This means that MasterCard thinks the phones are advanced and secure enough to handle MasterCard's NFC-based Paypass system. Now that this has been decided, any MasterCard Paypass-issuing bank can give a PayPass account to the SIM card in these phones. As a Vice President of RIM puts it, this is a "significant step forward in the way we use mobile devices for payments." Indeed, VP, indeed.
