Are there limits to the governability of a fishery? The establishment of a 200 nautical mile economic zone in Norway in 1977 made it possible to change from an open-access regime to a more closed one. In this process, the former self-regulating Norwegian fishing industry, to a large extent, accepted and adapted an explicit, hierarchical form of state-run governance. However, the process of change did not stop there. Since the turn of the millennium, we have seen the creation of a cybernetically organized fishing industry, where control, regulation and governance have become re-embedded in the industry. This article explores this radical new development and perspective on fisheries governance and governability based on lessons learned from technological and organizational changes in the Norwegian fishing industry.

An oft repeated myth is that Los Angeles is located in the desert. Not true I'm afraid. Las Vegas is built in a desert, as are eastern California cities such as Lancaster or Barstow, but Los Angeles was and is no desert in the strict sense of the word. With an average annual precipitation of 15 inches the city receives almost four times as much rainfall as Las Vegas. Los Angeles is semi-arid in terms of climate, but early accounts suggest many areas were even more verdant than the annual precipitation would indicate. The early Spanish and subsequent Mexican and American accounts suggest that it was anything like a desert when the region was first encountered by Europeans. This is because there were appreciable areas of the Los Angeles basin where artesian waters, sourced from the surrounding hills and mountains, fed springs or kept groundwater levels high during the dry summer months. This produced green woodlands, shrublands and grasslands described in early European accounts. Those conditions helped the region support native peoples such as the Gabrielino/Tongva, Chumash and Fernandeño/Tataviam for many millennia prior to European arrival.   The potential for productive farms and pastures was an inducement for European settlement and until the mid 1950's Los Angeles was one of the highest producing agricultural counties in the nation. The service is actively seeking public input on the plans, which help determine how the sites are managed and how the public is able to use them. Meghan Carfioli, a Charles City County-based natural resource planner for the service, said public input is essential to the process and she hopes refuge users will take advantage of the opportunity for active engagement with staff members. The service is working on plans for the James River and Plum Tree Island national wildlife refuges.

The Great Lakes face grave danger as pollution, over-extraction, invasive species, and wetland loss continue to intensify, exacting a devastating toll on the watershed. While beaches close and fisheries decline, private companies are eyeing these precious waters for increased exploitation, whether in the form of additional commercial bottled water export, mining, oil and gas exploration, or control of once public water services. Decades of organizing, advocacy, legal and treaty rights work have made tremendous headway against the threats to the Lakes. These campaigns have slowed the devastation, created higher barriers for abuse, and insisted on public interest in water decisions. But still, the threats to enclose, appropriate and exploit our Great Lakes escalate faster than ever. On the Commons asserts that the many problems we face will not be solved piecemeal or by efforts that focus solely on ecological degradation or social injustice. We will be stymied in creating the future we want if we continue to fight the attacks on the lakes one by one without also developing a transformative vision and ground-breaking strategy. What is called for is a game-changing plan. Our Great Lakes Water Commons Initiative acts as a game changer in multiple ways. First, the Initiative makes an explicit connection between social inequities, disregard of community participation in resource decisions and environmental damage in the Great Lakes region. Such a holistic view is critical to ensuring not only the health and well being of the Lakes, but also the people who live there. For example: When water use decisions are made without community agreement, community members are further excluded from their rightful role in governance and stewardship of vital resources. When water belongs to those who can buy it and not to our communities, the future of every living being is jeopardized. The paper first reveals the relevance of ecological economics in the time of a triple crisis-ecological, social and economic-and promotes it as a distinct paradigm comprised of two interconnected and interdependent aspects: the qualitative framework within which it operates; and the quantitative models and techniques it uses to observe ecosystem resilience, measure progress towards sustainability and evaluate policies. While acknowledging the progress that has so far been made, the paper argues that divergences in understanding the meaning and content of ecological economics hinder its effectiveness and influence on real-world policy making, and calls for a unified framework as a common ground that would strengthen the field and direct research. The implication of this position then follows, pointing out what has so far been missing from the ecological economics' analysis and what should be done for it to become a more problem-oriented and policy-relevant alternative.

El presente libro realiza un estudio de la evolución del campo de la Evaluación del Impacto Ambiental (EIA), con el fin de proporcionar un marco externo desde el cual sea posible entender dicha evaluación de forma más integral. La legislación vigente sobre evaluación del impacto medioambiental exige, cada vez más, que un gran número de obras como presas y carreteras deban hacerse de forma que minimicen sus impactos, y otras, como explotaciones agrícolas y repoblaciones forestales precisen un estudio de impacto ambiental. Por esa razón, esta obra es muy útil a las personas de la administración, o a las personas de empresas privadas, que tienen que realizar o revisar los proyectos. Desde un punto de vista docente es muy importante que una materia de este tipo se encuentre recogida en un único libro que el profesor pueda utilizar como guía y recomendar a los alumnos.

Este libro surge de un encuentro entre científicos y profesores universitarios, cuyas preocupaciones convergen en tratar de preservar los espacios marítimos y lograr incrementar el grado de concienciación y de responsabilidad de los agentes institucionales y de los actores privados en los asuntos del mar. El volumen enfoca el análisis de las distintas técnicas de evaluación de los daños provocados por el vertido de hidrocarburos al medio marino, con el objetivo de situar el debate sobre los mecanismos de estimación de los daños y contribuir a una mejora en los procedimientos de indemnización y de pago por los efectos negativos causados. Las experiencias obtenidas de accidentes anteriores contribuyeron a que la capacidad de respuesta de las sociedades sea cada vez mayor, y que los mecanismos de participación y actuación en los ámbitos de la preservación, de la inspección y del control se encuentren plasmados en disposiciones normativas.

El desarrollo sostenible es un nuevo espacio interdisciplinar entre las ciencias sociales y las ciencias naturales, especialmente entre la economía y la ecología, y también un campo operativo para las políticas públicas que se ocupan del desarrollo económico y del medio ambiente. Las políticas públicas precisan de instrumentos de evaluación que guíen su proceso, como son la evaluación de impacto ambiental (EIA) y la evaluación ambiental estratégica (EAE), dos figuras muy conocidas y ampliamente utilizadas. La posibilidad de avanzar hacia el desarrollo sostenible requiere, como se explica en este libro, una estructura de gestión adecuada que parta de instrumentos de evaluación ya probados y acreditados, y que tenga presentes las características singulares para garantizar la orientación de las acciones del ciclo de las políticas públicas en la dirección de la sostenibilidad.
