The Stop Online Piracy Act is  is reborn in secret treaty negotiations, but would apply throughout all Member nations that ratify the treaty.    The complete article is well worth the read. I've personally read the two leaked U.S.-drafted  chapters and this article presents a fair summary of them.

This vote will be the most important one since the beginning of the parliamentary work: eurodeputies will decide either to adopt or reject ACTA. A rejection would mean that ACTA will be defeated once and for all. A United Nations report said Friday that disconnecting people from the internet is a human rights violation and against international law. The report railed against France and the United Kingdom, which have passed laws to remove accused copyright scofflaws from the internet. Citizens' concerns, as well as Internet innovators & start-ups' interests have been upheld in "Civil Liberties" (LIBE) and the "Industry" (ITRE) committees. Even the "Legal affairs" (JURI) committee, usually very conservative and keen to support repression on copyright issues, rejected Marielle Gallo's pro-ACTA opinion. Citizens should rejoice but keep up the pressure for the upcoming steps, up until the final vote scheduled for early July. A massive rejection of ACTA would create a political symbol of global scale.]

[ACTA is one more offensive against the sharing of culture on the Internet. ACTA (Anti-Counterfeiting Trade Agreement) is an agreement secretly negotiated by a small "club" of like-minded countries (39 countries, including the 27 of the European Union, the United States, Japan, etc). Negotiated instead of being democratically debated, ACTA bypasses parliaments and international organizations to dictate a repressive logic dictated by the entertainment industries. ACTA, a blueprint for laws such as SOPA, would impose new criminal sanctions and measures pushing Internet actors to "cooperate" with the entertainment industries to monitor and censor online communications, bypassing the judicial authority. It is thus a major threat to freedom of expression online and creates legal uncertainty for Internet actors. The European Parliament now has an ultimate opportunity to reject ACTA, and to shape the debate on an urgent adaptation of copyright law to new cultural practices.]

Whether or not British money will continue to be spent on supporting proprietary standards which lock in public bodies, currently hangs in the balance. The Government has already publicly backed away from a strong definition of what an Open Standard is, and current indications are not at all good. On 12 April 2012, the Cabinet Office published an article indicating that it might lean away from freedom and openness, and towards adopting a definition of Open Standards which would exclude Free Software. FSFE is working with the Free Software Foundation, Open Rights Group, Open Source Consortium, Open Forum Europe, the Open Source Initiative and others, to ensure that strong responses are submitted in favour of freedom.
