The EPA released a final version of its Climate Change Adaptation Plan, which explains how the agency is incorporating climate change considerations into its programs, policies, rules, and operations. The EPA also released 17 implementation plans explaining how each of its program and regional offices will carry out the agenda described in the adaptation plan.

Adobe, IKEA North America, Mars, and Blue Cross Blue Shield of Massachusetts filed briefs in the U.S. Court of Appeals in support of the EPA's Clean Power Plan. The companies stated they "view the Clean Power Plan and its emissions reduction program as a component of their domestic and international business risk mitigation strategies."

The biggest players in technology and some of the largest consumer brands recently submitted separate friend-of-the-court briefs providing resounding support for the U.S. Environmental Protection Agency's Clean Power Plan.

Presidential candidate Hillary Clinton has introduced a plan to bolster energy efficiency. The plan, intended to save families and businesses about $70 billion annually, seeks to roll back energy waste by one-third within a decade. Developer FivePoint has a new plan to reduce carbon emissions at its proposed $12.7 billion master-planned community in California's Los Angeles County after a court blocked the project on environmental grounds. The company hopes to begin construction in 2018 and will implement zero-net-energy construction when it builds the 21,500 homes, each of which will have a charging station for electric vehicle.

Logging emissions is an important step in securing the transparency that China needs to solve its pollution problems, Mr. Ma argues. Among the harmful pollutants are air particles known as PM2.5, which can enter deep into the lungs and even into the bloodstream. Now, by saying by what year the PM2.5 must be below a certain amount, it's much harder to fake. The 13th Five-Year Plan is a progressive plan because it says that the public has the right to participate, to monitor, and that it's the public's right to know.

China's 13th Five-Year-Plan on Energy Development (Energy 13FYP) might be one of the most anticipated energy blueprints in the world for its far-reaching implications for the carbon trajectory of the planet's largest emitter. On Jan 5, 2017, the National Energy Administration finally unveiled the plan to reporters, with a set of 2020 targets covering everything from total energy consumption to installed wind energy capacity. Before we delve into details of the plan, one thing is worth noting: with the Energy 13FYP, China might have once again raised ambitions for its low-carbon future, highlighting the urgency that this smog-ridden country attaches to moving away from fossil fuels. This time round, policymakers seem even more determined to squeeze out coal's share in the country's energy mix, lowering its 2020 percentage in primary energy consumption from 62% to 58%. The country is also aiming higher for renewables: installed capacity of wind energy and solar energy should reach "more than 210GW" and "more than 110GW", respectively, by 2020; higher than what was declared at the end of 2014.

Transportation company Uber announced its Clean Air Plan, which aims to transition its UK-based "uberX" drivers to 100% hybrid or fully electric vehicles by the end of 2022. As part of the plan, Uber has contributed £2 million toward a dedicated fund that allows its UK-based drivers to "access up to £5,000 towards the cost of upgrading their car to a hybrid or fully electric vehicle." The company will also add a fee to every ride taken through the app in London to grow the fund and extend access to more drivers, with plans to add a similar fee in other UK cities over the next year.

In a delay for the EPA's Clean Power Plan, the US Court of Appeals for the District of Columbia Circuit yesterday said the full court will hear oral arguments on the carbon emissions rule on Sept. 27. A three-judge panel had been scheduled to hear the case on June 2.

The US could cut its carbon dioxide emissions 20% more by using the Clean Power Plan, according to the Energy Information Administration. The report said carbon dioxide emissions from coal-burning power plants have been declining for a decade, but the nation could further accelerate that shift by employing the CPP. Rice University Associate Professor Daniel Cohan argues that the report emphasizes the importance of the ongoing litigation over the CPP and how far the US still has to go to meet its greenhouse gas emissions targets.

Oslo, Norway has a much more ambitious plan than most when it comes to cutting greenhouse gas emissions. The city plans to cut its emissions in half compared to 1990 levels, in only four years - faster than any city or country has made changes in the past. At the same time, if we want to keep global warming below 1.5 degrees Celsius, it's the pace we need.

Tech giants Google, Apple, Microsoft, and Amazon have submitted a joint brief to the Washington, D.C. Circuit Court in support of the Obama administration's Clean Power Plan.

China is planning to put an absolute cap on its carbon emissions, according to He Jiankun, the chairman of China's Advisory Committee on Climate Change. The cap -- the first of its kind -- will be announced in China's next five-year plan and will come into force in 2016, He said.

The White House last week outlined plans to get the US offshore wind industry off the ground. The White House has awarded Maine, Rhode Island, New York and Massachusetts each a grant of $600,000 to support offshore wind development. It has also established an interagency group in support of offshore wind. As part of that effort, the Bureau of Ocean Energy Management plans to offer areas off the coasts of North Carolina and New Jersey. GovTech.com (10/2)

The plan would ramp up renewables in Southern California, make a $230 million investment in stormwater management and provide up to $29 million for a pair of geothermal projects in Nevada and Utah. Virginia-based pork producer Smithfield Foods announced plans to reduce its carbon emissions by 25% during the next eight years. This is the largest planned cut by any US-based meat packer, according to the Environmental Defense Fund.

A plan launched by Philadelphia City Council President Darrell Clarke and backed by the Philadelphia Energy Authority will use $1 billion on energy efficiency projects in municipal buildings, schools, small businesses and low- to middle-income homes with the goals of creating 10,000 green jobs over the next decade and reducing energy consumption. PEA's executive director, Emily Schapira, says green energy is a growing industry, and the project will spur its development in the city.
