    The new National Ocean Policy calls for actions to improve understanding of and capacity to respond to ocean acidification, recognizing the potential adverse impacts of an acidifying sea upon marine ecosystems. The effects of ocean acidification could significantly affect strategies for developing practices towards the sustainability of ocean resources. Basic research concerning the nature, extent and impact of ocean acidification on oceanic environments in the past, present and future is required. Research challenges include: Understanding the geochemistry and biogeochemistry of ocean acidification; Understanding how ocean acidification interacts with biological, chemical and physical processes at the organismal level, and how such interactions impact the structure and function of ecosystems, e.g. through life histories, adaptive evolution, food webs, biogeochemical cycling, and interactions with other changes in the ocean (e.g., temperature, stratification, circulation patterns); and Understanding how the earth system history informs our understanding of the effects of ocean acidification on the present day and future ocean. The Ocean Acidification program is in its fifth and anticipated last year of competition. We expect this to be the last solicitation specifically targeting Ocean Acidification.

    The purpose of this notice is to solicit proposals for a single cooperative agreement between NOAA and an institution of higher learning to operate and maintain a Joint Hydrographic Center as authorized in the Ocean and Coastal Mapping Integration Act and the Hydrographic Services Improvement Act. Proposals submitted in response to this announcement should advance the purposes of the Acts including research and development of hydrographic technologies necessary to ensure safe and efficient navigation; research and development of innovative ocean and coastal mapping technologies, equipment, and data products; mapping of the United States Outer Continental Shelf and other regions; data processing for nontraditional data and uses; advancing the use of remote sensing technologies, for related issues, including mapping and assessment of essential fish habitat and of coral resources, ocean observations, and ocean exploration; and providing graduate education and training in ocean and coastal mapping sciences.     The consequences of climate variability and change are becoming more immediate and profound than previously anticipated. Over recent decades, the world has witnessed the onset of prolonged droughts on several continents, increased frequency of floods, loss of agricultural and forest productivity, degraded ocean and permafrost ecosystems, global sea level rise and the rapid retreat of ice sheets and glaciers, loss of arctic sea ice, and changes in ocean currents. These important impacts highlight that climate variability and change can have significant effects on decadal and shorter time scales, with significant consequences for plant, animal, human, and physical systems. The EaSM funding opportunity enables interagency cooperation on one of the most pressing problems of the millennium: climate change and??how it is likely to affect our world. It allows the partner agencies -- National Science Foundation (NSF) and??U.S. Department of Agriculture (USDA) -- to combine resources to identify and fund the most meritorious and highest-impact projects that support their respective missions, while??avoiding duplication of effort and fostering collaboration between agencies and the investigators they support.This interdisciplinary scientific challenge calls for the development and application of next-generation Earth System Models that include coupled and interactive representations of such??components as ocean and atmospheric currents, agricultural working lands and forests,?? biogeochemistry, atmospheric chemistry,?? the water cycle and land ice.??     The NOAA Office of Oceanic and Atmospheric Research (OAR) invites applications for the establishment of a Cooperative Institute (CI) for Modeling the Earth System. This new cooperative institute supports the Office of Oceanic and Atmospheric Research's Geophysical Fluid Dynamics Laboratory (GFDL) as it works toward advancing NOAA's ability to understand and predict variations and changes in weather, climate, oceans and coastal systems on a spectrum of timescales, through advanced numerical modeling of the Earth System's physical, dynamical, chemical, biogeochemical, and ecological processes. The scope of the new Cooperative Institute incorporates explicitly the consideration of the unforced variability of the Earth System, natural and anthropogenic forcings that include regional contributions and feedbacks, which together govern the response and temporal evolution of the Earth system (IPCC, 2001, 2013). Current state-of-the-art coupled climate models used to forecast weather-to-climate conditions particularly from sub-seasonal to seasonal to inter-annual to decadal and longer timescales must be improved dramatically. Fundamental research is needed to improve the representation of many processes and interactions of importance if these models are to fulfill their promise of advancing the scientific understanding and prediction and addressing NOAA's goals.

    The U.S. Integrated Ocean Observing System (IOOS®) is a national and regional partnership working to provide observations, data, and new tools and forecasts to improve safety, enhance the economy, and protect our environment. NOAA is requesting proposals for coordinated regional efforts that further the IOOS in two topic areas, 1) sustaining and enhancing comprehensive regional observing systems and 2) verification and validation of observing technologies for studying and monitoring coastal and ocean environments. NOAA invites applicants to submit proposals for one or both of these topic areas, described in detail below, and requests applicants submit separate applications for each topic area. For single topic proposals, clearly identify the topic area and present all required information such that merit reviewers can associate proposal elements (project description, partners, budgets) with the specific topic area.     Oceanographic facilities and equipment are supported by the Integrative Programs Section (IPS) of the Division of Ocean Sciences Division (OCE), Directorate for Geosciences (GEO). These awards are made for the procurement, conversion and/or up-grade, enhancement or annual operation of platforms in the ocean, coastal, near-shore and Great Lakes. Awards are generally directed specifically to support facilities that lend themselves to shared use within the broad range of federally-supported research and education programs. Most of these platforms and facilities also receive partial support from federal agencies other than NSF. This includes state and local governments and private sources on a proportional basis; usually through a daily rate mechanism. The primary objective of these awards is to ensure the availability of appropriate facilities for federally-funded investigators and educators. Individual project-based facilities and instrumentation, limited to one, or a small group of investigators, should be supported through appropriate research programs as opposed to the IPS programs listed herein.
