  If you have text selected on the screen the option is named "Bookmark and highlight" just so it will be clear exactly what happens. You are correct that "Highlight" always bookmarks (i.e., they are the same option, just worded differently.)

  I found we can add tags and descriptions to a bookmark when clicking "Bookmark and Highlight". If we just Highlight something, the bookmark saved would not have any tag and description. I think this is the difference.
