The South Korean government has allocated 18.3 trillion won (about US$14.2 billion) for an energy efficiency initiative that will run until 2012 and save 34.2 million tonnes of oil equivalent (toe). The goal is an 11.3% improvement in energy efficiency by 2012, compared with the level seen in 2007. Among the steps are a 16.5% increase in new vehicle average fuel economy by 2012. In 2004, South Korea replaced its voluntary, unenforced standard with a mandatory program-the Average Fuel Economy (AFE) system-that started in 2006 for domestic vehicles and will start in 2009 for imports. The current standards are 12.4 km/l (29.2 mpg US) for vehicles with engine displacements of 1.5 liters or less and 9.6 km/l (22.6 mpg US) for vehicles with engine displacements of more than 1.5 liters. Credits can be earned to offset shortfalls.

The Guardian has an article on plans to expand micro-hydro generation in Britain - Canals and rivers to lead micro-hydropower revolution Britain's canals and rivers have already been heralded as a low-carbon way to tranport Tesco groceries, a test-bed for hydrogen boats and a opportunity to build more wind turbines. Now they're being billed as a chance for micro hydropower to flourish under new plans unveiled today by British Waterways, which maintains 2,200 miles of the country's canals and rivers. In partnership with The Small Hydro Company, British Waterways said it intended to build 25 small-scale hydro-electric schemes with a capacity of 40MW, enough to power 40,000 homes. While far smaller in capacity than offshore wind farms switched on in 2008, the hydro initiative hopes to raise £120m in private capital over the next three years, create 150 construction jobs and reduce CO2 emissions by 110,000 tonnes annually. Underwater turbines will be installed next to existing weirs and will not affect the navigation of canals and rivers. Larger waterways such as the Trent and Severn rivers will be used for the first hydro power projects, with many of the installations likely to be located in the East Midlands and Yorkshire. It is hoped the first of the 25 hydro installations will be generating renewable electricity by 2010.

The IHT has a report on a plan by Matt Simmons and George Hart to build the world's largest wind farm in the gulf of Maine - Plans for the world's biggest wind farm. It is not the usual green suspect. But it hopes to build a 5-gigawatt, deep-water wind farm - the largest in the world, equal to the output from five nuclear plants. "It" is the Ocean Energy Institute, a tiny research organization founded by Matthew Simmons. An energy investment banker who specializes in oil and gas, Simmons was an energy adviser to President George W. Bush. His main partner, George Hart, is a physicist who consults for the Pentagon on the Strategic Defense Initiative, where he uses supercomputers for the mathematical modeling of complex systems. He also co-invented a laser used for eye surgery and semiconductor manufacturing.

The U.S. Department of the Interior (DOI) last week announced plans to allow geothermal drilling in more than 190 million acres of federal land, spanning 12 Western states. Dirk Kempthorne, secretary of the interior, said that the proposed initiative could increase geothermal power production in the U.S. tenfold. "Geothermal energy will play a key role in powering America's energy future, and 90 percent of our nation's geothermal resources are found on Federal lands," Kempthorne said. "Facilitating their leasing and development under environmentally sound regulations is crucial to supplying the secure, clean energy American homes and businesses need."

In a move that will bring thin-film solar panels to the U.S. residential market, First Solar has signed a deal to provide installer SolarCity with 100 megawatts' worth of solar arrays over the next five years. First Solar is also investing $25 million into SolarCity, the Silicon Valley startup backed by Tesla Motors founder Elon Musk. This is First Solar's initial foray into the home market - and apparently the first of any thin-film solar module maker. Thin-film solar panels are made by depositing solar cells on sheets of glass or flexible material and use little of the expensive silicon that forms the heart of more bulky conventional solar modules. That makes thin-film panels cheaper, although they are less efficient at converting sunlight into electricity. And thin is in for homeowners who prefer less-obtrusive panels on their roofs.

U.S. Department of Energy (DOE) Deputy Assistant Secretary for Energy Efficiency David Rodgers today announced the launch of DOE's Zero-Net Energy Commercial Building Initiative (CBI) with establishment of the National Laboratory Collaborative on Building Technologies Collaborative (NLCBT). These two efforts both focus on DOE's ongoing efforts to develop marketable Zero-Net Energy Commercial Buildings, buildings that use cutting-edge efficiency technologies and on-site renewable energy generation to offset their energy use from the electricity grid by 2025.

The first meeting of the International Agrichar Initiative convened about 100 scientists, policymakers, farmers and investors with the goal of birthing an entire new industry to produce a biofuel that goes beyond carbon neutral and is actually carbon negative. The industry could provide a "wedge" of carbon reduction amounting to a minimum of ten percent of world emissions and possibly much more.
