  • In chapter 7 of Imperialism, the Highest Stage of Capitalism, Lenin defined the five “basic features” of imperialism: (1) the concentration of production and capital developed to such a high stage that it created monopolies which play a decisive role in economic life; (2) the merging of banking capital with industrial capital, and the creation, on the basis of this “finance capital,” of a financial oligarchy; (3) the export of capital as distinguished from the export of commodities acquires exceptional importance; (4) the formation of international monopolist capitalist associations which share the world among themselves, and (5) the territorial division of the whole world among the biggest capitalist powers is completed.8

Can the rest of the world afford to provide sufficient surplus value (in the form of labor embodied in commodities) as well as energy resources to support such a top-heavy capitalist world system?
  • South Asia has recently overtaken China to become the largest source of net labor transfer in the global capitalist economy. In 2017, South Asia suffered a net labor loss of 65 million worker-years. All the low- and middle-income countries combined provided a total net labor transfer of 184 million worker-years in 2017
  • Assuming that China’s average labor terms of trade rises from the current level of about 0.5 (one unit of Chinese labor exchanges for about half of a unit of foreign labor) to about 2 (one unit of Chinese labor exchanges for about two units of foreign labor, similar to the current average labor terms of trade of the non-U.S. high-income countries), then the total labor embodied in China’s imported goods and services would have to rise to about 180 million worker-years. Rather than providing a net labor transfer of nearly 50 million worker-years, China will have to extract 90 million worker-years from the rest of the world. The total shift of 140 million worker-years represents about three-quarters of the total surplus value currently received by the core and the upper-level semi-periphery from the rest of the world and is roughly comparable to the total net labor transfer currently provided by all the low- and middle-income countries (excluding China).
  • to replace China’s current annual car production by electric vehicles would require the consumption of 120,000 metric tons of lithium annually. World total lithium production in 2018 was only 62,000 metric tons. Therefore, even if China uses up the entire world’s lithium production, it would only be sufficient to replace about one-half of China’s conventional car production.27
  • China was a typical peripheral country in the 1990s. In the early 1990s, China’s labor terms of trade was about 0.05. That is, one unit of foreign labor could be exchanged for about twenty units of Chinese labor. Since then, China’s labor terms of trade has improved dramatically. By 2016–17, China’s labor terms of trade rose to about 0.5. That is, two units of Chinese labor could be exchanged for about one unit of foreign labor. On balance, China remains an economy exploited by the imperialist countries in the capitalist world system, although the degree of exploitation has declined rapidly in recent years.
  • The world population in 2018 was 7.59 billion. Using the more generous 1.4 trillion metric tons as the global emissions budget for the rest of the twenty-first century, an average person in the future is entitled to an average annual emissions budget of about 2.3 metric tons per person per year (1.4 trillion metric tons / 80 years / 7.6 billion people). By comparison, China’s per capita carbon dioxide emissions in 2018 were 6.77 metric tons and the U.S. per capita carbon dioxide emissions were 15.73 metric tons.
  • From 1990 to 2013, China’s per capita carbon dioxide emissions surged from 2.05 metric tons to 6.81 metric tons. If this trend were to continue, China’s per capita carbon dioxide emissions would rise to 12.85 metric tons when China’s per capita GDP rises to $37,734 (75 percent of the imperial standard). If every person in the world were to generate this level of emissions every year between now and the end of the century, global cumulative emissions over the last eight decades of this century would amount to 7.8 trillion metric tons, leading to 5.5 degrees Celsius of additional warming (using the approximate calculation that every one trillion tons of carbon dioxide emissions would bring about 0.7 degrees Celsius of additional warming).
  • China’s current per capita carbon dioxide emissions are substantially above what would be predicted by the cross-country regression given China’s current income level. Using the cross-country regression, if China’s per capita GDP were to rise to $37,734, China’s per capita carbon dioxide emissions should be 8.67 metric tons. If every person in the world were to generate emissions of 8.67 tons every year between now and the end of the century, global cumulative emissions over the last eight decades of this century would amount to 5.3 trillion metric tons, leading to 3.7 degrees Celsius of additional warming. As the global average temperature is already about one degree Celsius higher than the preindustrial level, global warming by the end of the century would be 4.7 degrees Celsius. This will lead to inevitable runaway global warming and reduce the areas suitable for human inhabitation to a small fraction of the earth’s land surface.
  • In other words, climate stabilization and global ecological sustainability can be accomplished if every country either accepts a massive reduction of per capita income to peripheral levels or stays with the peripheral levels.
  • The currently available evidence does not support the argument that China has become an imperialist country in the sense that China belongs to the privileged small minority that exploits the great majority of the world population. On the whole, China continues to have an exploited position in the global capitalist division of labor and transfers more surplus value to the core (historical imperialist countries) than it receives from the periphery. However, China’s per capita GDP has risen to levels substantially above the peripheral income levels and, in term of international labor transfer flows, China has established exploitative relations with nearly half of the world population (including Africa, South Asia, and parts of East Asia). Therefore, China is best considered a semi-peripheral country in the capitalist world system.
  • Given its enormous population, there is no way for China to become a core country without dramatically expanding the population share of the wealthy top layer of the world system. The implied labor extraction (or transfer of surplus value) demanded from the rest of the world would be so large that it is unlikely to be met by the remaining periphery reduced in population size. Moreover, the required energy resources (especially oil) associated with China’s expected core status cannot be realistically satisfied from either future growth of world oil production or conceivable technical change. In the unlikely event that China does advance into the core, the associated greenhouse gas emissions will contribute to rapid exhaustion of the world’s remaining emissions budget, making global warming by less than two degrees Celsius all but impossible.

(2021), we use a “footprint” analysis of input–output data to quantify the physical scale of raw materials, land, energy and labour embodied in trade between the North and South, looking not only at traded goods themselves but also the upstream resources and labour that go into producing and transporting those goods, including the machines, factories, infrastructure, etc.
  • Grounding our analysis in the physical dimensions of unequal exchange is important for several reasons. First, these resources – raw materials, land, labour and energy – embody the productive potential that is required for meeting human needs (use-value) and for generating economic growth (exchange-value). Physical drain is therefore ultimately what drives global inequalities in terms of access to provisions, as well as in terms of GDP or income (see Hornborg, 2020). Second, this approach allows us to maintain sight of the ecological impacts of unequal exchange. We know that excess energy and material consumption in high-income nations, facilitated by appropriation from the rest of the world, is causing ecological breakdown on a global scale. Tracing flows of resources embodied in trade allows us to determine the extent to which Northern appropriation is responsible for ecological impacts in the South; i.e., ecological debt (Roberts and Parks, 2009, Warlenius et al., 2015, Hornborg and Martinez-Alier, 2016).
  • Due to the growing fragmentation of international commodity chains, monetary databases on bilateral gross trade flows have been criticised for not accurately depicting the monetary interdependencies between national economies (Johnson and Noguera, 2012), i.e., the amount of a countries’ value added that is induced by foreign final demand and international trade relations. Trade in Value Added (TiVA) indicators Johnson and Noguera, 2012, Timmer et al., 2014 are designed to take into account the complexity of the global economy. The TiVA concept is motivated by the fact that, in monetary terms, trade in intermediates accounts for approximately two-thirds of international trade. Imports (of intermediates) are used to produce exports and hence bilateral gross exports may include inputs (i.e., value added) from third party countries (Stehrer, 2012). TiVA reveals where (e.g., in which country or industry) and how (e.g. by capital or labour) value is added or captured in global commodity chains (Timmer et al., 2014).
  • TiVA, which is sometimes referred to as the “value footprint”, is the monetary counterpart of the MRIO-based environmental footprint because both indicators follow the same system boundaries, i.e., all supply chains between production and final consumption of two countries including all direct and indirect interlinkages. Moreover, in contrast to global bilateral monetary trade flows, TiVA is globally balanced, meaning that national exports and imports globally sum up to zero. This is an important feature of the TiVA indicator that facilitates more consistent and unambiguous assessments.

Net flows of material resources from South to North mean that much of the impact of material consumption in the North (43% of it, net of trade) is suffered in the South. The damage is offshored.
  • Industrial ecologists hold that global extraction and use of materials should not exceed 50 billion tons per year (Bringezu, 2015). In 2015, the global economy was using 87 billion tons per year, overshooting the boundary by 74% and driving ecological breakdown. This overshoot is due almost entirely to excess resource consumption in global North countries. The North consumed 26.71 tons of materials per capita in 2015, which is roughly four times over the sustainable threshold (6.80 tons per capita in 2015). Our results indicate that most of the North’s excess consumption (58% of it) is sustained by net appropriation from the global South; without this appropriation, material use in high-income nations would be much closer to the sustainable level.
  • In consumption-based terms, the North is responsible for 92% of carbon dioxide emissions in excess of the planetary boundary (350 ppm atmospheric concentration of CO2) (Hickel, 2020), while the consequences harm the South disproportionately, inflicting dramatic social and economic costs (Kikstra et al., 2021b, Srinivasan et al., 2008). The South suffers 82–92% of the costs of climate change, and 98–99% of the deaths associated with climate change (DARA, 2012)

This means that the increase in drain during the period 1990–2007, prior to the global financial crisis, was driven primarily by an increase in the volume of international trade rather than by an increase in price distortion.

Between 1995 and 2013, there has been an increase of 157 million jobs related to global commodity chains, and an estimated 116 million of them are concentrated in the South, predominantly in the export manufacturing sector (ILO, 2015). In other words, during the period we analyse in this paper (1990–2015), the South has contributed the majority of the world’s industrial production, including high-technology production such as computers and cars. And yet price inequalities remain entrenched.

Meanwhile, the South’s losses through unequal exchange outstrip their total aid receipts over the period by a factor of 30.

We didn’t take adequate steps to address and reduce the various risks. We can now see that that we didn’t do our due diligence and fully consider all the possible contingencies, including how we would mitigate Russia’s negative response to successive expansions.

In one of the last meetings between Putin and Trump when I was there, Putin was making the point that: “Well you know, Donald, we have these hypersonic missiles.” And Trump was saying, “Well, we will get them too.” Putin was saying, “Well, yes, you will get them eventually, but we’ve got them first.” There was a menace in this exchange. Putin was putting us on notice that if push came to shove in some confrontational environment that the nuclear option would be on the table.

African labour, in the form of enslaved people, was what made the very development of the Americas possible. Without it, Europe’s colonial projects in the New World are unimaginable.
  • Spain and Portugal waged fierce naval battles in west Africa over access to gold. Holland and Portugal, then unified with Spain, fought something little short of a world war in the 17th century in present-day Congo and Angola, vying for control of trade in the richest sources of enslaved people in Africa. On the far side of the Atlantic, Brazil – the biggest producer of slave-grown sugar in the early 17th century – was caught up in this same struggle, and repeatedly changed hands. Later in that same century, England fought Spain over control of the Caribbean.
  • By the mid-1660s, just three decades or so after England initiated an African slave-labour model for its plantations there – one that was first implemented in the Portuguese colony of São Tomé little more than a century earlier – sugar from Barbados was worth more than the metal exports of all of Spanish America.
  • Nowadays, the consensus estimate on the numbers of Africans brought to the Americas hovers about 12 million. Lost in this atrocious but far too neat accounting is the likelihood that another 6 million Africans were killed in or near their homelands during the hunt for slaves, before they could be placed in chains. Estimates vary, but between 5% and 40% perished during brutal overland treks to the coast, or while being held, often for months, in barracoons, or holding pens, as they awaited embarkation on slave ships. And another 10% of those who were taken aboard died at sea during an Atlantic transit that constituted an extreme physical and psychological test for all those who were subjected to it. When one considers that Africa’s total population in the mid-19th century was probably about 100 million, one begins to gauge the enormity of the demographic assault that the slave trade represented.
  • It is often remarked that Africans themselves sold enslaved people to Europeans. What is less well known is that in many parts of Africa, such as the Kingdom of Kongo and Benin, Africans fought to end the trade in human beings once they understood its full impact on their own societies
  • Specialists aside, few imagine that islands like Barbados and Jamaica were far more important in their day than were the English colonies that would become the United States. The nation now known as Haiti most of all. In the 18th century it became the richest colony in history, and in the 19th, by dint of its slave population’s successful revolution, Haiti rivalled the US in terms of its influence on the world, notably in helping fulfil the most fundamental Enlightenment value of all: ending slavery.
  • My biggest surprise came in Barbados, whose slave-produced sugar, arguably more than any other place on earth, helped seal England’s ascension in the 17th century. I visited the island not long ago, determined to find as many traces of this legacy as possible, only to discover how thoroughly they had been hidden or effaced. It took me several attempts just to find the cemetery, which had no signage from any public road. Few local residents seemed aware of its historical importance, or even of its existence.

Josep Borrell's European 'garden' is built on the plunder of the 'jungle' | Middle East... - 0 views

  • Continuing the racist metaphor which Israel's former prime minister, the Lithuanian-born Ehud Barak, née Brog, posited in 2002 when he described Israel as a "villa in the jungle", European Union foreign policy chief Josep Borrell declared last week that "Europe is a garden. We have built a garden…The rest of the world – and you know this very well, Federica [Mogherini] – is not exactly a garden. Most of the rest of the world is a jungle, and the jungle could invade the garden." 
  • In the 19th and much of the 20th century, the favourite metaphor that European colonial racists used against the rest of the world was that Europe represented "civilisation", while the rest of the world represented "savagery" and "barbarism". The indigenous peoples of the Americas were described early on as savages. Any resistance to Europe’s colonial genocides then or later was considered nothing short of barbarism, as the French described the resistance of the enslaved Africans of Saint Domingue, the Algerian people, the Kanak of New Caledonia, among many others.

  • Like de Tocqueville before him, and even like Israel’s former prime minister, the Ukrainian-born Golda Meir (née Mabovitch), who was unable to sleep worrying about how many Palestinian children were being conceived or born every night, Borrell’s main worry is about the inhabitants of the jungle invading the garden.

Rather, according to Borrell and the rest of Europe’s white supremacists, with the fantasised ingenuity of Europeans themselves.
  • It is colonialism and slavery that built the European "garden" - from Portugal to France, to Belgium and the Netherlands - and not Europeans’ ingenuity or goodwill. Borrell’s worry about a potential new European neocolonialism is nothing short of a smokescreen to cover up Europe’s ongoing and actual neocolonialism in Asia and Africa.
  • De Tocqueville, who was so enamoured of the US republic of slavery, which he dubbed a "democracy", wrote that white Americans have much "national vanity": "The Americans, in their intercourse with strangers, appear impatient of the smallest censure and insatiable of praise... It would seem as if, doubting their own merit, they wished to have it constantly exhibited before their eyes. Their vanity is not only greedy, but restless and jealous." Europeans clearly suffer from a similar ailment. Borrell volunteers that: “The world needs Europe. My experience of travelling around the world is that people look at us as a beacon. Why [do] so many people come to Europe? Are there flows of illegal or irregular migrants going to Russia? Not many. No, they are coming to Europe but for good reasons." 
  • Those Asians and Africans who flock to Europe, and are able to jump over its high walls, are following their stolen wealth to be able to live.

The Turbulent World of Middle East Soccer: The rise of Eurasia: Geopolitical advantages... - 0 views

  • a report by the Astana Club that brings together prominent political figures, diplomats, and experts from the Great Game’s various players under the auspices of Kazakh president Nursultan Nazarbayev. Entitled, ‘Toward a Greater Eurasia: How to Build a Common Future?,’ the report warns that the Eurasian supercontinent needs to anticipate the Great Game’s risks that include mounting tensions between the United States and China; global trade wars; arms races; escalating conflict in the greater Middle East; deteriorating relations between Russia and the West; a heating up of contained European conflicts such as former Yugoslavia; rising chances of separatism and ethnic/religious conflict; and environmental degradation as well as technological advances. The report suggested that the risks were enhanced by the fragility of the global system with the weakening of multilateral institutions such as the United Nations, the World Trade Organization and NATO.
  • Erdogan’s vision, according to Eurasia scholar Igor Torbakov, is built on the notion that the world is divided into distinct civilizations. And upon that foundation rise three pillars: 1) a just world order can only be a multipolar one; 2) no civilization has the right to claim a hegemonic position in the international system; and 3) non-Western civilizations (including those in Turkey and Russia) are in the ascendant. In addition, anti-Western sentiment and self-assertiveness are crucial elements of this outlook. Expressing that sentiment, Turkish bestselling author and Erdogan supporter Alev Alati quipped: “We are the ones who have adopted Islam as an identity but have become so competent in playing chess with Westerners that we can beat them. We made this country that lacked oil, gold and gas what it is now. It was not easy, and we won’t give it up so quickly.”

Illustrating China Is More Than Dragons and Pandas - 0 views

  • Aesthetic choices have long shaped how American audiences see the world. Historically speaking, the West’s visual vocabulary tends to champion a fascination “with abjection and violence” in foreign subjects, whether that be the sinister depictions of Japanese people in World War II propaganda, Native American mascots in sports, or distressed communities in Africa and the Middle East.
  • Using repetitive, stereotyped tropes to signify that China is exotic, authorientalism visually links these tropes to abuses of government power, thereby promoting the view that authoritarianism is part of the essential character of Chinese-ness. It conflates the culture and the government, and reinforces the state’s own frequent claims that authoritarianism is innate to Chinese history or society.

  • since development in Florida began in earnest in the 20th century, state leaders and developers have chosen a cruel, unsustainable legacy involving the nonstop slaughter of wildlife and the destruction of habitat, eliminating some of the most unique flora and fauna in the world.

  • The damning thing is how invisible this ecocide feels to those of us who live here and care. The nature of clearcutting with soil removal leaves no evidence of the crime behind—just a void. The way in which much of the ultimate green-lighting for ecocide occurs at the local government level also makes much of it invisible, doomed to reside at best in regional news cycles, but often not even reported on there.
  • Gopher tortoises often suffer a horrific fate. If you have bought a house of a certain age, in the dry sand scrub that was once prime tortoise territory, chances are you live on top of the dead bodies of gopher tortoises—slaughtered outright or sealed alive in their burrows to suffocate or starve to death. Reports estimate more than 100,000 gopher tortoises have died this way. The true number may be twice that.

When you remove mature live oak trees and pine trees that help mitigate these issues, you are creating a future disaster that was partially avoidable, even factoring in the climate crisis.
  • The story of how we got here includes concerted, planned actions by elites—including developers and parasitic politicians—but gross incompetence and stupidity as well

DeSantis’ oligarchy is expressed in the city’s government: a city manager less and less accountable to the public; a smug mayor who silences dissent; and the good ol’ boy nature of the local Chamber of Commerce leadership, which sees itself as a thought-leader while having done little or nothing to fight poverty in traditionally underserved Tallahassee communities —which are often the ones to suffer from lack of a healthy urban canopy
  • The mindset of an alien occupation is apparent in so many ways, especially through Blueprint, the run-away intergovernmental agency that spends our tax dollars on large-scale projects and infrastructure. Every plan that includes parks or landscaping tends to emerge from a sanitized view of the outdoors from the 1950s. (For example, a Market District park plan that was to emphasize shade trees and wilderness now features a giant tree-less lawn instead.)
  • The paper of record, the Tallahassee Democrat, has unfortunately become part of the problem. The Democrat, under the current Executive Editor William Hatfield, lacks a dedicated environmental reporter and rarely makes the link between quality of life and the quality of our environment. Stories about developers and new development are more or less press releases from the developers themselves, letting us know vital information such as the fact that one developer, Hadi Boulos, “cries” when he clearcuts properties, mourning the trees. The paper ran no story when the same developer tried to hike the price of new houses by thousands of dollars after homeowners had already signed contracts. 
  • The very Tallahassee-Leon County economic development agency the newspaper reports on spends thousands of dollars on advertisements in that publication. When confronted about sponsored articles by developers, the paper’s news director, Jim Rosica, had the audacity to write, in a Facebook comment, that these puff pieces “help support the vital journalism we provide every day.”
  • Our tourist brochure touts Tallahassee’s importance to migratory birds—boasting that “Here you can spot 372 of the 497 species of birds residing in or visiting Florida”—yet we have almost certainly doomed some migratory birds to localized die-offs because when they reach our area there isn’t enough food (seeds, berries, insects) because of habitat destruction. 
  • Systematic destruction and death came to the Fallschase property in April of 2021. The box turtles hibernating in their burrows would likely have been smothered or killed outright, along with the skinks and ring-necked snakes in the leaf debris. The frogs and the toads would also have had little chance to escape, nor would the flying squirrels, hibernating bats, or anything other than foxes, deer, coyotes, or bobcats. Migrating bird species known to frequent the site, some already nesting, would have had to leave rapidly, including the Hermit Thrush, Blue-headed Vireo, Yellow-billed Cuckoo, and Swallow-tailed Kite.The salamanders would not have had this luxury. Native plants and trees did not have that luxury.
  • all of these lives existed and had meaning. Box turtles, some as old as 50 years, would have had their own nuanced understanding of the world they moved through.  Did we have a right to kill them? Do we always have a right to kill them?
  • We have an urgent need for affordable housing that no amount of urban sprawl can provide and every day in my house on the edge of a ravine, I see the wasted opportunity. Instead of half-acre lots with houses built along the top of this ravine, we could have had the vision and imagination for high-density, affordable housing, while still leaving the trough of woodlands below intact. This is perhaps the most terrible truth about all of this maximized destruction: It wasn’t necessary. It wasn’t necessary, given even moderately good and sane urban planning.
  • the sloppy “wacky Florida Man” narrative invested in by so many journalists and pundits stings because it makes a joke out of what is deadly serious and becoming more so: A state that had been among the wildest outside of Alaska or Montana asks its citizens to passively watch as the nonhuman world is liquidated while we go on about our daily lives and others look on and say we deserve it as a “red” state.

On this view, much of the power that states once possessed has been redistributed to a variety of non-state institutions and organizations—from well-known international organizations such as the UN, the EU, and the African Union to violent non-state actors such as ISIS, Boko Haram, and the Taliban along with corporations with global economic influence such as Facebook, Google, and Amazon. This situation, the story often goes, will result in an international political order that resembles medieval Europe more than the global political system of the twentieth century.

And it explains what the works of both John Steinbeck [Con Şıtaynbek] and 50 Cent [Fifti Sent] have to say about the shortcomings of American society.

Immerwahr posits that, for the vast majority of people living in the contiguous United States, our understanding of our own country is fundamentally flawed. This is for one central reason: We omit the millions of people and large territorial holdings outside of the mainland that have, since the founding of the country, also had a claim to the flag.
  • As early as the 1830s, the United States was taking control of uninhabited islands; by 1898, the United States was having public debates about the merits of imperial power; by the end of World War II, the United States held jurisdiction over more people overseas — 135 million — than on the mainland — 132 million. While the exact overseas holdings and the standing of territories have shifted with time, what has not changed is the troubling way the mainland has ignored, obscured, or dismissed the rights of, atrocities committed against, and the humanity of the people living in these territories.   • before even the US starts interning Japanese nationals and Japanese-Americans on the West coast, they were interning Japanese and Japanese-American nationals in the Philippines. It was right after Pearl Harbor, and it was enormous — it encompassed about 30,000 people. it was absolutely brutal. It was accompanied by extrajudicial killings, by rapes, by terroristic racial violence, and then by violent retribution once these internees were released as the Japanese invaded the Philippines

  • Sukarno, like many Indonesians, including the PKI, believed the creation of a Malaysian federation was unwarranted regional interference by the British to maintain their colonial dominance.

The work started by the army must be carried on and intensified.” The authors finished by equating the PKI to Hitler and Genghis Khan.
  • Reddaway had served in the army during the second world war before joining the Foreign Office and playing a key role in the establishment of IRD. After the failed Untung coup he arrived to take charge of the British operation. His brief was simple. In an interview in 1996 with two of the authors, he said he’d been given a budget of £100,000 by the Foreign Office and was told “to do anything I could do to get rid of Sukarno”. Only now do we know what “anything” fully meant.
  • In the 1996 interviews Reddaway boasted of manipulating the British and other global media to take an anti- Sukarno and PKI line but insisted IRD only passed on true facts and did not use black propaganda.As ever with IRD, Reddaway told us a partial truth. On 5 November the pro-military Jakarta Daily Mail claimed that on the day of the Untung coup 100 women from PKI’s Gerwani women’s organisation had tortured one of the generals using razor blades and knives to slash his genitals before he was shot.The story of the torture and mutilation of the generals by the Gerwani women became part of the founding myth of Suharto’s regime, used to justify the destruction of the PKI. It was also, according to Roosa, a pretext for murder. A lie propagated by the Indonesian army, regurgitated and repurposed to incite IRD’s influential readers.
  • The IRD was deliberately silent on the massacres. One document from December 1965 says they should “do nothing to embarrass the generals” and the newsletter carefully itemises accounts of isolated incidents of PKI brutality but makes no explicit mention of the army’s killings.
