meeting follows the recommendation of a working group chaired by council member and pharmacist Aamer Safdar on the role of the regulator in post-registration education and training. The new group will be tasked with articulating a set of guiding principles where patient safety is the overarching priority, after carrying out a horizon scanning exercise to pull together an understanding of the system wide approach currently in place. The working group noted that the wider approach, in relation to regulation of post-registration practice and not simply education and training, may require the GPhC reviewing and developing its own control measures, and involving patients and the public in the next stages of work. Reviewing the work on online pharmacy services, the council meeting supported the regulator's plans to continue to require pharmacy websites to be arranged so that a person cannot choose a prescription only medicine and its quantity before there has been an appropriate consultation with a prescriber.

RPS Scotland has partnered with charity organisation Marie Curie for an exhibition at the Scottish Parliament this week to highlight Daffodil Standards and the crucial contribution of community pharmacies to palliative and end-of-life care. The exhibition is being sponsored by Jeremy Balfour MSP. Community pharmacies offer vital assistance by providing guidance on medication adjustments and side effects, RPS Scotland said in a statement. They are easily accessible without the need for an appointment, providing essential support and reassurance to families in times of need. The Daffodil Standards, which is jointly developed by RPS and Marie Curie, drive continuous improvement in end-of-life and bereavement support within community pharmacies, benefiting terminally ill patients, their families, and caregivers. These standards align with the RCGP/Marie Curie guidelines for general practice introduced in 2019. Since its May launch, over 450 pharmacies throughout Great Britain, including more than 30 in Scotland, have implemented these principles, the statement said.

The Pharmaceutical Services Negotiating Committee (PSNC) has invited pharmacy contractors, LPCs and others in the sector to share their views on an open consultation on the "future of community pharmacy". "The consultation - which takes the form of an online survey - is the first opportunity within PSNC's vision project for individuals and organisations to share their thoughts with Nuffield Trust and The King's Fund," said PSNC. The survey is happening in addition to an extensive programme of research, interviews and initial meetings of the vision Steering Group, Advisory Panel, and Working Groups, all of which have contractors, LPCs and other representatives of the sector at their heart. The online survey, asks five questions on topics such as Future policy goals; Why previous reviews and policies may not have fully achieved their objectives; Design principles that should underpin the service offer made by community pharmacy; and Blocks and enablers for change.

The Chief Pharmacist for England and Co-Chairs of professional leadership commission has responded to the questions raised by the Pharmacists Defence Association (PDA)'s member on the professional leadership survey. In early September, the PDA wrote to the UK's Chief Pharmaceutical Officers to increase transparency and confidence in the process by asking for clarification of some of the commission's thinking, assumptions, and scope. On behalf of all four CPhOs, Chief Pharmacist for England David Webb provided feedback: "The Commission has two independent co-chairs and members have agreed to abide by the 7 principles for the conduct of public life as recommended by the Nolan Commission which form part of the Terms of Reference. Commission members have been appointed on behalf of all pharmacy professionals to contribute their expertise in and knowledge of professional leadership and are not appointed to represent their particular countries, organisations, sectors or roles."
