Sub-Saharan Africa in Global Capitalism by John J. Saul | Monthly Review - 0 views

  • There are two ways of picturing Africa in the context of global capitalism. One is from the point of view of the people living and hoping to improve their lot in sub-Saharan Africa’s forty-eight nation-states with a considerable variety of kinds of “insertion” into the global capitalist economy, and a corresponding range of experiences of development (or the lack of it).6 The other is from the point of view of capital, for which Africa is not so much a system of states, still less a continent of people in need of a better life, as simply a geographic—or geological—terrain, offering this or that opportunity to make money.
  • Growing pressure of population means a constantly expanding landless labor force, partly working for subsistence wages on other people’s land, partly unemployed or underemployed in the cities, sometimes migrating to neighboring countries (e.g., from Burkina Faso to Cote d’Ivoire), living on marginal incomes and with minimal state services, including education and health.
  • The “investment climate” has been made easier, thanks, as we will see, to a decade and a half of aid “conditionality,” and the returns can be spectacular; the rates of return on U.S. direct investments in Africa are, for example, the highest of any region in the world (25.3 percent in 1997).9

  • Fatefully for Africa, this debt came due, in the 1980s, just as the premises of the dominant players in the development game were changing. The western Keynesian consensus that had sanctioned the agricultural levies, the industrialization dream, the social services sensibility, and the activist state of the immediate post-independence decades—and lent money to support all this—was replaced by “neoliberalism.”
  • States in Africa felt compelled to comply: they were debtors, after all, and, with the decline of the Eastern bloc, were also fast losing whatever limited leverage this alternative source of support had given them.
  • “What has emerged in Accra,” Eboe Hutchful once wrote of the Ghanaian SAP experience, “is a parallel government controlled (if not created) by the international lender agencies…[while] the other side of the external appropriation of policy-making powers is the deliberate de-politicalization that has occurred under the ERP [Economic Reconstruction Programme], and the displacement of popular participation and mobilization by a narrowly-based bureaucratic management.”15

  • There was, of course, another trajectory to African politics—some states which professed to bend the logic of global capitalism in favor of more progressive outcomes: Ghana, Tanzania, and Mozambique, among others.
  • Mozambique and Angola: far too many instances of overweening industrial plans and of forced villagization in the countryside, far too little democratic sensibility towards the complex values and demands of their presumed popular constituencies. Future attempts to develop counter-hegemonic projects in Africa will have to learn lessons from such experiences and also determine how to disentangle, for purposes of popular mobilization, the discredited notion of socialism from this troubled past.
  • Thus Jonathan Barker speaks of the existence, in Africa and beyond, of “thousands of activist groups addressing the issues of conserving jobs and livelihoods, community health, power of women, provision of housing, functioning of local markets, availability of local social services, provision and standard of education, and abusive and damaging working conditions.”35

How inclusive is Rwanda's reconciliation project? | Pambazuka News - 0 views

  • According to this version of history, Rwanda’s unity was destroyed by the Belgian administration and the Catholic Church. Economic and political independence were lost, foreign education and religion undercut Rwandan culture, a divide and rule policy set Hutu and Tutsi against each other, and political ethnicity emerged. After independence, the regimes of the first and second republics continued the segregation legacy of the colonial masters, and the problems were compounded. After a lost century, Rwanda’s history resumed in 1994 when the RPF took power after defeating the genocidal regime. It liberated the country from dictatorial leadership, and built a nation based on law, democracy, peace, security, justice and development. The narrative is promoted in the national and international media, at conferences inside the country and abroad, and in speeches of national and local authorities. All Rwandans know it and can recite it flawlessly.
  • However, the RPF’s historical narrative involves “a whole set of false propositions and assertions”, according to a leading historian of Rwanda, Jan Vansina. “The linguistic and cultural unity of the country today did not exist in the 17th century and Rwanda is not a “natural” nation. Rwanda really became a nation in the 20th century … Formerly, neither abundance nor order flourished in the country and it is false to think that everyone was happy with their station in life and all lived under the shepherd’s staff of wise kings,” he writes. The RFP’s narrative of “erroneous propositions” aims at “the projection of a nostalgic utopia into the past, a past that contrasts with a painful present”.
  • The RPF has established a monopoly over the country’s history, to the extent that alternative histories cannot be articulated, at least not in the public arena. Andrea Purdeková argues that, under the RFP, history “is open to replication but closed to debate”. Debate about the past is actively policed by the regime. Indeed, a Rwandan History Project at the University of California, Berkeley initiated in 2001 encountered RFP hostility when it attempted to develop a historical curriculum that included alternative narratives.

  • Hutus interviewed by Anuradha Chakravarty expressed feelings of sympathy, regret and shame for the genocide against ordinary Tutsi, but they were also suspicious of elite Tutsi. In general, they felt that they were victims of a new period of injustice under elite Tutsi rule. Clearly, attempts to “de-ethnicise” Rwandan society aren’t working, and the result has been to emphasise rather than de-emphasise ethnicity.
  • Graduates of these camps saw them as efforts to exercise social control over adult Hutu men: “instead of being re-educated, these graduates have merely learned new forms of ritualised dissimulation and strategic compliance”. Legislation on “divisionism” and “genocide ideology” serves a dual purpose: it shields the RPF’s views on history, and on national unity and reconciliation, while enabling the regime to silence political dissent. These vaguely formulated laws conflate criminal defamation and other lesser offences, and even the legitimate expression of opinions, with genocide ideology. Apart from legislation, “shadow methods” such as harassment, disappearances and killings are used to foster self-censorship.
  • Rwanda is not unique in having a dominant ideology that is not—entirely—based on reality, whether historical or contemporary. Nor is it unique in having a dominant ideology that is not shared by many people in society whose lives it wishes to affect, and that is challenged publicly or clandestinely, at home and abroad. The problem with the RPF’s ideology is that it goes against the grain: many Rwandans do not share it, instead seeing it as a weapon of oppression. A wealth of field research has shown that there is a wide gap between the government’s official version of history and the versions told in private in Rwanda. This is a major challenge to the validity of the RPF’s ambitious reconciliation project.

  • The government of Burkina Faso has adopted several new policies in an attempt to confront these crises. Yet unfortunately these have mainly been designed to respond to the imperatives of the dominant world powers and they have failed to take into account the realities on the ground. As a result, the main concerns of the large majority of the population have been ignored.
  • It is not that farmers are unable to produce a sufficient quantity of food, it is that they find themselves in a political system that will not allow them to fulfill their potential.
  • Made up of about 1,000 educated and non-educated women, it is a highly organised and active cooperative of women who are aware of their potential to affect change, and to secure greater access to means of production including land, equipment, training and material inputs. Groups of women like this have been able to obtain larger parcels of land through lobbying local leaders.

  • We regularly read in the press that Saudi Arabia ↑ has purchased enormous areas of crop land for rice production, and several members of the government possess large areas of land in some of Burkina Faso’s most fertile areas without even being farmers! The recently adopted land tenure law is encouraging the development of these destabilising trends.
  • Let me give an example. In 1999, a rural Burkinabé woman, Nagbila Aisseta, accepted ↑ the Hunger Project Africa Prize awarded to the 'women farmers of Africa'. She was a poor woman aged 35 who had not left her village since birth, had never entered a car, knew nothing at all of modern life, but who, little by little, had developed initiatives to create a large organisation involved in livestock farming, agriculture, and market gardening to tackle malnutrition in her area. She was invited to receive her prize at a ceremony at the United Nations headquarters and asked to submit her speech prior to the event in the national Mooré language. It was to be translated into English, which she did not speak, for another person to read out during the ceremony. But she said “No. If it is me that has received the prize then I should speak directly to those who gave it to me. The way I was brought up, when you thank someone you thank them directly, without a go-between.” She asked the United Nations to find a Burkinabé interpreter who could understand both Mooré and English in order to ensure simultaneous interpretation. And this is how it was done. She knew her rights -  in this case the right to speak!

    Spain's relationship with the Democratic Republic of Congo (DRC) also received a boost with a recent cooperation agreement signed between Miguel Ángel Moratinos, Spain's minister of foreign affairs and co-operation and Antipas Mbusu Nyamwisi, the DRC's minister of foreign affairs. The agreement is aimed at basic social services and the protection of the human rights of more vulnerable social groups such as children and women, through support for local institutions. As Achebe points out, ‘Their social validity depends on the willingness or the ability of citizens to ask the searching question’ (33) [5]. In spite of much loose talk about patriotism from those at the helm there is no doubt that Cameroonians are among the world’s most unpatriotic people. It is rather because patriotism, being part of an unwritten social contract between citizens and the state, cannot exist where the state or its leaders renege on the agreement (Achebe, 1983). It is indisputable that the ideal of patriotism is unattainable in a country as badly run as Cameroon is today.

  • Some critics have compared the frictional co-habitation between the two distinct linguistic communities in Cameroon to the attitude of two travelers who met by chance in a roadside shelter and are merely waiting for the rain to cease before they continue their separate journeys in different directions. This metaphor captures the mutual distrust and animosity that distance Anglophone Cameroonians from their Francophone compatriots. All too often, the perpetrators of this malicious game of divide and conquer are the political leaders on the French-speaking side of the national divide who take delight in fishing in troubled waters. Francophone politicians love to stoke the flames of animosity, thereby whipping up sentiments of mutual hatred on both sides of the Mungo River at the expense of nation-building. Many Francophones make statements intended either to cow Anglophones into submission or incite them into open rebellion.
  • Our inaction or cynical action constitute a serious betrayal of our education, of our historic mission and of succeeding generations who will have no future unless we do battle now to preserve it for them.

Displacement, intimidation and abuse: land loyalties in Ethiopia | openDemocracy - 0 views

  • With the coming of industrial-size farms in Ethiopia, local people, villagers and pastoralists (deemed irrelevant to the Government’s economically-driven development plans) are being threatened, and intimidated by the military; forcibly displaced and herded into camps, their homes destroyed. Along with vast agricultural complexes, dams are planned and constructed, water supplies re-directed to irrigate crops, forests burnt, natural habitats destroyed. Dissenting voices are brutally silenced – men beaten, children frightened, women raped, so too the land.
  • Three quarters of all land deals take place in sub-Saharan Africa, in some of the most food-insecure, economically vulnerable, politically repressive countries in the world; precisely, some say, because of such advantageous commercial factors.
  • In Ethiopia, land sales are occurring in six key areas. Oromia and Gambella in the south, Amhara, Beneshangul, Gumuz, the Sidaama zone, or SNNP and the Lower Omo Valley – an area of outstanding natural beauty with acclaimed UNESCO World heritage status.   • Conditional within land lease agreements is the requirement that the government will clear the area of “encumbrances”, meaning indigenous people – families, children and pastoralists, as well as cattle, wildlife, forests, anything in fact that will interfere with the levelling of the land, building of [foreign] workers’ accommodation, roads and the eventual sowing of crops.
  • Along with pastoralists, who number around 300,000 in Gambella alone, villagers are herded, sometimes literally, always metaphorically, at the end of a rifle, into Villagisation camps. Despite Government promises to “provide basic resources and infrastructure, the new villages”, HRW found “have inadequate food, agricultural support, and health and education facilities”.
  • The government proclaims land sales are part of a strategic, long-term approach to agricultural reforms and economic development, that foreign investment will fund infrastructure projects, create employment opportunities, help to eradicate hunger and poverty and benefit the community, local and national. The term “development” is itself an interesting one: distorted, linked and commonly limited almost exclusively to economic targets, meaning growth of GDP, established principally by the World Bank, whose policies and practices in relation to land sales, the OI discovered, “have glossed over critical issues such as human rights, food security and human dignity for local populations”, and its philanthropic sister, the International Monetary Fund. Meanwhile market fundamentalism drives the exported (one size fits all) policies, of both ideologically entrenched organisations, that promote models of development seeking to fulfill corporate interests first, last and at every stage in between.
  • Protagonists laying claim to the all-inclusive healing powers of agriculture and agro-industrial projects, contradict, the OI states, “the basic facts and evidence showing growing impoverishment experienced on the ground”. What about the bumper benefits promised, particularly the numerous employment opportunities? It turns out industrialised farming is highly mechanised and offers few jobs; overseas companies are not concerned with providing employment for local people and care little for their well-being, making good bed mates for the ruling party. They bring the workers they need, and are allowed to do so by the Ethiopian government, which places no constraints on their operations.

Pambazuka - The war on Africa: U.S. imperialism and the world economic crisis - 0 views

  • In the U.S. itself with the advent of Cold War ideology and political repression under McCarthyism, perspectives and political organizing around Africa became a highly contentious arena of struggle. The Council on African Affairs (CAA) and the Civil Rights Congress (CRC) during the early 1950s came under fierce attack by the U.S. government and were driven out of existence.
  • Later during the 1960s when the various national liberation movements and independent African states embarked upon the armed struggle as a necessity to fight the U.S. and NATO backed colonial and settler-colonial states in Africa, Pan-Africanist and socialist strategist Kwame Nkrumah identified U.S. imperialism as the major force in the movement for genuine territorial sovereignty on the continent. The U.S., although paying lip service to supporting the anti-colonial movements, sought to stifle and manipulate the national liberation movements for the benefit of Wall Street and the Pentagon.
  • The postponement of these internal crises has apparently run its course. Imperialist war no long delays the impact of the inherent failures of capitalism related to its incapacity to provide housing, jobs, medical services, education and municipal services to the majority of its people. Nonetheless, in its destructive character, imperialism continues on the path of endless war and pursuit of ever-rising rates of profit.

  • In Somalia, the CIA and AFRICOM have been involved in propping up the Ethiopian occupation and the latter Transitional Federal Government regime since 2006. The African Union Mission to Somalia, AMISOM, is largely a U.S.-controlled military operation which is financed by Washington and provided with political, intelligence and diplomatic cover. Somalia is the source of oil and other strategic interests for imperialism and both the U.S. and NATO have large-scale naval vessels off the coast of the Horn of Africa nation in the Gulf of Aden.
  • The presence of U.S. military and intelligence forces in Africa is designed to bolster the strategic mineral and territorial interests of Wall Street. Africa is now supplying greater amounts of oil, natural gas and other essential minerals to economic interests of the ruling class.
  • The advent of regional blocs such as the Forum on China-Africa Cooperation (FOCAC) has served to provide the African Union member-states with both economic and political alliances that are outside U.S. and European Union influence. In regard to China, the socialist state has provided direct economic trade and development assistance which is far superior to the traditional relations established by the imperialist countries which enslaved Africans and colonized the continent for centuries.

  • The Africa-South America Summit has held three gatherings, the latest of which was in March, in order to enhance cooperation and to form a bloc against U.S. efforts to undermine anti-imperialist governments in Latin America and developing relations between Africa and non-Western regional entities. Iran has also strengthened its relations with Africa and Latin America causing serious concerns on the part of the U.S.
  • The joining by the Republic of South Africa of the Brazil, Russia, India, China (BRICS) grouping has resulted in new initiatives being discussed including the creation of a development bank as well as independent foreign policy positions on Syria and Iran that are at variance with U.S. imperialism.

Pambazuka - Contextualizing Obama's visit to Africa - 0 views

  • Both former Presidents Bill Clinton and George W. Bush visited Africa during their second terms in office. When Clinton and Bush made their journeys to Africa, the US foreign policy establishment had been guided by a three-pronged mantra. These were: (a) the notion that Africa was facing a “threat” from international terrorists, (b) that the United States had strategic interests in Africa (especially with the flow of petroleum resources), and (c) the emerging competition with China. The crisis of capitalism since 2008 and the hype about petroleum and gas self-sufficiency as a result of shale oil and new gas finds in the United States have added another layer to all. More importantly, the US plans for confronting China in Africa have been tempered by the reality that the US policy makers have to beseech China to continue to purchase US Treasury Bills. [3]
  • Obama would appear hypocritical in making these panned statements about supporting democracy in Africa. While that has not stopped past presidents, this time the cat is out of the bag. The multiple scandals surrounding the banks and the extent of the corruption of Wall Street exposed by Matt Taibbi and others have dwarfed any discussion of corruption in Africa. America’s inability to rein in the mafia-style activities of the bankers is open and in full view of the world audience.
  • The main drivers of US foreign policy: Wall Street Bankers, petroleum and the military planners (along with the private military/intelligence contractors) have now been overtaken by a sharp shift in the engine of the global economy coming out of Asia. As more news of the corruption of the rigged financial architecture is revealed, all of the states of the G77 are looking for an alternative financial system that can protect them from the predators of Wall Street.[5]

  • The nervousness and anxiety of the West over the future of the U.S. financial dominance was quite clear from the communique issued after the recent 2013 G8 meeting in Ireland. Most of the points in the communique issued by the White House (the Lough Erne Declaration) dealt with the challenges coming out of Africa and the role of transnational corporations plundering African resources without paying taxes.[8] Prior to the G8 meeting, the 2013 Report of the Africa Progress Panel headed by former Secretary General of the United Nations, Kofi Anan, called on the same G8 leaders to police their corporations. The Panel had called for inter alia:
  • The destructive extraction of resources from Africa is old and has taken new forms, as Patrick Bond reminds us in Looting Africa: The Economics of Exploitation.[10] For the past six decades the World Bank domination of economic arrangements in Africa has seen the period of dramatic capital flight from Africa.[11]
  • The multi-billion dollar enterprise of looting Africa was at the foundation of an international system that increasingly worked on the basis of speculative capital. The World Bank and the IMF understood that the real foundations of actual resources were to be found in Africa. To conceal the looting and plunder, the West disguised the reality that Africa is a net creditor to the advanced capitalist countries (termed “donors” in neo-liberal parlance). For this reason (and to perpetuate the myths of “spurring economic growth and investment”), the United States government has been caught in a losing battle where new rising forces such as Brazil, Russia, India, China, Turkey, South Korea and other states offer alternatives to the structural adjustment and austerity packages.
  • The fallout from the Libyan intervention has created insecurity and violence in all parts of North Africa and the Sahel, with racist elements within this Libyan uprising persecuting Africans as mercenaries.

[14] However, decent peoples in all parts of the world have been outraged by the continued violence and the support for the murderous militias by Turkey, Qatar, and Saudi Arabia. The persecution of the citizens of Tawergha stands as a permanent repudiation to the NATO intervention in Libya.
  • The previous justifications for US engagement had been part of the logic for the establishment of the US Africa Command. For a while there was the fiction that the United States was supporting growth and trade (via the Africa Growth and Opportunity Act (AGOA)), but the militarization of the engagement with Africa intensified after then Vice President Dick Cheney’s energy task force had designated African petroleum as “strategic” and colluded with Donald Rumsfeld to establish the Africa Command (AFRICOM).
  • In June 2012, the White House issued a new policy statement on Africa. What was striking about this new White House Statement was that there was no mention of the US Africa Command. [19] More importantly, Republican Senator James Inhofe and the conservatives who initiated this new authorization are bent on supporting a regime where there are elements who believe that same-gender loving persons should be put to death.

All of the planning for a Kenyan visit has had to be put on hold because of the outstanding questions of the initiators of the chilling violence that overtook Kenya in January 2008. Obama has instead opted to visit neighboring Tanzania.

Many of the current leaders who occupy office in Africa are teetering on the brink of extinction. There must be a break from the old US policy towards Africa that propped up tyrants and looters. While the media is complaining about the cost of the trip, the progressive intellectuals and activists in the US and in Africa must organize to oppose militarism and plunder in Africa. This is an inopportune moment for Obama to travel to Africa unless he is going to repudiate the growing police state that he is supervising. The mainstream establishment of the United States of America has nothing substantial other than militarism to offer Africa. This trip to Africa is a PR effort to solidify his legacy and garner waning support from his base in the United States.

It is consistent with the view of Africa’s most prominent economist, Samir Amin, that the continent cannot develop without an industrialization strategy based on the modernization of agriculture and the production of capital goods in Africa. The greatest challenge for African countries is to be able to conceive and execute development strategies that are likely to satisfy the deepest aspirations of the popular masses for economic development and material prosperity. The question that Cabral raises is a simple one. Are African leaders going to make common cause with their people by opting for those policies likely to meet the latter’s needs, or are they going to side with the international bourgeoisie and accept the antisocial development strategies and policies imposed by the IMF and the World Bank?

  • To be blunt, poor countries need to improve their governance. The problem is that aid and global campaigns have a poor track record of improving governance. It is not just love that money can’t buy, good governance also. There is no escaping that good governance is endogenous.
  • A job opens up the prospect not just of economic security and wellbeing for the employed or self-employed person, it also offers dignity and hope of a better life, even if current conditions are far from ideal. Apart from putting money in the pockets of workers, who can then exercise more choice over their own lives – pay for housing, food, healthcare, school fees, clothing, leisure, and save for a rainy day – jobs are important means to the end of better governance in the places that lack them but need them most of all.

  • Apart from the moral qualms we should have about rising, high, and stubborn inequality, for regions facing a forthcoming youth surge, the prospect of relegating large numbers of able young people to the economic scrap heap is tantamount to embracing an era of social upheaval and instability. Such young people will be susceptible to the deceptively attractive quick-fixes that extremist movements offer. In an increasingly interconnected world, inequality is a global threat to peace and security.
  • Universal strategies to create jobs – millions and millions of them; reducing inequality; all done in a more transparent, globally interconnected way is the promise of the future. It often amazes me how much time and effort we all spend pontificating about international development. Yet in the last 50 years or more – in living memory – we have witnessed radical peaceful transformations of economies that have lifted millions of people out of poverty and seen emerging economies join the ranks of the richest, most stable developed economies in the world. And yet notwithstanding the resurgence of populist rhetoric and a few material concessions from the state, poor and working people saw their incomes—and even their ability to gain access to the staple food, maize—under unprecedented threat by the time of the recent (March 9–10, 2002) presidential election.

Accommodation with the liberation movements would be necessary, both for the sake of the West’s legitimacy in the struggle against the Soviet Union and simply because Smith’s position—defending legalized racial domination by a quarter of a million white settlers over more than six million indigenous black people, of whom fifty thousand were in the process of taking up arms, at a time of unprecedented economic crisis—was untenable. Smith resisted the inevitable with a mix of ineffectual concessions and heightened repression, but the power that South Africa held over imports and exports was decisive. Simultaneously, guerrilla war intensified and Smith could no longer count on Pretoria’s military backing. Three years after the ultimatum from Vorster and Kissinger, Smith and his conservative black allies were forced to the Lancaster House negotiating table in London, where Zimbabwe was born. Thanks to what Smith termed “the great betrayal” by South Africa and Britain, Zanu and its allies laid down their arms and swept the first democratic election in February 1980. A quarter of a century after that fateful meeting in Pretoria, an analogous moment reappeared in the relations between Zimbabwe and South Africa. In Zimbabwe, thirteen million black Zimbabweans suffer under the rule of an undemocratic, exploitative elite and of a repressive state machinery serving the class interests of a few tens of thousands of well-connected bureaucrats, military, and paramilitary leaders. And this is in the context of unprecedented economic crisis. In South Africa, meanwhile, it is not difficult to posit a similar trajectory of material decline, ruling-party political illegitimacy, and ascendant opposition, as the rand crashed by more than 50 percent over a two-year period and trade union critiques of neoliberal policies harden.
  • Mugabe’s “huge social spending spree” was, in reality, a brief two-year period of rising education and health expenditures, followed by systematic cutbacks and deprivation under IMF and World Bank guidance. The needs of trade unionists were as little respected as were those of any other sector of society.

As another example that gets to the heart of the exhausted nationalist contradiction, consider the case of former ANC Land Minister Derek Hanekom, who also used Zimbabwe as a whipping boy beginning in 1997. At that stage, land hunger was causing organic land invasions (not war-veteran induced) and farmworker strikes in several areas of rural Zimbabwe. For South Africa, the specter of large-scale land reform in Zimbabwe would have been terrible for investor confidence at a time when Mbeki’s own Washington-centric structural adjustment program—the misnamed Growth, Employment, and Redistribution strategy—was already failing noticeably.

  • At one level the path toward liberalisation should have been opposed by the SACP, but the South African Communist Party found a convenient formulation to support the capitalist road. Their understanding of the stages theory of Marxism meant that South Africa had to pass through a period of capitalist development before the working class could be ready for an alternative to capitalism. This theoretical understanding of Marxism that twisted the revolutionary ideas of class struggles justified the support for the privatisation of large sections of the economy.
  • Former apartheid capitalists were exultant as South Africa’s ‘entrepreneurs’ traversed the continent behind the diplomatic cover of the African Renaissance. The African capitalists fronting for the old apartheid structures accepted the rules of the capitalist system, the racist hierarchy and ethnic power bases and looked to ways to maintain the system while seemingly opposing the very same system that they propped up.
  • In Zimbabwe, the integration of former freedom fighters into the circuits of the Rhodesian state found a new path. After integrating former freedom fighters into the civil service, into the university, into the army, into the police and into the wider bureaucracy, the freedom fighters wanted the land of the settlers. They turned to the language of third liberation to seize the land of the white farmers. What would have been a righteous act of reversing the theft of land from African workers and peasants became one more vehicle for the liberation fighters to become private capitalists. The conditions of the workers on the land did not change as the state became more repressive and intolerant of the wider society. Repression and the privatisation of liberation went hand in glove in Zimbabwe.
