Issues Encountered When Trying to Assist the Homeless in Phoenix, Arizona - 0 views

  •
This article, published in 2015, details the issues Phoenix faces with the large amounts of homeless in our state. It highlights some outreach programs we have available that try their best to assist those they can, but shows that there are still so many suffering. This is an issue that touches me because for many months of the year, our weather is unbearable and these folks are forced to endure it if we don't have resources to help them transition to a better life.

  •
Personal choice and freedom of association are two fundamental and essential principles of any truly free society, and this includes a free market workplace. Public education - 0 views

  •
Public education has become a social justice issue and continues to not be funded appropriately. Education has become to be just a profit of money to the governor and legislators. It is not in there best interest to allow everyone to an equal education especially when it impacts the future.
  •
I find it sad that the US does not devote more funds towards Education. This is a field that I feel should be most respected and invested in.

  •
This article is very eye opening for those who are unaware of the differences in education between public and private schools due to financial differences. It gives insight as to why public schools are not as successful with education versus private schools. Often times more money is dumped into a private school whom can afford it versus public schools who cannot.

Response: The Individuals with Disabilities Education Act (IDEA), enacted in 1975, mandates that children and youth ages 3-21 with disabilities be provided a free and appropriate public school education. In fall 2013, some 95 percent of 6- to 21-year-old students with disabilities were served in regular schools; 3 percent were served in a separate school for students with disabilities; 1 percent were placed in regular private schools by their parents; and less than 1 percent each were served in one of the following environments: in a separate residential facility, homebound or in a hospital, or in a correctional facility. Health Net lawsuit reveals the financial engine of drug rehab industry - 0 views

  • The only "Obamacare" health insurer in metro Phoenix and Pima County is ensnared in a legal dispute with several addiction treatment centers over the cost of care amid an Arizona opioid epidemic that is taking an average of two lives each day.
  • Maricopa County Superior Court lawsuit
  • widespread fraud among Arizona and California drug rehab centers in 2015 and 2016, when it alleges"teams of brokers" recruited out-of-state clients to fraudulently obtain insurance policies and to seek treatment in Arizona.
  • ...30 more annotations...
  •  residential “sober homes”
  • headaches for local government officials as they try to determine how to manage the unregulated industry.
  • Prescott, which once claimed more than 100 sober homes, has adopted regulations to provide more oversight of them.
  • Federal and state prosecutors have aggressively pursued cases in Florida and California in connection with fraudulent activities such as patient brokering.
  • There have been no criminal cases filed in Arizona, however.
  • Six of the rehab facilities that accuse Health Net of improperly withholding payments are in Prescott: Chapter 5 Counseling, Prescott House, Compass Recovery Center, Clean Adventures of Sober Living, Decision Point Center and Carleton Recovery Centers.
  • Three others, T R U Recovery Solutions, North Ridge Counseling and Desert Cove Recovery, list Scottsdale addresses.
  • The rehab facilities allege that Health Net improperly withheld payments to virtually every rehab center in Arizona and southern California beginning in January 2016. Health Net halted the payments as part of an investigative audit that demanded each center provide detailed records such as proof of patients' residency and assurances that patients did not receive incentives to sign up for rehab.
  • Health Net said in court documents that claims filed by rehab centers in Arizona soared because of widespread fraud
  • Health Net's PPO plans paid $2.4 million to all Arizona rehab centers in 2014. Those payments soared to $47.4 million in 2015
  • Those plans paid more for rehab care that year than all other types of care in Arizona, including typically expensive medical care such as cancer, heart disease and child births, according to the insurer’s counterclaim.
  • Here’s how the fraud worked, the insurer said in its counterclaim:Brokers would scout out people in 12-step programs, Alcoholics Anonymous meetings, homeless shelters and jails, then refer these clients to the “highest-bidding clinic.”Clinics that were not part of the insurer’s network paid clients’ insurance premiums and out-of-pocket costs such as deductibles and co-payments.The result was that people secured Health Net coverage “arranged and bought for them by financially-interested providers for one purpose only: to obtain coverage for the limited time needed to rack up millions of dollars in substance abuse treatment.” Some clinics misrepresented the home addresses of patients, many of whom lived out of state.
  • “a sophisticated fraud involving the fraudulent enrollment of non-Arizona residents,” who signed up for Arizona insurance policies.
  • misrepresenting their home address
  • Clean Adventures staff member told him to list the rehab facility's address on his insurance application.
  • put him in contact with an insurance agent who suggested using Clean Adventures' address on his insurance application
  • The insurer named 10 other examples of people who lived in California, Indiana, New Jersey, New York, Tennessee and Wisconsin but represented that they lived in Prescott or Scottsdale.
  • The insurer also said the rehab centers engaged in fraudulent billing, charging for services that were not medically necessary or in amounts that exceeded what the plan allowed.
  • A 2008 law called the Mental Health Parity and Addiction Act requires insurance plans to provide equitable coverage for substance abuse and addiction treatment. The Affordable Care Act also requires health insurance plans cover essential health benefits, including behavioral health services, and it forbids insurers from denying coverage to individuals based on existing medical conditions.
  • The unintended consequence was (some) addiction treatments centers began taking advantage of that and over-billing," said Angie Geren, executive director of Addiction Haven, a grassroots and advocacy organization focusing on addiction issues.
  • House Bill 2333
  • curb the practice of paying referral fees to brokers who steer patients to rehab centers.
  • bill never made it out of committee.
  • Florida
  • "The scam starts with deceptive advertising at the beginning," Aronberg said. "You are lured down to sunny Florida with a free plane ticket, which is illegal. You are given illegal benefits to keep you there."
  • patients often find themselves booted from treatment when their insurance benefits run out.
  • incentive for people to relapse so they can obtain another round of coverage.
  • Sober Home Task Force targeting the practice of buying and selling patients battling addiction
  • Johnson said rehab centers that provide legitimate services are being harmed as insurance companies scrutinize payments and bad actors poach patients away.

Lots Of Other Countries Mandate Paid Leave. Why Not The U.S.? - 0 views

  •
Democratic presidential nominees Hillary Clinton and Sen. Bernie Sanders are both fighting for stronger paid leave laws, including paid vacation and paid maternity leave. This will be helpful in keeping women in the workforce.
  •
I'm interested in this topic too. I feel that organizations who offer this benefit will see the return from the parent when they return to work. I've seen some new mothers return to work when they are not ready, and they end up having decreased performance, or end up looking for new work a few weeks later so they can be with their new baby more. This creates more cost for the company than paid leave would have.

Coming 2016: All-Out War On So-Called Social Justice - 0 views

  •
There's a problem arising among the millennial generation, a generation that values art and culture. But it's beginning to take a turn, it doesn't like any form of authoritarian figure, whether it be from the left or right. These are the people who stand up against false grievances and over exaggerated remarks towards race, color, and gender.
  •
This is completely true, this generation has been so manipulated by the media, which they have depended on so fiercely as of late, that they will listen to anything they hear, and automatically believe they are experts in the field. People need to educate themselves, and grow up, and fast, because a generation of socialist, social justice warriors, that are uneducated, and have a twisted sense of justice have risen.

Investigation: People shot and killed by police this year - 0 views

  •
This article provides information about the shootings done by police in 2015. It provides different situations that all lead to police shootings.
  •
This seems like a comprehensive collection of police shooting occurrences. When doing any research paper about law enforcement it would definitely be helpful. It is horrible that unjust killings exist.
  •
It is hard to discern the situation after-the-fact. Police officers are put into life-threatening situations but many times, they are dealing with someone who has a mental illness. In addition, the insurmountable evidence of police brutality is undeniable. I think we should re-evaluate our shoot first, ask questions later approach.

10 Reasons the U.S. Education System Is Failing - 0 views

  •
Editorial Project in Education of Education Week is a quality source for Americas educational awareness that uses it's articles, blogs, online chats "24/7" to help advance the quality of education in America. This article in particular explains what the ten most major educational issues are and the reasons they are contributing to a failing educational system in America.
  •
I like this article, even though it does show us why the education system is failing drastically apparently we don't know how to fix it. In my opinion I feel like we should maybe look into other education systems that other countries have that have a strong education system and start going off that. I feel like this could be a god topic to have for a research paper, I will most definitively look into that more.
