Für das Urheberrecht existieren traditionellerweise unterschiedliche Begründungslinien: Vor allem im angloamerikanischen Raum wird darin ein Mittel zur Kulturförderung gesehen, während der Rechtsschutz im kontinentaleuropäischen Raum als Konsequenz des Schaffensaktes verstanden wird. Diese Rechtfertigungen werden heute mit der Wahrnehmung konfrontiert, das Urheberrecht verhindere neue Werke eher als deren Schöpfung zu fördern. Weite Kreise betrachten den Rechtsschutz im Kontext des Internets als Anachronismus und reagieren mit Nichtbeachtung. Dessen ungeachtet erlebt der Urheberrechtsschutz in der westlichen Welt nach wie vor einen steten Ausbau, etwa in der Form verlängerter Schutzfristen. Wo führt dies hin? Sind die üblichen Rechtfertigungen des Urheberrechts heute noch zeitgemäss? Wäre es angezeigt, das traditionelle Urheberrecht ganz oder teilweise durch andere Systeme zu ersetzen oder zu überlagern? Vermöchte beispielsweise eine allgemeine Kulturabgabe einen Interessenausgleich zu bewirken? Im ersten Teil der Veranstaltung werden die grundlegenden Fragen aufbereitet und mögliche Lösungsansätze vorgestellt.
