27.08.10: Europeans losing faith in EU - 0 views

  • Just 42% of Europeans say they trust the European Union, according to a new opinion poll, down six percentage points in just six months.
  • The survey also found that fewer than half of Europe's citizens see their country's membership of the EU as a positive thing, but the European Commission is clinging to the positive elements of the report, particularly on economic governance. Officials are presenting the new Eurobarometer as an endorsement of greater budget oversight from Brussels, pointing to the 75% of Europeans who said stronger coordination between member states will help weather the economic storm.
  • Notwithstanding the positive spin from Brussels, a deeper analysis of the report shows a crisis of faith in the Union. Just 49% of citizens view membership of the European Union as a good thing, while 47% said they do not trust the EU. Even prospective members have gone cold on the European project, with just 27% of Turks saying they trust Brussels. For the first time, the Eurobarometer included Iceland, which is currently in talks to join the EU. A startling 35% said they trusted the Union, while only 29% thought that Iceland would benefit from becoming a member.

  • European Union leaders have come to a consensus that the bloc's treaty must be changed, although only in a limited fashion, in order to allow for the creation of a permanent bail-out fund for member states. "Today we took important decisions to strengthen the euro," European Council President Herman Van Rompuy told reporters at a press conference in the early morning hours of Friday (29 October).
  • Initially horrified at the Franco-German demand for a wholesale re-writing of the EU rulebook only a year after the Lisbon Treaty had been approved, the other EU leaders are now warming to the idea of a "limited" tweaking of the treaty in a way that they hope will avoid major political fall-out. "Heads of state and government agree on the need for member states to establish a permanent crisis mechanism to safeguard the financial stability of the euro area as a whole and invite the president of the European Council to undertake consultations with the members of the European Council on a limited treaty change required to that effect," the draft conclusions of a two-day summit in Brussels read.
  • "No country is opposed in principle to a moderate treaty change but they want to know what the political and legal consequences of this would be," said one source close to the discussions. Two moves have been tentatively agreed. EU Council President Herman Van Rompuy is to be tasked with exploring whether such a limited change can be done via a simplified revision procedure, in which EU leaders can make the change without having to call a full Intergovernmental Conference (IGC) - involving negotiations between the governments, consultations with the European Parliament and the participation of the European Commission, which could open a Pandora's Box of other new proposals. Mr Van Rompuy would also explore whether legally this can be done without the tweak having to be presented to national parliaments for approval, which would almost certainly grind down the process, or even further, whether such a move would provoke referendums in some countries, notably Ireland, which maintains a constitutional requirement that any shift in powers from Dublin to Brussels be approved in a vote by the people. He would report back to the European Council in December.

  • BRUSSELS | It’s here. Fifty years after the launch of the European project, the first pan-European political party has been born and christened Libertas by its father, Declan Ganley. The Irish businessman started Libertas as a lobby group in 2006. Now he has registered the name as a European political party and applied for European Union funding. He recently opened an office in Brussels and is hiring staff to help recruit Libertas lists in several countries for the European Parliament elections next June. His ambition is to secure Libertas IE, Libertas CZ, Libertas UK, Libertas PL and so on.
  • Since nearly all EU states have already voted yes to the Lisbon Treaty, that call translates as: “Vote for politicians who are against the treaty but who are at the same time ‘pro-European.’” Ganley repeatedly underlined this point in his Brussels appearance: “This is a pro-European platform and I don’t want that message to be diluted. Benz (2008): The EU's competences: The 'vertical' perspective on the multilevel system - 0 views

  • This Living Review deals with the division of competences between the EU and its member states in a multilevel political system. The article summarises research on the relations between the EU and the national and sub-national levels of the member states. It provides an overview on normative and theoretical concepts and empirical research. From the outset, European integration was about the transfer of powers from the national to the European level, which evolved as explicit bargaining among governments or as an incremental drift. This process was reframed with the competence issue entering the agenda of constitutional policy. It now concerns the shape of the European multilevel polity as a whole, in particular the way in which powers are allocated, delimited and linked between the different levels. The article is structured as follows: First of all, normative theories of a European federation are discussed. Section 2 deals with different concepts of federalism and presents approaches of the economic theory of federalism in the context of the European polity. The normative considerations conclude with a discussion of the subsidiarity principle and the constitutional allocation of competences in the European Treaties. Section 3 covers the empirical issue of how to explain the actual allocation of competences (scope and type) between levels. Integration theories are presented here only in so far as they explain the transfer of competence from the national to the European level or the limits of this centralistic dynamics.

  • Abstract Why has Serbia’s path toward European integration been fraught with so much difficulty? This article explains Serbia’s reluctance to Europeanize by exploring why Serbian elites persistently refused to fulfill the European Union’s principal requirement—full cooperation with the Hague war crimes tribunal—even when it meant getting off the road to Brussels. The article offers a theoretical framework that incorporates domestic political identity, power of veto players, and competing elite strategies to explain how Serbian political actors used European Union norms and institutions to advance local political agendas. The article concludes that, instead of being a successful change agent that brought about policy shift in the areas of democratization and human rights, the European Union was used on many occasions by Serbian political elites to pursue strategies far removed from EU norms and standards.

  • Abstract What routes of influence could the European Union use to bring the Western Balkan states closer to EU standards in Justice and Home Affairs (JHA)? The paper argues that although the mechanisms of Europeanization identified for the Central and Eastern European countries are useful for understanding the EU's external influence, they are not sufficient for fully deconstructing the avenues of external leverage. The key to understanding the Europeanization of the Western Balkans is to take policy-related conditionality into account, in addition to membership conditionality. In offering more relaxed travel conditions in exchange for the signing of an EC readmission agreement and reforming domestic JHA, the EU could counterbalance the shortcomings of the pre-accession strategy and establish an additional avenue of external leverage. The paper suggests understanding the EU's use of policy-related conditionality in the Western Balkans as exemplary for the European Neighbourhood Policy.

11.12.08: Pan-Europe Libertas Partay launched to fight "anti-democratic" Brussels - 0 views

  • Declan Ganley, the Irish businessman behind the Libertas campaign group, of the key organisations that defeated the Lisbon Treaty in Ireland's referendum on the text in June, has launched Libertas as the first truly pan-European political party. The new Libertas Party, which aims to run candidates in all 27 European Union states for the European Parliament elections in June 2009, says it wants to democratise the European institutions, with an elected commission and a president.
  • "This is a pro-European organisation. There is no future for Euroscepticism. The European Union is necessary," he added. "It is the status quo that if left as it is, will allow euro scepticism to grow." The new party will not partner with other political parties, but rather run all its candidates under the Libertas banner in each of the EU states. Beyond its position on democracy in Europe, Libertas' social and economic positions will be centrist, in order to attract people from across the political spectrum, although Mr Ganley was "not sure about communists."

  • The Commission presented new measures on 5 March to accelerate EU pre-accession preparations with all the Western Balkan countries, including visa liberalisation, negotiations on a 'Transport Community' and better funding for education exchange.
  • Regarding Bosnia, the Commission hopes that the Stabilisation and Association Agreement will be signed by EU ministers this April (EurActiv 29/02/08). Rehn said the main condition, cooperation with the International Criminal Court for the former Yugoslavia (ICTY), had reached "a generally satisfactory level".  Rehn also reiterated the clear membership perspective for Kosovo and Serbia, saying that the latter plays a "key role" in the region. The Commissioner, however, urged Serbia to reaffirm its European commitment, responding to moves by leading Serbian politicians to reject deeper EU relations unless the bloc supports Serbia's claim to Kosovo.

Schimmelfennig/Scholtz (2008): EU Democracy Promotion in the European Neighbourhood; E... - 0 views

  • How effective and relevant is European Union political conditionality for the promotion of democracy in third countries? This article reports the results of a panel study of 36 countries of the East European and Mediterranean neighbourhood of the EU for the years 1988—2004. The analysis shows robust and strong effects of EU political conditionality on democracy in the neighbouring countries if the EU offers a membership perspective in return for political reform. Absent the offer of membership, however, EU incentives such as partnership and cooperation do not reliably promote democratic change. The analysis controls for economic development and transnational exchanges as two alternative potential causes of democratization. Although economic and geographical factors have an impact on democratization in the European neighbourhood as well, EU political conditionality remains a significant influence.   • Since its inception, the European Union has stimulated many vigorous debates. This Living Review provides a state of the field perspective on the academic work that has been done to address the question of the perceptions of the European Union as a system of governance. It takes a broad scope in assessing the efforts of scholars and highlights significant theoretical and empirical contributions as well as identifying potential avenues for research. In order to understand perceptions of the EU, scholars have employed national-level frameworks of popular support, particularly partisanship and instrumental self-interest. As the number of members has increased, further research has taken a broader scope to include national identity, institutions, and attitudes regarding the normative and empirical function of both national and EU institutions. Additional works address political intermediaries such as parties, media, and elites. Finally, all of the works are fundamentally concerned with the supportive popular sentiment that underpins the EU’s legitimacy as a political institution. While there are far more works that can be practically included in this Living Review, we have attempted to construct an overview based on the dimensions that define this research as set out by significant contributions at the core of this literature.

  • Since May 2004 the European Union borders countries that have not yet accomplished their transformation process or are still struggling for stability. These countries are now the neighbours of the European Union, but are they also candidates for accession? The European Neighbourhood policy is a policy that explicitly excludes the possibility of accession. However, possible future membership is the strongest implicit argument for pushing the new neighbours towards reform. How does the European Union deal with its new neighbours and how do they deal with the European Union? What plans and programs of cooperation exist? What prospects and risks does the new neighbourhood imply? Are there further attempts of cooperation and European integration besides these at the EU-level?   • The intent of the CEI founders was to seize the initiative and exercise leadership in consolidating the gains of 1989. It ended up being only a partial success, for the Western Balkans soon took a wrong turn. A missed opportunity led to a great tragedy. After a devastating decade of war, and political and economic isolation, democracy arrived in our lands, raising the prospect of completing the European construction. Today, we are hopeful of success; we feel it is within our reach. We know the world is in the midst of another transformative period, in some ways comparable to 1989. This time, we are determined not to let events pass us by. We stand resolute in wanting to join the European Union as soon as possible. This is the central strategic priority of the Republic of Serbia.

  • The European Union's new ambassador to the United States has presented his credentials to President Barack Obama in Washington, formally assuming his position in the process.  Joao Vale de Almeida formally became the new European Union ambassador to the United States on Tuesday after handing over his credentials to President Barack Obama in Washington. Vale de Almeida is the first EU ambassador to the US since the reforming Lisbon Treaty came into force on December 1, 2009. The Lisbon Treaty aims to enhance the EU's capacity to operate more effectively and act more cohesively in matters of foreign affairs and security. Prior to the Lisbon Treaty, the position of ambassador to the US was held by the rotating EU presidency, which changed hands every six months. Vale de Almeida's duties will include representing the European Commission President Jose Manuel Barroso and President of the European Council Herman van Rompuy. "I'm the first new type of ambassador for the European Union anywhere in the world," Vale de Almeida told news agency Agence France-Presse after the credentials ceremony at the White House. "I'm supposed to have a wider mandate than my predecessors," he said. "Our delegations now cover a wide spectrum of issues well beyond the economic dimension, trade dimension and regulatory dimension, to cover all policies in the union, including foreign policy and security policy."
