Now that every application to one degree or another is eventually going to wind up sharing IT infrastructure with some other set of applications, ascribing costs to each application gets significantly more difficult. In the past, when every application pretty much had its own servers, the costs were clear, except for mainframe and minicomputer environments that were designed from the ground up to run a symmetric multiprocessing environment that supported multiple applications. But now that virtualization and cloud computing are pushing the concept of shared IT infrastructure across the entire spectrum of IT, application owners want to know what their true costs for running these environments actually will be. In addition, the chief financial officer - along with the rest of the board of directors - is demanding a more line-by-line accounting of the allocation of IT resources. Conceptually, most IT leaders should welcome this increased level of scrutiny. It gives them a chance to show how efficient they can be, which represents a significant change of pace after decades of meetings with senior managers that only really wanted to know what the availability of IT services was without much regard to the actual budget. Merrilea Mayo, a materials scientist and serious games expert, brings a wide range of public policy, research, fiscal management, and academic experience to the Kauffman Foundation. Prior to joining the Foundation she was the director of the Government-University-Industry-Research Roundtable (GUIRR), National Academies in Washington, D.C. Merrilea led GUIRR in its efforts to define national strategic issues for action by federal science agency heads, industry CEOs and university presidents. During her career she has also served as the founding director of the Alliance for Science and Technology Research in America, and as the Congressional Science and Engineering Fellow for the Office of Senator Joseph Lieberman. Merrilea is a long-time member and past-president of the Materials Research Society and has led workshops and been an advisor for the serious games community. She received her undergraduate degree from Brown University and went on to earn both her Masters and Doctorate in materials science and engineering from Stanford University. She has been an assistant professor and associate professor with Pennsylvania State University. Her work has been published in numerous professional journals, books, and conference proceedings and has earned a U.S. patent and a variety of awards in the materials science field.

In a much-debated 1983 essay on distance learning, Richard E. Clark, a professor of educational psychology at the University of Southern California, argued that it was beside the point to ask whether distance education is better or worse than the traditional classroom. The medium isn't the crucial variable, Mr. Clark wrote. What is important is to look at the effectiveness of specific instructional strategies, regardless of how those strategies are delivered. Last week, more than 25 years after Mr. Clark's provocation, the U.S. Department of Education released a report that, at least at first glance, carries a strong message about the medium: Students learn more effectively in online settings. Most powerful of all appear to be "blended" courses that offer both face-to-face and online elements. Previous research has generally found that online and offline courses are equally effective.
