10.02.09: Serbia told to hold back EU application - 0 views

  • After meeting Serbian Deputy Prime Minister Ivica Dačić in Brussels yesterday (9 February), Enlargement Commissioner Olli Rehn advised Belgrade not to rush with its formal application for EU membership, admitting that the political climate is not good for enlargement.
  • With the EU-Serbia Stabilisation and Association Agreement (SAA) not yet having entered into force, the European Commission considers membership application as premature, the commissioner explained.  Serbia ratified the agreement last September (EurActiv 09/09/08), but on the EU side, the same process is on hold, as the Netherlands wants the country to "fully cooperate" with the International Criminal Tribunal for the former Yugoslavia. In other words, The Hague first wants war criminal Ratko Mladic to be captured and brought to justice.  In a significant shift of vocabulary, Rehn even refrained from referring to the EU's 'enlargement policy', instead preferring the expression "EU policy for stabilisation and societal progress in the Western Balkans". He said this is because the political context in the EU is not favourable to enlargement at present.

13.05.08: Serbia: EU hails victory of pro-Western camp - 0 views

  • Despite an unexpected 10 percent victory in Sunday's parliamentary elections in Serbia, the pro-European camp of President Boris Tadic is not able to govern alone and may depend on the Socialist Party of former dictator Slobodan Milosevic to form a government.
  • With nearly 98% of votes counted, Tadic's "For a European Serbia" alliance gained 38.75% of the votes - which would translate into 102 out of 250 seats - followed by Tomislav Nikolic's Radicals with 29.2% (78 seats), the State Electoral Commission said. The clear vote comes as a surprise as polls just days before the elections showed Tadic's Democratic Party and the nationalists still neck-and-neck, if anything giving the latter a slight edge.

  • Commission President José Manuel Barroso has presented an "indicative timetable" for concluding EU membership talks with Croatia by November next year, with 2010 as the likely entry date.
  • "In this autumn's enlargement package, the Commission will present an indicative timetable for the technical conclusion of the negotiations in 2009, provided a number of conditions are met by Croatia," said the Commission President. He said these included: Complying with all legal obligations under the Stabilisation and Association Agreement (SAA), including cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY); "urgently" improving the management of EU financial assistance under the PHARE and IPA programmes, and; suspending all aspects of Croatia's Ecological and Fisheries Protection Zone, which had blocked Slovenian and Italian vessels from fishing in Croatian waters.

05.03.08: Brussels sees 2008 as decisive for the Balkans - 0 views

  • Brussels has said that this year could be "decisive" for the western Balkan countries and their EU path, if they implement certain reforms.

    If Bosnia and Herzegovina fulfils its political conditions, including the adoption of a state-level political reform, it "should be able to sign" a Stabilisation and Association Agreement (SAA) – a first step towards EU membership – in April, EU enlargement commissioner Olli Rehn reaffirmed when presenting a paper on the western Balkans published by the European Commission on Wednesday (5 March).

    The former Yugoslav republic of Macedonia could get a date for opening EU accession negotiations if it meets "key priorities", including putting in place reforms of the judiciary and the public administration, and implementing a police and anti-corruption law.
  • This year could also be "decisive" for Croatia if it makes "substantial progress" with its judicial and administrative reforms, with the fight against corruption and the restructuring of its ship-building industry.
  • For their part, potential candidates Albania and Montenegro need to build a "convincing track record over the implementation of the SAAs and pursue reforms with determination," while Kosovo must ensure its commitment to a "democratic and multi-ethnic society".

  • The enlargement commissioner also underlined Serbia's "central" role for maintaining stability in the region, and called on Belgrade to "reaffirm its commitment to closer ties with the EU", following recent statements by some Serbian politicians.
  • On Wednesday, commissioner Rehn also presented a series of proposals designed to further contact between citizens of the Balkans and the EU. These include doubling the number of scholarships for students from the Balkans, opening up EU programmes in science and research, education and culture to countries of the region, and aiming for visa-free travel for every country.

06.03.08: EU reaffirms Western Balkan membership perspective - 0 views

  • The Commission presented new measures on 5 March to accelerate EU pre-accession preparations with all the Western Balkan countries, including visa liberalisation, negotiations on a 'Transport Community' and better funding for education exchange.
  • Regarding Bosnia, the Commission hopes that the Stabilisation and Association Agreement will be signed by EU ministers this April (EurActiv 29/02/08). Rehn said the main condition, cooperation with the International Criminal Court for the former Yugoslavia (ICTY), had reached "a generally satisfactory level".  Rehn also reiterated the clear membership perspective for Kosovo and Serbia, saying that the latter plays a "key role" in the region. The Commissioner, however, urged Serbia to reaffirm its European commitment, responding to moves by leading Serbian politicians to reject deeper EU relations unless the bloc supports Serbia's claim to Kosovo.

EU urged to press Croatia on war crimes prosecution - 0 views

  • EU candidate country Croatia has not been doing enough to bring to justice all those who committed war crimes and crimes against humanity during the 1991 – 1995 war that pitted the newly independent country against the Yugoslav People's Army, leading human rights NGO Amnesty International has said.
  • "Croatia is a prime example of how the EU can use its leverage within the accession process to push for an end to impunity for war crimes," the organisation's Secretary General Irene Khan stated. Ms Khan was in Brussels on Tuesday to meet top EU officials – including EU enlargement commissioner Olli Rehn, High Representative Javier Solana, and European Parliament president Hans-Gert Poettering, in order to raise awareness of the problem and call for more action from the bloc.

  • The German and Polish leaders said Monday that European Union countries should press ahead with ratifying the reform treaty rejected by Irish voters, but vowed not to isolate Ireland as they seek a way out of the crisis. The charter, meant to replace the failed EU constitution, was rejected in an Irish referendum on Thursday _ the only popular vote planned in the bloc. The treaty requires the ratification of all 27 EU members, leaving EU leaders scrambling to salvage their reform plans.

07.05.09: Croatia, Slovenia edge closer to solving border dispute - 0 views

  • Slovenia yesterday (6 May) welcomed Croatia's decision the previous day to accept Enlargement Commissioner Olli Rehn's proposal for solving the border dispute between the two countries, which had frozen Zagreb's accession negotiations and become an irritant for the EU.
  • Background: During the French EU Presidency, Slovenia blocked the opening of nine out of ten negotiating chapters with Zagreb due to an unresolved border dispute (EurActiv 18/12/08).  The succeeding Czech Presidency has also failed to make any progress in the negotiations so far. Indeed, the EU recently postponed an accession conference after the two countries had failed show any signs of conciliation (EurActiv 24/04/09).  Diplomats have serious doubts about Croatia's ability to wrap up accession talks by the end of the year (so as to be ready to join the bloc in 2010) if the bilateral dispute is not resolved soon (see EurActiv LinksDossier on 'EU-Croatia' relations).  The border dispute between Slovenia and Croatia concerns small pockets of land along the Adriatic coast, which could prove important if accompanied by exclusive access rights to deep-sea zones. Unlike Slovenia, Croatia has a long coastline, prompting Ljubljana to attempt to assert its rights as a "geographically disadvantaged state". 
  • Slovenia welcomed the Croatian government's positive response to Rehn's plan, Foreign Minister Samuel Zbogar told the press hours later.  "We welcome today's [...] response. It will enable the resumption of talks," Zbogar told the press. He added that Slovenia would comments on the proposal after internal consultation. The minister declined to comment on media reports that Rehn's proposal was not in his country's interest, but made it plain that Slovenia would table amendments to the text.  Zbogar also disagreed with Croatian President Mesic's statement that the Rehn proposal was a "take it or leave it" offer.

24.04.09: Bosnia believes in EU membership by 2015 - 0 views

  • Despite its many internal problems, Bosnia and Herzegovina could join the EU by 2015, the country's foreign minister has said, adding that he expects Nato accession to materialise even earlier. "For Bosnia and Herzegovina it will take at least four, five years to get there [achieve EU membership] …If it's not 2013-2014, maybe 2015," Bosnian foreign minister Sven Alkalaj told a group of journalists in Sarajevo on Thursday (23 April).
  • Bosnia's foreign minister remained optimistic, however, stressing that Sarajevo hopes to file its application for EU membership this autumn. "It will very much depend on us and when we are ready to join the EU. I think there won't be a reason for any further disturbances," Mr Alkalaj said. According to him, Bosnia's membership of Nato is even closer in time than that of the EU, as "the path to Nato is very much advanced."
  • Mr Alkalaj acknowledged Bosnia had serious difficulties advancing with its key constitutional reform, and added that this is unlikely to change before the next elections in the country in 2010. The reform is currently blocked by Republika Srpska insisting on keeping a high degree of autonomy, while the federation pushes for a stronger centralised state. But although this issue should be solved before Bosnia becomes an EU member, it should not hinder the accession process itself, the minister argued. The international presence in the country in the form of an EU mission and international envoy with strong governing powers is not incompatible with Bosnia becoming an EU candidate either, he said. Additionally, "the role of the Office of the High Representative (OHR) is definitely diminishing, it's a matter of months I would say for closing it. I don't see it beyond June 2010," Mr Alkalaj pointed out.

    The countries of the Western Balkans have all been subsumed under a pre-accession framework that is comparable to previous enlargement rounds, but with two main differences: the EU has thus far refrained from naming a timetable for eventual membership and supports flexible forms of integration in different policy fields. With only a loose prospect of membership, how strong is the EU's influence in the Western Balkans? With our empirical examples, drawn from energy policy and Justice and Home Affairs, we argue that the incentive of membership remains powerful in terms of initiating EU rule transfer. The key to successful rule adoption in the Western Balkans is to provide clear and tangible short-term incentives. Rather than full membership, the result is sectoral integration and a creeping process towards EU membership.

17.12.10: EU's big three call for long-term budgetary restraint - 0 views

  • The EU's three largest member states - Germany, France and the UK - are set to publish a text on Saturday (18 December), calling for spending restraint in the bloc's long-term financial framework (post 2013). Initiated by British Prime Minister David Cameron, the letter will call for a freeze in the long-term spending plan, excluding inflation, and also seek to rein in the bloc's 2012 and 2013 annual budgets.
  • The move puts the group of large member states on a direct collision course with the Brussels-based EU institutions, already battered after their call for a six percent rise in next year's EU budget was cut in half by national capitals. With the commission not set to publish formal proposals on the multi-annual financial framework until June 2011, the EU institution may also perceive London's latest initiative as a move to undermine its right of initiative. Still undecided, the framework's period is likely to cover 2014-2020. It is then broken down into annual budgets. Poland and other eastern countries may also be horrified by the attempt to curb future EU payments of which newer member states are large recipients. But other EU members are also set to sign the austerity-letter, with Austria, Italy and Finland among the names suggested by diplomats.
  • European Commission President Jose Manuel Barroso sought to downplay the letter's significance. "We know different groups of member states sometimes try to position themselves," he said. "What is important in the end is the commission's proposal that is being put forward [next June], and then the discussions on the basis of that proposal." European Council President Herman Van Rompuy was also phlegmatic. "If there are letters, we are very polite people, we read our letters we receive," he said.

17.01.11: Poland: Elections will not disrupt EU presidency - 0 views

  • The Polish junior minister for EU affairs, Mikolaj Dowgielewicz, has promised that upcoming elections will not disrupt Poland's EU chairmanship and defended Hungary over its controversial media law. Speaking to EUobserver ahead of a visit by EU Council head Herman Van Rompuy to Warsaw on Monday (17 January), Mr Dowgielewicz predicted the election will take place in the second half of October - slap-bang in the middle of Poland's EU presidency - but said the vote will be separated from its EU activities by a "Chinese wall".
  • The latest poll, by GfK Polonia in December, indicated that centre-right Prime Minister Donald Tusk will sail through to a second term on 54 percent, leaving behind the main opposition party, Law and Justice, on 26 percent. Even if the situation changes drastically, Law and Justice' bull-in-a-china-shop boss, Jaroslaw Kaczynski, is unlikely to turn up at any EU summits in 2011. "The presidency has been set up in such a way as to allow the old government to continue running things until late December, until the last session of the European Parliament, no matter what happens," Mr Dowgielewicz noted.

In line with rationalist theories of group choice, we argue that enlargements increase the costs of organizing decisions, i.e. transaction costs. Increasing transaction costs, in turn, slow down EU law-making. We test this theory by estimating Cox regression models that incorporate time-varying covariates on all directives, regulations and decisions submitted by the European Commission between 1976 and 2006. In contrast to previous analyses, we show that an increase in group size indeed slows down EU law-making.

29.06.10 Belgium to take merit-based approach to EU enlargement - 0 views

  • Although Belgium is among the most cautious in the European Union when it comes to enlargement, there is a good chance that its forthcoming EU Presidency will be particularly productive in this policy area. At their presentation of the upcoming Belgian presidency's priorities last Friday, Yves Leterme, Belgium's caretaker prime minister and its foreign minister, Steven Vanackere, sounded much like their colleagues from the Netherlands - and not just because they spoke Dutch. The Belgian approach to enlargement is similar to the stance in the Hague: no promises, no dates, just "strict and fair" rules.
  • The next six months could mark important progress for the Western Balkan countries despite Belgium's cautious line. Croatia could close all but one of the negotiation chapters. Macedonia is close to getting a date for the opening of accession negotiations with the EU. Montenegro can count on a positive "avis" (opinion) from the European Commission for its candidate status. The Serbian application could be forwarded to the EU commission for an opinion on Serbia's readiness to become a candidate as well. Kosovo might receive some kind of a roadmap for its Stabilisation and Association Agreement (SAA) with the EU. Bosnia-Herzegovina and Albania can hope for visa liberalisation before the end of the year. Croatia is well-placed to close all its negotiation chapters, with the exception of the famous No. 23 on Judiciary and Fundamental Rights, which will remain to be concluded during the Hungarian Presidency in the first half of 2011. Still, problems could emerge with othe chapters, for example competition. Macedonia is close to finding a win-win solution to its name dispute with Greece. Talking to WAZ.EUobserver, EU diplomats in Brussels expressed cautious optimism that the name problem could be solved in the next months. This would allow the EU finally to set the date that Skopje has been waiting for since 2005 - for formal negotiations to start on Macedonia's entry into the EU.

27.08.10: Europeans losing faith in EU - 0 views

  • Just 42% of Europeans say they trust the European Union, according to a new opinion poll, down six percentage points in just six months.
  • The survey also found that fewer than half of Europe's citizens see their country's membership of the EU as a positive thing, but the European Commission is clinging to the positive elements of the report, particularly on economic governance. Officials are presenting the new Eurobarometer as an endorsement of greater budget oversight from Brussels, pointing to the 75% of Europeans who said stronger coordination between member states will help weather the economic storm.
  • Notwithstanding the positive spin from Brussels, a deeper analysis of the report shows a crisis of faith in the Union. Just 49% of citizens view membership of the European Union as a good thing, while 47% said they do not trust the EU. Even prospective members have gone cold on the European project, with just 27% of Turks saying they trust Brussels. For the first time, the Eurobarometer included Iceland, which is currently in talks to join the EU. A startling 35% said they trusted the Union, while only 29% thought that Iceland would benefit from becoming a member.

  • Democracy and legitimacy in the European Union are issues of high importance in the academic discourse. Since its beginning, the democratic quality of the European Community and subsequently of the European Union has been questioned. However, the European Union is a political entity sui generis, composed of 27 Member States, and among which it fosters a unique economic and political partnership. This uniqueness gives rise to a series of problems, related to democracy in European governance. Therefore, the book tries to explain the nature of the European Union. A special focus is given to the democratic performance of the EU as a system of multi level governance. The book also analyzes the various reforms leading to a strengthening of the role of the European Parliament as the only directly elected institution within the EU from its early days as a powerless Assembly till today. By explaining the very specific democratic nature of the EU, the book aims to help to transfer the perception of the EU and its decision-making into a more realistic picture in order to overcome one of the most persistent myths of European integration.
