08.09.10: Parliament wants media to 'better communicate' EU - 0 views

  • Better communication of EU affairs by public service broadcasters is key to bridging the gap between the European Union and its citizens, said the European Parliament yesterday (7 September), highlighting in particular the "huge potential" of social media to reach out to young people. 
  • While acknowledging the "immense potential" of social media like Facebook and Twitter to reach young people, MEPs warned that "their reliability as sources cannot always sufficiently be guaranteed," that they "cannot be considered to be professional media" and may "give rise to serious breaches of journalistic ethics". "Caution is required when taking up these new tools," the report declares, stressing "the importance of drawing up a code of ethics applicable to new media".
  • Other more controversial proposals survived, however: the Parliament advocated "incorporating the EU more fully into all educational curricula" and teaching in schools "courses in journalism using new media".

  • The report "was initially meant to look at ways new media was changing journalism. However, it became a wish list for improving how MEPs and the EU institutions are reported in the media," complained the European Conservatives and Reformists group in a statement. The adopted report encourages member states to nominate "specialised European affairs officers" responsible for explaining the implications of EU policies on the ground.

23.10.10: EU to move ahead on Serbia accession, add tough conditions - 0 views

  • EU foreign ministers meeting in Luxembourg on Monday (25 October) will invite the European Commission to submit its opinion on Serbia's application for EU membership. But the ministers' conclusions, seen by WAZ.EUobserver, are to say bluntly that Serbia cannot go further toward EU accession without the arrest of war crimes suspects Ratko Mladic and Goran Hadzic and a constructive approach in the upcoming dialogue with Kosovo.
  • After two nights of long and tiring talks, the representatives of 26 EU countries and the Netherlands on Friday agreed the final text of the ministers' communique. The compromise consists of several elements: Ministers will voice strong support for Serbian president Boris Tadic; they will say Belgrade's attitude toward Kosovo is a key condition for further Serbian EU integration; and they will make clear Serbia cannot obtain official EU candidate status unless all EU member states, including the Netherlands, agree on a positive assessment of its co-operation with the Hague War Crimes Tribunal (ICTY), based on ICTY chief prosecutor Serge Brammertz' reports.

29.10.10: 'Small, small, small' EU treaty change to deliver 'quantum leap' - 0 views

  • European leaders have given way to German demands for a change to the European treaties, but the procedure for the change and its size has been calculated explicitly to avoid the danger that it could provoke referendums in some EU states.
  • Viritually all EU member states had vehemently opposed any treaty change going into the summit, but in the end they were convinced by Germany's need for the change in order to avoid a legal clash with its Karlsruhe-based Constitutional Court. The leaders agreed to construct a permanent crisis mechanism to fill the void left when the existing but temporary €110 billion bail-out package for Greece and €440 billion fund set up for the eurozone as a whole expire in 2013. According to diplomats, it is currently unclear whether this new mechanism would involve participation of eurozone members alone or the full 27 EU member states, including those who do not use the euro. Germany is worried that any permanent structure could run afoul of treaty rules forbidding EU bail-outs of member states and be struck down by the country's strict Constitutional Court, thus opening the euro once again to an assault by markets as occurred in the spring. Caught between the need for a structural change and their fear of both the activism of Karlsruhe and the growing euroscepticism of citizens, the other leaders signed off on the move only so long as the change envisaged was "small, small, small - the smallest possible ... in order to ensure there is no possibility of referendums," in the words of a Danish diplomat speaking to EUobserver. The method EU leaders chose to achieve the change will be via what is called the "special revision procedure," introduced by the Lisbon Treaty, under which the treaty can be amended by the European Council alone, so long as there is unanimity and the changes do not extend the competences of the European Union.

Parliament warns EU summit against backroom deals - 0 views

  • Ahead of an EU summit opening today (28 October), Liberal group leader Guy Verhofstadt warned that the European Parliament was determined to use its new powers under the Lisbon Treaty and would not let economic governance plans be "diluted" by Germany and France.
  • But Verhofstadt, who leads the Parliament's Liberal group, warned that such backroom deals were now over. The European Parliament, he said, would have full co-decision powers on legislative proposals that will come out later in the year to flesh out the EU's new economic governance. His warnings were echoed by other political groups in Parliament, including the centre-right European People's Party (EPP), which commands the largest number of seats in the Strasbourg assembly. Iñigo Mendez De Vigo, a Spanish MEP in charge of institutional issues at the EPP, said he welcomed the Task Force's proposals. But he added that "they should take into account that the European Parliament is now co-legislator and will play its full part in defining the reforms to come".  "I regret that the French-German proposal does not even mention the European Commission, which also has a say on this issue," De Vigo said, adding the Parliament should also be more involved. The Greens, the fourth largest group in Parliament, also backed the Liberals and the EPP, in a move which could herald a long battle with member states over the economic reform plans. The Parliament "will be a co-legislator on four of the six legislative proposals" on economic governance, said Belgian MEP Philippe Lamberts, saying his group was "in favour of a more ambitious and broader economic framework than the Commission and Council". Verhofstadt said he hoped this new battle would not take nine months, referring to the time it took to pass a recent package of financial supervision laws through the assembly.
  • In a statement, Verhofstadt detailed the three key areas where the Task Force had diluted the Commission's initial proposal and on which he said Parliament was ready to pick a fight. First, the Commission had proposed to impose sanctions on member countries with excessive deficits or severe imbalances at an earlier stage, without delay. By contrast, the Task Force argues that a political decision should be taken on the proposed sanctions, meaning that they could be blocked by a country capable of putting together a blocking minority. The result is that there will be no preventive procedure and therefore no sanctions, the liberal group leader warned. Second, the Task Force foresees a "double filter" for decision-making, involving a political recommendation by the Council before the Commission can take action. In practice, this means the Commission will be allowed to take sanctions only after a certain period, Verhofstadt said. Finally, while the EU executive had proposed that corrective action or sanctions be initiated directly by its own services, the Task Force called instead for a recommendation that would need subsequent backing by the bloc's 27 finance ministers. "It's easy to change a recommendation, and far more difficult to change a proposal by the Commission, because in that case you need unanimity," Verhofstadt explained.

06.11.10: Albania and Bosnia to get visa-free travel before Christmas - 0 views

  • EU interior ministers are on Monday (8 November) expected to lift visa requirements for Albanian and Bosnian citizens despite limited progress in terms of democracy, the fight against organised crime and corruption in the two countries.
  • To Bosnians and Albanians, the news is sweet after they were left behind last year when Serbia, Macedonia and Montenegro got on the visa-free list. Kosovo, on the other hand, has little prospect of catching up as it is not even recognised by all EU member states. On the EU side, some capitals are unhappy about the developments. The Netherlands is opposing the move, saying there has been too little progress in terms of democratisation, organised crime and corruption in Albania and Bosnia and pointing to the political chaos in both countries. France is also reluctant, fearing a massive influx of migrants. The EU commission has given reassurances that Tirana and Sarajevo will make it clear that visa-free travel is not a ticket to asylum or residence in the EU after problems with Macedonian asylum seekers last year. But even if France or the Netherlands votes No or abstain on Monday, the decision will be adopted by qualified majority. The commission itself shares Dutch concerns. In the 2010 accession progress reports on the two countries, to be published on Tuesday and seen by EUobserver, neither Albania nor Bosnia win much praise. "Bosnia and Herzegovina has made limited progress in addressing key reforms. Incompatibilities between the Bosnian constitution and the EU convention on human rights were not removed, despite the ruling of the European Court of Human Rights," the document says. It also criticises Bosnia for lacking "a shared vision by the leaders on the overall direction of the country and on key EU-related reforms." On Albania, it says the political stalemate after 2009 elections is the biggest obstacle to progress. It adds that Albania has made too little headway to be granted the status of EU candidate country, for which it applied in 2009. "Activities of organised crime groups in Albania, having impact outside of the country, remain an issue of serious concern. Further strenghtening of co-operation at the international level is necessary, including in particular with neighbouring countries," it says.

02.11.10: Nightmare scenario of Dutch referendum returns to haunt EU - 0 views

  • The nightmare scenario of another referendum on a change to the EU treaty in the Netherlands, five years after the country rejected the bloc's proposed constitution, could return to haunt European leaders, with the hard-right Dutch Freedom Party (PVV) of Geert Wilders on Tuesday (2 November) announcing it is considering proposing just such a vote.
  • MP Louis Bontes of the anti-immigrant PVV, which is part of the governing coalition pact, said his faction in the parliament may push for a referendum if the penalties for countries in breach of new EU fiscal rules are not strict enough.
  • The left-wing Socialist Party, one of the leaders of the No campaign in 2005 against the EU constitution, claiming that the dud EU charter had favoured the interests of businesses over citizens, has already endorsed the idea that another referendum should be called. On Friday, MP Harry Van Bommel, the party's spokesman for EU affairs and the deputy chair of the parliament's standing committee on the same subject, said that if a treaty change is approved by the European Council, it will call for a referendum. "We are very happy to have the support of the PVV in our push for a referendum," he told EUobserver, "and that they are willing to look into the issue as well." Mr Van Bommel was keen to stress that his party's opposition to the treaty change was for different reasons to that of the PVV. "They are more concerned that we not pay out to poorer countries whereas we are more worried that the proposed changes limit a nation's policy space in the social arena," he explained.

16.11.10: EU budget talks collapse after MEPs seek new powers - 0 views

  • A last attempt to reach an agreement for the 2011 EU budget failed on Monday (15 November) due to reluctance by member states to grant MEPs extra powers in future multi-annual budget negotiations. The EU commission will now have to draft a new proposal, while the first months of next year will be funded on the basis of the 2010 budget.
  • The final collapse was mainly due to disagreements over procedures and extra powers granted to MEPs under the Lisbon Treaty, the EU's new rulebook. Junior ministers from Britain and the Netherlands insisted that the only issue on the table was the budget for 2011 and declined to discuss contentious issues for the long-term budgetary perspective, such as raising more EU "own resources" through supplementary taxes or the "flexibility" of the budget when unexpected expenses arise. Shortly after announcing €95 billion in domestic budget cuts, Britain has spearheaded demands for next year's EU budget to stay frozen at 2010 levels or go up by a mere 2.9 percent, or less than half the MEPs' original request.

  • European Commission President Jose Manuel Barroso and French President Nicolas Sarkozy - currently chairing the EU - have urged the need for a permanent EU presidency to replace the rotating system. "We need a president of the Council [the institution representing EU member states] that does not change every six months," Mr Barroso told journalists at the end of an EU leaders' meeting in Brussels on Thursday (16 October). "To lead [EU] member states, we need a very strong presidency."

05.09.08: EU ministers map out Georgia peace mission - 0 views

  • The final shape of an EU security mission to Georgia and broader EU-Russia relations will top the agenda of an EU foreign ministers' meeting in France this weekend. The possibility of relaxing sanctions against Belarus and prospects for a new Ukraine treaty will also come up for debate.
  • It remains uncertain if the unit will be composed of EU-badged policemen or soldiers however, if it will stand alongside OSCE monitors or be part of an OSCE-led team and if it will have access to the Georgian breakaway regions of Abkhazia and South Ossetia.
  • The Avignon meeting will also examine if the EU should relax sanctions against Belarus, which last month released three political prisoners and promises to hold its free and fairest-ever parliamentary elections on 28 September.

18.11.08: Only a third of Croats enthusiastic for EU membership - 0 views

  • Citizens from the western Balkans have mixed feelings regarding their countries' EU future, with Kosovars and Albanians being particularly optimistic, but barely a third of Croats consider EU accession to be "a good thing," a new survey has shown. While those living in Kosovo and Albania back their countries' EU integration almost unanimously (89% and 83% respectively), only 29 percent of Croats think Zagreb's EU membership would be beneficial, while 26 percent say it would be a bad thing, according to a Gallup survey presented in Brussels on Monday (17 November).
  • The Gallup survey also looked into the western Balkan citizens' general perception of their lives, economic situation, relations to the neighbouring countries, or their attitudes towards their respective governments. It also asked respondents about their views on international institutions and organisations – such as the International Crime Tribunal for the Former Yugoslavia (ICTY), with which most countries of the region have to fully cooperate in order to be let into the EU. People in the different countries were divided on the issue, with a majority of Albanians (69%) and Kosovars (68%) saying the tribunal was helping reconciliation and strengthening peace in the region. A majority of Macedonians (52%), Croats (53%) and especially Serbs (64%) disagreed however, and thought that not only did the ICTY not serve the interest of the region, but it was simply fuelling past conflicts.

09.05.08: National parliaments prepare for bigger role in the EU - 0 views

  • Members of parliament from across the EU, meeting in Brdo (Slovenia) on 7-8 May, have begun developing an embryonic strategy to deal with new provisions contained in the EU's Lisbon Treaty that would significantly increase their powers within the EU. 
  • Indeed, the Lisbon Treaty, due to enter into force in 2009 once it has been ratified by all member states, would give national MPs a stronger voice in the EU policymaking process by granting them the right to raise objections against European Commission legislative proposals - the so-called "yellow and orange card" procedure.
  • In this new legislative context, cooperation among national parliaments will be essential. Indeed, a reasoned opinion will have to gather support from at least a third of all EU national parliaments (18 out of the total of 54 chambers in the EU) in order for a proposal to be sent back for review by the Commission (the so-called "yellow card"). To actually strike down a Commission proposal ("orange card"), a simple majority of national parliaments will be required.

The SAA is the first step on the road to EU membership, and also guarantees certain benefits - in the form of EU funding and trade liberalisation.In an added incentive, 16EUmember states have also offered visa-free travel for Serbian people.The agreement was pushed through, despite some members’ opposition, to counter the growing popularity of the nationalist Serbian Radical Party and New Serbia Party, and the overarching fear that Serbia might turn its back on the EU.The SAA will not come into force until Serbia arrests and hands over Ratko Mladiæ , former chief of staff of the Bosnian Serb army - who is wanted over the 1995 Srebrenica massacre - to the UN war crimes tribunal in The Hague, so it does not represent much of a real breakthrough. This has long been a sticking point in the EU-Serbia negotiations.

09.05.08: Danes likely to have two referendums on EU treaty op-outs - 0 views

  • The Danish centre-right government has launched negotiations with opposition parties to agree on a strategy for scrapping opt-outs from the EU treaties, with the government hoping to abolish the derogations in two steps, according to Danish media reports.

    Prime Minister Anders Fogh Rasmussen is set to call for a referendum in September to remove the derogation from judicial and defence co-operation and at the same time announce a subsequent referendum on the euro.
  • Denmark is not bound by first-pillar legislation on justice and home affairs and EU citizenship and does not take part in EU defence co-operation. Denmark is also not obliged to take part in the single currency and refused to abolish its national currency, the Krone, in a referendum in 2000. The liberal-conservative coalition government is eager to scrap the opt-outs and have the country participating fully in the EU.
  • Big-bang referendum difficult to win Opinion polls have suggested a big-bang referendum including all four Danish opt-outs would be very difficult to win – but taking the issues one-by-one would increase the chances of a yes. According to a fresh poll by the Greens polling institute, published by business paper Boersen on Friday (9 May), a slim plurality of 43 percent would accept scrapping all four derogations in such a big-bang referendum, 39 percent would vote no and 18 percent are undecided.

  • Brussels is constantly promising money and EU accession to the Western Balkans. But which EU member state really wants new EU members, wonders H-J Schlamp in an opinion piece for the SPIEGEL (which I copy pasted below). The EU seems to be increasingly critical of Croatia's progress in accession negotiations, and does not seem to be willing to set a date for the start of negotiations with Macedonia (which has been waiting for more than two years (!!) after having been granted candidate status in December 2005). Albania, Montenegro, and Bosnia-Herzegovina could maybe start accession negotiations in 2015... and Serbia - well, it could be well on its way into the EU, if it had reacted differently to Kosovo's independence declaration. This article reports the results of a panel study of 36 countries of the East European and Mediterranean neighbourhood of the EU for the years 1988—2004. The analysis shows robust and strong effects of EU political conditionality on democracy in the neighbouring countries if the EU offers a membership perspective in return for political reform. Absent the offer of membership, however, EU incentives such as partnership and cooperation do not reliably promote democratic change. The analysis controls for economic development and transnational exchanges as two alternative potential causes of democratization. Although economic and geographical factors have an impact on democratization in the European neighbourhood as well, EU political conditionality remains a significant influence.   • With just over a week to go until what is being billed as decisive elections in Serbia, the EU on Tuesday (29 April) sent a strong political signal to the western Balkan country that its future belongs in the European Union.

    In a piece of political manoeuvring that gives the pro-EU forces in Belgrade something to use at home but upholds a key European demand, both sides signed a pre-membership deal at a meeting of foreign ministers in Luxembourg.

    The deal came after the Netherlands and Belgium dropped their opposition to the move but on condition that the implementation of the agreement depends on Belgrade's cooperation with the UN war crimes tribunal.

    "This is a good day, a happy day for both Serbia and the EU," Slovenian foreign minister Dimitrij Rupel whose country currently holds the rotating EU presidency, said after signing the Stabilisation and Association Agreement (SAA) in Luxembourg.
  • The decision was taken on Tuesday morning after Belgium and the Netherlands agreed to sign the SAA.
  • They yielded to the pressure of other EU states – who have been prepared to sign the agreement for weeks - on condition that Serbia will not get any concrete benefits from the agreement until Belgrade is judged as fully cooperating with the ICTY. Normally, ratification of such documents is launched immediately after they are signed.

  • n the confusion following the failed Lisbon Treaty referendum in Ireland, EU leaders are still issuing contradictory messages, adding to the chaotic situation. In the meantime the Slovenian Presidency confirmed that no major decision on how to address the crisis is to be expected from the imminent EU summit on June 19-20.
  • The issue of future EU enlargements is proving particularly slippery, as the current and future holders of the EU's rotating presidency expressed contrary views on the subject. The president of the European Parliament then contradicted the EU's enlargement commissioner and the bloc's foreign policy chief in much the same manner.  While Slovenian Foreign Minister Dmitrij Rupel, on behalf of the outgoing EU Presidency, excluded any changes to the enlargement process following the Irish referendum, French President and upcoming EU Council President Nicolas Sarkozy warned that "for opening to the Balkans, to Croatia, we need the Lisbon Treaty". Sarkozy's comments were made in Prague, where he was trying to convince his eurosceptic hosts that the Czech Republic should not halt its ratification process. Ratification has indeed stalled there pending a ruling from the Constitutional Court.

    Poland has reaffirmed it will not bow to pressure from its EU partners and is set to push for a fresh debate on the voting system in upcoming talks on a new treaty for the bloc.

    "We're going to talk about this at the intergovernmental conference simply because, when something is decided, it has to be acted upon", Polish prime minister Jaroslaw Kaczynski told Polish public radio on Wednesday (4 July).

    Poland's main concern centres around a specific part of the voting system which allows countries to delay an EU decision if they fall just short of the required number of countries to block it.

    Warsaw claims it secured a gentleman's agreement at a meeting of EU leaders last month, allowing countries to delay decisions by up to two years.

    However, the written mandate for negotiating a new EU treaty only promises a reasonable delay, which some officials say should not exceed four months.
