  • Currently, corporations subscribe to the standards of the voluntary International Cyanide Managament Code. Yet one aspect that the code fails to rigorously address is that of closure.

Pambazuka - Swaziland: Wither absolute monarchism? - 0 views

  • The redeeming feature of the Swazi monarchy is that it is largely characterized by peace as compared to many of Africa’s ‘multi-party’ states. Swaziland has never experienced a humanitarian catastrophe such as those which took place in Zimbabwe, Rwanda, Sudan, Uganda, Cote d’Ivoire, and Libya. This is one of the chief reasons as to why many Swazis believe in the monarchy.
  • From this distance, the problem of Swaziland is thus the status of the monarchy. The issue here is not openly the legitimacy of the King, but whether in this modern era (an age of political and structural transformations, and the respect for basic human rights) he should continue enjoying the archaic and traditional privileges that previously defeated communities reserved for sovereign potentates during the last two centuries.

  • It also explains the success of the Libyan revolution. That history is sure to impose consequences when one defies it is what Gaddafi failed to realise when he decided to invoke his military mantle with the view to face out the Libyan revolt. Having presided over Libya for close to half a century, Gaddafi became entirely convinced that nothing can depose him from the presidency. Contrary to this conviction, he eventually died a brutish and ignoble death after his capture by ‘cockroaches and rats’, the terms which he used to refer to the revolutionaries. Robert Mugabe of Zimbabwe, Paul Biya of Cameroon, Yoweri Museveni of Uganda, and Yahya Jammeh of Gambia are possibly making themselves victims of a changed history.
  • This system is capable of ensuring that Swaziland retains its cultural tradition within the context of a modern democratic state. This appears close to the nature of transformation which the International Crisis Group (ICG; 2005:1), proposed when it maintained that Swaziland should be transformed into a constitutional monarchy which is characterised by: • The elimination of all vestiges of the 1973 state of emergency, including removal of the king’s arbitrary powers over the legislature and judiciary as well as his right to appoint the prime minister and the cabinet; • Legalization of political parties • A directly elected house of assembly with oversight of royal spending and an elected prime minister as head of government; • Codification of traditional law and its reconciliation with common law, and appointment of an independent judiciary by an impartial judicial commission, and • Civilian oversight of professional security forces.

  • Do not conflate criminal with political violence. Political violence may be criminal, but it is more. Political violence has a constituency • Political violence is seldom a stand alone act. It is most often part of a cycle of violence. When it comes to a cycle of violence, victims and perpetrators often change sides.
  • The South African transition was marked by three characteristics. To begin with, the Cold War had ended and external involvement in South Africa was at an all-time low. Second, the internal situation had reached an impasse. Both sides dropped their maximum goal – victory or revolution – so as to give the political process a chance. Each side de-demonized the other; yesterday’s enemies became today’s adversaries. The difference between an adversary and an enemy is this: you can talk to an adversary, but you have to eliminate an enemy. Finally, when the fighting ended, there was no judicial process. The way ahead was forged through a political process.
  • The first set of concessions is what Joe Slovo, the Secretary-General of the Communist Party, called sunset clauses. They promised that the personnel of the old apartheid state – including its security forces, judiciary and civil service – would survive into the post-apartheid order. The state personnel were granted impunity. Only the political establishment had to subject itself to an inclusive electoral process. Second, there was constitutional protection for white-owned property; this protection was translated into a local government law. Third, there were no court trials of perpetrators; there was no judicial process. Instead, there was an amnesty for all. The much-lauded TRC really functioned as a mock quasi-judicial process: no matter the quality of the truth offered, it had no choice but to grant amnesty.

  • I want to suggest that South Africa offers us deeper lessons. To begin with, it calls on us to broaden and deepen our notion of justice. In the era that followed independence, we thought of justice as mainly social justice. Today, we have narrowed down the understanding of justice to criminal justice, with lawyers as its primary custodians.
  • The negotiations that ended apartheid brought us political justice. That political justice was a reform of the political system – an end to juridical and political apartheid.
  • The twist in Darfur had to do with relations between peasants and nomads. Nomads have a soft notion of borders. They move across borders. So the British decided that nomads who move over large areas of land shall have no tribal homeland. These were the nomads of northern Darfur, the northern Rizeigat.
  • How is this relevant to Kenya? Think of the violence in the Rift Valley. The deep background is colonial. The details are different. But the questions are the same: who has right to land? This is not a question of right against wrong, but right against right. In contention are two sets of rights, each with a different history; one colonial, the other post-colonial; one tribal/ethnic, the other national. The perpetrators may be different, but the issues are not so different.
  • In Kenya, you have had two experiences over the past few decades. The first was the national movement for a constitutional reform. You forged a national coalition, a coalition across ethnic and ideological boundaries. My friend Willy Mutunga called it ‘Constitution-making from the Middle. This attempt at political reform was an exemplary effort, one that inspired the region. But you failed to build on it. Instead, you turned to a contradictory initiative – don’t be vague, go to Hague. The Hague initiative undercut the gains made in the earlier period. Whatever national movement you had built around the constitutional reform process was split along ethnic lines, as each side mobilized in pursuit of revenge, rather than reform, and a different breed of lawyers took over.
  • Soon after the end of apartheid, its lessons were followed in Mozambique, where Renamo had unleashed the most brutal terror against children and women. It was a practice reminiscent of the kind of terror unleashed by LRA in Uganda. That is where the similarity between Uganda and Mozambique ends. The two governments followed entirely different paths: a political reform in Mozambique, and war and punishment in Uganda. You only need to look at the consequences to appreciate the difference: the war is over in Mozambique where the leadership of Renamo sits in Parliament. The war continues in Uganda where the leadership of LRA is still on the run.

  • Perhaps the most instructive is the case of Zimbabwe, where SADCC under Thabo Mbeki successfully resisted demands by the West that the region isolate Zimbabwe through sanctions. The result was to give time for an internal dialogue. Contrast this with Kenya where the ‘international community’ – along with an influential internal constituency – distorted the internal political process by threatening to give priority to court trials. It is of secondary significance whether these trials were to be internal or international.

  • The CDKN consortium includes PricewaterhouseCoopers (PWC), the Overseas Development Institute (ODI), Fundación Futuro Latinoamericano (FFLA), SouthSouthNorth, LEAD International and INTRAC. I know some of them well from previous interactions with them. The ODI, for example, advertises itself as an ‘independent think tank on international development and humanitarian issues’. From my knowledge of the ODI (on matters related to development aid, trade and EPA negotiations, for example) I can say without a moment’s hesitation that it is really an arm of British foreign policy. It is the ‘soft arm’ of British imperial diplomacy whose ‘strong arm’ comprises of instruments of force, including sanctions and war.
  • The ICs take advantage of these differences in order to ‘divide and dictate’ to the DCs the terms of the climate change negotiations. What makes Africa vulnerable is its dependence on the West for the so-called ‘development aid’ and ‘technical experts’. One significant illustration of this is the manner in which the industrialised West has used money and ‘technical assistance’ as a means of ensuring an outcome at COP-16 in Cancun after they had failed to do so at COP-15. Europe and the US mounted a coordinated offensive to break the ranks of the countries of the South. Some of this was quite overt and open, for example, through the use of ‘development aid’ and other financial incentives. Others were covert and secretive, such as the use of US spy network – exposed, partially, by WikiLeaks (see Pambazuka issue 510, Dec 2010).
  • This, in brief, is the first point. Africa is run by a global kleptocratic system, a system which enriches a minute number of economic and power elites in Africa and the global bankocrats and corporatocrats at the one end of the pole while impoverishing the masses of African people at the other. Economists call this ‘rent seeking’, but it is, bereft of linguistic and technical finesse, simply looting.

  • What is significant about the Rwandese concept is its dual objective of saving the forests and also the ‘forest communities’. For the environmentalists forests are simply biomass that on the one hand provide fuel and on the other hand carbon dioxide absorbing ‘lungs’ as a counter against global warming. But besides the forests there are also forest dwellers. The challenge is to save the forests and the forest communities; the people as well as the environment.
  • For the purposes of this conference, I wish to focus on just one lesson. And this is that Africa needs to be wary of the use of finance (or the so-called ‘development aid’) by the industrialised countries (ICs) to divide and rule the developing countries (DCs). Globally, if there is a near-clear North–South divide, it is on the question of climate change.
  • It is in this light that I need to caution Africa against the processes being in put in place by several interested parties in the West to offer ‘technical advice’ to ‘poor’ African countries.

  • With the introduction of structural adjustment, projects and activities depending on the government were scaled down. While the idea of privatisation could somehow work in the South, as there was an elite and foreign companies to take over these activities, such conditions did not apply in the North. The factories ground one by one to a halt. Commercial farms went into receivership. Employment and income collapsed. The market players, who were to exploit the opportunities afforded by the withdrawal of the government, simply were not ready for it. Whatever economic elite had started to develop either sank back into obscurity or joined their brethren in the south.
  • The distribution of HIPC funding tells a similar story. The Highly Indebted Poor Country (HIPC) initiative was an attempt by the World Bank and IMF to reduce the debt burden of the world poorest countries. One of the first major policy initiatives of the new NPP government when it attained power in 2001 was to apply for HIPC status. A special account was opened, whereby the money which otherwise would have been used for debt re-payment would be channelled to special spending targeted at the poor. But once again the reality was different. While the Ghana Poverty Reduction Strategy 2003-2005 planned that almost half of the HIPC funds would be used in northern Ghana, in reality this was only 17 %, just about one third of what was planned! The remaining 83 % of the projects went to southern Ghana, for which only 52 % had been planned.
  • National policies, ostensibly designed so as not to favour specific parts of the country, end up disadvantaging the North. The Ghana School Feeding Programme (GSFP) was originally conceived as a programme focusing on ‘Hunger Hotspots’, and was therefore targeted at the North. For obvious political reasons, the government decided instead to make it a national policy benefiting all districts equally. But with programme management using its discretionary powers, individual districts were able to lobby for additional schools. Inevitably, such districts were politically well connected and close to the physical and political centre. With as end result that Greater Accra, Ashanti and Brong Ahafo Regions receive a whopping 70 % of the total funding for school feeding (leaving the other 7 Regions to fight over the remaining 30 % of the funds). The three northern Regions, home to 30 % of the total poor in Ghana, receive a paltry 7 % of the funding!

  • With the weight of its recent past and in particular its long struggle for independence that served as a model for several liberation fronts across the globe and given its assertive diplomacy and audacious foreign policy in the 60s and 70s, the Algerian capital was to become a Mecca for all revolutionaries. As Amilcar Cabral announced at a press conference at the margins of the first Pan-African Festival held in Algiers on 1969: “Pick a pen and take note: the Muslims make the pilgrimage to Mecca, the Christians to the Vatican and the national liberation movements to Algiers!”
  • Fanon’s concern with what the masses do and say and think and his belief that it is the masses, and not leaders nor systems, who make and determine history, is at the centre stage in his books.
  • Reading Fanon’s words and especially ‘The Pitfalls of National Consciousness’ his famous chapter in The Wretched of the Earth (based on his reflections on his West African experiences as well as his concerns about the Algerian revolution),[v] one cannot help being absorbed and shaken by their truth and foresight on the bankruptcy and sterility of national bourgeoisies in Africa and the Middle East today; bourgeoisies that tended to replace the colonial force with a new class-based system replicating the old colonial structures of exploitation and oppression. Today we can see states across the formerly colonised world that have ‘bred pathologies of power’ as Eqbal Ahmad has called them, giving rise to national security states, to dictatorships, oligarchies and one-party systems.   • As Edward Said argued, the true prophetic genius of The Wretched of the Earth is when Fanon senses the divide between the nationalist bourgeoisie in Algeria and the FLN’s liberationist tendencies. He was the first major theorist of anti-imperialism to realise that orthodox nationalism followed the same track hewn out by imperialism, which while it appeared to concede authority to the nationalist bourgeoisie was really extending its hegemony.[vii]

Pambazuka - The war on Africa: U.S. imperialism and the world economic crisis - 0 views

  • In the U.S. itself with the advent of Cold War ideology and political repression under McCarthyism, perspectives and political organizing around Africa became a highly contentious arena of struggle. The Council on African Affairs (CAA) and the Civil Rights Congress (CRC) during the early 1950s came under fierce attack by the U.S. government and were driven out of existence.
  • Later during the 1960s when the various national liberation movements and independent African states embarked upon the armed struggle as a necessity to fight the U.S. and NATO backed colonial and settler-colonial states in Africa, Pan-Africanist and socialist strategist Kwame Nkrumah identified U.S. imperialism as the major force in the movement for genuine territorial sovereignty on the continent. The U.S., although paying lip service to supporting the anti-colonial movements, sought to stifle and manipulate the national liberation movements for the benefit of Wall Street and the Pentagon.
  • The postponement of these internal crises has apparently run its course. Imperialist war no long delays the impact of the inherent failures of capitalism related to its incapacity to provide housing, jobs, medical services, education and municipal services to the majority of its people. Nonetheless, in its destructive character, imperialism continues on the path of endless war and pursuit of ever-rising rates of profit.

  • In Somalia, the CIA and AFRICOM have been involved in propping up the Ethiopian occupation and the latter Transitional Federal Government regime since 2006. The African Union Mission to Somalia, AMISOM, is largely a U.S.-controlled military operation which is financed by Washington and provided with political, intelligence and diplomatic cover. Somalia is the source of oil and other strategic interests for imperialism and both the U.S. and NATO have large-scale naval vessels off the coast of the Horn of Africa nation in the Gulf of Aden.
  • The presence of U.S. military and intelligence forces in Africa is designed to bolster the strategic mineral and territorial interests of Wall Street. Africa is now supplying greater amounts of oil, natural gas and other essential minerals to economic interests of the ruling class.
  • The advent of regional blocs such as the Forum on China-Africa Cooperation (FOCAC) has served to provide the African Union member-states with both economic and political alliances that are outside U.S. and European Union influence. In regard to China, the socialist state has provided direct economic trade and development assistance which is far superior to the traditional relations established by the imperialist countries which enslaved Africans and colonized the continent for centuries.

  • The Africa-South America Summit has held three gatherings, the latest of which was in March, in order to enhance cooperation and to form a bloc against U.S. efforts to undermine anti-imperialist governments in Latin America and developing relations between Africa and non-Western regional entities. Iran has also strengthened its relations with Africa and Latin America causing serious concerns on the part of the U.S.
  • The joining by the Republic of South Africa of the Brazil, Russia, India, China (BRICS) grouping has resulted in new initiatives being discussed including the creation of a development bank as well as independent foreign policy positions on Syria and Iran that are at variance with U.S. imperialism.

Democracy Today: The case of the Democratic Republic of Congo | Pambazuka News - 0 views

  • Democracy, or more accurately democratic materialism, has become the dominant ideology. It is increasingly obligatory to be a democrat. It has almost become the single political thought. Democratic materialism asserts that there are only bodies marked by languages, and nothing else. There is only one market, one politics, one economy.
  • Democracy has become a package of 'techniques' — constitutions, electoral mechanisms, management systems — to be exported or imposed, top-down, on Third World countries.
  • The world becomes divided in a Manichean manner: good democracy versus bad democracy (the recent experience of the Palestinians); good Muslim versus bad Muslim (Mamdani 2004); good states versus rogue states; democrats versus terrorists. And are these the fuelling dynamics of globalisation?

  • On the other hand, the national liberation mode of politics which opened up with the independence of India, died with the assassination of Salvador Allende and Amilcar Cabral in 1973. That was the most active period of transformative politics the world has seen — with leaders such as Ghandi, Mao Tse-tung, Fidel Castro, Frantz Fanon, Ho Chi Minh. The imposition of draconian structural adjustment programmes on impoverished countries, and the recent very aggressive imperial interventions — in Iraq, Afghanistan, Haiti, Lebanon, and the protracted resistance of people in those countries, are reawakening hope for other active, transformative politics in the world.
  • From the very beginning, with the precipitous granting of independence on 30 June 1960 by Belgium, the Congolese have never had a chance, by themselves and without external interference, to debate the parameters of the definition of the crisis they have protractedly been facing since the crusaders of the Cold War dismantled the nationalist regime and assassinated Patrice Lumumba. Even the so-called Sovereign National Conference (SNC), singling out Mobutu as the cause of every evil, ended up failing to grasp the significance of the impact of the Cold War on the country. It finally adopted a proposal by Herman Cohen — a former US under secretary of state for African Affairs — to keep Mobutu in power and reduce only his powers. Such a solution, later on, turned into a farce.
  • The elections were organised mostly on the basis of external financing. This gave external forces the leverage to control the process, its pace, scope and order of priorities. Ascendancy to their preferences made a mockery of national sovereignty in the elections: of the democratic project as a whole. Almost no funds were allocated to the crucial task of civic education for the electorate.
  • Very briefly, the so-called democratic project has been, in the DRC, another process of grafting a Western experience of democracy, reduced to a 'universal model', on to an ill-prepared and un-attendant Congolese political soil, justified, aposteriori, as a necessary consequence of globalisation.
  • If if is the case that the Bakongo nation consisted of all the consistent anti-colonialists from 1921 (with Kimbangu’s Kintwadi) up until to 1959 (January 4th uprising), the core of the Congolese nation struggling for national independence,as F. Fanon and A. Cabral asserted, one should not be surprised that some of their descendants are leading the struggle against corrupting democracy.

Sub-Saharan Africa in Global Capitalism by John J. Saul | Monthly Review - 0 views

  • There are two ways of picturing Africa in the context of global capitalism. One is from the point of view of the people living and hoping to improve their lot in sub-Saharan Africa’s forty-eight nation-states with a considerable variety of kinds of “insertion” into the global capitalist economy, and a corresponding range of experiences of development (or the lack of it).6 The other is from the point of view of capital, for which Africa is not so much a system of states, still less a continent of people in need of a better life, as simply a geographic—or geological—terrain, offering this or that opportunity to make money.
  • Growing pressure of population means a constantly expanding landless labor force, partly working for subsistence wages on other people’s land, partly unemployed or underemployed in the cities, sometimes migrating to neighboring countries (e.g., from Burkina Faso to Cote d’Ivoire), living on marginal incomes and with minimal state services, including education and health.
  • The “investment climate” has been made easier, thanks, as we will see, to a decade and a half of aid “conditionality,” and the returns can be spectacular; the rates of return on U.S. direct investments in Africa are, for example, the highest of any region in the world (25.3 percent in 1997).9

  • Fatefully for Africa, this debt came due, in the 1980s, just as the premises of the dominant players in the development game were changing. The western Keynesian consensus that had sanctioned the agricultural levies, the industrialization dream, the social services sensibility, and the activist state of the immediate post-independence decades—and lent money to support all this—was replaced by “neoliberalism.”
  • States in Africa felt compelled to comply: they were debtors, after all, and, with the decline of the Eastern bloc, were also fast losing whatever limited leverage this alternative source of support had given them.
  • “What has emerged in Accra,” Eboe Hutchful once wrote of the Ghanaian SAP experience, “is a parallel government controlled (if not created) by the international lender agencies…[while] the other side of the external appropriation of policy-making powers is the deliberate de-politicalization that has occurred under the ERP [Economic Reconstruction Programme], and the displacement of popular participation and mobilization by a narrowly-based bureaucratic management.”15

  • There was, of course, another trajectory to African politics—some states which professed to bend the logic of global capitalism in favor of more progressive outcomes: Ghana, Tanzania, and Mozambique, among others.
  • Mozambique and Angola: far too many instances of overweening industrial plans and of forced villagization in the countryside, far too little democratic sensibility towards the complex values and demands of their presumed popular constituencies. Future attempts to develop counter-hegemonic projects in Africa will have to learn lessons from such experiences and also determine how to disentangle, for purposes of popular mobilization, the discredited notion of socialism from this troubled past.

Zimbabwe was in growing trouble before the sanctions imposed by the governments of Britain and the United States. Still, the attempt to bully a small country’s ruler who was in turn bullying his compatriots draped Robert Mugabe in the role of a hero against imperialism. The attempt encouraged a blundering ruler to stay on course. The ZANU-PF forces and sympathizers have blamed the disastrous economic situation on the sanctions. Yet, the political leaders have accumulated wealth in such a conspicuous manner that their consumption of luxury goods stands out in a country where more than 80 per cent of the eligible workers are unemployed. Millions more Zimbabweans have been rendered as economic refugees in Africa and beyond.

  • A cursory study of Malcolm’s life quickly illustrates the reasons behind his popularity and the desire of so many to move him into their political camps. Malcolm’s well-documented journey from street hustler to world renowned spokesperson and organiser for African liberation reflects the hard work and determination that many of us can only dream about. His fearlessness in articulating the problems of white supremacy and capitalism and his unique ability to take difficult political and economic concepts and break them down for common consumption and understanding were skills that motivated millions since Malcolm first joined the Nation in the 1950s.
  • Malcolm’s final speeches are filled with invectives for Africans in the US to stop expecting freedom in the US, while Africa was subjugated because Africa’s freedom was dependent upon releasing the very same forces that keep Africans in the US oppressed. Malcolm characterised this reality with his statements that Africa “is at the centre of our liberation” and that socialism is “the system all people in the world seem to be coming around to”.
  • The writing on the wall had been provided to Malcolm by his meeting Pan-Africanists like Kwame Nkrumah and Sekou Toure. For anyone who doubts the impact these meetings had on Malcolm’s thinking all one has to do is read his own words in his autobiography.   • Nkrumah’s book of letters The Conakry Years, which consisted of all of Nkrumah’s personal letters written and received while he was in Guinea after the Central Intelligence Agency’s sponsored coup that overthrew his government on February 24, 1966 (almost a year to the day after Malcolm was assassinated) contains letters Nkrumah wrote to Malcolm and to others about Malcolm, detailing Nkrumah’s efforts to persuade Malcolm to stay in Ghana and become a part of Nkrumah’s staff to work on their Pan-Africanist objective.
  • Nkrumah’s letters mention that he confided in Malcolm that Ghanaian intelligence forces had revealed that Malcolm would be killed within months if he returned to the US but according to Nkrumah, that revelation seemed to spark Malcolm’s desire to return to the fire-hot situation against him in the US.   • In the foregoing few words, Hailemariam Desalegn actually revealed his (I mean the TPLF’s) entire three-pronged strategy on how they plan to organize the theft of the 2015 election and repeat the 2010 crushing victory: 1) use state media and all other resources to hoodwink the people of Ethiopia that the 2015 election process will be democratic, free, fair and credible; 2) implement “our institutional process and our laws and regulations [that] are perfect” by 3) imposing on all political parties “the code of conduct” that his party has “put in place”. The TPLF's three-pronged strategy is actually the perfect game plan for the perfectly rigged election. The late Meles Zenawi wrote the perfect election rigging rulebook and “implemented” it in 2010. As a result, his party won the perfect election with 99.6 percent of the parliamentary seats.
