1. Type tags very fast - so much so that the menu has no time to appear.
2. In your series of tags, make the ultimate entry a word that causes the menu to disappear.
The second workaround is easier.

† If by design, then the design might be better ;) … if (for example) submission is denied when tag dictionary criteria are not met, then make explicit the reason for denial - when the denial occurs.

According to the information panel at a Group Tag Dictionary page, the *positive* intention is to *encourage*:
>> Option 3: The group owner can pre-define a set of group tags to encourage consistency.
(neither _enforce consistency_ nor _prevent submission_, both of which are *negative*).
So, for as long as the effect 'feels' negative, I tend to view this as a bug.
