The government announced approval Friday of the first loan guarantee for an energy project under a program that Congress approved four years ago, only to see it hamstrung by years of delay. Energy Secretary Steven Chu vowed as one of his top priorities to revamp and speed up the loan guarantee program, promising to cut the time it takes to review applications, many of which have been on file at the department for a year or more. On Friday, Chu announced approval of a $535 million loan guarantee to Solyndra Inc., a company in Freemont, Calif., that makes solar panels for commercial buildings. The company said the government guarantee will cover debt financing for 73 percent of the cost of a second manufacturing plant in Freemont.

A company called Green Energy Capital Partners based in Philadelphia is planning to build what they term as the second largest solar energy plant in the nation, in the Carbon County. The $60 million, 100-megawatt solar energy plant will be built on 100 acres of land near the Green Acres Industrial Park in Nesquehoning. The solar energy plant is predicted to contain 40,000 solar panels on rotating mounts.

Energy utility Exelon Corp. spent nearly $1.2 million in the second quarter to lobby on tax credits for renewable energy sources and other issues, according to a recent disclosure report. The Senate on Tuesday passed a broad tax package providing more than $17 billion in renewable energy tax incentives that the solar and wind industries say are crucial if they are to become significant energy sources in the near future. But the legislation faces obstacles in the House, where three separate bills are on the schedule Wednesday.

Spain has set a record this week by powering 29-40% of its electricity needs from wind energy. A huge 11,180 MW was generated on Thursday when high winds blew through north west Spain. When demand was lower early in the morning, wind energy supplied 40% of the country's requirements whilst later on when demand rose, wind energy supplied 29%. This year wind turbines have supplied 11.5% of electricity demand in Spain positioning the country as the third biggest producer of wind energy next to Germany (second) and the US (first). There is a national target of reaching 20,000 MW by 2010. This compares with a figure of just 7300 MW likely to be operational in the UK by 2010 (the number currently built or with planning consent).
