To be honest, the colours are very confusing at the moment.
Sometimes we're told that blue = private annotation
More recently, blue = personal highlight but personal ≠ private; personal highlights are often visible to the public.
Yellow highlights are described as private but they're often visible to the public.
And so on!
My best recommendation is:
* use two browsers * in the second browser, do not sign in to Diigo * copy annotated links from the first browser, paste to the second * use the second browser to discover how annotated links behave.

Depending on the type of annotated link, the viewer may see:
* all highlights and stuck notes, not limited to any particular user, excluding page comments
* highlights and stuck notes of one user, excluding page comments
* highlights and stuck notes and page comments
* etc.

Examples (c) and (d) may be confusing; even without annotated links, so-called private highlights are easily visible to the public.
