Now that every application to one degree or another is eventually going to wind up sharing IT infrastructure with some other set of applications, ascribing costs to each application gets significantly more difficult. In the past, when every application pretty much had its own servers, the costs were clear, except for mainframe and minicomputer environments that were designed from the ground up to run a symmetric multiprocessing environment that supported multiple applications. But now that virtualization and cloud computing are pushing the concept of shared IT infrastructure across the entire spectrum of IT, application owners want to know what their true costs for running these environments actually will be. In addition, the chief financial officer - along with the rest of the board of directors - is demanding a more line-by-line accounting of the allocation of IT resources. Conceptually, most IT leaders should welcome this increased level of scrutiny. It gives them a chance to show how efficient they can be, which represents a significant change of pace after decades of meetings with senior managers that only really wanted to know what the availability of IT services was without much regard to the actual budget. In a social bookmarking system, users save links to web pages that they want to remember and/or share. In a much-debated 1983 essay on distance learning, Richard E. Clark, a professor of educational psychology at the University of Southern California, argued that it was beside the point to ask whether distance education is better or worse than the traditional classroom. The medium isn't the crucial variable, Mr. Clark wrote. What is important is to look at the effectiveness of specific instructional strategies, regardless of how those strategies are delivered. Last week, more than 25 years after Mr. Clark's provocation, the U.S. Department of Education released a report that, at least at first glance, carries a strong message about the medium: Students learn more effectively in online settings. Most powerful of all appear to be "blended" courses that offer both face-to-face and online elements. Previous research has generally found that online and offline courses are equally effective.

"The report is based on questionnaires and interviews conducted by BCcampus with a cross section of institutional stakeholders (instructors, teaching and learning centres and IT administrators) at 9 BC post-secondary institutions (25 were contacted) in the Fall of 2010. The paper highlights some of the concerns and benefits post-sec institutions in BC are grappling with when considering using cloud-based applications and services (specifically those hosted in the US), and illustrates some examples of how BC post-sec's have addressed these issues within their institutions."
