I went though a period like that, and one day I noticed that I could.
(But now that I can, I realise it's very rare - I try to only use it for warnings)

True, you've been here for a while now...
(It just might be possible that now that you mentioned this, you will be able to soon ???)

Meanwhile, why don't you try posting to groups?

Maybe they could(should?) create a request form with guidelines to agree to ?

PS: There were some pages that got so many it became a real issue.

Many websites we're trying to use won't let us! Here's the latest: http://nwlitreview.org/1.3/AlisonHouckpaper.htm

Waiting til it magically fixes itself isn't the answer.

I teach AP Language and the kids are "annotating" webpages and they are getting the error and now I am, too! Not happy at all.

    > Public sticky note can be added from "My Library"

    That is by design.

    > post a note publicly

Are all three types of note (comment, note stuck to highlight, floating note) affected?

I have to question this design decision. Any inconvenience to users had better have a formidable justification. @Graham, care to elaborate?

I really like the ideea of sticky notes visible to everyone, of course somebody who doesn't want people to see informations about simmilar products/services on the internet or even complaints on their main page, it's an inconvenient, but I would very much like to know what the user experience is related to a service/software/tool. Too bad it's malfunctional, do you know any other sticky notes social tools ?

I've contacted diigo support team directly by email and here is their answer to the problem:
You can create public notes as long as 5 people follow you on diigo. We
take this mechanism out of consideration to block out spammers.

@Valentin, Good to know. Thanks for sharing this.

You can also Try Google Sidewiki, instead of Diigo Sidebar.. the difference is that you have the right to vote which comments are useful, so you have the most relevant information uptop; this deals a little better with spam than diigo sidebar. My reason for posting this message is to offer the people who don't agree with their 5 followers policy, an alternative to public annotations from diigo.

    Yes, very annoying!

So how about we circumvent it... starting here; everyone in this thread follows everyone else in this thread. Spam filtering is a good idea. This 'followers-quota' is not.
