    COVID-19 is a wicked problem for policy makers internationally as the complexity of the pandemic transcends health, environment, social and economic boundaries. Many countries are focusing on two key responses, namely virus containment and financial measures, but fail to recognise other aspects. The systems approach, however, enables policy makers to design the most effective strategies and reduce the unintended consequences. To achieve fundamental change, it is imperative to firstly identify the "right" interventions (leverage points) and implement additional measures to reduce negative consequences. To do so, a preliminary causal loop diagram of the COVID-19 pandemic was designed to explore its influence on socio-economic systems. In order to transcend the "wait and see" approach, and create an adaptive and resilient system, governments need to consider "deep" leverage points that can be realistically maintained over the long-term and cause a fundamental change, rather than focusing on "shallow" leverage points that are relatively easy to implement but do not result in significant systemic change

Seeing his potential jerk move laid out so plainly as a neatly generalized joke, he saw it in a new light.   • Finance is an essential component of industrial change because it allows technologies to be developed before they can generate a return. But if finance no longer serves industrial change but instead prioritizes rent-seeking (seeking to increase its share of existing wealth without creating new sources of wealth), creative destruction of the present carbon-intensive industrial system cannot occur. The aim of this article is to investigate this issue through a study of the emergence of one low-carbon industry, solar photovoltaics (PV) in the United States. The focus is on the period after the first oil shock in 1973 until the end of the 1980s. The case is contrasted with the more successful development of the industry in Japan. In the late 1970s, American firms held 90% of the global market share; by 2005, it had declined to under 10%, whereas the Japanese share had risen to almost 50% (9). Changes to corporate governance and organization brought by financialization are identified as major causes of the difference in outcome.

Globalisation and technological change are often portrayed as exogenous forces sweeping across the rich countries, inexorably driving up inequality and forcing workers to accept wage stagnation (and often less security) if they are to hold on to their jobs. Instead, the variation in country experiences shows how much institutions and policy responses matter to how these forces - themselves subject to human agency rather than God-given - play out in the job market and affect household disposable incomes. Wage-setting institutions clearly have a critical influence. The Belgian combination of wages indexed to inflation, collective agreements covering most workers, and a high minimum wage underpinned significant wage growth across the distribution. In Australia, the extension of collectively negotiated employment terms and conditions over much of the work force, together with a very high minimum wage, play a key role. By contrast, the remarkably poor earnings performance of the UK over the last decade is in a context where wage bargaining has become individualised."

  • Today, states grapple with decarceration and deinstitutionalization, not necessarily because of an ethical recognition of the continuing harm of confinement and segregation, or because of an understanding of the intertwined histories of capitalism, white supremacy, ableism, and punishment in the United States, but because of a desire to curb public spending on social services. These include the very services that people need as alternatives to more oppressive edifices and as preventive measures to winding up in such places. While public neighborhood urban schools, public housing, and mental health clinics are shuttered, private companies and “not for profit” services partially fill the void.
  • Alternatives emerge when facilities shut their doors. Closures, as prison justice organizer Angela Davis suggests, provide an opportunity for not only a “radical imagining” of the kind of social landscape desperately needed—but also the moment to build it. As people move between different forms and scales of cages, and as patterns of surveillance and punishment morph, new forms of capture do emerge and yet resistance is also possible. The state often refuses to offer services in place of the ones that were shuttered, leaving the responsibility to the individual (or her family and the market). This is a moment to collectively demand, fund, and build public infrastructure that will move everyone closer towards a world that does not rely on segregation and confinement, or access to private capital, as its mode of dealing with structural inequities.
