Lord (2010): The aggregating function of political parties in EU decision-making - 0 views

  • This Living Review uses concepts of aggregation to analyse what we do and do not know about the contribution of political parties to the politics and democratic performance of the European Union. It suggests that present representative structures are better at aggregating ‘choices of policies’ than ‘choices of leaders’. Much more, however, needs to be done to analyse the causal contribution of party actors to those patterns of aggregation, and to understand why European Union parties do not develop further where aggregation seems to be deficient in the EU arena

  • Summary: The entry into force of the Lisbon Treaty, after a tortuous ratification process, has opened up new vistas, marked by two factors that will affect the Trio Presidency (Spain, Belgium and Hungary) with regard to Justice and Home affairs (JHA). First, the application of the Lisbon Treaty; second, the completion of the Hague Programme will give way to a new project, namely the Stockholm Programme. Another challenge to be tackled by the Trio Presidency will be to ensure the coherence and unity of the internal and external dimensions of the JHA field.

  • The global financial and economic crisis has had a severe impact upon the economic and political situation all over Europe. The Western Balkan countries, however, suffer doubly from the current situation: The crisis increased the EU member states’ enlargement fatigue while at the same time threatening the positive development of South East Europe’s economies over the past years. The EU accession of the region thus becomes an even more distant prospect at a moment when the EU’s support is crucial to prevent a destabilization of the region. The targeted distribution of existing EU funds and the drafting of a strategy inspired by “Europe 2020” could contribute to the economic consolidation of the region. These steps should be accompanied by political measures such as the speeding up of Croatia’s accession negotiations and the granting of the candidate status to the other countries.

Subotic (2010): Explaining Difficult States. The Problems of Europeanization in Serbia - 0 views

  • Abstract Why has Serbia’s path toward European integration been fraught with so much difficulty? This article explains Serbia’s reluctance to Europeanize by exploring why Serbian elites persistently refused to fulfill the European Union’s principal requirement—full cooperation with the Hague war crimes tribunal—even when it meant getting off the road to Brussels. The article offers a theoretical framework that incorporates domestic political identity, power of veto players, and competing elite strategies to explain how Serbian political actors used European Union norms and institutions to advance local political agendas. The article concludes that, instead of being a successful change agent that brought about policy shift in the areas of democratization and human rights, the European Union was used on many occasions by Serbian political elites to pursue strategies far removed from EU norms and standards.

  • The European Union continues to constitute an incomplete economic-political entity at intergovernmental and supranational level. The EU is seeking to establish appropriate functional superstructures extending beyond the narrow confines of trade, the economy and free market rules to accommodate its integral progress as a new force for prosperity, democracy and peace in the world. On the map of the Balkans, the local political actors continue to define their choices in line with their historic experience and stereotypes, especially as regards their neighbours and the Great Powers of the moment. The Balkan countries, which in any case are still seeking to consolidate their conventional state structures, need much more time to find their place within this unfinished supranational European structure. In both cases the actors involved, whether in the EU or in the Balkans, are grappling with the challenges of global politics from their different starting-points, but it is not easy to overcome the boundaries of their national sovereignty.

  • A common argument against flexible integration as a solution to increased preference heterogeneity is that a likely consequence for those member states opting out of the enhanced cooperation is a loss of status and influence generally in the European Union (EU). It has been argued, for example, that the decisions by Denmark, Sweden and the UK not to join the Euro is considered to be free-riding, which leads to a bad reputation and exclusion from informal networks. We test this proposed free-rider effect by comparing the network capital of Euro-outsiders with insiders in the Council of the EU, using survey data of more than 600 member state representatives. The findings speak strongly against the free-rider hypothesis, as the Euro-outsiders are highly ranked in terms of network capital.

Marshall (2010): Who to lobby and when: Institutional determinants of interest group st... - 0 views

  • This paper explains how institutional conditions in the European Parliament’s committees shape lobbyists’ strategic behaviour. Committees’ informal organization and formal procedures structure both the distribution of legislative influence and the opportunity to obtain advocacy. It is demonstrated how influence and, by implication, lobbying activity are skewed in favour of a committee elite. Here new evidence is provided to highlight the significant impact that open amendments play in a committee’s final report. The theory also emphasizes the role that message quality plays in the decision about who to lobby, and defines the limits to lobbyists’ preference to obtain advocacy from friendly legislators. Analysis is carried out on data obtained from 94 structured interviews combined with a unique data set of committee-stage voting outcomes.

  • This version was published on November 1, 2008 East European Politics & Societies, Vol. 22, No. 4, 714-737 (2008) DOI: 10.1177/0888325408316527 The Quest for Institutional Reform in Bosnia and Herzegovina Marius Søberg Norwegian University of Science and Technology This article investigates the quest for institutional reform in Bosnia and Herzegovina since the 1995 Dayton Peace Agreement. Reform does not take place in a vacuum and the successful reform of the Bosnian polity is dependent on public support. Public demands for reform are likely to be influenced by how the current institutions are believed to be functioning and by the public support for the current institutional set-up as such. Still, the demands for alterations by the political elites of the different national communities highlight a continuing lack of consensus. Although the Constitution allows for a revision, the political room for such changes is limited, and the challenge remains to provide adequate degree of autonomy of national groups without diminishing the quality of democracy. The need to differentiate between the protection of legitimate national and minority rights and unacceptable nationalist demands emerges as a challenge with no easy solution.   • Abstract What routes of influence could the European Union use to bring the Western Balkan states closer to EU standards in Justice and Home Affairs (JHA)? The paper argues that although the mechanisms of Europeanization identified for the Central and Eastern European countries are useful for understanding the EU's external influence, they are not sufficient for fully deconstructing the avenues of external leverage. The key to understanding the Europeanization of the Western Balkans is to take policy-related conditionality into account, in addition to membership conditionality. In offering more relaxed travel conditions in exchange for the signing of an EC readmission agreement and reforming domestic JHA, the EU could counterbalance the shortcomings of the pre-accession strategy and establish an additional avenue of external leverage. The paper suggests understanding the EU's use of policy-related conditionality in the Western Balkans as exemplary for the European Neighbourhood Policy.

Eising (2008) Interest groups in EU policy-making - 0 views

  • There is a plethora of studies on interest groups in the European Union. While these studies have generated a wealth of insights, it is not actually clear what they have accomplished. This Living Review seeks to identify those areas of interest group studies in which our knowledge is fairly consolidated and in which major research gaps or major controversies can be noted. I argue that these research gaps and controversies stem from both the empirical variance in the interest group landscape and the theoretical segmentation of EU interest group studies. These have been shaped by influences from Comparative Politics, International Relations, Policy Analysis, and Democratic Theory. I suggest that future research should engage to a greater extent in cross-cutting theoretical debates in order to overcome the pronounced demarcation of research areas and in more rigorous theory testing than has sometimes been the case. The article starts by discussing the problem of conceptualizing interest groups before moving on to the fissured theoretical landscape. Thereafter, major research themes are discussed. First, I review the relation between EU institutions and interest groups. Here, I look both into multilevel governance and Europeanization studies that focus on the vertical interaction and into analyses that stress the horizontal segmentation of the EU system in different institutions and sectors. Second, I analyze core themes of EU and comparative interest group studies, namely the issue of collective action, the access of interest groups to policy-makers and their influence on EU policymaking.

  • Durch den Zerfall Jugoslawiens 1991 und die militärischen Auseinandersetzungen in Folge der Unabhängigkeitserklärung einzelner Staaten rückte der Balkan einmal mehr in den Fokus der Weltöffentlichkeit. Dabei spielten sowohl Kroatien als auch Bosnien-Herzegowina eine elementare Rolle. Seit der Unterzeichnung des Friedensvertrages von Dayton haben sich beide Staaten jedoch sehr unterschiedlich entwickelt. Somit stehen beide auch auf einer anderen Stufe hinsichtlich ihrer Bestrebungen, der EU beizutreten: Für Kroatien scheint ein Beitritt bald Realität zu werden, Bosnien-Herzegowina hingegen ist noch weit entfernt. Die Studie geht der Frage nach, wieso sich beide Staaten in so unterschiedlichen Stadien hinsichtlich ihrer Beitrittsperspektiven befinden. Neben einer Analyse und dem Vergleich der Transformationsprozesse werden die von der EU aufgestellten Beitrittskriterien analysiert und hinterfragt. Die Publikation verdeutlicht, dass ein nachhaltiger Frieden auf dem Balkan nur durch eine realistische EU-Perspektive und eine intensive Kooperation der Mitgliedstaaten mit den südosteuropäischen Staaten zu gewährleisten ist.

  • But unlike the “accession neighbors” of Central Europe or the Western Balkans, the EU's eastern neighbors have two other alternatives to the EU: joining the gradually re-consolidating Russian “sphere of influence” or playing a Tito-style game of perpetual maneuvering between East and West to strengthen their position, rather than fully committing to one or the other. The new neighbors can more easily eschew EU conditionality and attendant reforms. They also have deeply corrupt and often authoritarian elites whose primary goal is to stay in power.
  • As a result, most Eastern European governments want an ENP “a la carte.” Unlike the accession countries of the 1990s, they are much more selective of what they take from the EU. Most of them are not interested in importing the whole acquis. Why should they adopt expensive social or environmental laws, if they are not going to join the EU?
  • The EU is entering a new game in the neighborhood (and even in countries like Turkey or Serbia). A reworked model of ENP, or what is effectively enlargement-lite, might work for Moldova and Ukraine, but is unlikely to have much effect elsewhere. Instead, the EU's ability to shape the future development - and choices -- of its other eastern neighbors will depend on the EU's capacity to differentiate and play the different “sovereignty games” of its neighbors, which implies being much more responsive to their needs.
