The Fellowship Program expects to award two new Ph.D. Fellowships each year to students who are interested in careers related to the development and implementation of quantitative methods for assessing the economics of the conservation and management of living marine resources. Fellows will work on thesis problems of public interest and relevance to National Marine Fisheries Service (NMFS) under the guidance of NMFS mentors at participating NMFS Science Centers or Offices. The NMFS-Sea Grant Fellowship in Marine Resource Economics meets NOAA's Healthy Oceans goal of "Marine fisheries, habitats, biodiversity sustained with healthy and productive ecosystems." The expected annual award per Fellow will be $46,000 (Federal plus matching funds), which is funded jointly by NOAA Fisheries and Sea Grant.

The Outstanding New Environmental Scientist (ONES) Award is intended to identify the most talented Early Stage Investigators (ESIs) who intend to make a long-term commitment to research in the Environmental Health Sciences and assist them in launching an innovative research program focused on the understanding of environmental exposure effects on peoples health.

The U.S. Environmental Protection Agency (EPA) is soliciting applications from eligible applicants as described in Section III.A to provide training and technical assistance for small public water systems to help such systems achieve and maintain compliance with the Safe Drinking Water Act (SDWA), and to provide training and technical assistance for small publicly owned wastewater systems, communities served by onsite/decentralized wastewater systems, and private well owners to improve water quality under the Clean Water Act (CWA). Training and technical assistance activities provided to these systems, communities and private well owners should be made available nationally in rural and urban communities and to personnel of tribally- owned and operated systems.

The Russell Sage Foundation (RSF) has long had the mission to improve social and living conditions in the United States. It pursues this goal by supporting outstanding research in the social sciences that explores how social, economic, and political factors affect the lives of Americans and their children. Support of such research remains the Foundation's core focus. RSF also has a long history of encouraging new scientific advances to strengthen the methods, data, and theoretical core of the social sciences. Two recent intellectual developments have prompted RSF to launch a special research initiative that integrates knowledge from the biological and social sciences. First, there has been a paradigm shift in the life sciences, spurred by the realization that many biological processes, rather than being fixed, immutable mechanisms that consign people to particular life outcomes, are instead fluid, dynamic responses to features of the social and physical environments humans inhabit. Second, this shift led researchers to launch interdisciplinary studies that seek to integrate approaches from the social and biological sciences, recognizing the potential for a deeper understanding of how social inequalities are initiated, maintained, and transmitted from one generation to the next.

This notice announces the availability of funds and solicits proposals from eligible entities, including nonprofit organizations, to deliver Environmental Workforce Development and Job Training programs that recruit, train, and place local, unemployed and under-employed residents with the skills needed to secure full-time employment in the environmental field. Please note that eligible entities who received an EWDJT grant in Fiscal Year 2017 (FY17) are not eligible to apply for funding in FY18.

With ten thousand members and two hundred and fifty "grottos" (chapters), the National Speleological Society is the largest organization in the world focused on the exploration, study, and protection of caves and their environments. For more than seventy years, NSS has promoted safe and responsible caving practices, effective cave and karst management, speleology, and conservation. To advance this mission, NSS awards Research Grants of up to $1,500 to qualified individuals or teams for research in cave-related branches of study. This includes but is not limited to the natural sciences (e.g., cave biology, geology, paleontology, and hydrology), social sciences (e.g., archaeology), and the humanities (e.g., speleological history). Interdisciplinary proposals are encouraged. Preference will be given to projects with the potential to generate new information and insights that are suitable for submission to peer-reviewed publications. Proposals may be submitted at any time. Funding decisions are made twice annually, in January and June. Proposals should be received at least one month in advance to be considered. To be considered for January 2018 funding, applications should be received no later than December 1, 2017.

The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals in the area of global scale, multimodal geospatial data cloud platform and analytics development. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice. GCA is a 24-month, three-phase program. At present, DARPA seeks innovative proposals covering the tasks in Phase 1 (6 month base effort) and Phase 2 (12 month costed option) of the program. Proposals must address both Phase 1 and Phase 2. Phase 3 will be the subject of a separate procurement. For Phases 1 and 2, DARPA seeks proposals in two technical areas (TAs). TA-1 (Scalable Geospatial Data Platform) will provide access to geospatial data and an extensible computing platform on which TA-2 performers can efficiently access and process massive amounts of curated geospatial data. TA-2 (Analytical Applications and Competitions) will create software for use in one or more of the analytics competitions (predicting food shortages, locating fracking construction detection, illegal fishing detection, open call) using data and platforms provided by TA-1 proposers. In Phase 1, DARPA anticipates making up to three awards for TA-1 and up to 16 awards for TA-2. A proposer may respond to one or both technical areas but a separate proposal is required for each TA. A TA-2 proposer can propose to one or more competition areas, using costed options if proposing to more than one competition.

The California B-WET Program is a competitive grant program that supports existing, high quality environmental education programs, fosters the growth of new, innovative programs, and encourages capacity building and partnership development for environmental education programs throughout the entire the San Francisco Bay, Monterey Bay, and Santa Barbara Channel watersheds. Successful projects provide Meaningful Watershed Educational Experiences (MWEEs): http://www.noaa.gov/explainers/noaa- meaningful-watershed-educational-experience for students and related professional development for teachers. These MWEEs integrate field experiences with classroom activities and instruction in NOAA-related science content.

With generous support from the Cleveland Zoological Society, the Asia Seed Grants Program provides funds to support field conservation and research projects in Asia. Annual awards ranging from $1000 to $3500 will be made to conservation and research initiatives involving wildlife and their habitats, and educational or cultural activities that involve or impact wildlife and their habitats. Ideal projects have clear and direct conservation impact, positively affect local people and create opportunities for capacity building in country. EPA's Office of Transportation and Air Quality (OTAQ) is soliciting proposals nationwide for projects that achieve significant reductions in diesel emissions in terms of tons of pollution produced by diesel engines and diesel emissions exposure, particularly from fleets located in areas designated as having poor air quality. Further, priority for funding may be given to projects which result in outcomes that benefit affected communities, those that engage affected communities with respect to the design and performance of the project, and those which can demonstrate the ability to promote and continue efforts to reduce emissions after the project has ended.

The solar and heliospheric research communities are dedicated to promoting enhanced understanding of, and predictive capabilities for, solar disturbances that propagate to the Earth. Broad-based, grass-roots associations such as SHINE have developed to focus community effort on these scientific questions. CMMT supports theoretical and computational materials research in the topical areas represented in DMR's Topical Materials Research Programs (these are also variously known as Individual Investigator Award (IIA) Programs, or Core Programs, or Disciplinary Programs), which include: Condensed Matter Physics (CMP), Biomaterials (BMAT), Ceramics (CER), Electronic and Photonic Materials (EPM), Metals and Metallic Nanostructures (MMN), Polymers (POL), and Solid State and Materials Chemistry (SSMC). The CMMT program supports fundamental research that advances conceptual understanding of hard and soft materials, and materials-related phenomena; the development of associated analytical, computational, and data-centric techniques; and predictive materials-specific theory, simulation, and modeling for materials research.Research may encompass the advance of new paradigms in materials research, including emerging data-centric approaches utilizing data-analytics or machine learning. Computational efforts span from the level of workstations to advanced and high-performance scientific computing. Emphasis is on approaches that begin at the smallest appropriate length scale, such as electronic, atomic, molecular, nano-, micro-, and mesoscale, required to yield fundamental insight into material properties, processes, and behavior, to predict new materials and states of matter, and to reveal new materials phenomena. This solicitation seeks the services of a qualified organization to manage and operate an Ocean Bottom Seismometer Instrument Center established and sponsored by Marine Geology and Geophysics research programs within NSF's Division of Ocean Sciences. Research activities requiring the use of the existing pool of instruments supported by NSF are expected to continue well beyond the period of performance for the existing Ocean Bottom Seismometer Instrument Pool Management Office award, scheduled to expire in early 2018. Given the time and resources spent on the Phase I and II studies and the upgraded and newly installed stations, as well as the importance of the UB Network for consumptive use estimates in the Upper Colorado River Basin, the parties want to ensure the stations will continue to be operated and maintained to an agreed level of standards, and that all collected data will be made available to any and all users in a consistent format. This scope of work addresses the operation and maintenance, data quality control and assurance, and serving of the resulting data for the 2 new climate stations within the state of New Mexico in the Colorado River basin. Tasks 1. The contractor will operate and maintain the 2 new stations according to the American Society of Civil Engineers (ASCE) standards appropriate for operation and maintenance of this network (ASCE-EWRI 2005). Teleconnections with the home laboratory will allow daily examination of the sensor outputs. When a significant problem is identified, a site visit will be arranged, to correct the issue within seven (7) days. a. The contractor will provide documentation describing their maintenance procedures and logs of past maintenance upon request. 2. The goal of research funded under the interdisciplinary P2C2 solicitation is to utilize key geological, chemical, atmospheric (gas in ice cores), and biological records of climate system variability to provide insights into the mechanisms and rate of change that characterized Earth's past climate variability, the sensitivity of Earth's climate system to changes in forcing, and the response of key components of the Earth system to these changes.
