The Interactivity Foundation works to enhance the process and expand the scope and health of our public discussions by bringing people together in small group discussions of broad topics of public policy concern. Our Fellows conduct Project Discussions that engage separate panels of selected generalists and specialists on a public policy topic for a year or more of private (or "sanctuary") discussions to develop and explore multiple policy possibilities, which are then worked into a Discussion Report. We also conduct and sponsor shorter series (3-4 sessions) of small group Public Discussions, which are open to all interested participants and use the possibilities from our Discussion Reports as the starting point for further exploration and development. Finally, we collaborate with certain college faculty to develop and support facilitated, student-centered Classroom Discussions.

MISSION Healthy Democracy is a nonpartisan, nonprofit organization dedicated to elevating the public's voice in our democracy. We work to advance innovative and powerful ways for the public to engage in the democratic process and improve our political discourse.

The Center for Communication and Civic Engagement is dedicated to understanding communication processes and media technologies that facilitate positive citizen involvement in politics and social life. CCCE is located in the Department of Communication at the University of Washington, and co-sponsored by the Department of Political Science. Students and faculty at the center work together on original research, new educational programs, policy recommendations, and Web-based citizen resources. 

In this article, I articulate ten important issues and concerns which Collective Impact fails to adequately acknowledge, understand, and address. These failings have serious consequences for the engaged communities. I welcome the community of activists and scholars who are engaged in coalitions, partnerships, and collaboratives to react, disagree and/or to add to the list of concerns.

This publication draws on examples of public engagement in city and county budgeting throughout California and describes six general approaches that local agencies use, often in strategic combination, to involve residents in the budget process.

Public spaces are an important part of Knight Foundation's work in cities and the communities where we invest. We believe that great public spaces have the power to transform cities. They are where neighbors can meet and residents can enjoy local arts and culture, take a jog or spend time with family. They help to advance civic engagement and the attachment people feel to their cities - both necessities for creating more informed and engaged communities. Recent research by the Center for Active Design shows that public spaces can help to facilitate community connection, trust and involvement.

Democracy Beyond Elections is a collaborative, national campaign dedicated to transformative democracy rooted in community led decision making.  It is not enough to get the right person elected or to know that those closest to the issues are closest to the solutions - we must act on this knowledge and put real decision making power in community hands. This means equipping community-members often ignored, pushed out, or marginalized by our current democratic systems with the tools, resources, and opportunities to deeply engage in democratic processes. This means committing to radically reimagine what participation and civic engagement really entail - including tangible and consequential power sharing. And this means expanding our definition of democracy to extend between and beyond elections in participatory practices that include everyone.

The Davenport Institute for Public Engagement and Civic Leadership supports and promotes public participation as a way of developing more creative and sustainable policy decisions, and more engaged and informed citizens. To fulfill this mission, we assume three roles as we work with California's cities, counties, school districts and civic organizations:

APPA combines the framework of Appreciative Inquiry and the tools of Participatory Learning and Action (PLA). Its objective is to find and emphasise the positive, successes and strengths as a means to empower communities, groups and organisations to plan and manage development and conservation. [It] uses the cycle of the 4D�s: Discovery, the act of appreciation: the best of what is and what gives life to the community, group or organisation; Dream, envisioning and impact: what might be, creating a positive image of a preferred future; Design, co-constructing the desired future: what should the ideal be, a process of dialogue, consensus and further inquiry; Delivery, sustaining: how to empower, learn, adjust and sustain." Citizen uptake to date has been, however less than was hoped. Part of it is the normal delay in innovation uptake, and part is linked to poor internet penetration and low connectivity in aid intensive countries. But the time has come to analyze more closely the reasons for this tepid demand side response or its lack of sustainability after an initial peak of interest. What may well be missing is the human element and the ability of people potentially interested in using this information to work together in conducive venues where they could exchange ideas, develop joint approaches, and train citizens and CSO organizations.

The step-by-step framework outlined in this section describes a model Heart & Soul process using four phases and eleven steps. Each phase is built around specific learning, capacity building or engagement goals, and together they lead to the overall project goals.

All segments of the community are appropriately engaged in key public decisions. Decision-makers make informed policy choices based on their best sense of the public's interest.

The Interactivity Foundation ("IF") engages citizens in small group discussions to develop and explore multiple and contrasting possibilities for long-term public policy and democratic governance. IF is non-partisan and does not engage in advocacy on behalf of any of the public policy possibilities developed by its projects or discussion processes. IF is an operating foundation and does not make grants.

The Guide shows how to get your school working with Participatory Budgeting (PB). The PB process creates an experiential learning environment for community engagement at a local level. Students are challenged to think about community needs and issues, exploring their environment. They are then empowered to design and implement a solution, taking shared ownership of their school community. They will gain a new attachment to their community; a sense of pride that comes with civic contribution. And they will build a stronger, more collaborative relationship with school administration, one another, and the community at large.
