  • In even the most exploitative African sites of repression and capital accumulation, sometimes corporations take a hit, and victims sometimes unite on continental lines instead of being divided-and-conquered.
  • In early June, the British-Dutch firm Shell Oil – one of Rodney’s targets - was instructed to depart from the Ogoniland region within the Niger Delta, where in 1995 Shell officials were responsible for the execution of Ken Saro-Wiwa by Nigerian dictator Sani Abacha. After decades of abuse, women protesters, local NGOs and the Movement for the Survival of the Ogoni People (MOSOP) gave Shell the shove. France’s Total appears next in line, in part because of additional pressure from the Movement for the Emancipation of the Niger Delta.
  • Although it was six months ago that the European Union’s ultramanipulative trade negotiator, Peter Mandelson, cajoled 18 weak African leaderships -- including crisis-ridden Cote d’Ivoire, neoliberal Ghana and numerous frightened agro-exporting countries -- into the trap of signing interim “Economic Partnership Agreements” (EPAs), a backlash is now growing.

  • “We can’t continue to deal with incompetent, weak, corrupt, supine governments,” explained Dot Keet of the Alternative Information and Development Centre in Cape Town. “But these are not factors of the same order of magnitude. The domination of African countries by neocolonialism and the subordinate stance by African governments are not the same. We must be clear where the main driving force comes from: outside Africa. We have to tackle the source.”
  • Since 2002, the EPAs have supplanted the agenda of the gridlocked World Trade Organisation, just as bilateral trade deals with the US, China and Brazil are also now commonplace. A united Europe deals with individual African countries in an especially pernicious way, because aside from free trade in goods, Mandelson last October hinted at other invasive EPA conditions that will decimate national sovereignty: “Our objective remains to conclude comprehensive, full economic partnership agreements. These agreements have a WTO-compatible goods agreement at their core, but also cover other issues.” Those other “Singapore” issues (named after the site of a 1996 WTO summit) include investment protection (so future policies don’t hamper corporate profits), competition policy (to break local large firms up) and government procurement (to end programmes like South Africa’s affirmative action).
  • As Walter Rodney observed, “It is typical of underdeveloped economies that they do not -- or are not allowed to -- concentrate on those sectors of the economy which in turn will generate growth and raise production to a new level altogether, and there are very few ties between one sector and another so that, say, agriculture and industry could react beneficially on each other.”
  • African countries face unreliable provision of public utilities (electricity and water); poor public infrastructure (run down roads and railways); rapidly fluctuating exchange rates and high inflation; labour productivity problems arising from poor education, health and housing provision; vulnerable market institutions (such as immature financial systems); and poorly-functioning legal frameworks. The EU has no interest in reversing such fundamental structural economic challenges.
  • From early on, African civil society movements – especially the African Trade Network - called on elites to halt the negotiations. But it has not been easy to develop a strong coalition, as Third World Network director Yao Graham concedes: “Unions have been too syndicalist, while our justice movements have been exhausted fighting structural adjustment. The local private sector has been absent. But in some regions, like West Africa, agricultural producers have been well organised and opposed to EPAs. Links to the Caribbean are weak. But we are working behind enemy lines with progressive allies in Europe, including within the Brussels parliament.”

Pambazuka - Stakeholders in the Côte d'Ivoire crisis - 1 views

  • Côte d’Ivoire is now plunged in a deadly tale of five stakeholders.
  • Laurent Gbagbo sought to accredit his opposition to French neo-colonialism, and his socialist and anti-imperialist credentials while strengthening a new class of rich Ivoirians including the military. Their sources of enrichment were enhanced in 2006 when oil and gas revenues supplemented the traditional cocoa and coffee incomes.
  • In his professional background as head of the Africa desk of the IMF, governor of the West African central bank, prime minister of Côte d’Ivoire, and deputy-managing director of the IMF, Ouattara presided over the deregulation and the liberalisation of the Côte d’Ivoire economy.

  • Ouattara kept for years pocketing a double salary as a prime minister and central bank governor. He stopped this practice only when this was discovered and exposed by then opposition leader, Gbagbo, whom he jailed.
  • The third stakeholder is France, which granted independence to its former African colonies on condition that French troops remained stationed on their territories and they maintain the colonial CFA franc as their common currency
  • At a fixed-rate of 665.957 to each Euro, the exchange rate of the CFA franc is grossly overvalued. This is tantamount to an economic suicide when one considers that countries around the world battle to keep their exchanges rates low in order to make their exports competitive. But this suits French businesses, which can transfer all their earnings to France at this very advantageous exchange rate.

  • The fourth stakeholder is the Ivorians themselves, a population under siege, governed by two declared winners of the same election, divided along ethnic and economic lines and fed with the venom of hatred, ready to massacre each other as they did in the deadly civil war they went through between 2002 and 2003.

They endorsed the international community’s stand in favour of Ouattara. France and the US were instrumental in shaping world opinion. France easily secured the EU members support. Jendayi Frazer, an African American, a former US Assistant Secretary of State for African Affairs in the Bush Administration and present US Ambassador to South Africa was instrumental in shaping the Obama’s administration stand.
  • beyond all the rhetoric, the banning and condemnation, what are at stake in Côte d’Ivoire are the consequences of French on-going colonisation and ruthless exploitation in connivance with unscrupulous local leaders of swathes of west and central Africa. France has been able to phantom the politics and the economics of its former colonies so far. But, in a changing world and an increasing shifting of the world balance of power, its dominance will be more and more questioned.

  • The government of Burkina Faso has adopted several new policies in an attempt to confront these crises. Yet unfortunately these have mainly been designed to respond to the imperatives of the dominant world powers and they have failed to take into account the realities on the ground. As a result, the main concerns of the large majority of the population have been ignored.
  • It is not that farmers are unable to produce a sufficient quantity of food, it is that they find themselves in a political system that will not allow them to fulfill their potential.
  • Made up of about 1,000 educated and non-educated women, it is a highly organised and active cooperative of women who are aware of their potential to affect change, and to secure greater access to means of production including land, equipment, training and material inputs. Groups of women like this have been able to obtain larger parcels of land through lobbying local leaders.

  • We regularly read in the press that Saudi Arabia ↑ has purchased enormous areas of crop land for rice production, and several members of the government possess large areas of land in some of Burkina Faso’s most fertile areas without even being farmers! The recently adopted land tenure law is encouraging the development of these destabilising trends.
  • Let me give an example. In 1999, a rural Burkinabé woman, Nagbila Aisseta, accepted ↑ the Hunger Project Africa Prize awarded to the 'women farmers of Africa'. She was a poor woman aged 35 who had not left her village since birth, had never entered a car, knew nothing at all of modern life, but who, little by little, had developed initiatives to create a large organisation involved in livestock farming, agriculture, and market gardening to tackle malnutrition in her area. She was invited to receive her prize at a ceremony at the United Nations headquarters and asked to submit her speech prior to the event in the national Mooré language. It was to be translated into English, which she did not speak, for another person to read out during the ceremony. But she said “No. If it is me that has received the prize then I should speak directly to those who gave it to me. The way I was brought up, when you thank someone you thank them directly, without a go-between.” She asked the United Nations to find a Burkinabé interpreter who could understand both Mooré and English in order to ensure simultaneous interpretation. And this is how it was done. She knew her rights -  in this case the right to speak!

From Racism to Neoliberalism to National Security: AFRICOM and R2P | ZERO ANTHROPOLOGY - 0 views

  • To mask these simple truths, the U.S. and its corporate propaganda services invent counter-realities, scenarios of impending doomsdays filled with super-villains and more armies of darkness than J.R.R. Tolkien could ever imagine. Indeed, nothing is left to the imagination, lest the people’s minds wander into the realm of truth or stumble upon a realization of their own self-interest, which is quite different than the destinies of Wall Street or the Project for a New American Century (updated, Obama’s “humanitarian” version). It is a war of caricatures.
  • Naturally, in order to facilitate all these exits of governments of sovereign states, international law, as we have known it “must go.” In its place is substituted the doctrine of “humanitarian” military intervention or “Responsibility to Protect” (R2P), a rehash of the “White Man’s Burden” designed to nullify smaller powers’ rights to national sovereignty at the whim of the superpower.
  • Muammar Gaddafi’s exorcism in Libya energized jihadists all across the northern tier of Africa, as far as northern Nigeria, giving a green light to a French colonial renaissance and further expansion of AFRICOM, the U.S. Africa Command. Only five years after its official inception, AFRICOM reigns supreme on the continent, with ties to the militaries of all but two African countries: the nemesis states Eritrea and Zimbabwe.   • U.S. proxies set off inter-communal bloodletting in Rwanda in 1994, a conflagration that served as pretext for Rwandan and Ugandan invasion of the mineral-rich Democratic Republic of Congo and the loss of six million lives – all under the protection, funding and guidance of a succession of U.S. administrations in mock atonement for the much smaller “genocide” in Rwanda.
  • New age Euro-American law holds sway over Africa in the form of the International Criminal Court. The Court’s dockets are reserved for Africans, whose supposed civilizational deficits monopolize the global judiciary’s resources. This, too, is R2P, in robes.
  • However, what we do know about U.S. domestic “terror” spying is enough to dismiss the whole premise for the NSA’s vast algorithmic enterprises. The actual “terrorist” threat on U.S. soil is clearly relatively slight. Otherwise, why would the FBI have to manufacture homegrown jihadists by staging elaborate stings of homeless Black men in Miami who couldn’t put together bus fare to Chicago, much less bomb the Sears tower?
  • So, what are they looking for? Patterns. Patterns of thought and behavior that algorithmically reveal the existence of cohorts of people that might, as a group, or a living network, create problems for the State in the future. People who do not necessarily know each other, but whose patterns of life make them potentially problematic to the rulers, possibly in some future crisis, or some future manufactured crisis. A propensity to dissent, for example. The size of these suspect cohorts, these pattern-based groups, can be as large or small as the defining criteria inputted by the programmer. So, what kind of Americans would the programmers be interested in?

  • With the weight of its recent past and in particular its long struggle for independence that served as a model for several liberation fronts across the globe and given its assertive diplomacy and audacious foreign policy in the 60s and 70s, the Algerian capital was to become a Mecca for all revolutionaries. As Amilcar Cabral announced at a press conference at the margins of the first Pan-African Festival held in Algiers on 1969: “Pick a pen and take note: the Muslims make the pilgrimage to Mecca, the Christians to the Vatican and the national liberation movements to Algiers!”
  • Fanon’s concern with what the masses do and say and think and his belief that it is the masses, and not leaders nor systems, who make and determine history, is at the centre stage in his books.
  • Reading Fanon’s words and especially ‘The Pitfalls of National Consciousness’ his famous chapter in The Wretched of the Earth (based on his reflections on his West African experiences as well as his concerns about the Algerian revolution),[v] one cannot help being absorbed and shaken by their truth and foresight on the bankruptcy and sterility of national bourgeoisies in Africa and the Middle East today; bourgeoisies that tended to replace the colonial force with a new class-based system replicating the old colonial structures of exploitation and oppression. Today we can see states across the formerly colonised world that have ‘bred pathologies of power’ as Eqbal Ahmad has called them, giving rise to national security states, to dictatorships, oligarchies and one-party systems.   • As Edward Said argued, the true prophetic genius of The Wretched of the Earth is when Fanon senses the divide between the nationalist bourgeoisie in Algeria and the FLN’s liberationist tendencies. He was the first major theorist of anti-imperialism to realise that orthodox nationalism followed the same track hewn out by imperialism, which while it appeared to concede authority to the nationalist bourgeoisie was really extending its hegemony.[vii]

Pambazuka - Party militias and election-related violence in Tanzania - 0 views

  • the decision by opposition political parties to institute their own militias isn`t an act of mere emulation. Rather, it is a protest against how the ruling party and government have been handling democratic transition in the country, at least, and a failure of the establishment to uphold the constitution, at most.
  • Analyses of previous elections in Tanzania (2005, 2009 and 2010) indicate that election related violence and cases of electoral misconduct have been increasing in tandem with the increase in political competition especially in the mainland. Several scholars have postulated that the 2010 general election experienced increased competition and unprecedented levels of violence in that part of the country.[17]
  • In this election year, the main role of the party guards, according to CHADEMA, will be protecting its share of votes against usual thievery from the ruling party.   • The level of mobilization and training of party guards currently exercised by the leading political parties in Tanzania especially in the mainland amounts to the breach of the constitution. The ruling party and government jointly shoulder the responsibility for failing to uphold the constitution. One sees an institutional weakness of a high degree in this matter.
  • Following the winds of change that blew across Africa in 1990s, just like in other parts of the world, Tanzania experienced the pressure to change accordingly. As a result, then President Ali Hassan Mwinyi appointed a commission headed by Judge Francis Nyalali and tasked it with looking into whether the nation should stick to the single party rule or adopt a multi-party political dispensation.[11] Among other findings, the commission recommended the adoption of a multiparty system and identified 40 laws which had to either be repealed or reformed to suit the new political arrangement. At this juncture, it is important to note that the establishment of the people`s militia had been commissioned by the ruling party (TANU) and there wasn`t a specific law in that respect. This didn`t sound legally awkward at the time possibly due to supremacy of the party but the Nyalali Commision Report (1992) hinted that, although the people`s militia was recognized by law, it was not legally established.[12]

Displacement, intimidation and abuse: land loyalties in Ethiopia | openDemocracy - 0 views

  • With the coming of industrial-size farms in Ethiopia, local people, villagers and pastoralists (deemed irrelevant to the Government’s economically-driven development plans) are being threatened, and intimidated by the military; forcibly displaced and herded into camps, their homes destroyed. Along with vast agricultural complexes, dams are planned and constructed, water supplies re-directed to irrigate crops, forests burnt, natural habitats destroyed. Dissenting voices are brutally silenced – men beaten, children frightened, women raped, so too the land.
  • Three quarters of all land deals take place in sub-Saharan Africa, in some of the most food-insecure, economically vulnerable, politically repressive countries in the world; precisely, some say, because of such advantageous commercial factors.
  • In Ethiopia, land sales are occurring in six key areas. Oromia and Gambella in the south, Amhara, Beneshangul, Gumuz, the Sidaama zone, or SNNP and the Lower Omo Valley – an area of outstanding natural beauty with acclaimed UNESCO World heritage status. The Ethiopian government’s conduct in Omo and Oromia, Genocide Watch (GW) considers “to have already reached stage 7 [of 8], genocidal massacres”.

  • Conditional within land lease agreements is the requirement that the government will clear the area of “encumbrances”, meaning indigenous people – families, children and pastoralists, as well as cattle, wildlife, forests, anything in fact that will interfere with the levelling of the land, building of [foreign] workers’ accommodation, roads and the eventual sowing of crops.
  • Along with pastoralists, who number around 300,000 in Gambella alone, villagers are herded, sometimes literally, always metaphorically, at the end of a rifle, into Villagisation camps. Despite Government promises to “provide basic resources and infrastructure, the new villages”, HRW found “have inadequate food, agricultural support, and health and education facilities”.
  • The government proclaims land sales are part of a strategic, long-term approach to agricultural reforms and economic development, that foreign investment will fund infrastructure projects, create employment opportunities, help to eradicate hunger and poverty and benefit the community, local and national. The term “development” is itself an interesting one: distorted, linked and commonly limited almost exclusively to economic targets, meaning growth of GDP, established principally by the World Bank, whose policies and practices in relation to land sales, the OI discovered, “have glossed over critical issues such as human rights, food security and human dignity for local populations”, and its philanthropic sister, the International Monetary Fund. Meanwhile market fundamentalism drives the exported (one size fits all) policies, of both ideologically entrenched organisations, that promote models of development seeking to fulfill corporate interests first, last and at every stage in between.
  • Protagonists laying claim to the all-inclusive healing powers of agriculture and agro-industrial projects, contradict, the OI states, “the basic facts and evidence showing growing impoverishment experienced on the ground”. What about the bumper benefits promised, particularly the numerous employment opportunities? It turns out industrialised farming is highly mechanised and offers few jobs; overseas companies are not concerned with providing employment for local people and care little for their well-being, making good bed mates for the ruling party. They bring the workers they need, and are allowed to do so by the Ethiopian government, which places no constraints on their operations.

The World Bank, the PFI hospital and the destruction of a nation's healthcare system | ... - 1 views

  • It now costs Lesotho's govenrment $67 million per year, or at least three times the cost of the old public hospital. The hospital is reported by the IFC to be delivering better outcomes in some areas. But the biggest concern is that as costs escalate for the PPP hospital in the capital, fewer and fewer resources will be available to tackle serious and increasing health problems in rural areas where three quarters of the population live.
  • And despite a significant body of evidence highlighting the high risks and costs associated with health PPPs in rich and poor countries alike, similar IFC-supported health PPPs are now well advanced in Nigeria, and in the pipeline in Benin.
  • So why is the PPP so expensive? There are many reasons, as outlined in the new report and in a previous blog authored by Dr John Lister on this site. To some extent cost increases appear to be a result of bad advice given by the IFC. But other reasons for the expense seem inherent to health PPPs and raise serious questions about why the model was pursued in a low-income country.

  • As the country‘s health financing crisis escalates, the option of reintroducing and increasing user fees at clinics and hospitals has already been tabled for debate. Such a devastating and retrograde move in Lesotho would further exacerbate inequality and increase rather than reduce access to healthcare for the majority of the population. World Bank President, Jim Yong Kim, recently stated that user fees for healthcare are both unjust and unnecessary.
  • It is accepted that borrowing capital via the private sector will always be more expensive than governments borrowing on their own account. The theoretical cost saving and value for money potential of PPP financing and delivery therefore lies in effective risk transfer to the private sector and, in turn, the effective management of that risk by the private sector in the form of improved performance and greater cost efficiency in its operations. In the case of Lesotho, this potential benefit has not been realised, and the costs are already escalating to unsustainable levels.
  • The World Bank promised and advised that to build a Public-Private Partnership hospital in the capital would cost no more than the old public hospital it replaced.

As Global Wealth Spreads, the IMF Recedes - 0 views

  • Ghana had joined a long list of developing countries in Africa and beyond enjoying record periods of growth, with the robust economy leaving it no longer in need of more IMF cash.
  • The IMF, founded in 1944 to foster the reconstruction of the global economy in the wake of World War II, is entering its largest period of upheaval since the fall of the Berlin Wall. Over the next year, the Washington institution will slash its 2,900-person workforce by 13 percent through a combination of buyouts and some layoffs, reflecting a loan portfolio shrinking so fast that the IMF is seeking to sell off $6 billion in gold reserves to create a new long-term source of income.
  • The weakest nations in Africa remain the most subject to IMF policies because the fund represents one of their few financial lifelines. But even in better-off countries like Ghana -- a West African nation of 23 million -- the IMF still wields clout. Lenders including the World Bank and foreign-aid agencies in Europe and the United States continue to look to the fund to certify a nation as being fiscally responsible before offering grants or loans.

  • In Ghana, the IMF has been credited with helping to promote less wasteful government spending and worked with the World Bank to forgive Ghana's $381 million debt earlier this decade. It allowed Ghana to shift funds once earmarked for debt payments to social spending. Schools that had operated in the open air were moved into classrooms while new medical clinics cut infant mortality and the deaths of women at childbirth, according to the Social Enterprise Development Foundation of West Africa, a regional nongovernmental organization.Yet other fund-backed policies have proven difficult for the population. As Ghana sought to increase water access, the IMF recommended "full cost recovery." Ghana's water company moved to install prepaid meters and disconnect nonpaying customers, according to a report from Jubilee USA, an anti-poverty nonprofit group in Washington. As a result, Ghanaian women, who traditionally bear the burden of providing water for household use, were forced in some instances to dig unsafe, shallow wells to access drinking water.
  • The IMF has insisted that Ghana eliminate those subsides and pass the full cost of electricity production to its people. It would mean higher power bills just as residents are trying to cope with increases in gas and food prices. The government has opted for a Solomonic solution. It will begin passing the higher costs to corporate users by later this year but has provided no timetable for extending the burden to individual users.For some here, even that is too much. "The IMF has been pushing us for years," said Leticia Osafo-Addo, chief executive of Samba Processed Foods, a maker of hot pepper sauces, juices and spices that will likely see its electricity bill soar by year's end. "We can and should manage on our own. It is time for that to stop."

Quiet legacies and long shadows: the Obama era of counterterrorism in the Sahel-Sahara ... - 0 views

  • President Obama has been widely criticised for the late timing of this summit, 14 years after China started holding its regular Africa summits, and his failure to prioritise the continent earlier in his presidency. In the eyes of many commentators, this is Obama’s attempt to etch out a legacy in Africa.
  • Indeed, as a recent report from Oxford Research Group and the Remote Control project shows, for all the talk of the US lacking engagement with Africa, military forces under the new US Africa Command (AFRICOM, a legacy of the late Bush administration) have been pursuing a quiet but sustained “pivot to Africa” under the Obama administration.
  • September 11 is the key date for US engagement in the Sahel-Sahara, but 2012 not 2001. This was the date that jihadist militants stormed US diplomatic compounds in Benghazi, Libya, killing the US Ambassador and three other citizens.

  • Its one drone base in Niamey, Niger can cover most of West Africa–and North Africa is covered by drones operating from Sicily–but there are gaps, notably around Senegal and Chad.
  • AFRICOM and its allies are testing an open-ended, “light-touch” approach, with few boots-on-the-ground and a reliance on special forces, drones and private military companies. 
  • Increased ISR capabilities have also depended on use of private military and security contractors (PMSCs), who have run key elements of AFRICOM’s covert counter-terrorism operations in the region. Using unmarked, civilian-registered aircraft, they provide ISR operations, transport special operations forces, and provide medical evacuation and search and rescue capacities.
  • But it is France–the old colonial power, Saharan gendarme or legionnaire–that has most at stake in the Sahel-Sahara and on which the US so-far depends. Last week, France formally redeployed its military forces under Opération Barkhane, which sees French land, air and special forces establish an indefinite regional presence at eight bases and several other forward operating locations across five or more Sahel states. US forces and aircraft have a presence at least three of these bases (Niamey, N’Djamena and Ouagadougou) and probably use several others for “contingencies”.
  • Just as there is little mention of this rapidly expanding presence, so too is there little discussion of the effectiveness of this new approach to counterterrorism and the impact it will have on stability, governance, and accountability in a fragile region.
  • The US has made sure this week not to be seen to engage with selected authoritarian African regimes, withholding invitations to Sudan’s ICC indicted Omar el Bashir, Zimbabwe’s Robert Mugabe and Eritrea’s Somalia-meddling Isaias Afewerki. Yet, in a nod to similarly uncritical alliances of the Cold War era, its expanding military engagement across Africa has depended on relationships with similarly dubious governments. Djibouti, Uganda and Ethiopia, the increasingly undemocratic pillars of US campaigns against Somalia’s al-Qaida franchise, are the most blatant examples.
  • Outside of the limits of this week’s summit, the trend towards covert or “plausibly deniable” counter-terrorism–PMSCs, drones, rapid reaction special forces–and barely restrained mandates to wage war is indicative of the real and increasing power over Africa policy exercised by Defense departments in both Washington and Paris.
  • The elected Malian government seems to have interpreted its post-2013 French and UN guarantees of security enforcement as reason not to pursue a peace process with northern separatists. Similarly, Côte d’Ivoire’s President Alassane Ouattara has shown no urgency in seeking reconciliation with supporters of the former regime since French and UN troops helped him to power in 2011. Governance, human rights and non-military solutions to existing conflict are thus considerably undermined by the securitisation of policy in the Sahel-Sahara.

Pambazuka - Swaziland: Wither absolute monarchism? - 0 views

  • The redeeming feature of the Swazi monarchy is that it is largely characterized by peace as compared to many of Africa’s ‘multi-party’ states. Swaziland has never experienced a humanitarian catastrophe such as those which took place in Zimbabwe, Rwanda, Sudan, Uganda, Cote d’Ivoire, and Libya. This is one of the chief reasons as to why many Swazis believe in the monarchy.
  • From this distance, the problem of Swaziland is thus the status of the monarchy. The issue here is not openly the legitimacy of the King, but whether in this modern era (an age of political and structural transformations, and the respect for basic human rights) he should continue enjoying the archaic and traditional privileges that previously defeated communities reserved for sovereign potentates during the last two centuries.

Robert Mugabe of Zimbabwe, Paul Biya of Cameroon, Yoweri Museveni of Uganda, and Yahya Jammeh of Gambia are possibly making themselves victims of a changed history.

This appears close to the nature of transformation which the International Crisis Group (ICG; 2005:1), proposed when it maintained that Swaziland should be transformed into a constitutional monarchy which is characterised by: • The elimination of all vestiges of the 1973 state of emergency, including removal of the king’s arbitrary powers over the legislature and judiciary as well as his right to appoint the prime minister and the cabinet; • Legalization of political parties • A directly elected house of assembly with oversight of royal spending and an elected prime minister as head of government; • Codification of traditional law and its reconciliation with common law, and appointment of an independent judiciary by an impartial judicial commission, and • Civilian oversight of professional security forces.

Arguments by liberals and statists for further global integration are based upon the expectation (and requirement) of the continued subordination of the working classes to the objectives of capital accumulation.
  • Is there a way of changing the relationship between poverty and rising global wealth? A labour-centred concept of development would recognise that global wealth is based upon the working classes.

  • Compaoré is not alone in extending presidential term limits. President Yoweri Museveni of Uganda disposed of them altogether when he amended the Ugandan constitution. Yet both these men deposed their predecessors on the grounds of incompetence, repression and corruption.
  • Despite what melancholic lyrics may suggest, they exist – the men and women who want to change things. In the months leading up to the 2006 elections in Uganda, there were demonstrations outside the Central Police Station and the High Court where an opposition presidential candidate, Dr Kiiza Besigye, was first detained and then brought to trial. The big open air Nakasero Market is located a mere 200 metres from there. On one of the trail days, I found the market deserted. Everyone was at court, I was told.
  • The West was willing to help with the rehabilitation. The only condition: that the leaders sign up for IMF economic structural adjustment programmes. Should someone who actually needs micro-finance really borrow a large development loan without hope of ever paying it off? Was there really a choice? For Sankara there was. He declined all offers. His disagreement with what he called “debt imperialism” became the centrepiece of many of his speeches. “We can produce enough food to feed ourselves….Malheureusment, for lack of organization we still need to beg for food aid.   • It is heartbreaking to watch the video footage [iv] of Sankara appealing to his fellow presidents to repudiate unfair debt agreements with IMF and other foreign creditors at the Organization of African Unity Summit in 1987. He accused them of degrading their people. He says, only half-jokingly, that if they do not support him he is going to be assassinated: “I may not make it to the next meeting.”
  • On the face of it, General Yoweri Museveni, the Ugandan president, seemed of similar mettle to Sankara. Anecdotes confirming his revolutionary credentials arrived thick and fast in the diaspora. It was said that at State functions he drank from plastic (or was it tin?) mugs rather than long-stemmed wine glasses. (It is possible he was merely adjusting from the bush war.) He too repudiated debt as a solution to all that ails Africa. But after an attempt to barter trade with neighbouring countries he gave in to the beckoning finger of the North.
  • His daughter was flown to Germany in a Lear jet to give birth to her child at a cost of GBP 70,000 if you believe the British media or GBP 20,000 if you believe Government. In either case, his official statement was clear, “When it comes to medical care for myself and my family there is no compromise [vi].” The families of the 16 women a day who die in childbirth for lack of essential drugs, properly motivated (or simply paid) staff and lack of equipment held their peace.
  • A pattern emerges. Genuine agents of change die young. Either they do not make it to State House or they die while there (with the possible exception of Jerry Rawlings in Ghana). Such is the dynamic. The rest capitulate early while continuing to assume the demeanour of revolutionaries. They can do so because Western powers are willing to turn a blind eye to their increasing profligacy in return for their signatures on a succession of documents keeping their countries in debt bondage.

He sketches the slow conquest and penetration due to shipping superiority and the slow breakup of African kingdoms and states in the 16th-17th century leading to the Portuguese slave trade and decision-making role for Europeans in Africa. While dissecting the slave trade he drew parallels between the rise of the European seaport towns of Bristol, Liverpool, Nantes, Seville and the Atlantic slave trade. In a passage that vividly explains the impact of Europe on Africa and its subsequent underdevelopment Rodney asserted that: ‘the European slave trade was a direct block, in removing millions of youth and young adults who are the human agents from whom inventiveness springs. Those who remained in areas badly hit by slave capturing were preoccupied about their freedom rather than with improvements in production’. Rodney pursues the notion that colonisation gave Europe a technological edge and addresses the exploitation of African minerals important for making steel alloys, manganese and chrome, including columbite – critical for aircraft engines. Significantly, in the course of this orbit of exploitation there was incessant African resistance. But European firearms, after reaching a certain phase of effectiveness, as in the use of the Maxim (machine gun) against the Maji Maji and the Zulus and others, in concert with the use of Africans in colonial armies tipped the military balance in favour of Europe and subjugated a continent.
  • Rodney also attacks the notion, which unfortunately still persists, that there is some universal nexus or equal relationship between ‘hard work’ and great wealth, a myth peddled in the West today.   • The white ruling elite had prepared for such outcomes with great deliberation. Like any typical national bourgeoisie in post-colonial Africa and Asia, members of this newly confected class aspired to little more than becoming intermediaries between global capital and the national market.

  • On July 11, 2013, John Pilger published a piece on his interview with Mandela after the ANC had taken hold of power, had abandoned the black working classes and the poor to their fate, and was launched upon a wave of brisk privatisations and deregulations, which led, among other things, to fabulous enrichment of the new ANC elite, Mandela’s close associates and Cabinet Ministers in particular. Pilger reports that when he said to Mandela that it was all contrary to what he had said in 1990, the latter shrugged him off with the remark, “For this country, privatisation is the fundamental policy.” Not only that! Mandela was frequently seen in the company of the most corrupt of his Ministers even after he relinquished power.

  • As Gaddafi finds new ways to attack Libyans, Libyans unleash their fury against his deployment of mercenaries from West and East Africa as migrant workers from south of the Sahara face increasing attacks and are prevented from leaving the country. Given the racism in Libya and low status of foreign black workers, it was only a matter of time before innocent people were attacked.
  • The language and subtext being used in some of the reports is cause for concern. In a video by Al Jazeera, ‘Immigrant workers under suspicion’, the US-based Frontlines of Revolution uses the headline ‘White Arab supremacy: Revolution or Moor black oppression?’ There is no doubt that there that racism is rife in Libya and that black foreign workers are being targeted, but language like this and lack of historical or political context only inflames the situation
  • Nonetheless, the assault on black Africans is disturbing, not least because the uprisings in North Africa have been framed within an Arab/Middle East context, not just by Western media but more importantly by Al Jazeera, which itself has become part of the revolutionary story. This in itself further antagonises Arab–African/Arab–black tensions and also raises the monumental question as to who is an African and what do we mean by Africa. Pambazuka News editor Firoze Manji addresses this in a recent interview with Al Jazeera – could this possibly be a response to growing criticism of their framing the North African uprisings solely in an ‘Arab’ context?

It just takes a little effort and time to know what is happening.
