  • The government of Burkina Faso has adopted several new policies in an attempt to confront these crises. Yet unfortunately these have mainly been designed to respond to the imperatives of the dominant world powers and they have failed to take into account the realities on the ground. As a result, the main concerns of the large majority of the population have been ignored.
  • It is not that farmers are unable to produce a sufficient quantity of food, it is that they find themselves in a political system that will not allow them to fulfill their potential.
  • Made up of about 1,000 educated and non-educated women, it is a highly organised and active cooperative of women who are aware of their potential to affect change, and to secure greater access to means of production including land, equipment, training and material inputs. Groups of women like this have been able to obtain larger parcels of land through lobbying local leaders.

  • We regularly read in the press that Saudi Arabia ↑ has purchased enormous areas of crop land for rice production, and several members of the government possess large areas of land in some of Burkina Faso’s most fertile areas without even being farmers! The recently adopted land tenure law is encouraging the development of these destabilising trends.
  • Let me give an example. In 1999, a rural Burkinabé woman, Nagbila Aisseta, accepted ↑ the Hunger Project Africa Prize awarded to the 'women farmers of Africa'. She was a poor woman aged 35 who had not left her village since birth, had never entered a car, knew nothing at all of modern life, but who, little by little, had developed initiatives to create a large organisation involved in livestock farming, agriculture, and market gardening to tackle malnutrition in her area. She was invited to receive her prize at a ceremony at the United Nations headquarters and asked to submit her speech prior to the event in the national Mooré language. It was to be translated into English, which she did not speak, for another person to read out during the ceremony. But she said “No. If it is me that has received the prize then I should speak directly to those who gave it to me. The way I was brought up, when you thank someone you thank them directly, without a go-between.” She asked the United Nations to find a Burkinabé interpreter who could understand both Mooré and English in order to ensure simultaneous interpretation. And this is how it was done. She knew her rights -  in this case the right to speak!

  • Sankara vehemently and publicly denounced odious debt and rallied African political leaders to do the same.
  • What distinguishes Sankara from many other revolutionary leaders was his confidence in the revolutionary capabilities of ordinary human beings. He did not see himself as a messiah or prophet, as he famously said before the United Nations General Assembly in October of 1984. It is worth quoting from Sankara at length, when before the delegation of 159 nations, he said: ‘I make no claim to lay out any doctrines here. I am neither a messiah nor a prophet. I possess no truths. My only aspiration is…to speak on behalf of my people…to speak on behalf of the “great disinherited people of the world”, those who belong to the world so ironically christened the Third World. And to state, though I may not succeed in making them understood, the reasons for our revolt’.

Sankara said, ‘The revolution and women’s liberation go together. We do not talk of women’s emancipation as an act of charity or out of a surge of human compassion. It is a basic necessity for the revolution to triumph’.

  • He criticised the oppressive gendered nature of the capitalist system, where women (particularly women with children to support) make an ideal labour force because the need to support their families renders them malleable and controllable to exploitative labour practices.
  • US-backed militarisation of Africa takes a couple of different forms.
  • First, it means an increase in troops on the ground. US Special Ops and US military personnel have been deployed in the Central African Republic, the Democratic Republic of the Congo, Mali, Mauritania, South Sudan, and (potentially) Nigeria.
  • Second, US military personnel conduct training sequences with African militaries.
  • Third, the US military funds social science research into African society, culture and politics. This takes various forms, one of which is the use of SCRATs (or Sociocultural Advisory Teams) for the purposes of preparing US military personnel for deployment and missions.
  • A strong military structure paves the way for the resource plunder and large scale dispossessions that are seen in neoliberal states in the so-called Global South. In this system, the state ensures profit for class elites (both international and domestic) by guaranteeing the super-exploitation of labour and the dispossession of millions of people of their lands and livelihoods for resource extraction at serious costs to local ecology, health and wellbeing. This guarantee can only be made through an increased militarism that stifles political mobilisation.
  • Thomas Sankara and the August Revolution of 1983 tells us another story. They provide a different way of thinking about social organisation. Sankara understood that capitalism is dependent upon the unequal deployment of and distribution of power, particularly state power. But, as he showed us, the state is not unalterable. The state is a complex system of human relationships that are maintained through violent power/coercion and persuasion. And what Sankara did was work to bring the state apparatus down to the level of the people, so to speak.
  • The image of my daughter’s grandfather entering his home and collapsing onto the sofa, holding his face in his hands and crying emerges in my head each time I think of Sankara. This image of a middle aged Cameroonian man, Jacque Ndewa, thousands of miles away, who had never travelled to Burkina Faso, crying quietly on his sofa. This is the resonance that Sankara had, across the African continent and among disenfranchised and dispossessed people everywhere.

  • Dynamic African leaders such as Ft. Lt. Jerry John Rawlings of Ghana, Yoweri Musevini of Uganda, Paul Kagame of Rwanda, Meles Zenawi of Ethiopia, Isaias Aferworki of Eritrea and several others, followed in the footsteps of Africa’s founding fathers, and sought to reverse the decline of the continent and build progressive nations in which people’s rights are respected, in which different ethnic groups lived together in peace and harmony and a world in which Africans were respected on equal terms with others. ‘Developmentalism’ became the new ideology of the day. Future generations will judge them but for now, let us celebrate their good intentions.

  • It should be noted that Burkina Faso and its capital Ouagadougou is one of the most historic places in West Africa. It was the scene to intellectual and cultural renaissance before colonialism desecrated this land.

As Achebe points out, ‘Their social validity depends on the willingness or the ability of citizens to ask the searching question’ (33) [5]. It is indisputable that the ideal of patriotism is unattainable in a country as badly run as Cameroon is today.

  • Some critics have compared the frictional co-habitation between the two distinct linguistic communities in Cameroon to the attitude of two travelers who met by chance in a roadside shelter and are merely waiting for the rain to cease before they continue their separate journeys in different directions. This metaphor captures the mutual distrust and animosity that distance Anglophone Cameroonians from their Francophone compatriots. All too often, the perpetrators of this malicious game of divide and conquer are the political leaders on the French-speaking side of the national divide who take delight in fishing in troubled waters. Francophone politicians love to stoke the flames of animosity, thereby whipping up sentiments of mutual hatred on both sides of the Mungo River at the expense of nation-building. Many Francophones make statements intended either to cow Anglophones into submission or incite them into open rebellion.

  • I believe that at this stage in our collective development, youth in many African countries are still seized by flawed ideas of what progress looks like. We hold ourselves to impossibly high standards of “development” that have only been truly achieved in a handful of countries, none of which are particularly vocal about the need to achieve these goals.

Aside from the beauty of the country in all its complexities, the incredible warmth of the welcome I received took me by surprise. Strangers opened up their homes to me. I never paid for transport.   • After 29 African countries of travel, I’ve heard it all. Tribes are useless. Kenyans are violent. Tanzanians are lazy. Nigerians are criminals. South Africans are racist. The DRC is too dangerous. Where is Namibia? All from the mouth of other Africans who have never been or even dreamed of going to the countries in question. We make all these definitive statements based on information filtered through an elitist and biased lens, that is comparing the worst of Africa with the best of the US or the UK. Africans are otherised, and we play along, forgetting that we are Africans too. Then we learn to hate ourselves and fear each other simply because the narrative tells us to.
  • “The most potent tool in the hands of the oppressor is the mind of the oppressed.” The potency of this tool comes from its ability to skew our thinking and shape our actions. Like a child who, seeing shadows at night and believing that they are ghosts, cannot leave his bed to relieve himself, our irrational fear of each other is forcing us to sleep in the urine of lowered expectations and mutual suspicion.

Sub-Saharan Africa in Global Capitalism by John J. Saul | Monthly Review - 0 views

  • There are two ways of picturing Africa in the context of global capitalism. One is from the point of view of the people living and hoping to improve their lot in sub-Saharan Africa’s forty-eight nation-states with a considerable variety of kinds of “insertion” into the global capitalist economy, and a corresponding range of experiences of development (or the lack of it).6 The other is from the point of view of capital, for which Africa is not so much a system of states, still less a continent of people in need of a better life, as simply a geographic—or geological—terrain, offering this or that opportunity to make money.
  • Growing pressure of population means a constantly expanding landless labor force, partly working for subsistence wages on other people’s land, partly unemployed or underemployed in the cities, sometimes migrating to neighboring countries (e.g., from Burkina Faso to Cote d’Ivoire), living on marginal incomes and with minimal state services, including education and health.
  • The “investment climate” has been made easier, thanks, as we will see, to a decade and a half of aid “conditionality,” and the returns can be spectacular; the rates of return on U.S. direct investments in Africa are, for example, the highest of any region in the world (25.3 percent in 1997).9

  • Fatefully for Africa, this debt came due, in the 1980s, just as the premises of the dominant players in the development game were changing. The western Keynesian consensus that had sanctioned the agricultural levies, the industrialization dream, the social services sensibility, and the activist state of the immediate post-independence decades—and lent money to support all this—was replaced by “neoliberalism.”
  • States in Africa felt compelled to comply: they were debtors, after all, and, with the decline of the Eastern bloc, were also fast losing whatever limited leverage this alternative source of support had given them.

These statistics are only, however, the visible aspect that institutions and international non-governmental organisations display. They suffer from the limits around reading data on Africa, notably on rural areas and a region of the Sahel in which pastoral traditions and a nomadic lifestyle are a prominent feature.

  • n the face of empty granaries, Niger’s people have begun to develop a strategy for survival. ‘In Niger, women cover a desert-like environment in search of anthills in order to dig up and retrieve grains of millet, corn and other crops that the ants have collected,’ tells Charles Bambara, in charge of communications for Oxfam GB in Dakar. In the north of Mali, farmers, keen to allow their livestock to drink, have taken to using the water points actually intended for elephants (in a bid to protect the last pachyderms alive in the country).
  • The disorder of the world food crisis in 2008 did not become hazy, and this new peak comes to remind us that, in the Sahel, the crisis results from an endemic problem. This is a problem that, as the thrust of recurrent fever testifies, is more a question of structure than conjuncture, that these are the failings of agricultural policies that impose their own tough realities, and that the recommended solutions are not different from those pushed in the 1980s with the establishing of structural adjustment programmes (SAPs) which sounded the death knell of Africa’s agricultural policies.

  • The reduced investment imposed by the International Monetary Fund (IMF) and the World Bank had then destroyed the base of an agriculture geared towards food sovereignty. Industrial cultures were promoted which washed the soil (leading to greater soil erosion, the use of pesticides and chemical fertiliser) and disrupted the balance of the systems of production behind subsistence and the generation of complementary revenues on the strength of access to local markets. From this point it was a question of food security, no matter where stocks came from. This was the period in which food aid poured in. Africa was to produce no longer, with African stomachs wagered on agricultural surpluses from Europe, the US and elsewhere. As a result, since 1980 sub-Saharan Africa has been the only region of the world where average per capita food production has continued to decline over the last 40 years.[3]
  • African agriculture has suffered a series of difficulties which, over 30 years, have left it vulnerable to the smallest of changes on both the international market and climatically. Agricultural policies applied by states, under donors’ pressure, have in effect turned their back on policies which, formerly, assured technical assistance to producers, backed up by a price-stabilisation mechanism and subsidies for commodities.
  • We could go even further towards the worst of it and look at the development of biofuels and the extent to which more and more land is being diverted away from food production. Essentially, we will be growing to power cars rather than fill granaries. And in July this year, Burkina Faso has inaugurated its first industrial unit of production, while the country remains vulnerable in the face of a food crisis.

  • In Africa there have historically been two types of civil society, those that have collaborated with the colonial power and those which have opposed it.

The question is not about evaluating their intentions, but rather the actual consequences of their actions. In a political context where people are oppressed, a humanitarian organisation does nothing but soften the situation, rather than addressing the problem.

  • These last 20 years we have faced a major change: the financialisation of capitalism. Now, nobody can do anything without capital. Finance controls each and every sector of society.
  • Immediately after Kenya’s independence (1963), a great many important liberation figures were imprisoned, exiled or killed, such as Patrice Lumumba in Congo and Thomas Sankara in Burkina Faso. Each time a leader had the courage to rebel, Europe and the United States forced them to back down. We then came to know an empty period until the mid-1990s, when people began to resist and organise themselves again. Today in Kenya, spaces for discussion and debate are not lacking. It’s vibrant, alive and a general trend, including in Europe.

Does this mean that pens caused the revolution? This illustrates a tendency towards technological determinism, towards hi-tech fetishism.   • In Tunisia, protesting in the road called for a lot of courage. A protestor who embraces a soldier, as is seen in a photo, is not produced by technology. It’s thought that this can resolve everything, but a third of Africans have one and there hasn’t been revolution everywhere.

  • According to the subject-title itself, the presumption is that there is a possibility for US–China cooperation in assistance to Africa. However, to turn that possibility into reality needs a lot of work. The reason is simple: how could two parties discuss an important issue concerning the third party without the third’s knowledge? How could the two parties carry out this kind of cooperation without the third party’s participation at the very beginning? How could we start the cooperation without much understanding, let alone agreement, of each other’s concept of the issue?
  • The status of China and Africa is equal, not a relation of superior and inferior. Although the relation is strategic, it is equal and friendly. Both China and Africa appreciate each other and cooperate with each other.

  • The best example of this development assistance is the building of the Tanzania–Zambia Railway (TAZARA), ‘one of the lasting monuments to its former presence’. China helped Tanzania and Zambia build the railway of 1,860km for US$500 million during 1968–86 with about 30,000 to 50,000 Chinese involved (64 people died). As Jamie Monson points out: ‘… the Chinese had articulated their own vision of development assistance in Africa throughout the Eight Principles of Development Assistance … these principles reflected China’s efforts to distinguish its approach to African development from those of the United States and the Soviet Union. Several of these principles had direct application to the TAZARA project.’[6]
  • Recent collaboration between China and Nigeria to launch a communications satellite, NigSat I, is a groundbreaking project where China has provided much of the technology necessary for launch and on-orbit service and even the training of Nigerian command and control operators.   • Two of my students are Africans. Although the content was interesting, two of my African graduates complained when they were talking about their assistance to Africa that there was no African present except the two of them. This situation is by no means particular. I have attended some of the workshops with the same peculiar characteristic: talking about important African issues without Africans’ participation. Can we decide the issue for others? That is the key question.
  • The World Bank official asked the official of the ministry, ‘Do you know why you Chinese are more successful in the aid issue?’ The answer was negative. Then the World Bank official explained. ‘Let me tell you why. It’s just because we know what aid we can provide in Africa while you don’t know.
