As far as i remember, the justification for it was that it allowed people to turn off the toolbar (if they wanted to save space) and just use this menu, and right click.
I don't use either menu that often, so i have no particular opinion on the issue, but i think thats the reason its there...
If it's currently the case that accessibility *does* suggest a need for the menu (beyond the frame of the window), then I would suggest that accessibility should be possible within the frame of the window.

Remove (deprecate) one of the two Diigo menus.
Specifically: remove the Diigo menu that appears between Bookmarks and Tools:

The suggestion may be opposed, fairly, by the Diigo users who _do_ use this particular menu.
