  • Among the many factors impacting on the bill’s fortunes over time, however, its use as a political instrument by various actors at specific moments has been widely acknowledged. Less commented on has been the degree to which this fits in a broader pattern of behaviour in Uganda since the mid-2000s, and the implications of this trend for Uganda’s fragile democracy.

  • The fact that Uganda’s law-making processes are frequently protracted, contested and highly visible clearly relates to the fact that the country has undergone substantial democratization since Museveni took power in 1986. Often, if not always, parliament really does fight back and the media really does expose the details of political debate. The government cannot avoid new laws being scrutinised, and in this respect it is unsurprising that law-making processes should become difficult and politically charged. Yet the relationship between democratization and law-making is not as straightforward as this might suggest.
  • In Uganda, more often than not the politics is bound up in the drafting, debating, postponing, opposing and (sometimes) eventual passing of the law; essentially, the symbolism of the law, after which implementation commonly recedes into the background.

  • Compaoré is not alone in extending presidential term limits. President Yoweri Museveni of Uganda disposed of them altogether when he amended the Ugandan constitution. Yet both these men deposed their predecessors on the grounds of incompetence, repression and corruption.
  • Despite what melancholic lyrics may suggest, they exist – the men and women who want to change things. In the months leading up to the 2006 elections in Uganda, there were demonstrations outside the Central Police Station and the High Court where an opposition presidential candidate, Dr Kiiza Besigye, was first detained and then brought to trial. The big open air Nakasero Market is located a mere 200 metres from there. On one of the trail days, I found the market deserted. Everyone was at court, I was told.

  • It is heartbreaking to watch the video footage [iv] of Sankara appealing to his fellow presidents to repudiate unfair debt agreements with IMF and other foreign creditors at the Organization of African Unity Summit in 1987. He accused them of degrading their people. He says, only half-jokingly, that if they do not support him he is going to be assassinated: “I may not make it to the next meeting.”
  • On the face of it, General Yoweri Museveni, the Ugandan president, seemed of similar mettle to Sankara. Anecdotes confirming his revolutionary credentials arrived thick and fast in the diaspora. It was said that at State functions he drank from plastic (or was it tin?) mugs rather than long-stemmed wine glasses. (It is possible he was merely adjusting from the bush war.) He too repudiated debt as a solution to all that ails Africa. But after an attempt to barter trade with neighbouring countries he gave in to the beckoning finger of the North.

  • A pattern emerges. Genuine agents of change die young. Either they do not make it to State House or they die while there (with the possible exception of Jerry Rawlings in Ghana). Such is the dynamic. The rest capitulate early while continuing to assume the demeanour of revolutionaries. They can do so because Western powers are willing to turn a blind eye to their increasing profligacy in return for their signatures on a succession of documents keeping their countries in debt bondage.

Pambazuka - Robert Mangaliso Sobukwe: What a sense of mission! - 0 views

  • Sobukwe was arrested in Soweto, Johannesburg, in 1960 and subsequently imprisoned for organising and leading the March 21, 1960 anti-pass march. It was a peaceful protest against an indentification card that was mandatory for Africans under the apartheid regime. The march culminated in the settler-colonial regime massacre of people at Sharpeville and Langa townships of present-day Gauteng and Western Cape respectively. While wee may probably never be able to hear Sobukwe’s voice again because the settler-colonial regime ensured he remains silent beyond his grave by banning him and destroying the audio material containing his voice, his ideas remain. We wish we could hear him talk.

Rape is widespread on the battlefield, but even in the relative safety of the Diaspora, women and girls are increasingly subject to domestic violence, prostitution and early marriage, say NGOs.

  • State-building and nation-building in Liberia cannot be fully operationalized without an interrogation of the meaning of citizenship, given that the nation-state of Liberia is fundamentally de-territorialized, with a sizeable number of Liberians scattered throughout the globe, yet still fully engaged as transnational beings. My article scrutinizes the markers of citizenship, narrowly defined in Liberia’s current Aliens and Nationality Law.

  • There are two ways of picturing Africa in the context of global capitalism. One is from the point of view of the people living and hoping to improve their lot in sub-Saharan Africa’s forty-eight nation-states with a considerable variety of kinds of “insertion” into the global capitalist economy, and a corresponding range of experiences of development (or the lack of it).6 The other is from the point of view of capital, for which Africa is not so much a system of states, still less a continent of people in need of a better life, as simply a geographic—or geological—terrain, offering this or that opportunity to make money.
  • Growing pressure of population means a constantly expanding landless labor force, partly working for subsistence wages on other people’s land, partly unemployed or underemployed in the cities, sometimes migrating to neighboring countries (e.g., from Burkina Faso to Cote d’Ivoire), living on marginal incomes and with minimal state services, including education and health.

  • Fatefully for Africa, this debt came due, in the 1980s, just as the premises of the dominant players in the development game were changing. The western Keynesian consensus that had sanctioned the agricultural levies, the industrialization dream, the social services sensibility, and the activist state of the immediate post-independence decades—and lent money to support all this—was replaced by “neoliberalism.”
  • States in Africa felt compelled to comply: they were debtors, after all, and, with the decline of the Eastern bloc, were also fast losing whatever limited leverage this alternative source of support had given them.

Such projects are highly mechanized and require little labour. Large-scale agriculture focuses mainly on a single crop, thus undermining biodiversity. Irrigation is necessary but often leads to conflicts with local smallholder farmers, of whom the majority are women. In Africa, smallholders have weak water and land rights, despite their paramount importance of their production for food security – they produce 90 per cent of the food in Africa.

Smith resisted the inevitable with a mix of ineffectual concessions and heightened repression, but the power that South Africa held over imports and exports was decisive. Simultaneously, guerrilla war intensified and Smith could no longer count on Pretoria’s military backing. Three years after the ultimatum from Vorster and Kissinger, Smith and his conservative black allies were forced to the Lancaster House negotiating table in London, where Zimbabwe was born. Thanks to what Smith termed “the great betrayal” by South Africa and Britain, Zanu and its allies laid down their arms and swept the first democratic election in February 1980. A quarter of a century after that fateful meeting in Pretoria, an analogous moment reappeared in the relations between Zimbabwe and South Africa. In Zimbabwe, thirteen million black Zimbabweans suffer under the rule of an undemocratic, exploitative elite and of a repressive state machinery serving the class interests of a few tens of thousands of well-connected bureaucrats, military, and paramilitary leaders. And this is in the context of unprecedented economic crisis. In South Africa, meanwhile, it is not difficult to posit a similar trajectory of material decline, ruling-party political illegitimacy, and ascendant opposition, as the rand crashed by more than 50 percent over a two-year period and trade union critiques of neoliberal policies harden.
  • Mugabe’s “huge social spending spree” was, in reality, a brief two-year period of rising education and health expenditures, followed by systematic cutbacks and deprivation under IMF and World Bank guidance. The needs of trade unionists were as little respected as were those of any other sector of society.

  • Immediately after Kenya’s independence (1963), a great many important liberation figures were imprisoned, exiled or killed, such as Patrice Lumumba in Congo and Thomas Sankara in Burkina Faso. Each time a leader had the courage to rebel, Europe and the United States forced them to back down. We then came to know an empty period until the mid-1990s, when people began to resist and organise themselves again. Today in Kenya, spaces for discussion and debate are not lacking. It’s vibrant, alive and a general trend, including in Europe.

  • Dr Rodney was assassinated in 1980 against the backdrop of a mass movement for political change in Guyana, which was being led by his party, the WPA, and inspired partly by him as a symbol of the times. After years of inaction by both the PNC and PPP governments, the Ramotar-led PPP in 2014 mounted a Commission of Inquiry (CoI) into the assassination.
  • It immediately became clear that this move was meant more as a political manoeuvre by the PPP than as a search for the truth. The PPP, leading a minority government, was prepared to do anything, including pimping the martyr, to regain total power.
  • As was the case with many intellectuals of his generation, Dr Rodney did not confine his energies to the traditional classroom. Rather, he extended the classroom to include the street corners and bottom-houses where the masses of people could be reached. Walter Rodney was the consummate public intellectual, whose academic work was first and foremost a tool and avenue for socio-political change. As a product of the Caribbean decolonisation and Independence moments, he saw his primary role as one of service to the wider community in aid of making independence and freedom meaningful to all citizens, especially the poor.

  • In keeping with his praxis of the responsibility of the intellectual to the wider society, Dr Rodney became involved in the struggle for socio-political justice wherever he found himself. This activism brought him into conflict with the new post-independence government and state, which quickly became suspicious and, in some instances, intolerant of dissent. It was against this background that he was banned from Jamaica in 1968 by the then government, which viewed his groundings with the poor and the powerless as a form of political destabilisation.
  • His move to the University of the West Indies in Jamaica brought him into contact with the wider Caribbean movement. It was at this point that he made the crucial decision to study African history, a decision that further broadened his world-view. By the time he earned a doctorate in that field at age 24 in 1966, his reputation as a brilliant scholar was already developing.
