    The Education and the Environment Initiative [Pavley, Chapter 665, Statutes of 2003-AB 1548] directed the California Environmental Protection Agency and the California Integrated Waste Management Board to develop Environmental Principles and Concepts for elementary and secondary schools in cooperation with the Resources Agency, State Department of Education, State Board of Education, and Secretary for Education. The Office of the Secretary of the California Environmental Protection Agency and the Integrated Waste Management Board have reviewed and concur with the Environmental Principles and Concepts (PDF).

    "What are the impacts of ocean acidification on key benthic (seabed) ecosystems, communities, habitats, species and their life cycles? The average acidity (pH) of the world's oceans has been stable for the last 25 million years. However, the oceans are now absorbing so much man made CO2 from the atmosphere that measurable changes in seawater pH and carbonate chemistry can be seen. It is predicted that this could affect the basic biological functions of many marine organisms. This in turn could have implications for the survival of populations and communities, as well as the maintenance of biodiversity and ecosystem function. In the seas around the UK, the habitats that make up the seafloor, along with the animals associated with them, play a crucial role in maintaining a healthy and productive marine ecosystem. This is important considering 40% of the world's population lives within 100km of the coast and many of these people depend on coastal systems for food, economic prosperity and well-being. Given that coastal habitats also harbour incredibly high levels of biodiversity, any environmental change that affects these important ecosystems could have substantial environmental and economical impacts. During several recent international meetings scientific experts have concluded that new research is urgently needed. In particular we need long-term studies that determine: which organisms are likely to be tolerant to high CO2 and which are vulnerable; whether organisms will have time to adapt or acclimatise to this rapid environmental change; and how the interactions between individuals that determine ecosystem structure will be affected. This current lack of understanding is a major problem as ocean acidification is a rapidly evolving management issue and, with an insufficient knowledge base, policy makers and managers are struggling to formulate effective strategies to sustain and protect the marine environment in the face of ocean acidification."

E-mail: ktl@postech.ac.kr Abstract The relative abundance of nitrate (N) over phosphorus (P) has increased over the period since 1980 in the marginal seas bordering the northwestern Pacific Ocean, located downstream of the populated and industrialized Asian continent. The increase in N availability within the study area was mainly driven by increasing N concentrations and was most likely due to deposition of pollutant nitrogen from atmospheric sources. Atmospheric nitrogen deposition had a high temporal correlation with N availability in the study area (r = 0.74 to 0.88), except in selected areas wherein riverine nitrogen load may be of equal importance. The increase in N availability caused by atmospheric deposition and riverine input has switched extensive parts of the study area from being N-limited to P-limited. "

But beyond general warnings, there is another sort of vital climate research to be done, speakers told 1800 attendees at a meeting here last month. And so far, they warned, researchers have delivered precious little of the essential new science. At the meeting, subtitled "Climate Research in Service to Society,"* the new buzzword was "actionable": actionable science, actionable information, actionable knowledge. PANTELLERIA, ITALY-This tiny speck in the Mediterranean, home to a few thousand people, seems like one of the most tranquil places in the world. But looks are deceptive. Pantelleria, in the Strait of Sicily halfway between Palermo and Tunis, is close to one of the world's busiest shipping lanes, and of late, its waters have also become the center of a new oil rush. Attracted by Italy's easygoing drilling regulations and low tax on oil extraction, dozens of companies have new plans for exploration and drilling in this part of the Mediterranean Sea. At a recent meeting here,* however, scientists, conservationists, and environmental activists warned that such efforts put several important biodiversity hot spots in danger. An oil disaster like the Deepwater Horizon explosion, which sent oil gushing into the Gulf of Mexico for months, could easily ruin the Mediterranean ecology for a century or longer, some said. The Italian government has recently issued 66 permissions for drilling around its coasts and 25 concessions for exploration. Another 67 applications for exploration are under review. Scientists at the NOAA Alaska Fisheries Science Center's Auke Bay Laboratory announced last week that the substance was biological in nature, rather than oil or pollution as originally thought by concerned residents of Kivalina. Per standard scientific procedure, samples were sent to NOAA's Analytical Response Team for a more thorough and detailed analysis and verification process. At NOAA's National Ocean Service Center for Coastal Environmental Health and Biomolecular Research, based in Charleston, S.C., a team of scientists highly-specialized and equipped to analyze microbiologic phenomena such as this determined that the substance is consistent with spores from a fungi that cause rust, a disease that infects only plants causing a rust-like appearance on leaves and stems. Rust fungi reproduce to infect other plants by releasing spores which disperse often times great distances by wind and water. However, whether this spore belongs to one of the 7,800 known species of rust fungi has not yet been determined. "CREDIT: BRÜCKE-OSTEUROPA/WIKIPEDIA" As the coldest capital on Earth, you might think the last thing Ulan Bator needs is more ice. But that is just what it's about to get under a geoengineering trial aimed at "storing" freezing winter temperatures to cool and water the city during the summer. At the end of this month, engineers will drill a series of bores through the ice on the Tuul River, pump up water from below, and spray it on the surface where it will freeze. This process will be repeated throughout the winter, adding layer after layer to create a chunk of ice that will be 7 or 8 meters thick by the spring. It's an attempt to artificially create the ultra-thick slabs-known as naleds in Russian-that occur naturally in far northern climes when rivers or springs push through surface cracks. Nomads have long made their summer camps near such phenomena, which melt much later than normal ice. Flanked by desert and plagued by summer temperatures that can rise close to 40°C, Ulan Bator's municipal government hopes the $724,000 experiment will create a cool microclimate and provide fresh water as the naled melts. ECOS & EMI, the Anglo-Mongolian company behind the plan, has still greater ambitions. "Everyone is panicking about melting glaciers and icecaps, but nobody has yet found a cheap, environmentally friendly alternative," says Robin Grayson, a geologist in Ulan Bator for ECOS & EMI. "If you know how to manipulate them, naled ice shields can repair permafrost and build cool parks in cities." The process, Grayson says, can be replicated anywhere where winter temperatures fall below −5°C for at least a couple of months.

    "Abstract Climate change can affect organisms both directly via physiological stress and indirectly via changing relationships among species. However, we do not fully understand how changing interspecific relationships contribute to community- and ecosystem-level responses to environmental forcing. I used experiments and spatial and temporal comparisons to demonstrate that warming substantially reduces predator-free space on rocky shores. The vertical extent of mussel beds decreased by 51% in 52 years, and reproductive populations of mussels disappeared at several sites. Prey species were able to occupy a hot, extralimital site if predation pressure was experimentally reduced, and local species richness more than doubled as a result. These results suggest that anthropogenic climate change can alter interspecific interactions and produce unexpected changes in species distributions, community structure, and diversity. "

    "Abstract The Phanerozoic fossil record of marine animal diversity covaries with the amount of marine sedimentary rock. The extent to which this covariation reflects a geologically controlled sampling bias remains unknown. We show that Phanerozoic records of seawater chemistry and continental flooding contain information on the diversity of marine animals that is independent of sedimentary rock quantity and sampling. Interrelationships among variables suggest long-term interactions among continental flooding, sulfur and carbon cycling, and macroevolution. Thus, mutual responses to interacting Earth systems, not sampling biases, explain much of the observed covariation between Phanerozoic patterns of sedimentation and fossil biodiversity. Linkages between biodiversity and environmental records likely reflect complex biotic responses to changing ocean redox conditions and long-term sea-level fluctuations driven by plate tectonics. "

    As the U.S. Food and Drug Administration (FDA) considers approving a genetically modified (GM) Atlantic salmon (Salmo salar), it faces fundamental questions of risk analysis and impact assessment. The GM salmon-whose genome contains an inserted growth gene from Pacific chinook salmon (Oncorhynchus tshawytscha) and a switch-on gene from ocean pout (Zoarces americanus)-would be the first transgenic animal approved for human consumption in the United States (1, 2). But the mechanism for its approval, FDA's new animal drug application (NADA) process (2), narrowly examines only the risks of each GM salmon compared with a non-GM salmon (2, 3). This approach fails to acknowledge that the new product's attributes may affect total production and consumption of salmon. This potentially excludes major human health and environmental impacts, both benefits and risks. Regulators need to consider the full scope of such impacts in risk analyses to avoid unintended consequences (4), yet FDA does not consider ancillary benefits and risks from salmon market expansion (2, 3), a result of what may be an overly narrow interpretation of statutes.

Lisa Collins, environmental studies lecturer with the USC Dornsife College, spent four years collecting samples from floating sediment traps in the San Pedro Basin off the Los Angeles coast, giving scientists a peek at how much carbon is locked up in the ocean and where it comes from. Collins' research suggests that the majority of particulate organic carbon (POC) falling to the basin floor is marine-derived, not the result of runoff from rainfall. This means that the ocean off the coast of Southern California is acting as a carbon "sink" - taking carbon out of the atmosphere via phytoplankton and locking it up in sediment. Though estimates regarding the effect of carbon in the ocean already exist, her hard data can help climatologists create more accurate predictions of how carbon will impact global warming. What is unique about Collins' study is that it is not just a snapshot of POC falling, but rather a finely detailed record of four years of POC production, showing how much fell and when. "It's all tied to climate change," said Collins, who started the research as a graduate student working for USC Earth Sciences Professor Will Berelson. "This lets us see patterns. "Our data can help climate modelers better predict the interactions between the oceans and atmosphere with respect to carbon which can help them better predict how much carbon dioxide will end up sequestered over the long term as sediments in the ocean," she said. Collins' study is among the longest of its kind in the region. A similar study was conducted in Santa Monica Basin from 1985-1991, and another is currently underway in Hawaii.
