Censorship in the Age of Large Cloud Providers - Lawfare - 2 views

  • Internet censors have a new strategy in their bid to block applications and websites: pressuring the large cloud providers that host them. These providers have concerns that are much broader than the targets of censorship efforts, so they have the choice of either standing up to the censors or capitulating in order to maximize their business. Today’s internet largely reflects the dominance of a handful of companies behind the cloud services, search engines and mobile platforms that underpin the technology landscape. This new centralization radically tips the balance between those who want to censor parts of the internet and those trying to evade censorship. When the profitable answer is for a software giant to acquiesce to censors' demands, how long can internet freedom last? The recent battle between the Russian government and the Telegram messaging app illustrates one way this might play out. Russia has been trying to block Telegram since April, when a Moscow court banned it after the company refused to give Russian authorities access to user messages. Telegram, which is widely used in Russia, works on both iPhone and Android, and there are Windows and Mac desktop versions available. The app offers optional end-to-end encryption, meaning that all messages are encrypted on the sender's phone and decrypted on the receiver's phone; no part of the network can eavesdrop on the messages. Since then, Telegram has been playing cat-and-mouse with the Russian telecom regulator Roskomnadzor by varying the IP address the app uses to communicate. Because Telegram isn't a fixed website, it doesn't need a fixed IP address. Telegram bought tens of thousands of IP addresses and has been quickly rotating through them, staying a step ahead of censors. Cleverly, this tactic is invisible to users. The app never sees the change, or the entire list of IP addresses, and the censor has no clear way to block them all. A week after the court ban, Roskomnadzor countered with an unprecedented move of its own: blocking 19 million IP addresses, many on Amazon Web Services and Google Cloud. The collateral damage was widespread: The action inadvertently broke many other web services that use those platforms, and Roskomnadzor scaled back after it became clear that its action had affected services critical for Russian business. Even so, the censor is still blocking millions of IP addresses.

    A further thought: There is binding and enforceable international law on the subject of freedom of speech and access to information in a treaty that has been ratified by all nations other than China, which has signed but not yet ratified the treaty. That treaty's terms might provide a rallying point for at least limiting the ITU's desire to grab power over the Internet. The International Covenant on Civil and Political Rights ("ICCRR") Article 19 provides: "1. Everyone shall have the right to hold opinions without interference. "2. Everyone shall have the right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice. "3. The exercise of the rights provided for in paragraph 2 of this article carries with it special duties and responsibilities. Civil Rights Coalition files FCC Complaint Against Baltimore Police Department for Ille... - 0 views

  • This week the Center for Media Justice, ColorOfChange.org, and New America’s Open Technology Institute filed a complaint with the Federal Communications Commission alleging the Baltimore police are violating the federal Communications Act by using cell site simulators, also known as Stingrays, that disrupt cellphone calls and interfere with the cellular network—and are doing so in a way that has a disproportionate impact on communities of color. Stingrays operate by mimicking a cell tower and directing all cellphones in a given area to route communications through the Stingray instead of the nearby tower. They are especially pernicious surveillance tools because they collect information on every single phone in a given area—not just the suspect’s phone—this means they allow the police to conduct indiscriminate, dragnet searches. They are also able to locate people inside traditionally-protected private spaces like homes, doctors’ offices, or places of worship. Stingrays can also be configured to capture the content of communications. Because Stingrays operate on the same spectrum as cellular networks but are not actually transmitting communications the way a cell tower would, they interfere with cell phone communications within as much as a 500 meter radius of the device (Baltimore’s devices may be limited to 200 meters). This means that any important phone call placed or text message sent within that radius may not get through. As the complaint notes, “[d]epending on the nature of an emergency, it may be urgently necessary for a caller to reach, for example, a parent or child, doctor, psychiatrist, school, hospital, poison control center, or suicide prevention hotline.” But these and even 911 calls could be blocked.
  • The Baltimore Police Department could be among the most prolific users of cell site simulator technology in the country. A Baltimore detective testified last year that the BPD used Stingrays 4,300 times between 2007 and 2015. Like other law enforcement agencies, Baltimore has used its devices for major and minor crimes—everything from trying to locate a man who had kidnapped two small children to trying to find another man who took his wife’s cellphone during an argument (and later returned it). According to logs obtained by USA Today, the Baltimore PD also used its Stingrays to locate witnesses, to investigate unarmed robberies, and for mysterious “other” purposes. And like other law enforcement agencies, the Baltimore PD has regularly withheld information about Stingrays from defense attorneys, judges, and the public. Moreover, according to the FCC complaint, the Baltimore PD’s use of Stingrays disproportionately impacts African American communities. Coming on the heels of a scathing Department of Justice report finding “BPD engages in a pattern or practice of conduct that violates the Constitution or federal law,” this may not be surprising, but it still should be shocking. The DOJ’s investigation found that BPD not only regularly makes unconstitutional stops and arrests and uses excessive force within African-American communities but also retaliates against people for constitutionally protected expression, and uses enforcement strategies that produce “severe and unjustified disparities in the rates of stops, searches and arrests of African Americans.”
  • Adding Stingrays to this mix means that these same communities are subject to more surveillance that chills speech and are less able to make 911 and other emergency calls than communities where the police aren’t regularly using Stingrays. A map included in the FCC complaint shows exactly how this is impacting Baltimore’s African-American communities. It plots hundreds of addresses where USA Today discovered BPD was using Stingrays over a map of Baltimore’s black population based on 2010 Census data included in the DOJ’s recent report:

  • The Communications Act gives the FCC the authority to regulate radio, television, wire, satellite, and cable communications in all 50 states, the District of Columbia and U.S. territories. This includes being responsible for protecting cellphone networks from disruption and ensuring that emergency calls can be completed under any circumstances. And it requires the FCC to ensure that access to networks is available “to all people of the United States, without discrimination on the basis of race, color, religion, national origin, or sex.” Considering that the spectrum law enforcement is utilizing without permission is public property leased to private companies for the purpose of providing them next generation wireless communications, it goes without saying that the FCC has a duty to act.
  • But we should not assume that the Baltimore Police Department is an outlier—EFF has found that law enforcement has been secretly using stingrays for years and across the country. No community should have to speculate as to whether such a powerful surveillance technology is being used on its residents. Thus, we also ask the FCC to engage in a rule-making proceeding that addresses not only the problem of harmful interference but also the duty of every police department to use Stingrays in a constitutional way, and to publicly disclose—not hide—the facts around acquisition and use of this powerful wireless surveillance technology.  Anyone can support the complaint by tweeting at FCC Commissioners or by signing the petitions hosted by Color of Change or MAG-Net.

We Need to Save the Internet from the Internet of Things | Motherboard - 0 views

  • Brian Krebs is a popular reporter on the cybersecurity beat. He regularly exposes cybercriminals and their tactics, and consequently is regularly a target of their ire. Last month, he wrote about an online attack-for-hire service that resulted in the arrest of the two proprietors. In the aftermath, his site was taken down by a massive DDoS attack.In many ways, this is nothing new. Distributed denial-of-service attacks are a family of attacks that cause websites and other internet-connected systems to crash by overloading them with traffic. The "distributed" part means that other insecure computers on the internet—sometimes in the millions—are recruited to a botnet to unwittingly participate in the attack. The tactics are decades old; DDoS attacks are perpetrated by lone hackers trying to be annoying, criminals trying to extort money, and governments testing their tactics. There are defenses, and there are companies that offer DDoS mitigation services for hire. Basically, it's a size vs. size game. If the attackers can cobble together a fire hose of data bigger than the defender's capability to cope with, they win. If the defenders can increase their capability in the face of attack, they win. What was new about the Krebs attack was both the massive scale and the particular devices the attackers recruited. Instead of using traditional computers for their botnet, they used CCTV cameras, digital video recorders, home routers, and other embedded computers attached to the internet as part of the Internet of Things. Much has been written about how the IoT is wildly insecure. In fact, the software used to attack Krebs was simple and amateurish. What this attack demonstrates is that the economics of the IoT mean that it will remain insecure unless government steps in to fix the problem. This is a market failure that can't get fixed on its own.

  • Static blocks of text like the one you’re looking at now are an antiquated and inefficient way to get words into your head. That’s the contention of Boston-based startup Spritz, which has developed a speed-reading text box that shows no more than 13 characters at a time. The Spritz box flashes words at you in quick succession so you don’t have to move your eyes around a page, and in my very quick testing it allowed me to read at more than double my usual reading pace. Spritz has teamed up with Samsung to integrate its speed reading functionality with the upcoming Galaxy S5 smartphone. The written word, after 8,000 or so years, is still an extremely effective way to get a message from one mind into the minds of others. But even with the advent of the digital age and decades of usability work, font and layout development, we’re still nowhere near optimal efficiency with it yet.
  • Take this article – I’ve written it in easily digestible chunks, and we’ve presented it in nice, thin, 10 to 14 word columns that should make it easy to scan. But pay attention to what your eyes are doing while you try to read it. Chances are, even if you’re a quick reader, your eyes are jumping around all over the place. In fact, according to Boston-based startup Spritz, you spend as little as 20 percent of your reading time actually taking in the words you’re looking at, and as much as 80 percent physically moving your eyes around to find the right spot to read each word from. So, the Spritz team decided, why not eliminate that time altogether? The Spritz reader is a simple, small box that streams text at the reader, one word at a time. The words are presented in a large, very reader-friendly font, and centered around the "optimal recognition point" of each word. In fact, the box will only display a maximum of 13 characters, so larger words are broken up.
  • What’s really interesting is just how quickly this system can pipe information into your brain. I did a couple of online reading speed tests and found my average reading speed for regular blocks of text is around 330-350 words per minute. But I can comfortably follow a Spritz box at up to 500 words per minute without missing much, losing concentration or feeling any kind of eye strain. In short stints I can follow 800 words per minute, and the team says it’s easy to train yourself to go faster and retain more. Try it yourself. Here’s 250 words per minute:

  • Spritz claims that information retention rates on "spritzed" content are equal to or higher than that of traditional text block reading, and that some of its testers are now comfortably ingesting content at 1000 words per minute with no loss of information retention. That’s Tolstoy’s 1,440 page behemoth War and Peace dispatched in a single 10 hour sitting, if you had the concentration for it, or Stieg Larsson's Girl with a Dragon Tattoo in two and a bit hours. Spritz is also clearly developed to excel on mobile and handheld reading devices, and as such, the company has announced that Spritz will make its mobile debut on the upcoming Samsung Galaxy S5 release. Smartwatch and Google glass-type implementations are also on the radar. The mobile angle will have to be strong as there are numerous free tools for desktop browsers that can replicate a similar reading experience for free. If you’re using a Chrome browser, check out Spreed as an example. Perhaps the most significant move for Spritz will be bringing this speed reading technology to bear on your Android e-book library.
