The current training scenarios in higher education are moving toward a new format that combines three basic principles: free-of-charge, massive and ubiquity
This new type of formative macro-scenario stems from the philosophy of «open learning movement» which is based on four funda- mental principles: redistribute, rework, revise and reuse
PROBLEM(S) WE ALL HAVE FOUND
The major problem with this type of MOOCs is the massive student treat- ment (without any individualization) and the teaching assessment based on a trial-and-error system already overcome.

The quality of MOOC's can only be as good as the delivering platform, the Internet and, it can only be as good as the instructor teaching. A list of well known institutions of higher learning engaged in MOOC's are as follows:
1.Coursera which is a spin of of Stanford
2. Udacity which is a joint venture between Harvard and MIT
3. Princeton
4. Columbia
5. Duke
6. University of Pennsylvania
to name a few. These institutions offer high quality training, we know this from the instructors that are still retain by such coveted schools throughout the WORLD.
Dr. Ezekiel J. Emmanuel a former health advisor for the White House Office of Management and Budget also a participating instructor in one of MOOC's thousand available courses currently. He is a professor for at the University of Pennsylvania.
Edward Rock Professor of Business Law at the University of Pennsylvania business Law School.

David J. Malan Harvard Computer Science Professor
Chuck Eesley Stanford University Technology Entrepreneurship
This is just to show the quality of instructors in relation to the quality of work that they provide to any willing participant for free. The only requirement to the recipient of such informative education is Internet access and the willingness to learn.

It was agreed that MOOCs and open education require different quality indicators than those traditionally used in higher education. The European Commission's new Opening up education initiative states that quality issues must be rethought and revalued. The EC has set out eight recommendations which institutions and authorities need to focus on:
1. reviewing their organisational strategies
2. exploiting the potential of Massive Open Online Courses (MOOCs)
3. stimulating innovative learning practices such as blended learning
4. equipping teachers with high digital competences
5. equipping learners with digital skills
6. thinking about how to validate and recognise learner's achievements in online
education
7. making high quality Open Education Resources (OER) visible and accessible
Each of these points raise issues regarding quality and quality development. The debate continues.
